AbstractThis article analyzes aspects of the complex process that led to independence in the Viceroyalty of Nueva Granada. It focuses on the role of religion and of social actors that have not been sufficiently taken into account in traditional historiography. The latter has paid much attention to political and economic aspects, but has disregarded other important changes that propelled the independence process, profound socio-cultural transformations and events that indicate the complexity of the process. First of all, this was not just a revolution from above and the historical periodization has to be reworked as a result of the Borbonic Reforms, with their leaning toward enlightenment. We must not consider the military uprisings as the starting point of the emancipation from the Spanish crown. Even though the colonial societies did not follow the same path as the European bourgeois revolutions with their proposed liberal perspectives, important changes did indeed happen, in which all social groups were implicated. From both the religious and particularly the women's historical perspective we can see the important transformations that took place. Examples are provided of how women of the popular classes triggered the process. Likewise, women amongst the educated elite, large sectors of the Creole clergy and some educational institutions were important agents of the ideological changes, by propagating new ideas. All these, in turn, paved the way for the further diversification of the ideological and religious landscape of Latin America during the independence period.

This article proposes introducing the concept of total war into the study of Latin American Independence in the 1810s and 1820s. We argue that total war was not an exclusively North Atlantic phenomenon, but an experience that also manifested itself at the beginning of the nineteenth century in the Spanish Viceroyalty of New Granada. To prove it, we analyze the social militarization caused by the enlightened reforms of the eighteenth century, the impact of political revolution in the Atlantic world and the decisive role of religion in creating an enemy that should be exterminated. The article concludes by pointing out two topics that underline the uniqueness of total war in a region of Latin America: the spatial and temporal unity of different forms of regular and irregular warfare, and the fact that total war was not the consequence of state action, but the starting point for State-building.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

This chapter provides an overview of the literature examining the role of religion and military service in the desistance process. It also identifies outstanding issues and directions for future research. It first presents an overview of research examining the role of religion in desistance and highlights measurement issues, potential intervening mechanisms, and a consideration of faith-based programs as criminal justice policy. Next, this chapter covers the relationship between military service and offending patterns, including period effects that explain variation in the relationship, selection effects, and the incorporation of military factors in criminal justice policy and programming. The chapter concludes by highlighting general conclusions from these two bodies of research and questions to be considered in future research.

AbstractMilitary and humanitarian lawyers approach the laws of war in different ways. For military lawyers, the starting point is military necessity, and the reigning assumption is that legal regulation of war must accommodate military necessity. For humanitarian lawyers, the starting point is human dignity and human rights. The result is two interpretive communities that systematically disagree not only over the meaning of particular law-of-war norms, but also over the sources and methods of law that could be used to resolve the disagreements. That raises the question whether military lawyers’ advice should acknowledge any validity to the contrary views of the ‘humanitarian’ community. The article offers a systematic analysis of the concept of military necessity, showing that civilian interests must figure in assessing military necessity itself. Even on its own terms, the military version of the law of war should seek to accommodate the civilian perspectives featured in the humanitarian version.

The main problem, discussed in the article, is the place the chief takes in the potestary-political system of the so-called chiefdom and the so-called early state. The starting point is the conception that the chief¬tain institution is a polyvariant phenomenon. The data of the cross-cultural analysis of the problem concerning the chieftain institution of the late tribal epoch, the epochs of politogenesis and of the early state, respectively, outline comparatively distinctly several categories of chiefs: firstly, the sacralized institution of the chiefs of the separate segments of the clans, delocalized in communities, i. e. the leaders of the separate structural sections of these tribal organization, still consisting of clans, organized on the principle of the classification kinship; secondly, the chiefs who were connected with the leadership in the primary age-set system, and thirdly, the category of chiefs, designated with the ethnological term bigman. It was on the basis of these three categories of chiefs on which the chieftain institutions of the epoch of politogenesis are formed, building the supreme sections of the potestary-political system of the so-called chiefdom: the category of the hereditary sacralized chief-(priest), the category of the military chiefs (which is their most general qualification), and the category of the so-called bigmen. It is the figures of these three categories of chiefs that stand out strongly in the pote¬stary-political system of the epoch of the politogenesis and determine their definition as chiefdom. Undoubtedly, the good knowledge of the chieftain institution with its categories will be of great help to the study of genesis of the monocratic institution. In the current research the attention is focused on a limited number of questions – the “class of the chiefs”, the supreme chieftain colleges and the binary chieftain institution, the paramount chief.

