Wight drafted this note in a further effort to elucidate key points about his analysis of the three main traditions of thinking about international relations in Western societies since the sixteenth century (Realism, Rationalism, and Revolutionism). First, he acknowledged that there have been causative factors other than ideas, such as pursuing power and status, meeting security requirements, and serving economic interests. The historical record suggests, however, that the philosophical views of influential decision-makers in the face of perceived necessity have coloured their policies and actions. Second, the argument that new technologies such as nuclear weapons and space rockets have made traditional themes of political philosophy obsolete is a ‘dehumanizing’ proposition; it overlooks the fact that human beings have devised these new capabilities and applied them to the pursuit of human priorities. Third, there may be a ‘preselected’ relevance of the three traditions: Kantian ideals may be most suited to private and personal affairs; Grotian philosophical principles may be most useful in the domestic politics of constitutional states; and Machiavellian approaches may be required in international politics.

Significance The Gulf states have long been among the largest spenders on lobbying initiatives in the United States, promoting their economic interests and perspectives on regional geopolitics. This has intensified since 2017 as the Qatar dispute has polarised the region and both sides have sought to win over crucial US decision-makers. These efforts have often backfired and drawn accusations of improper behaviour that could damage bilateral relationships and may affect US domestic politics. Impacts Others considering influencing US policy will look carefully at the successes but also the controversies this lobbying has generated. There is a risk of long-term damage to some Gulf-US relationships amid growing suspicion of foreign influence. Robert Mueller’s probe into the Trump campaign and Russia, which may conclude this year, may also implicate some Gulf states.

O elemento norteador é sempre a busca do bem integral do ser humano.Abstract: New technologies are mapping the genetic code and thus deciphering the information contained in the human DNA. With the emergence of a new therapeutic concept, biomedicine finds itself in the face of new paradigms. Bioethics, in its turn, is given a prominent role in this vast field, as it sets in motion the ethical reflection about life; defines protective limits that seek to guard human beings against difrent — and even threatening — detours; and it points to die fundamental need to act in the service of the welfare of Mankind. The Christian contribution bases itself on the incomparable value of human life to welcome the benefits of the new biotechnologies but also to prevent extrapolations in their application. Here, our North is, always, the good of the whole human being.

Health systems around the world cope with the challenge of difficult economic times, and the value of health technology assessment (HTA) is increasing. Making the right choices, with limited resources, in the face of increasingly complex technologies requires decisions informed by data and analyses that help us to manage the risks involved. Those who undertake and use HTA can play a greater role in helping decision makers meet these challenges; they need to think how to define innovation and respond to it, how to communicate their analyses, and, critically, how to align their work with the ambitions of their health systems. HTA can become a key health system enabler without compromising its objectivity or independence. It can say that it is too early to determine the value of a new technology when the data simply will not support a safe decision. However, it can also be bold and recommend the managed introduction of new technologies, even when the when the data is immature, provided that the health system understands the risks and there is a plausible case for believing that further research will support the value proposition. The goal for HTA is to be able confidently to do both.

The study focuses on the impact of the COVID-19 pandemic on education systems around the world. The article reveals similarities and differences in decisions made by the responsible bodies in order to ensure the work of educational institutions during the current crisis caused by the new coronavirus pandemic. The author analyses the tools and facilities selected for education process and argues that in most cases digital technologies help students to continue their education even in the face of serious social shocks. At the same time, the downside of digital learning is also discussed. In a significant number of cases, the inability to attend schools and universities has a painful effect on the overall physical (such as food support), psychosocial (stress) and economic (additional costs associated with the need to use equipment and communication facilities) condition of both students and their families. The author emphasizes the pro and contra of digitalization as a vector for the development of education: new technologies not only contribute to solving the “old” issues of the industry, but also provoke the emergence of new challenges in this area. It is noted that the current situation in education can radically change not only the set of familiar tools for transferring knowledge, but also its content. Decision makers, heads of educational institutions, students and their parents face the challenge of finding the optimal ratio of “new” (digital) and “old” (classical) in the emerging model of education of the XXI century. The research is based on data published by international organizations (UN, ITU, UNESCO et al.), educational institutions of various countries of the world, and the author's personal teaching experience during the pandemic.

