Promising practices for de-escalation and use-of-force training in the police setting: a narrative review

PurposeA narrative review of existing research literature was conducted to identify practices that are likely to improve the quality of de-escalation and use-of-force training for police officers.Design/methodology/approachPrevious reviews of de-escalation and use-of-force training literature were examined to identify promising training practices, and more targeted literature searches of various databases were undertaken to learn more about the potential impact of each practice on a trainee's ability to learn, retain, and transfer their training. Semi-structured interviews with five subject matter experts were also conducted to assess the degree to which they believed the identified practices were relevant to de-escalation and use-of-force training, and would enhance the quality of such training.FindingsTwenty practices emerged from the literature search. Each was deemed relevant and useful by the subject matter experts. These could be mapped on to four elements of training: (1) commitment to training (e.g. securing organizational support for training), (2) development of training (e.g. aligning training formats with learning objectives), (3) implementation of training (e.g. providing effective corrective feedback) and (4) evaluation and ongoing assessment of training (e.g. using multifaceted evaluation tools to monitor and modify training as necessary).Originality/valueThis review of training practices that may be relevant to de-escalation and use-of-force training is the broadest one conducted to date. The review should prompt more organized attempts to quantify the effectiveness of the training practices (e.g. through meta-analyses), and encourage more focused testing in a police training environment to determine their impact.

AbstractThe current study aims to investigate the current structure and delivery of police recruit training. Using a case study approach, we systematically observed a semester of police training that consisted of 30 h with a specific focus on police use of force training. Field notes and time-on-task data was analysed using an inductive approach. The results revealed, first, a lack of constructive alignment of the training modules and learning tasks within the training settings. Second, an adherence to traditional linear approaches to training resulting in high amounts of augmented instruction and feedback and a one-size-fits all approach to technical and tactical behaviour. Third, a non-efficient use of available training time with low amounts of engagement in representatively designed tasks that stimulated problem-solving processes. Based on these results we suggest that there is a need: (a) for police trainers and curriculum designers to align the objectives, practice structure and delivery of police training with the needs of police officers in the field (e.g. conflict resolution); (b) for police trainers to employ more learner-centred pedagogical approaches that account for individual action capabilities and resources, and allow for high amounts of training time with representatively designed training tasks; and (c) for senior managers of overall police training decision-makers to provide the necessary trainer education, in order to furnish trainers with the knowledge and tools to appropriately plan, deliver and reflect upon their practice in keeping with concept of constructive alignment.

Purpose This paper aims to provide unique empirical findings exploring the impact of the UK’s post-Brexit Economic Strategy to boost trade with developing countries on the UK banking sector’s ability to manage trade-based money laundering risks. Design/methodology/approach Exploratory research design that used structured literature review, followed by semi-structured interviews with key subject matter experts employed by large UK banks. Findings Both banks and law enforcement struggle to prioritise trade-based money laundering (TBML) intelligence discovery due to deficient skills, resources, technology and lack of strong regulatory stimulus. The regulated sector calls for the UK anti-money laundering (AML) reform that would better incentivise TBML deterrence, yet the Government underestimates the money laundering risks while trading with high-risk jurisdictions post-Brexit. Research limitations/implications The findings are based on a small sample of six semi-structured interviews with difficult to access population of key subject matter experts. Despite the small sample, participants provided well-articulated and informed insights. Practical implications The UK’s post-Brexit Economic Strategy to boost trade with developing countries downplays the TBML risks it carries. The findings should alert UK banks, law enforcement and the Government who will collectively bear the responsibility to effectively manage TBML while enabling smooth trading. Originality/value The research provides unique perceptions of UK banks’ senior subject matter experts on managing TBML threats from opportunistic criminals.

PurposeEmotional intelligence (EI) reflects an ability to acknowledge one's own emotional state and keep one's emotions in balance while recognizing emotions in others, managing interactions and relationships with them and resolving conflict. Considering that police work largely involves interactions with others, the purpose of this paper is to offer a state-of-the-art review of the research on EI in policing.Design/methodology/approachUsing several online databases, a literature search was performed to collect all peer reviewed studies on EI in policing from around the globe. The authors review the nature of this research and its major findings. They also summarize how EI was conceptualized and measured across studies.FindingsThe authors' search generated a list of 20 studies carried out in 9 countries. Almost all used survey methods and most adopted an ability-based model of EI. The most common area of focus was on correlates of EI in police officers (N = 12), followed by descriptive studies of EI in police officers (N = 5), and finally assessments of the relevance of EI for police training (N = 3).Originality/valuePolicing research has not paid enough attention to EI. To the authors' knowledge, this is the first effort to assess the state of this literature. With law enforcement agencies looking for ways to improve citizen trust and legitimacy worldwide, the preliminary evidence suggests EI warrants considerably more empirical and practical consideration.

