Great Lakes Environmental Protection Policies from a Fisheries Perspective

International policies in environmental protection and resources management in the Great Lakes have evolved in three fields: water quantity and quality management, fisheries management, and air pollution abatement. The general segregation of policy development ignores the complex interplay among air, water, and fisheries resources and the potential to direct wastes to selected receptors. Approaches to environmental and resources management do not deal effectively with root causes in a sufficiently broad context. Socioeconomic information is not used effectively either as yardsticks of environmental quality or as compelling arguments for remedial programs. New approaches are needed toward resources management cum environmental policy, with emphasis on participatory planning across resource sectors to optimize a diversity of long-term benefits to society. Strong political leadership is required to depolarize jurisdictional and bureaucratic empires. The International Joint Commission and Great Lakes Fishery Commission should collaborate to help in identification of issues and root causes, to encourage strategic planning with resource sector and public participation, and to take a broad overview of societal goals and public policy in relation to recognized finite capacity of the Great Lakes ecosystem to maintain quality of life as a long-term premise.Key words: ecosystems, resource management, fisheries management, environmental legislation, international cooperation, international agreements, sociological aspects

Sustainability analysis of tomato jellyfish (Crambione mastigophora) fisheries resources management in Saleh Bay Waters, Sumbawa Island, Indonesia. Biodiversitas 22: 512-520. The tomato jellyfish (Crambione mastigophora) or gullung (local term), is endemic in Saleh Bay, Sumbawa Island, Indonesia and has been utilized as an additional livelihood by fishermen for last two decades. Its commonly caught by 2-4 fishermen/boat using scoop net, wooden fishing vessels, and lamps as attractors and collectors of jellyfish. This study aims to determine the sustainability of jellyfish fisheries management. A survey-dependent method with sampling, observation, dialogue, and documentation techniques was applied for data compilation. The rapid appraisal for jellyfish fisheries - six dimensions (Rapjellyfish-6D), based on Rapfish technique, is utilized for analysis of the sustainability status of jellyfish fisheries management. This paper describes the sustainability analysis results for two of the six dimensions of jellyfish fisheries management, namely the technological dimension (13 attributes) as an input factor and the economic dimension as an output factor (14 attributes). At present, around 8-30 baskets/boat/day of jellyfish mouth-arms are being sold to the buyers in Saleh Bay. This catch's profit is divided between the fishermen (3 parts) and the boat owner (2 parts). The analytical results show the revenue per cost ratio (R/C Ratio) as 4.75 which means that every 1.00 Indonesian Rupiah (IDR) the cost of catching jellyfish will generate IDR 4.75. The breakeven point (BEP)Price is IDR 13,158 and BEPProduction is 3.13 and 8.33 baskets/trip for the assumed price of IDR 80,000 and IDR 30,000. The technological (36.13%) sustainability status and economic (49.64%) dimension is Less Sustainable. The leverage analysis results indicate that the group of sensitive attributes in the technological and economic dimensions, respectively, consists of 5 attributes and 3 attributes. All sensitive attributes have an impact on the low value of management sustainability. The sustainability of jellyfish fisheries management in Saleh Bay has been supported by a choice of environmentally friendly fishing methods. Besides, the mouth-arm price is formed from an oligopsony market system that is not profitable for fishermen. It is suggested to the village government to build an integrated and environmentally friendly scyphozoan facility to neutralize the liquid waste generated from scyphozoan processing.

Description of information needs for management of Great Lakes fisheries is complicated by recent changes in biology and management of the Great Lakes, development of new analytical methodologies, and a transition in management from a traditional unispecies approach to a multispecies/community approach. A number of general problems with the collection and management of data and information for fisheries management need to be addressed (i.e. spatial resolution, reliability, computerization and accessibility of data, design of sampling programs, standardization and coordination among agencies, and the need for periodic review of procedures). Problems with existing data collection programs include size selectivity and temporal trends in the efficiency of fishing gear, inadequate creel survey programs, bias in age estimation, lack of detailed sea lamprey (Petromyzon marinus) wounding data, and data requirements for analytical techniques that are underutilized by managers of Great Lakes fisheries. The transition to multispecies and community approaches to fisheries management will require policy decisions by the management agencies, adequate funding, and a commitment to develop programs for collection of appropriate data on a long-term basis.

