Legislative Speech in Presidential Systems

This essay constitutes a sort of corrective to the considerable attention scholars of legislative speech have given to bodies in parliamentary regimes. I survey the study of legislative speech in presidential systems by categorizing it into two types. The first presents patterns of speech across memberships as indicative of other factors such as electoral institutions and the strength of legislative parties. Here, I use Proksch and Slapin’s theoretical framework for purchase and refer to a small but growing corpus of literature on Latin America. The subject of the second is the content of speech. The approach is normative and assumes words spoken are independent variables that can have important effects on policy, politics, and the health of the broader polity. I conclude by remarking upon the opportunities computer software and newly accessible data provide for researchers of speech in the legislatures of presidential systems. I also suggest avenues for future research.

In a recent article which appeared in Educational Policy Analysis Archives 6 (7) 1998, "Educational Research in Latin America: Review and Perspectives," Abdeljalil Akkari and Soledad Pérez envisage carrying out a general analysis of the situation of educational research in Latin America, in an attempt to describe the context of its historical formation. They focus on the main theoretical framework, they identify the principal institutions involved in educational research, and consider the priorities for future research in the region.

The literature shows remarkably little effort in developing a framework for understanding the concept of customer accounting and its implementations. The authors synthesize the literature on the subject and provide a theoretical framework for future research. This is done by constructing a model that includes the antecedents and consequences of customer accounting, as well as the potential moderators, and from this developed research propositions. The implications of this research for management accountants are then discussed.

The prevention of cardiovascular disease in at risk persons poses a major challenge to behavioural health educators. Previous research on the development of reliable methods for teaching such people to control their blood pressure, thereby avoiding the development of essential hypertension and associated health dangers, has been reviewed elsewhere (Mullins & Sharpley, 1988). Data from previous studies are inconclusive, principally due to major methodological limitations in that research, but also because of failure to focus upon generalisation and maintenance to the real world of the subject. Several issues for future research are discussed in the present paper, with some specific suggestions made regarding dependent and independent variables, experimental design, subject population and procedure.

The preponderance of minority presidents in modern democracies has concentrated the attention of researchers on the multiparty coalitions that presidents form to govern in legislative assemblies. This analysis of “coalitional presidentialism” has focused almost exclusively on presidential systems in Latin America, and Brazil in particular. It has understood multiparty presidential coalitions as cabinet-level constructs, which bind the support of parties in legislatures through portfolio payoffs. In this article, we explore this analysis in a non-Latin American context: post-Soviet Ukraine. Using original quantitative and qualitative data, we find that portfolio payoffs are an important tool for managing Ukrainian coalitions. But we also find that minority presidents have relied systematically on the support of legislative parties outside of the cabinet and have used different payoffs to manage their support. Given that this complexity also exists in other new democracies, we argue that there is a need to distinguish between cabinet-level and floor-level coalitions in minority presidential systems.

A systematic literature review (SLR) from 1991 to 2019 is carried out about EFQM (European Foundation for Quality Management) excellence model in this paper. The aim of the paper is to present state of the art in quantitative research on the EFQM excellence model that will guide future research lines in this field. The articles were searched with the help of six strings and these six strings were executed in three popular databases i.e. Scopus, Web of Science, and Science Direct. Around 584 peer-reviewed articles examined, which are directly linked with the subject of quantitative research on the EFQM excellence model. About 108 papers were chosen finally, then the purpose, data collection, conclusion, contributions, and type of quantitative of the selected papers are discussed and analyzed briefly in this study. Thus, this study identifies the focus areas of the researchers and knowledge gaps in empirical quantitative literature on the EFQM excellence model. This article also presents the lines of future research.

