The paper describes how Harvard Business School's Knowledge and Library Services (KLS) leveraged the collective knowledge of its employees in formulating, implementing, and evaluating strategy. The organisation was faced with major, disruptive changes in its environment and needed the diverse knowledge and full engagement of all employees to make a series of strategic shifts. The shifts included integrating KLS products and services with the Harvard Business School research and course development process, developing global scope in information resources and expertise, and trading its role as the guardian of books and buildings for the organiser of the School's priority information assets. In order to achieve that, KLS launched the Environmental Scan Program, relying on employees' insights aggregated through social tagging, trend analysis and internal prediction markets tracking emerging trends. KLS also created processes for the collective assessment of strategy and a faster way of turning ideas into new products and services. The paper concludes with an assessment of the approach, pointing to a difficult balance between emergent and collective dimensions of strategy process with its formal, structured facets.

Penelitian ini ingin melihat lebih jauh bagaimana perpustakaan daerah dapat meningkatkan pelayanannya terhadap masyarakat melalui pengembangan rencana strategis. Penelitian ini bertujuan untuk: (1) mengetahui kondisi lingkungan internal dan eksternal Perpustakaan Daerah Kota Tangerang Selatan; (2) mengidentifikasi rumusan strategi berbasis analisis SWOT bagi perencanaan strategis jangka pendek dan jangka panjang Perpustakaan Daerah Kota Tangerang Selatan; dan (3) menganalisis proses strategi Perpustakaan Daerah Kota Tangerang Selatan. Model dan metode peneltian ini bersifat deskriptif-kualitatif. Metode analisis data yang digunakan bersifat induktif, mengacu pada Miles & Huberman model. Teknik pengumpulan data yang digunakan adalah observasi partisipatif, wawancara mendalam, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa pengembangan lingkungan eksternal dilakukan dengan cara memberi kesempatan kepada masyarakat untuk mengikuti pendidikan dan pelatihan tentang perpustakaan, meningkatkan jumlah pengguna, dan menjadikan perpustakaan sebagai pusat informasi bagi masyarakat. Sedangkan pengembangan lingkungan internal dilakukan dengan cara meningkatkan pelayanan perpustakaan, optimalisasi perawatan koleksi, dan memberikan formasi yang sesuai pada SDM yang ada. Adapun strategi intensif dapat dilakukan melalui penetrasi pasar, pengembangan pasar, dan pengembangan produk, sementara strategi alternatif dapat dilakukan dengan menambah tenaga pustakawan perpustakaan. This research would like to see further how regional libraries can improve their services to the public through the development of strategic plans. This study aims to: (1) know the internal and external environmental conditions of South Tangerang City Regional Library; (2) identify the strategy formulation based on SWOT analysis for short and long term strategic planning of South Tangerang City Regional Library; and (3) analyzing the strategy process of South Tangerang City Regional Library. Model and method of this research is descriptivequalitative. The data analysis method used is inductive, referring to Miles & Huberman model. Data collection techniques used were participative observation, in-depth interviews, and documentation. The results of this study indicate that the development of the external environment is pursued by providing opportunities for the community to follow education and training about the library, increasing the number of users, and make the library as the information center for the community. While the development of the internal environment is pursued by improving library services, optimization of collection maintenance, and provide appropriate formation on existing human resources. The intensive strategy can be done through market penetration, market development, and product development, while alternative strategies can be done by adding librarians.

AbstractWhile innovation contests have become very popular, the inclusion of crowds in the strategy process is less common. Some recent implementations are blogging, wikis, jams, ideation contests and community platforms or prediction markets. The most common goal of using crowds in strategy is to generate novel and unconventional ideas concerning a company’s strategic direction. Also, increasing internal participation and including employees on a larger scale can improve the implementation of a strategy. Other organizations state that by including a broader set of stakeholders, they can make the strategy formation process more transparent and comprehensible to the general public or their customers, which makes them able to increase external acceptance. On the other hand, the inclusion of larger audiences increases complexity, and involving employees makes it more difficult for managers to remain in control. Projects need to be well-conceived, well-planned and well-funded. Organizations need to remain flexible, learn from experiences and be ready to adjust tools and activities whenever necessary.

This research develops a normative understanding of Rhodes’ (1994) theory of hollowing out of public services and the extent to which this process has happened to children’s library services between 2010 and 2016 in England. The objectives were to gain knowledge of the phenomenon, seek to assess emerging trends, and create a working definition of hollowing out as it applies in the public library domain. To achieve these objectives, Freedom of Information requests were made to local authorities across England to gather data on library input since 2010. It was found that there has been a significant downward trend in staff, spending and opening hours across children’s public library services in England between 2010 and 2016. The research found that there has indeed been hollowing out of children’s library services. On average, specialist staff have been cut by 40%, children’s book budgets by 23% and opening hours by 11%. The literature suggests that this is coupled with a rise in closures, community run and outsourced libraries, and volunteering. The data produced for this research describes a process which is consistent with the definition of hollowing out proposed by Rhodes (1994). This definition encompasses the economic and political factors that shape the phenomenon of hollowing out. This research is the first in the world to consider the concept of hollowing out in relation to public libraries. The definition and methods used will be beneficial for future research in the domain, and the findings from the study can help to inform debates about the condition of public library services in England in the modern era.

Water resources management is a challenging task caused by huge uncertainties and complexities in hydrological processes and human activities. Over the last three decades, various scholars have carried out the study on hydrological simulation under complex conditions, and quantitatively characterize the associated uncertainties for water resources systems. To keep abreast of the development of collective knowledge in this field, a scientometric review and metasynthesis of the existing uncertainty analysis research for supporting hydrological modeling and water resources management is conducted. A total of 2,020 publications from 1991 to 2018 were acquired from Web of Science. The scientific structure, cooperation, and frontiers of the related domain were explored by the science mapping software of CiteSpace. Through co-citation, collaboration, and co-occurrence network study, the results present the leading contributors among all countries and hotspots in the research domain. Besides, synthetical uncertainty management for hydrological models and water resource systems under climatic and land use change will continue to be focused on.

Abstract The world is embracing an open education model. The success of this process implies an adequate awareness, an assumption that is inconsistent with recent reports and statistical facts. Despite the major advances in recent years, Open Educational Resources (OER) are still not in the mainstream of Computer Science course development. Motivated by the need to fill this gap, this paper analyzes the evolution of the OER development and the emerging trends relevant to Computer Science education. The aim is to raise the awareness and promote a practical transition process towards an adequate model that aligns the interests of all stakeholders.

This paper will provide the school-based speech-language pathologist (SLP) with an overview of the federal requirements for Medicaid, including provider qualifications, “under the direction of” rule, medical necessity, and covered services. Billing, documentation, and reimbursement issues at the state level will be examined. A summary of the findings of the Office of Inspector General audits of state Medicaid plans is included as well as what SLPs need to do in order to ensure that services are delivered appropriately. Emerging trends and advocacy tools will complete the primer on Medicaid services in school settings.
