A Study of Fuel Efficiency and Emission Policy Impact on Optimal Vehicle Design Decisions

Recent environmental legislation, such as the European Union Directive on End-of-Life Vehicles and the Japanese Home Electric Appliances Recycling law, has had a major influence on product design from both an engineering and an economic perspective. This article presents a methodology for studying the effects of automobile fuel efficiency and emission policies on the long-term design decisions of profit-seeking automobile producers competing in an oligopoly market. Mathematical models of engineering performance, consumer demand, and manufacturing costs are developed for a specific market segment, and game theory is utilized to simulate competition among firms to predict design choices of producers at market equilibrium. Several policy scenarios are evaluated for the small car market, including corporate average fuel economy (CAFE) standards, carbon dioxide CO2 emissions taxes, and diesel technology quotas. The results indicate that leveraging CO2 taxes on producers for expected life cycle emissions yields diminishing returns on fuel efficiency improvement per regulatory dollar as the taxes increase, while CAFE standards achieve higher average fuel efficiency per regulatory dollar. Results also indicate that increasing penalties for violation of CAFE standards can result in lower cost to producers and consumers because of the effects of competition, and penalties based on fuel economy or emissions alone may not be sufficient incentive for producers to bring more costly alternative fuel vehicles into the market. The ability to compare regulations and achieve realistic trends suggests that including engineering design and performance considerations in policy analysis can yield useful predictive insight into the impact of government regulations on industry, consumers, and the environment.

Abstract The impact of feeding growing pigs with high wheat millrun diets on the global warming potential (GWP) of pork production was investigated. In study 1, a 2 × 2 factorial arrangement of wheat millrun (0 or 30%) and multi-carbohydrase enzyme (0 or 1 mg kg-1) as main effects was utilized. For each of 16 reps, 6 pigs (60.2±2.2 kg BW) were housed in environmental chambers for 14d. Air samples were collected and analyzed for carbon dioxide (CO2); nitrous oxide (N2O); and methane (CH4). In study 2, data from study 1 and performance data obtained from a previous feeding trial were utilized in a life cycle assessment (LCA) framework that included feed production. The Holos farm model (Agriculture and Agri-Food Canada, Lethbridge. AB) was used to estimate emissions from feed production. In study 1, total manure output from pigs fed 30% wheat millrun diets was 30% greater than pigs on the 0% wheat millrun diets (P < 0.05), however, Feeding diets with 30% millrun did not affect greenhouse gas (GHG) output (CH4, 4.7, 4.9; N2O, 0.45, 0.42; CO2, 1610, 1711; mg s-1 without or with millrun inclusion, respectively; P > 0.78). Enzyme supplementation had no effect on GHG production (CH4, 4.5, 5.1; N2O, 0.46, 0.42; CO2, 1808, 1513; mg s-1 without or with enzymes, respectively; P > 0.51). In study 2, the LCA indicated that the inclusion of 30% wheat millrun in diets for growing pigs resulted in approximately a 25% reduction in GWP when compared to the no wheat millrun diets. Our results demonstrate that 30% wheat millrun did not increase GHG output from the pigs, and thus the inclusion of wheat millrun in diets of growing pigs can reduce the GWP of pork production.

Abstract Triploid Atlantic salmon (Salmo salar L.) is seen as one of the best solutions to solve key issues in the salmon farming industry, such as the impact of escapees on wild stocks and pre-harvest sexual maturation. However, the effects of triploidy on salmon smoltification are poorly understood at the molecular level, even though smoltification is a very sensitive period that has a major influence on survival rate and performance of farmed salmon. In this study, we have compared the liver transcriptomes of diploid and triploid Atlantic salmon at three ontogeny stages: fry, parr and smolt. In diploid fish, a total of 2,655 genes were differentially expressed between fry and parr, whereas 506 genes had significantly different transcript levels between parr and smolts. In triploids, 1,507 and 974 genes were differentially expressed between fry and parr, and between parr and smolts, respectively. Most of these genes were down-regulated and 34 genes were differentially expressed between ploidies at the same stage. In both ploidy groups, the top differentially expressed genes with ontogeny stage belonged to common functional categories that can be related to smoltification. Nucleotide and energy metabolism were significantly down-regulated in fry when compared to parr, while immune system processes were significantly down-regulated in parr when compared to smolts. The close resemblance of enriched biological processes and pathways between ploidy groups suggests that triploidy is regulated by genome dosage compensation in Atlantic salmon. Histological analysis revealed that areas of vacuolization (steatosis) were present only in fry and parr stages, in contrast to a compact cellular histology with glycogen granules after smoltification. There was no significant difference in vacuolization between ploidy groups at the fry stage but the liver of diploid parr had a 33.5% higher vacuolization area compared to their triploid counterparts. Taken together, our data provide novel insights into the changes that occur at the molecular and histological level in the liver of both diploid and triploid Atlantic salmon prior to and during smoltification.

