There is no doubt that digitalization processes make positive effects on the development of a company as emphasized and evidenced by many research papers and studies. However, there are a few empirical research studies on digitalization in the public sector, particularly in public administration institutions. Therefore, the present research aims to identify and compare the level of digitalization in four national public administration institutions: the State Revenue Service, the Office of Citizenship and Migration Affairs, the State Social Insurance Agency and the State Employment Agency. In Latvia, very good technical solutions and a broadband mobile Internet network are available, the number of Internet users increases all over the world every year, but are they widely used by public administration institutions to provide consumers with appropriate digital services? The State Revenue Service has reached the highest level of maturity in digitalization, and the institution has also allocated the most funds from its budget to information technologies and the maintenance of their systems. The level of digitalization is low in the State Employment Agency and the Office of Citizenship and Migration Affairs. The public requires public administration services to be available digitally on a 24-hour/7day basis.

Topicality of the research is that a significant part of unemployed stay unemployed for a very long time even when the economic situation allows to get employed. This part of society abuses the social security system, misuse the State Employment Agency services. Typically, they are seen by society as less educated, less capable than other groups and they need special assistance in job searching process. The aim of the pilot study was to explore how more creative and skill-oriented methods can be used in career counselling with long-term unemployed. The methodology includes following steps: small group of long-term unemployed (8 women) were asked to reflect on their unemployment and answer 4 questions developed by the author. Questions are covering their opinions on reasons of being unemployed, what kind of a result they want to achieve, what resources they can use and how they are going to feel in case they become employed. Results shows that most participants of the group consider that they can’t find a job because of external obstacles. They mention the State Employment Agency and relatives (families) as resources to use. All respondents were confused answering question about their feelings and cannot name any feeling they might feel getting a job. The results and process of the session show that long-term unemployed have difficulties with soft skills and emotional intelligence.

In the article the essence and peculiarities of microimitational modeling are considered. The advantages of microimitational models over the statistics models are substantiated. Micro-simulation models, that prognosticate somehow dynamic changes in health and which are most appropriate to use in development and health research policy, such as POHEM, CORSIM and Sife Paths, are outlined. It is proposed to use elements of statistical and dynamic microimitation modeling, agent modeling and the concept of a life course for the estimation of the influence social and economic determinants. The synthetic model of population which has been formed on the basis of representative data sets of sample surveys of living conditions of households and economic activity of the population of the State Employment Service of Ukraine, as well as microdata of the Multicultural Survey of the Population of Ukraine (2012) and the Medical and Demographic Survey (2013). The generalized scheme of the method of microimulation modeling of the influence of social and economic determinants on the health status of the population of Ukraine has been developed. The influence of the main determinants on the health of certain age, gender and social and economic groups of the population is estimated on the basis of the methodology of synthetic data.

Introduction. Social, political and economic transformations, which have been taking place in Ukraine, set strict requirements for the professionalism of staff of the State Employment Service of Ukraine in terms of emotional awareness and emotional flexibility, which are necessary for providing good social services to clients with negative emotional manifestations. Therefore, studying the level and socio-demographic and professional characteristics of the emotional intelligence of staff of the State Employment Service of Ukraine is of great importance. The aim was to empirically investigate the levels and socio-demographic and professional characteristics of the State Employment Service of Ukraine staff's emotional intelligence. Research methods. The instruments used included N. Hall's The Level of Emotional Intelligence and mathematical statistics (descriptive statistics, variance and correlation analyzes). Research results. It was found that a significant number of the staff of the State Employment Service of Ukraine had low level of emotional intelligence, which had certain relationships with staff's gender, age, work experience and profession-relevant characteristics. Conclusions. Underdeveloped emotional intelligence and its components among the staff of the State Employment Service of Ukraine can negatively affect their work performance. A special emotional intelligence development training program designed in line with this research findings can promote State Employment Service of Ukraine staff's work efficiency in stressful work conditions.

Recent theories of the state (pluralism, statism, Marxism and corporatism) are evaluated in terms of their capacity to explain an historic transformation in industry-state relationships in Australia over the last two decades. The explanatory tasks focus on explaining the shift from high protectionism to free trade for manufacturing industry, coupled with an increase in positive industry assistance measures. The paper argues that a suitably tailored Marxist account avoids most of the limitations of the other theories examined. Yet it is stressed that Marxism's strength lies not in explaining policy details but in providing a broad macro-structural theory of the state in capitalist societies. Marxism's explanatory ‘superstructure’, needs to be filled in at the meso-level by other explanatory elements so that the contours and dynamics of policy making below the macro-structural level can be more fully explained. Concepts such as accumulation strategy, political coalitions and policy networks are suggested for this purpose.