In this research, improving on the quality of Reusable Learning Objects (RLOs) on a Peer-To-Peer (P2P) network is considered. The RLO was first redesigned to have a fundamentally inherent pedagogical structure, which gave it an immediate foundational level of quality in terms of opportunities related to reusability. Applying the Learning Object Review Instrument 1.5 (LORI 1.5) demonstrated that some of the elements are inherent in this new RLO design, so there was no need to constantly have such features evaluated with LORI. A modified LORI was therefore developed in order to evaluate the remaining features of the RLO. The research identified these remaining elements to produce a Review Rubric for scoring the RLO’s quality. In addition, an algorithm is given which considers one or more subject-matter experts as part of a review process. Utilizing the subject-matter experts in a P2P network involved the creation of special nodes to ensure data integrity and post-availability of the review scores for RLOs. The research concludes that the redesigned RLOs along with the corresponding Review Rubric and scoring algorithm produces a system suitable for a P2P network, where for the first time, RLOs can be shared of assured quality to promote eLearning within P2P networks.

PurposeThe purpose of this paper is to fill a research and literature gap by examining the nature and impact of hate crime victimisation on police officers, and their responses to it. The research explores victimisation due to the occupational stigma of policing and the personal characteristics and identities of individual officers.Design/methodology/approachThe research design is qualitative, based on 20 in-depth interviews with police officers in one English police force. Thematic analysis was applied to the data.FindingsAll participants had experienced hate crime arising from their occupational or personal identities. Initially shocked, officers became desensitized and responded in different ways. These include tolerating and accepting hate crime but also challenging it through communication and the force of law.Research limitations/implicationsThis research is based on a small sample. It does not claim to be representative but it is exploratory, aiming to stimulate debate and further research on a contemporary policing issue.Practical implicationsIf further research works were to confirm these findings, there are implications for police training, officer welfare and support, supervision and leadership.Originality/valueThe police occupy a problematic position within hate crime literature and UK legislation. This paper opens up debate on an under-researched area and presents the first published study of the hate crime experiences of police officers.

Purpose – The purpose of this paper is to examine the factors that influence police officers’ decision making when dealing with young women considered violent. Design/methodology/approach – Semi-structured interviews were carried out with frontline police officers in Scotland on their experiences of responding to incidents where young women displayed violence. Findings – The police officers clearly distinguished encounters with women using violence from those with young men, portraying young women as irrational, unpredictable and uncontrollable. The research found that while gender alone was not a determining factor for arrest, police officers did stereotype young women according to gender norms and these norms could have a bearing on decision making. The findings show that police officers prefer to respond to situations with male perpetrators due to their own difficulties effectively communicating with young women, who are often under the influence of alcohol. Research limitations/implications – The research indicates that police officers, regardless of their gender, have difficulties handling violent incidents that involve young women. This provides scope for further analysis of police training to ascertain whether sufficient guidance is provided to fully equip police officers when faced with aggressive young women. This study focused on police officers’ own views and experiences but future research could consider a more ethnographic approach to observe police decision making in practice to determine whether the stereotypes portrayed were a true reflection of their experiences. Originality/value – This is one of only a very few studies that has explored the relation between gender and arrest decision making. It enhances the understanding of how young women come to be arrested and indicates how police officers are currently ill equipped to effectively respond to young women considered violent.

Purpose The purpose of this paper is to examine whether management supports police officers adequately, or whether police have to rely on their individual attributes, specifically psychological capital (PsyCap), to cope with red tape and stress. Work outcomes/consequences examined were discretionary power, affective commitment and turnover intentions. Design/methodology/approach A cross-sectional design using a survey-based, self-report strategy was used to collect data from 588 police officers from USA, who are most engaged with the public. The data were analysed using AMOS and a structural model to undertake structural equation modelling. Findings Two significant paths were identified Path 1: management support to red tape to discretionary power to affective commitment and turnover intentions; and Path 2: supervisor relationships to PsyCap to stress to affective commitment and turnover intentions. Further, management support predicted PsyCap, red tape and police stressors. Red tape increased police stressors and turnover intentions. Research limitations/implications The use of self-report surveys is a limitation, causing common methods bias. Using Harmon’s one-factor post hoc test, the authors were able to provide some assurance that common method bias was of no major concern. Originality/value As far as is known, this study is the first to examine, for police officers, how PsyCap impacts upon negative factors (stress and red tape) and enhances positive drivers for employees. Examining the impact of an individual attribute – PsyCap – provides an important piece of the organizational puzzle in explaining the commitment and turnover intentions of police officers. By examining the impact of both organizational and individual factors, there is now more knowledge about the antecedents of police outcomes.