EAFM implementation need indicators that could be used as tools of  monotoring and evaluation about to what extent a fisheries  management has been aplicated the principles of ecosystem-based management.   The aim of study of EAFM indicators valuation is to evaluate the  perform of fisheries resources management with approach of  EAFM indicators in Raja Ampat and Aru Islands Districts. EAFM indicators include 6 domains that are : (1) fish resources, (2) habitat and ecosystem, (3) fishing techniques, (4) Economy, (5) Social, and (6) institusional. Methods of  data taking was carried out with  survey method by means of interview/questionnaires and FGD (Foccus Group Discussion). Determination of samples quantity use purposive sampling. The evaluation result against domains of EAFM in Raja Ampat District ranged between 48.3 – 80.0.  This is indicate that status of ecosystem-based region management in Raja Ampat District belonging in category noderate till excelent. This study evaluates the total length of tambaqui (Colossoma macropomum ) captured in the middle Solimões river and traded during seven years (1993, 1997 and 2000 to 2005) in the Tefé market, Amazon, Brazil. The Mamirauá Institute of Sustainable Development obtained measurements of the total lengths from 42207 individuals. The length average was 45.23 ± 6.29 cm (minim um of 13 cm and maximum of 105.5 cm ) and the mode was 45 cm . From the total tambaquis, 92.86% were smaller than 55 cm and 7.14% measured 58.24 ± 5.41 cm on average. Medium and standard deviation of the lengths recorded in all years showed sizes below the established by the environmental federal agency. The Kruskal Wallis test showed that there is no significant difference between the abundances and medium sizes of the captures during all months of the year. The historical data of the tambaqui fisheries for the middle Solimões region indicate that individuals of this species have been constantly captured at sizes below the minim um length of reproduction. Nine recommendations for tambaquis fisheries management in the region related to more efficient mechanisms of inspection, auto-ecology studies of the species, environmental protection, reduction of fishery pressure, diffusion and educational cam paigns that aim to correct exploitation of this resource are presented in this manuscript.

The Chesapeake Bay, while a significant habitat for fisheries resources, is in actuality an aquatic “bedroom community”, as many of the economically important species are seasonally transient. The pressure on these resources due to their demand for human consumption and recreation, proximity to extensive industrial activity along the shores, and climate scale environmental fluctuations has resulted in stock declines by most important species. Our inability to separate natural population fluctuations from those of anthropogenic origin complicates management efforts. The only way to make these separations, and subsequent informed management decisions is by supporting long-term stock assessment programs (monitoring) in the Bay which allow us to examine trends, cycles and stochastic processes between resource and environment. These programs need to monitor both recruitment and fishing mortality rates of the economically important species, and to identify and monitor the environmentally sensitive “canary” species.

Abstract This presentation documents the continuing failure to tackle the problem of financing long-term services and supports (LTSS)—a failure most recently seen in the only national legislation ever enacted to comprehensively address LTSS costs: the Community Living Assistance Services and Supports (CLASS) Act. The CLASS Act was included in the Affordable Care Act, but was repealed in 2013. Subsequently, policy experts and some Democrats have made proposals for addressing the LTSS financing crisis. Moreover, significant government action is taking place at the state level, both to relieve financial and emotional burdens on LTSS recipients and their families and to ease pressure on state budgets. Lessons from these initiatives could serve as opportunities for learning how to overcome roadblocks to successful policy development, adoption, and implementation across states and for traversing the policy and political tradeoffs should a policy window open once again for addressing the problem of LTSS financing nationally.

Examples are cited from the literature of phytoplankton-related pollution and nutrition studies where the possibility of successful adaptation and subsequent growth could have been overlooked because of insufficient duration of algal exposure to the pollutant or nutrient tested. We present evidence from our investigations where: a) initial algal exposures as long as 20–40 days to the pollutant or alternative nutrient may be required for successful adaptation, and b) phytoplankters initially tolerating only a low level of pollutant concentration could be trained to accept severalfold higher levels by repeated exposure to gradually increasing pollutant concentration A plea is made for future investigators to recognize the importance of long-term bioassays ascertaining algal potential for adaptation, in order that their results may be ecologically realistic for the purpose of environmental protection against chronic pollution and eutrophication. The short-term "shock" response should be clearly distinguished from the long-term habituation response of phytoplankters to the test chemical in these bioassays. Possible problems raising questionable objections to the long-term bioassay approach are discussed.

As the third-largest SO2 emitter in the world, China is facing mounting domestic and external pressure to tackle the increasingly serious SO2 pollution. Figuring out the convergence and persistence of sulfur dioxide (SO2) emissions matters much for environmental policymakers in China. This study mainly utilizes the Fourier quantile unit root test to survey the convergence of the SO2 emissions per capita in 74 cities of China during the period of December 2014 to June 2019, by conducting five traditional unit root tests and a quantile root unit test as a comparative analysis. The empirical results indicate that the SO2 emissions per capita in 72 out of 74 cities in China are convergent in the sample period. The results also suggest that the unit root behavior of the SO2 emissions per capita in these cities is asymmetrically persistent at different quantiles. For the cities with the convergent SO2 emissions, the government should consider the asymmetric mean-reverting pattern of SO2 emissions when implementing environmental protection policies at different stages. For Hefei and Nanjing, the local governments need to enact stricter environmental protection policies to control the emission of sulfur dioxide.