The work defines goals and objectives of state employment policy at the present stage of economic development characterized by crisis phenomena. The author presents main types of state employment policy and identifies main characteristics and the content of active, passive and moderately passive policy types. The author also carries out the systematization of bodies’ activity of state employment management and highlights the main directions of state employment policy. The article shows the features of the distribution of powers and functions among the employment bodies at Federal, regional and municipal levels. The state employment regulation mechanism is characterized from the point of view of application of different management methods. Economic, organizational, administrative and legislative methods to regulate the employment in a crisis have to adapt to the new conditions. There is a need for improving existing regulatory mechanisms of the labour market and for the development of new ones that meet constantly changing conditions. State involvement should be reflected in the extension of the tools of active employment promotion policy. Special attention should be given to the development of regional target programs to support industry, social protection of the population in the sphere of counteraction to mass redundancies and to ensure sound management of the processes of re-training, reduction of long-term unemployment, the increasing unemployment payouts, and, of course, support small business. This article presents the dynamics of unemployment and the budgetary appropriation for the employment regulation in 2015, which allows to make a conclusion about insufficiency of financing of this direction of state activity and the need to identify hidden reserves to increase the efficiency of the employment management mechanism.

The article is devoted to the study of the organizational and legal support of seasonal and temporary employment in Ukraine. It is proved that in modern conditions of a market economy in Ukraine the value of temporary employment is growing. It is proved that employers should be able to more flexibly approach the number of employees in enterprises, institutions, organizations, taking into account different economic processes in the state and the world. When there is a need to quickly increase their number or decrease. It is noted that in connection with this, an urgent labor contract is coming to the fore today, since it is precisely it that allows you to quickly respond to the variability of the market of goods and services. Along with this, a fixed-term employment contract must be applied in compliance with existing guarantees of labor rights of workers. After the expiration of the employment contract, they are entitled to re-registration at the employment center at the place of residence. Citizens who have arrived independently from another region in search of seasonal employment and have applied to the employment center for employment assistance are registered at their temporary residence and may not be unemployed at their temporary registration. An important area of ​​development of this area would be to provide the State Employment Service, in cooperation with the State Migration Service of Ukraine and the Ministry of Foreign Affairs of Ukraine, with the opportunity to obtain documents for the registration of foreign nationals who wish to arrive for temporary and seasonal work in disadvantaged regions of Ukraine. to acquaint foreign citizens with the range of jobs, regions and employers wishing to invite them to Ukraine for seasonal and temporary work. In today's market economy in Ukraine, the value of temporary employment is increasing. Thus, given the diverse economic processes in the country and in the world, employers should be able to more flexibly approach the number of employees at enterprises, institutions and organizations. When there is a need to quickly increase or decrease their number. With this in mind, a fixed-term employment contract is nowadays at the forefront, as it enables it to respond promptly to the volatility of the goods and services market. At the same time, a fixed-term employment contract must be applied in compliance with existing guarantees of employees' labor rights.

<p><em>The topicality of the research – To determine the tendencies of the development of career services, conclusions of career theories have been analysed in the article, the career promoting and hindering factors in the State Employment Agency have been investigated, which could help to employ the forms, methods and techniques of pedagogical organization thus creating preconditions for a more successful career development of the clients.The aim of the research – to explore the career theories, which can be used for the unemployed to obtain their education or to improve their motivation according to the economic situation. Career development theories such as career development structural or opportunity theories (J.Klimov, J.Parson, J.Holland, K.G.Jung)  and development or lifespan theories (D.Super, L.Ginsberg, R.Havighurst, E.Erikson, J.Krumbolz, A.Bandura, Dh.Fukuyama) were investigated. In the changing conditions of economics new requirements for the working people are being developed because of formation of new forms of employment. The former advantage in Latvia – the relevantly cheap labour force, has already ceased to exist, so in the future it will not be able to serve as the resource for the economical development. In the formation of an educated society only purposeful educational action can ensure the development and prosperity of the state, so enabling the individuals to find creative solutions in critical situations and adapt in a new environment. The main problem is the contradiction between the acquisition of the value of education in the adult society and the fact that the unemployed in adult age have the lack of knowledge for making their career. Everybody has a different career, it is developing dynamically all through the lifetime. The career reflects the skill of the individual to find balance between the salaried work and the unpaid work, as well as the duties of the personal life.</em></p><p> </p>