RESUMENEsta investigación examina la espiritualidad y su consideración en el ambiente laboral, específicamente en los trabajadores de la Dirección de Educación Estadal del Municipio Palavecino, Estado Lara, Venezuela. El estudio de tipo descriptivo y cualitativo permitió analizar materiales teóricos relacionados con la espiritualidad en el trabajo, tomando el concepto de espiritualidad de Mitroff y Denton (1999) como marco teórico para esta investigación, además de los aportes de Pérez (2007) y Robles (2011) que exploran el tema y permitieron la elaboración de un constructo teórico para esta investigación. Los resultados evidencian que existe un alto interés por el tema de la espiritualidad tanto en la vida personal como en el trabajo y puede tratarse abiertamente en el ámbito laboral, a pesar de las limitaciones sobre el tema, su principal beneficio es que favorece el equilibrio en todos los aspectos de la vida.Palabras clave: espiritualidad, ambiente laboral, creencias y valores espirituales.An study of case on the analysis of spirituality at the workABSTRACT This research examines spirituality and its consideration in the workplace, specifically on workers of the Directorate of Education of the Municipality Palavecino State Authority, State Lara, Venezuela. The objective of this research is to examine the effect of auditor’s independency, competency, and job experience towards audit quality.This research is conducted by using method survey to public accountants (external auditors) that working settled in Public Accountant Firm (KAP) in Jakarta and Tangerang, in 2012 and have one year minimum experience, as respondents with type research of causality. Using likert scale as an instrument (questionaire) for measure auditor’s perceptions about the independency, competency, and job experience that influence audit quality. From 150 questionaire distributed, returned was 109 questionaire, and 24 not complete, so that only 85 questionaire could be process. Data analysis conducted with multiple regression model. The hypotheses tested are revealed as that independency, competency, and job experience have influence to audit quality as well as partially and simultaneously. The result of the test showed empirical testimony that auditor’s independency, competency, and job experience as well as simultaneously significantly influence audit quality. Partially, independency, competency, and job experience also have significant influence to audit quality. Future research expected can extend survey area coverage and add more independent variables that can have influence to audit quality. Abstract This paper presents a theoretical framework to estimate the effectiveness of second language tasks in which the focus is on the acquisition of new linguistic items, such as vocabulary or grammar, the so-called focused tasks (R. Ellis, 2003). What accounts for the learning impact offocused tasks? We shall argue that the task-based approach (e.g. Skehan, 1998, Robinson, 2001) does not provide an in-depth account of how cognitive processes, elicited by a task, foster the acquisition of new linguistic elements. We shall then review the typologies of cognitive processes derived from research on learning strategies (Chamot & O'Malley, 1994), from the involvement load hypothesis (Laufer & Hulstijn, 2001), from the depth of processing hypothesis (Craik & Lockhart, 1972) and from connectionism (e.g Broeder & Plunkett, 1997; N. Ellis, 2003). The combined insights of these typologies form the basis of the multi-feature hypothesis, which predicts that retention and ease of activation of new linguistic items are improved by mental actions which involve a wide variety of different features, simultaneously and frequently. A number of implications for future research shall be discussed.

This book offers a study of the subject matter protected by each of the main intellectual property (IP) regimes. With a focus on European and UK law particularly, it considers the meaning of the terms used to denote the objects to which IP rights attach, such as ‘invention’, ‘authorial work’, ‘trade mark’, and ‘design’, with reference to the practice of legal officials and the nature of those objects specifically. To that end it proceeds in three stages. At the first stage, in Chapter 2, the nature, aims, and values of IP rights and systems are considered. As historically and currently conceived, IP rights are limited (and generally transferable) exclusionary rights that attach to certain intellectual creations, broadly conceived, and that serve a range of instrumentalist and deontological ends. At the second stage, in Chapter 3, a theoretical framework for thinking about IP subject matter is proposed with the assistance of certain devices from philosophy. That framework supports a paradigmatic conception of the objects protected by IP rights as artifact types distinguished by their properties and categorized accordingly. From this framework, four questions are derived concerning: the nature of the (categories of) subject matter denoted by the terms ‘invention’, ‘authorial work’, ‘trade mark’, ‘design’ etc, including their essential properties; the means by which each subject matter is individuated within the relevant IP regime; the relationship between each subject matter and its concrete instances; and the manner in which the existence of a subject matter and its concrete instances is known. That leaves the book’s final stage, in Chapters 3 to 7. Here legal officials’ use of the terms above, and understanding of the objects that they denote, are studied, and the results presented as answers to the four questions identified previously.

X-ray contrast media have been reported to have inhibitory effects on bacterial growth. Despite its potentially beneficial effect on patients, these features of contrast media have received relatively little attention in the medical literature in the past decades. The aim of this review is to evaluate the literature concerning the bactericidal and bacteriostatic effects of X-ray contrast media, specifically if there is a known difference concerning these effects between ionic and non-ionic contrast media. Systematic literature review was performed for the years of publication between 1911 and 2019. Since the publication of Grossich in 1911, the effect of iodine on the treatment of superficial infections in surgical procedures has been established clinical knowledge. Bacteriostatic and bactericidal effects of ionic X-ray contrast media are well established. However, non-ionic contrast agents have been the subject of little research in this respect. In past decades, the hypothesis emerged in the literature that mainly the concentration of free iodine might be responsible for any bacteriostatic or bactericidal effect of ionic X-ray contrast media. Nowadays, however, only non-ionic contrast media are used. The question regarding the mechanism and magnitude of bacteriostatic or bactericidal effects of these, non-ionic contrast media, could not be answered conclusively from this review. Non-ionic contrast media could be used intentionally when a local antibacterial effect is intended (e.g. in percutaneous abscess drainage), as well as to reduce the overall dose of antibiotics administered to a patient. Thus, this question remains relevant and might constitute the area of future research.
