The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

The purpose of the article is to study a unique and planned sphere of life of social and economic society in the regional labor market. As it also covers the market of workforce directly connected to production, the concepts unemployment and workplace safety are important. The loss of work means low quality of life and the instability of the economy for many people. Employment determines the content of important aspects of social development to meet the needs of people in the labor market. The article emphasizes that the main policy of the state in regulating the labor market is the implementation of an employment policy for the entire population that preserves the natural level of employment, does not allow the emergence of cyclical employment, the formation of a “flexible market” that quickly adapts to internal and external changes, allowing to maintain stability and management. This compared to the traditional market creates conditions for flexible employee management in conditions of incomplete working day, temporary employment, replacement. On this flexible market, every citizen, looking for work, is obliged to find a workplace that meets its requests. In the labor market, public policy goes in two directions. Active training and retraining in order to create new jobs, ensuring employment and deliverance from unemployment. This can include events implemented in the framework of programs in our country. Passive is support for unoccupied citizens by providing social benefits. The main methods applied by the state in providing regional employment include stimulating investment in the economy, depending on the specifics of each region, which is the main condition for creating new jobs.

Public finances in the regions should be considered not only with regard to the budgetary sphere, but also the activities of state social extra -budgetary funds, their importance in education and spending of public finances. The functioning of State budgetary funds is based on the rele- vant legal acts of State authorities, where their activities are regulated, sources of education are established and rules for the use of financial resources are drawn up. One of the main priorities of the Government 's activities is the pension, social and medical sectors, which need significant expenditures. The systemic independence of the above-mentioned funds, their removal from the budgetary sphere, will ensure the smooth implementation of these expenditures. Research conclusions. The analysis of theoretical aspects of financial resources makes it possible to conclude that regardless of the interpretation of the concept of "financial system," state extrabudgetary funds are an independent link of the current financial system of Russia. The diversity of forms and sources of financing for social development and social protection programmes has determined the increased responsibility of the State in regulating these processes, the improvement of which should mean the implementation of a set of measures.

Demographic security is an aspect of security, which is defined as a sustainable state of the nation, where natural reproduction and population growth is guaranteed and no violent change of self-awareness and national identity is allowed in any form. A broad understanding of security from the point of view of society is formulated as a state of society in which the risks and threats of existence and development are met systematically, are met in all the elements of society. "Demographic security may be the most important element of national security, as it is linked to the nation's" subject "- the people living in the nation state. Obviously, what is the state of demographic security will, to a great extent, be the state of national security of a country. It could be considered "as a state of society in which it is able to accumulate the reproductive power of the population necessary for preserving the nation, ensuring the preservation and development of national integrity and the national identity of the people and communities living in the state. And each of these theories and formulations could only exist if there were separate "demographic units". The importance of demographic status can be compared to whether a nation will exist or not, with the revival or death of a nation. That is why the demographic problem has real repercussions on the whole development of the state. The declining population leads to a weakening in both political and economic terms. The total depopulation of territories leads to a reduction in the working age population, which would mean lack of staff in the most important development areas - education, medicine, police, army. Prerequisites for the security of each country are its internal stability, the existence of a democratic political system, social protection, a developed economy. National security also depends on relations with neighboring countries, on the objective consideration of geopolitical conditions, on optimal participation in deepening integration processes, security is a function of a number of internal and external factors. State security means the existence of an effective mechanism for the management and coordination of the public groups and political forces, as well as the active institutions for their protection. The mentioned structural elements, interacting with the security environment, form conditionally two components of the national security - internal and external.

Employment policy as part of the social policy of the state has two basic objectives - achieving full employment and protection against unemployment. There are many groups of people who are highly vulnerable to unemployment on the labour market. For these people, the existence of so-called integration social enterprises, which can offer them a job opportunity, can be particularly useful. If integration social enterprises are supported by the state, we can talk about an active employment policy. Objective of this research is to determine representation of integration social enterprises in a selected region of the Czech Republic and to assess their potential in the context of state employment policy. Although legislative conditions for social enterprises have not yet been developed in the Czech Republic, the research shows that social enterprises have the potential to become a useful tool of active employment policy. It was found that the target group of analysed social enterprises are mainly people with disabilities, who may have a problem with finding a job under current circumstances in the labour market of the Czech Republic. Without the contribution of analysed social enterprises, the excess of supply over demand for labour of people with disabilities would increase an additional 7.37 percent.