This paper investigates the impact of driver’s behavior on the fuel efficiency of a hybrid electric vehicle (HEV) and its powertrain components, including engine, motor, and battery. The simulation study focuses on the investigation of power request, power output, energy loss, and operating region of powertrain components with the change of driver’s behavior. It is well known that a noticeable difference between the sticker number fuel economy and actual fuel economy will happen when a driver drives aggressively. To simulate aggressive driving, the input driving cycles are scaled from the baseline driving cycles to increase the level of acceleration/deceleration. With scaled aggressive driving cycles, the simulation result shows a significant change of HEV equivalent fuel economy. In addition, the high power demands of aggressive driving cause engine to operate within a higher fuel rate region. Furthermore, the engine is started and shut down frequently due to the large instantaneous power request peaks, which result in high energy loss. The simulation study of the impact of aggressive driving on the HEV fuel efficiency is conducted for a power-split hybrid electric vehicle using powertrain simulation and analysis software Autonomie developed by Argonne National Laboratory. The performance of the major powertrain components is analyzed when the HEV operates at different level of aggressiveness. The simulation results provide useful information to identify the major factors that need to be included in the vehicle control design to improve the fuel efficiency of HEVs under aggressive driving.

The objective of the paper is to provide an overview of the situation and performance of Croatian farms. Croatian farmers rarely keep business books and therefore farm level business data are deficient. Croatian accession to the European Union in 2013 brought numerous innovations to agricultural sector. One is introduction of Farm Accountancy Data Network (FADN) which aims to determine the impact of the Common Agricultural Policy on national agriculture of EU member states. The sample of Croatian FADN comprises 1,250 commercial farms. The paper brings results of agricultural sector financial analysis for the period 2011-2013. Total farm output decreased, but since the stronger decrease trend occurred in total inputs, this led to positive trend of gross and net farm income in the year 2013. Positive results are also shown at efficiency and productivity of Croatian farms. In the years 2011 and 2012 farms operated below the efficiency level while in 2013 efficiency increased above the efficiency level. In the observed period there was a 70% increase in productivity. The analysis shows that the most efficient farms are those in vegetables and flowers type. It also has the highest debt ratio due to their capital intensiveness. The vegetable and floriculture farms have the largest gross farm income in all three analysed years, but with a large drop in 2013, while the farms in type pigs and poultry have largest increase of gross farm income in last observed year.

This article explores the issues faced by the EU in developing its international roles post-Brexit, using a combination of discursive analysis and role theory to investigate the development and performance of roles in a number of linked arenas. Central to this analysis is the assumption that whatever form Brexit takes, the EU and the UK will remain closely entangled, and thus that the post-Brexit role assumed by the UK will shape the evolution of EU external action. But a key task for analysis is to place the impact of Brexit into the array of wider forces affecting EU external action, and this is a key aim of the article. The article begins by exploring the discourses of globalism characteristic of UK and EU foreign policies, as focused by the debates about ‘global Britain’ and EU global strategy since 2015. It then introduces a simple framework for considering the roles conceived and performed by the EU, and their potential impact in the post-Brexit world. The article then considers three areas of EU external action, and the ways in which they might be shaped by a post-Brexit world: trade and development, transatlantic relations and security and defence policy. The conclusion discusses the implications of the cases, especially in relation to the conversion of discursive role constructs into performable roles—a problem central to EU external action—and concludes that whilst the impact of Brexit will be significant, it is likely to be less fundamental than the impact of the challenges faced by the EU in the global arena more broadly.

The shift in consumer preferences for large-sized cars has increased the energy intensity (EI) of passenger cars, while growth in battery electric vehicle (BEV) sales has decreased EI in recent years in South Korea. In order to lower passenger cars’ EI, the South Korean government has implemented the Corporate Average Fuel Economy (CAFE) standards with a credit system, in which the sale of one energy-efficient car (for example, a BEV) can get multiple credits. This study analyzes CAFE standards in terms of both the EI improvement sensitivity scenarios and the degree of credits for BEVs and fuel cell electric vehicles (FCEVs) by using the Global Change Assessment Model (GCAM). In this study, passenger cars include small, medium, and large sedans, sport utility vehicles (SUVs) of internal combustion engine vehicles (ICEVs), BEVs, and FCEVs. The findings of this study are as follows: First, from the policy design perspective, a proper setting of the credit system for BEVs and FCEVs is a very important variable for automakers to achieve CAFE standards. Second, from the technology promotion perspective, active promotion of fuel efficiency improvements through CAFE standards are important since Better-EI and Best-EI scenarios are found to achieve CAFE standards even when a BEV or a FCEV receives a credit of one car sale in 2030.

This report concerns the activities developed by the Mental Health and Social Exclusion (MHSE) Network, an initiative supported by the Mental Health Europe (World Federation of Mental Health). We report some data from the preliminary survey done in five capital cities of the European Union (Madrid, Copenhagen, Brussels, Lisbon, and Rome). The main aim of this survey was to investigate, from a mostly qualitative point of view, the causal and supportive factors implicated in the situation of the homeless mentally ill in Europe. The results point out the familial and childhood roots of homelessness, the perceived causes of the situation, the relationships with the support services, and the expectations of future of the homeless mentally ill. The analysis of results has helped to identify the different variables implicated in the social rupture process that influences homelessness in major European cities. The results were used as the basis for the design of a more ambitious current research project about the impact of the medical and psychosocial interventions in the homeless. This project is being developed in 10 capital cities of the European Union with a focus on the program and outcome evaluation of the health and psychosocial services for the disadvantaged.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.
