The concept of security: an agenda for comparative analysis

The pursuit of security as a matter of domestic policy stands high on the political agenda of many Western nations and is a booming area of private investment. This repays close attention to what is meant when the concept of security is invoked as a justification of public policy or private practice. This paper examines the various meanings and differing constructions of security as a negative or positive presence, as a material or symbolic good, as a public good or private service, and as a response to external or internal threats. It observes how the language of security is differentiated also according to local legal cultures and calls for comparative analysis of the meaning and usage of the term in different jurisdictions. It suggests some possible differences in the structural arrangements for the pursuit of security that arise from differing relationships among the state, private sector and civil society. And it concludes by mapping out some apparent variants on the public-private divide that might profitably inform comparative analysis of the practices, as opposed to the rhetoric, of security.

Mobility as a Service (MaaS) is the concept through which travelers plan, book, and pay for public or private transport on a single platform using either a service or subscription-based model. Observations of current projects identified two distinct approaches to enabling MaaS: the private-sector approach defined as a “business model,” and the public sector approach that manifests as an “operating model.” The distinction between these models is significant. MaaS provides a unique opportunity for the public sector to set and achieve public policy goals by leveraging emerging technologies in favor of the public good. Common policy goals that relate to transportation include equity and access considerations, environmental impact, congestion mitigation, and so forth. Strategies to address these policy goals include behavioral incentivization and infrastructure reallocation. This study substantiates two models for implementing MaaS and expanding on the public sector approach, to enable policy in favor of the public good.

Most stakeholders from Asia have not actively participated in the global Internet governance debate. This debate has been shaped by the Internet Corporation for Assigned Names and Numbers(ICANN) since 198 and the UN Internet Governance Forum (IGF) since 2006. Neither ICANN nor IGF are well received as global public policy negotiation platforms by stakeholders in Asia, but more and more stakeholders in Europe and the United States take both platforms seriously. Stakeholders in Internet governance come from the private sector and civil society as well as the public sector.

Public-Private Partnership (PPP) projects have been gaining in popularity in many developing countries along with developed countries. While there has been sufficient research on private sector capacity to make the partnership successful, not much research exists on the importance of the financial health of the public sector in PPP projects. The premise of the current research is that strong public sector finances instil confidence in the private sector of governments’ ability to honour PPP commitments and that, in turn, increases the attractiveness of PPP projects. Through a number of case studies relating to government finances of Indian states and other countries, it is seen that governments which have checks and balances to issuance of guarantees and other forms of indirect support for PPP projects are actually able to attract higher levels of PPP investment.

“Integration” refers to multiple arenas in German migration politics, including journalistic discourse, public policy, and cultural logics about incorporating immigrants and refugees into the nation. This article examines two non-fiction narratives, Das Ende der Geduld by Kirsten Heisig and Muslim Girls by Sineb El Masrar, to explore how each author characterizes integration from opposite sides of the political spectrum. In integration politics, adolescence is often construed as a problem, which—when improperly managed—leads to the criminalization or radicalization of youth of color. Comparative analysis of these two texts shows that institutions such as the school and the criminal justice system produce adolescence as a problem for integration and as a way to avoid acknowledging institutionalized inequity. These two examples exist as part of a longer genealogy of authors using mass-market paperbacks to comment on integration politics.

Scholarly discussions on the political power of care and care ethics have considered democratic notions such as how care recipients can make their voices heard, but the problem has recently been expanded to include how care needs can be met in a manner consistent with democratic commitments to justice, equality and freedom for all, which addresses equal access to care. Assessing the possibilities to meet this requirement shows different trade-offs in civil society, the market and publicly funded solutions. It seems that the ideals of care ethics, such as democratic access to care, sit more comfortably with publicly funded care.

This article focuses on the resurgence of women’s movements in Turkey and Norway against the backdrop of their historical trajectories and wider gender policies. Throughout the 2010s, both countries witnessed a similar set of conservative and neoliberal policies that intervened in women’s bodily rights. In both countries, women’s movements responded with mass mobilizations and influenced the political agenda. The proposed restrictions on abortion were interpreted as a restriction on women’s basic bodily rights in both countries. This article argues that a feminist, multidimensional reconceptualization of the concept of citizenship and a definition of abortion as an element of women’s bodily citizenship rights are useful to promote a strong and encompassing argument for mobilization. The comparative analysis shows that the right to control one’s own body has been a unifying issue for women’s movements in Turkey and Norway which are gradually becoming more inclusive.

Abstract: Mental revolution for civil servants is an important part that is inseparable and as a form of an example for the private sector and civil society in order to build cohesiveness or togetherness. Not optimal sense of suspected dipengruhi by a factor of commitment and factor income. This research method using kunatitatif and analyzed with multiple linear regression statistical analysis. Penenlitian of results proved that the commitments and revenues provide positive and significant impact on the unity government employees in providing services to the public. Problems togetherness of employees is a form of mental changes and revolutions that need to get serious attention and become the focus means. Therefore, need support in various circles. The authors of the article investigate how the parliamentary agenda is reflected in the agenda-setting. They determined the study period and examined how many decisions made in the Parliament are on the agenda of Lithuanian television channels. The study showed that the agenda of the Seimas of Lithuania occupies a very small part of the schedule of media topics. The researchers relied on journalistic criteria for the selection of information – novelty, relevance and conflict. According to them, the criteria by which journalists choose news are not very clear. Sometimes the selected news does not match any –novelty, relevance, or conflict criterion, and sometimes only one of them. However, the criterion of conflict should be considered dominant. Let‘s do it the premise that scandalous news is of most interest to the public. On the other hand, the fact that journalists take the news of a press release already prepared by the Parliament also partly explains the fact of non-compliance with the news selection criteria.

Abstract Public policy formulation as a political process is a dynamic formulation of policies involving many actors, ranging from the executive, legislative, academic, to non-governmental organizations. The purpose of this study was to find out the political process of drafting the Oil and Gas Law and determine the model for the formulation of the Oil and Gas Law in the Republic of Indonesia’s House of Representatives. This research method uses a qualitative approach, through observation, in-interview techniques and documentation of secondary data in the process of collecting data. Data analysis using the Interactive Model method by Miles & Huberman's. The results of the study indicate that the political process of drafting the Constitution of Oil and Gas takes place in the following stages: planning, drafting and discussion. Politically, the planning of the Constitution of Oil and Gas comes from several sources: (1) the bill from the President; (2) the bill from the House of Representatives; and (3) the bill from the Regional Representative Council. The long political process in the public policy formulation in the House of Representatives starts from the process of inventorying input from factions, commissions, and the public to be determined as a Legislative Body decision, then the decision is to be consulted with the Government; afterwards, the results of the consultation are reported to the Plenary Session to make the decision.