PurposeThis paper introduces a new instructional design for executive programs that combined a flipped classroom methodology and experiential learning to address the challenge of teaching highly technical material in a compressed time frame. In practice, when decision-making executives lack technical expertise and face a highly technical problem, they contract for subject-matter expertise (SME) within the firm or through hiring consultants. The authors show how this can be done in a classroom setting to enhance the learning experience.Design/methodology/approachThe classroom approach utilizes students from other programs as analysts for executive MBA (EMBA) teams faced with case analysis that involves technical issues in finance. The analysts act as subject-matter experts for the EMBA students.FindingsExecutive student learning is not eroded by relying on the analysts, and, moreover, the use of analysts enhances EMBA student understandingPractical implicationsExecutives are able, in a short time frame, to produce high quality analysis by utilizing the subject-matter experts. Executives also learn how to ask the right questions and evaluate the quality of the analysis created by the subject-matter experts. The subject-matter experts, who are also students, derive added benefits of an employment experience in finance, learning how to interpret instructions about the analysis and how to respond to feedback.Originality/valueThe paper illustrates a new course design where the course's technical analysis aspects mimic work environments enhancing student learning.

PurposeThe purpose of this exploratory study was to investigate the relationship between simulation training and police officers' ability to think creatively in crises.Design/methodology/approachThis quantitative study used instructional design principles including aspects of Cognitive Load Theory to explore the cognitive load and creative thinking of police officers training with a MILO Range use-of-force simulator.FindingsWhen provided with scenarios requiring de-escalation of emotionally disturbed persons, and when encouraged to be creative or innovative in their approach to de-escalate, officers were observed being more creative after experiencing a second simulation with the same scenario; however, multiple repetitions of similar scenarios did not result in an innovative response.Practical implicationsThe results of this study suggest that cognitive load could be affected by changing the manner in which the officers train in simulation. When a simulator curriculum is designed with the incorporation of cognitive load theory, there is potential to foster creative thinking in a situation where de-escalation is the goal.Originality/valueInstructional design principles, consideration of cognitive load and creative problem-solving are nontraditional methods in the law enforcement field and in use-of-force training.

Purpose – The purpose of this paper is to examine the relationship between Chinese police cadets’ background, motivations and educational perceptions and their attitudes toward common police roles. Design/methodology/approach – Self-administered questionnaires were collected from 382 Chinese police cadets. Based upon predisposition and socialization theories, personal background, career motivation and attitudes toward education were examined as statistical explanations of cadets’ attitudes toward order maintenance, preventative patrol, law enforcement, and community building as elements of the police role. Findings – Cadets who recognized more value in their practical and academic education also significantly favored the transitional and contemporary police roles (preventative patrol, law enforcement, and community building), which are taught as part of their college curriculum. But educational perceptions had no effect on order maintenance, which is a more historical role, and not emphasized by the police college. Cadets from lower SES backgrounds and those receiving outside influence to select a policing career tended to support traditional police roles whereas cadets with a relative in policing tended to show greater support for contemporary policing roles. Research limitations/implications – This study is limited by being a cross-sectional study of a single police college. Future studies should incorporate a longitudinal element to follow the perceptions of cadets from their school experience into the policing profession and should be conducted in other settings to assess generalizability. Practical implications – The impact of higher education on police cadets appears to be better measured as a function of their perceived importance of education (engagement) rather than measuring their exposure to it. The effectiveness of police training and education may be enhanced by adopting teaching methods that better engage learners. Social implications – Better alignment between police officers’ attitudes toward their roles and duties and contemporary police standards and practices will assure more effective and responsible police action and delivery of police services to the community. Originality/value – This study is among the first to demonstrate that Cadets who hold higher regard for practical and academic education are significantly better aligned to the policing roles emphasized by their educational program.