While boarding school in dealing with the development of the times, has a commitment to make new innovations by presenting the pattern of education that can give birth to a reliable Human Resources. Especially pesantren currently has a challenging enough weight in facing the era of "Demographic Bonus". Demographic bonus is a phenomenon in which the structure of the population greatly benefits the community from the side of development in various sectors, because the productive age is more than the non productive age. This means that the dependency burden will decrease with the ratio of 64 percent of the productive age population to bear only 34 percent of the nonproductive age population. With all kinds of scholarships and skills given to students, students are expected to compete in all fields, especially in the face of Indonesia gold in 2020 to 2035.

Abstract The second half of the 20th century is commonly considered to be a time in which German companies lost their innovative strength, while promising new technologies presented an enormous potential for innovation in the US. The fact that German companies were quite successful in the production of medium data technology and had considerable influence on the development of electronic data processing was neglected by business and media historians alike until now. The article analyses the Siemag Feinmechanische Werke (Eiserfeld) as one of the most important producers of the predecessors to said medium data technologies in the 1950s and 1960s. Two transformation processes regarding the media – from mechanic to semiconductor and from semiconductor to all-electronic technology – are highlighted in particular. It poses the question of how and why a middling family enterprise such as Siemag was able to rise to being the leading provider for medium data processing office computers despite lacking expertise in the field of electrical engineering while also facing difficult location conditions. The article shows that Siemag successfully turned from its roots in heavy industry towards the production of innovative high technology devices. This development stems from the company’s strategic decisions. As long as their products were not mass-produced, a medium-sized family business like Siemag could hold its own on the market through clever decision-making which relied on flexible specialization, targeted license and patent cooperation as well as innovative products, even in the face of adverse conditions. Only in the second half of the 1960s, as profit margins dropped due to increasing sales figures and office machines had finally transformed into office computers, Siemag was forced to enter cooperation with Philips in order to broaden its spectrum and merge the production site in Eiserfeld into a larger business complex.

Climate change raises serious concerns for policymakers that want to ensure the success of long-term policies. To guarantee satisfactory decisions in the face of deep uncertainties, adaptive policy pathways might be used. Adaptive policy pathways are designed to take actions according to how the future will actually unfold. In adaptive pathways, a monitoring system collects the evidence required for activating the next adaptive action. This monitoring system is made of signposts and triggers. Signposts are indicators that track the performance of the pathway. When signposts reach pre-specified trigger values, the next action on the pathway is implemented. The effectiveness of the monitoring system is pivotal to the success of adaptive policy pathways, therefore the decision-makers would like to have sufficient confidence about the future capacity to adapt on time. “On time” means activating the next action on a pathway neither so early that it incurs unnecessary costs, nor so late that it incurs avoidable damages. In this paper, we show how mapping the relations between triggers and the probability of misclassification errors inform the level of confidence that a monitoring system for adaptive policy pathways can provide. Specifically, we present the “trigger-probability” mapping and the “trigger-consequences” mappings. The former mapping displays the interplay between trigger values for a given signpost and the level of confidence regarding whether change occurs and adaptation is needed. The latter mapping displays the interplay between trigger values for a given signpost and the consequences of misclassification errors for both adapting the policy or not. In a case study, we illustrate how these mappings can be used to test the effectiveness of a monitoring system, and how they can be integrated into the process of designing an adaptive policy.

New technologies are changing our lives radically and quickly. New biotechnologies are moving to commercial uses faster than government regulators or private citizens can monitor. This tension manifests itself in the current debates over xenotransplantation technologies in medicine. The possibility of removing cells, tissues, and organs from animals and transplanting them into human beings is startling and unnerving. Natural immunesystem barriers between species, and even between individuals within a species, are formidable. Typically, transplantation results in violent rejection and death of the grafted organ. But despite the natural barriers to transplantation, xenotransplantation aims specifically to overcome them.In this paper, I will discuss applications of xenograft technology, which raises clinical risks, ethical concerns, and policy issues. I conclude with a set of specific recommendations. As a recent letter to the journal Nature puts it, there is a “split between those who want to get it right, and those who want to get it right now.” No one knows what all the risks, benefits, and unintended consequences of xenotransplantation will be.

Abstract The authors present the issues and challenges related to the changes in status of a company and its impact on competitiveness. Status changes of companies, mostly mergers and acquisitions of companies, are one of the ways in which capital owners and management direct economic activities with the aim of maximizing profits. In order to make the right and justified decision, in terms of achieving the economic interests of the company, it is essential to know the laws and regulations in this area. This paper should provide answers on various questions which will be presented to decision makers in every company, considering status changes. Bearing in mind that the question of status changes often associated with an international element, the authors will pay special attention on the EU legislation and current legal framework in the Republic of Serbia.
