Did the Hartz Reforms Speed-Up the Matching Process? A Macro- Evaluation Using Empirical Matching Functions

Abstract Starting in January 2003, Germany implemented the first two so-called Hartz reforms, followed by the third and fourth packages of Hartz reforms in January 2004 and January 2005, respectively. The aim of these reforms was to accelerate labor market flows and reduce unemployment duration.Without attempting to evaluate the specific components of these Hartz reforms, this paper provides a first attempt to evaluate the overall effectiveness of the first two reform waves, Hartz I/II and III, in speeding up the matching process between unemployed and vacant jobs. The analysis is conceptually rooted in the flow-based view underlying the reforms, estimating the structural features of the matching process. The results indicate that the reforms indeed had an impact in making the labor market more dynamic and accelerating the matching process.

This research aims to create a Reosquido desalination tool for evaporation methods using a microcontroller. This tool can control the temperature to speed up the evaporation process in producing fresh water. The method applied to Reosquido desalination uses Evaporation. The first process before evaporation is the detection of temperature in sea water that will be heated using an element heater. The second process of temperature measurement is to turn off and turn on the Arduino Uno controlled heater, when the temperature is less than 80 ° then the heater is on. The third process is evaporation during temperatures between 80 ° to 100 °, evaporation water sticks to the glass roof which is designed by pyramid. Evaporated water that flows into the reservoir is detected by its solubility TDS value. The fourth process is heater off when the temperature is more than 100 °. Based on the results of the testing, the desalination process using a microcontroller controlled heater can speed up the time up to 55% of the previous desalination process tool, namely manual desalination prsoes without using the heater element controlled by the temperature and controlled by a microcontroller which takes 9 hours. Produces fresh water as much as 30ml from 3000ml of sea water, so that it can be compared to 1: 100.

The aim of the article is to present new regulations introduced by the Third Book of the Social Code in Germany that concern a reform of the labor market's active instruments gathered under the name "Instumentenreform".  One of the main objectives of the reform is to improve the quality of programs and projects that activate the unemployed, but also to make efforts to include in the labor market groups that have not been activated in such a way so far. One of such groups are the disabled trained and employed in Invalids' Cooperatives.  One of the further, and at the same time new, criteria for all organizations and institutions receiving and applying for funds to realize programs of the labor market and vocational trainings is the introduction and certification of the quality management system. The aim of the paper is to compare the activity of Invalids' Cooperatives in Poland and Germany. This aim will be carried out by analyzing the regulations and as far as possible the data available (the regulations became effective in two stages: in April 2012, and since 01.01.2013 onwards).  The findings of the article have been collected in the form of a description of the situation and forecast for 2013.

Although there is no standardization of the notion of competence and for the instruments used in its evaluation, generic competences are associated with employability, and understood as a composition of cognitive and practical abilities, behavioral and social skills, gathering individual characteristics and qualities required for activities of different professions. Education promotes the development of specific competences for the exercise of certain occupations, in addition to opportunities for increasing generic competences, which are also required in the labor market. This study targets to evaluate self-perception of the valuation of generic competences acquired in undergraduate students from nocturnal courses of Brazilian private university, according to area of knowledge and condition of being or not inserted in the labor market. 1,001 of these students were evaluated in the third year of their graduation, using the Generic Competences Scale. The highest value in the global sample was attributed to Responsibility at work, followed by Ethical commitment and, thirdly, by Capacity to learn. At the other end, of lesser value, were Capacity for organization and planning, Ability to manage information and Problem solving. These results were compared with data from other studies, in Latin America and Europe.

Papain-like proteases (PLpro) of coronaviruses (CoVs) support viral reproduction and suppress the immune response of the host, which makes CoV PLpro perspective pharmaceutical targets. Their inhibition could both prevent viral replication and boost the immune system of the host, leading to the speedy recovery of the patient. Coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus-2 (SARS-CoV-2) is the third CoV outbreak in the last 20 years. Frequent mutations of the viral genome likely lead to the emergence of more CoVs. Inhibitors for CoV PLpro can be broad-spectrum and can diminish present and prevent future CoV outbreaks as PLpro from different CoVs have conservative structures. Several inhibitors have been developed to withstand SARS-CoV and Middle East respiratory syndrome CoV (MERS-CoV). This review summarizes the structural features of CoV PLpro, the inhibitors that have been identified over the last 20 years, and the compounds that have the potential to become novel effective therapeutics against CoVs in the near future.

This article examines three basic obstacles thwarting all attempts to reduce irregular migration. The first, rather well known and analyzed, underscores the dependency of all regulation of migratory flows on the system of economic and political relations between developed and developing countries. The second obstacle resides in the persistance and growth of subsequent dependent irregular migration. This obstacle also reveals the relative autonomy of population movements compared with the employment situation in the labor market. The third, generally ignored obstacle, is the role played by migration itself, particularly the discriminatory status of foreign workers in the labor market, in producing irregular migration.


The pre-optic nucleus and hypothalamic tracts of intact and hypophysectomized specimens of the European eel Anguilla anguilla L. have been studied in situ and by optical and electron microscopy. The in situ technique reveals a hitherto unsuspected degree of segregation of the neurosecretory axons which form up to five discrete tracts having separate origins and following distinct paths before converging, at the level of the anterior margin of the pituitary, to form a median tract. The structure of the pre-optic neurons, as revealed by several different techniques, is described and it is shown that their synthetic poles, identified by a prominent cap of endoplasmic reticulum, are precisely orientated towards the third ventricle and are separated from it by, at most, two or three layers of ependymal cells. Electron microscopy shows that the secretory products lie mainly in the axonal ends of the cells though in Bouin-fixed, wax-embedded material the entire perikaryon stains with neurosecretory dyes and this, and their proximity to the third ventricle, gives the impression that they secrete into the latter, as well as centripetally. This may well be so, but from the work described below it seems more likely that these neurons receive nutrients, or stimuli, or both, from the third ventricle. Two types of pre-optic neurons, separable by structural features as well as by the size of the elementary granules they contain have been identified; these probably give rise to two of the fibre types identified in the neurohypophysis of the eel by Knowles & Vollrath. Aggregations of neurosecretion, common in the fish pre-optic nucleus, and also, much rarer, colloid vesicles, are described and discussed.

We use data from the Accelerated Benefits demonstration to estimate the impacts of providing newly entitled disability insurance (DI) beneficiaries with health insurance and additional services during the DI program's 24-month Medicare waiting period. While health insurance alone did not increase employment, the additional employment services appeared to have positive short-term impacts on labor market activity. We find a statistically significant increase in employment and earnings in the second calendar year after random assignment; although these findings disappear in the third calendar year. Our results may have implications for disability reform proposals and provisions within the Affordable Care Act.

The crystal structure of the third polymorph of dibenzylsquaramide (Portell, A. et al., 2009), (fig. 1) has been determined from laboratory X-ray powder diffraction data by means of direct space methods using the computing program FOX. (Favre-Nicolin and Černý, 2002) The structure resolution has not been straightforward due to several difficulties on the indexing process and in the space group assignment. The asymmetric unit contains two different conformers, which has implied an additional difficulty during the Rietveld (Rietveld, 1969) refinement. All these issues together with particular structural features of disquaramides are discussed.
