“Quality of Government”

Until recently, with some notable exceptions, contemporary political philosophy has had little to say about topics of “governance.” Unlike earlier thinkers, contemporary theorists have largely ignored topics such as bureaucracy, institutions, corruption, public integrity, and public service. Accordingly, Rothstein and Jan Teorell’s idea of “Quality of Government” (“QoG”), combined with the work of other political scientists and public administration theorists, invites a welcome and long overdue return to topics of governance for political philosophy. This chapter first aims to clarify the precise question to which “QoG” is intended to be answer, that is, the question of “good governance” and distinguish it from more traditional philosophical concerns with justice and legitimacy. We review the limited philosophical landscape, and then critique of the QoG as a theory of good governance. Finally, we tentatively outline an alternative account, and consider directions for future research.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. This paper uses Singapore as a case study to illustrate how staffing policies and practices affect the quality of the workforce which ultimately influence performance at employee and organization level. It reveals that Singapore public service has been able to put in place most of the ‘critical factors’ for an effective staffing system management. The presence of those critical factors have played an important role in making Singapore to be one of the most effective public services in the world. Finally, it forwards theoretical and practical implications of the study and future research direction.

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». This study developes and tests a model of quality in the field of public administration services. Survey data includes 314 individuals and organizations who have used five types of public service in Dalat city. SEM analysis indicates that the quality of public administrative services include four components: staff quality, facilities, accessibility and service processes. In particular, staff quality (professional skills and service attitude) has the strongest effect on people satisfaction. Implications for managers are drawn from the results of this study.


This paper examines the challenges facing PA education, considering the colonial heritage of the region. Over the past decade, researchers have paid attention to Public Administration (PA) and its education in the Middle East. Many explored the history of the PA in the region and the quality of PA programs within high education institutes. In the context of the developmental challenges that face the current generation in the region, and under the current political circumstances which have negative consequences on PA, many voices call for a reliable and high-quality PA education and good governance, which includes accountability, transparency, democracy, and other concepts related to bureaucratic machinery within the public institutions. There is therefore a need to examine what governmental institutions, together with academic institutions in the Arab States, are doing to make significant progress in this field. The paper examines the main challenges facing PA education in Arab countries.

Contemporary Nigeria is plagued with the problems of widespread poverty, large-scale unemployment, technological backwardness, low capacity utilization, inadequate and decayed social and physicalinfrastructure, high incidence of diseases, high crime rate, among others. These disturbing socio-economicindicators in Nigeria are among the worst in the world. Ironically, these unpleasant indicators exist side-byside the country’s great national wealth and potentials, with an enviable stock of human resources whopossess knowledge, expertise and skills especially in the public service. Unfortunately, it appears these knowledgeable public servants are unable to serve as catalysts in the development of the nation. This situation makes the Nigerian case paradoxical. The objective of this study therefore is to identify the challenges preventing Nigerian public administration from playing its catalyzing role in the development of the country as well as to proffer possible solutions. One of the findings is that bribery and corruption are a bane of Nigerian public administration. In fact, they constitute a serious impediment to national development. The paper recommends, inter alia, the empowering of the anti-corruption institutions and introduction of information and communication technology in public governance. The paper submits that the label of poor performance and absence of excellence in the public service has the tendency to undermine development and good governance in Nigeria.

Problem setting. Effective public administration of regional development is essential for raising the living standards of citizens. In modern conditions, new requirements are put forward to the system of regional management. In addition, the limited resources available for this, as well as the novelty and complexity of socio-economic problems, force us to focus on new factors in the effectiveness of public administration of regional development. A significant part of the problems in this context are related to legal regulation, financing, staffing, the interaction of public and private sectors, the use of new management technologies, information and analytical support. Although all types of support to public administration are important and interconnected, but the information and analytical support allows us to determine the appropriate mechanisms and how they are used to achieve goals, what factors of regional development to focus on. Therefore, the quality of information and analytical provision is an important prerequisite for the effectiveness of the entire system of regional development administration. Recent research and publications analysis. The works of foreign and Ukrainian scientists are devoted to theoretical and practical problems of information and analytical support to public administration. V. Averyanov, V. Bakumenko, M. Volkova, D. Dzvinchuk, A. Degtyar, O. Karpenko, V. Kuybida, A. Semenchenko, Yu. Surmin and others made a significant contribution to the research. Thus, the works of V. Bakumenko and A. Degtyar are devoted to public administration decisions and factors of their effectiveness, including their information and analytical support. Mechanisms of information-analytical support of public administration bodies were studied by V. Averyanov, V. Kuybida, O. Karpenko. Furthermore, the author also relies on the research by S. Bila, S. Chernov, N. Černiauskienė on the factors of public administration efficiency. As for public administration of regional development, its economic component was studied by M. Volkova, but the issue of its good information and analytical support has not been disclosed by scholars and requires thorough research. Highlighting previously unsettled parts of the general problem. Efficiency and effectiveness, feedback, openness and transparency, accountability are the principles of good governance at the local level among others, abidance with which is possible only if they are provided with information and analytical support. Considering this, the purpose of the article is to determine the components of good information and analytical support to public administration of regional development. Paper main body. Information and analytical support to public administration of regional development includes the use of a set of interconnected methods, measures and tools by which the technologies of collection, selection, transmission, transformation, storage and display of information on the current state, forecasts and development goals of various spheres of life in the region are implemented to make  public administration effective. Assessing whether public administration in Ukraine is effective, scholars and practitioners note that the direct results of administrative work are difficult to quantify, and therefore it is expedient to use indirect indicators, in particular through the assessment of the management system and its elements. Consequently the good quality of information and analytical support to public administration is a transversal factor, which depends on the effectiveness of each individual element, and their interaction, and the effectiveness of the administration system in general. Conclusions of the research and prospects for further studies. Good information and analytical support to public administration of regional development means complying the requirements for making the most effective and adequate administrative decisions. Such support should be provided on a systematic basis, which includes the identification of all its important components  institutional, research, resource and financial, competence, technological and organizational, as was done in this study. Each of these components has its own semantic characteristics and can be used as criteria and a lever for the effectiveness of the system of good information and analytical support to public administration of regional development in the process of building such a system. In this context, it is expedient to study the relevant foreign experience, in particular of the European Union, and it is a subject to further research.

Implementation of good governance in public service. The principles of good governance is the government whether it is done in the government in the implementation of the public service. So this research aims to determine and analyze the value of the application of good governance and also knowing and analyzing yhe value of the quality of public service in the Sukolilo in Surabaya. The gathering data carried out by using interviews conducted with the head of the sie the government, as well as questionnaires in the spread of the Sukolilo in Surabaya with the amount of an informant for the 25 people who take care of the sevice E – ID cards, and also use techniques the observation of data – data obtained from the Sukolilo in Surabaya. The data analysis carried out in this study is the reduction of data to select the data according to the research, also the presentation of data with the present data that has been reduced and obtained from the Sukolilo, Surabaya, and also use techniques of pigeons gathered to conclude the data that has been reduced and is served. The results of this that the value of the implementation of the principle of good governance in the service of the E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 21,6 and obtained also the results of this research that the value of the quality of service E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 51. Keywords: good governance, the quality of public service.