During the decades that followed the loss in 1898 of Spain's last colony, Spanish architecture languished in a turbulent search for identity. In this search, some architects argued for a return to the historic architecture of the Spanish colonial empire, while others followed the progressive ideas of the Congrès Internationaux d'Architecture Moderne (CIAM). Finally, in the mid-1940s, Spain's architects began to progress towards a successful reconciliation of these two seemingly opposed camps. A critical moment occurred in 1947 with the publication of Fernando Chueca Goitia's watershed textInvariantes Castizos de la Arquitectura Española (Genuine Invariants of Spanish Architecture).In this text, which Chueca conceived as a pocket reference for Spain's Modern architects, he described Spain as a unique place where the diverse architecture of Christian Europe and Islamic North Africa coalesced into a new — and essentially Spanish — whole. In it, he called on Spain's architects to move beyond superficial considerations of both history and modernity, and to arrive at a genuine, self-critical identity for Spanish architecture.

This article examines the environmental impacts of the US military presence in Hawaii, looking specifically at the federal government’s power to condemn land for a ‘public purpose’ under the US Constitution. In 2018, the Hawaii Supreme Court ruled that the State of Hawaii failed its duty to properly manage 23,000 acres of lands leased to the military at Pōhakuloa and must take an active role in preserving trust property. With the expiration of this lease (and several others) approaching in 2029, controversy is stirring as to whether the military will simply condemn these lands if the cost of clean-up is greater than the land’s fair-market value at the expiration of the lease. In other words, as long as it remains cheaper for the military to pollute and condemn than it is for it to restore, what options do we have for legal and political recourse? Considering grassroots movements’ strategic use of media and legal action through an environmental justice lens, this article provides a starting point to consider avenues for ensuring proper clean-up of these lands, and ultimately, negotiating for their return to Kānaka Maoli.

Na literatura contemporânea sobre as transformações do ensino superior existe um forte consenso de que a expansão do saber gerencial foi um dos principais fatores que alterou sua dinâmica e organização interna. No caso do Brasil, são muitos os trabalhos que, seguindo essa percepção geral, apontam a estreita relação existente entre as políticas ditas “neoliberais” implementadas a partir da década de 1980, e a modernização gerencial difundida no país a partir de acordos de cooperação com os EUA durante os anos 1950 e 1960. No entanto, esses trabalhos, de modo geral, falham ao não conseguir mostrar, empiricamente, como se dá a relação entre esses dois momentos da história das políticas educacionais do país. O objetivo do presente trabalho é contribuir para a compreensão dessa relação a partir da análise de Yves Dezalay e Brynat Garth sobre o modo pelo qual a América Latina funcionou, nos anos 1950 e 1960, enquanto um “terreno de experimentação” de políticas que viriam a se difundir mundialmente nos anos 1980 e 1990. Para tanto, tomamos como objeto o Conselho de Reitores de Universidades Brasileiras (CRUB), no período que vai de 1966, ano da sua criação, até 1985, ano que marca o fim do regime militar, analisando tanto o conjunto de acordos internacionais então firmados pelo CRUB, quanto o resumo das suas principais atividades, e o perfil da sua diretoria executiva no período analisado.ABSTRACT In the contemporary literature on the transformations of higher education there is a strong consensus that the expansion of managerial knowledge was one of the main factors that altered its dynamics and internal organization. In the case of Brazil, there are many studies that, following this general perception, point to the close relationship between the so-called “neoliberal” policies implemented since the 1980s and the managerial modernization diffused in the country through cooperation agreements with the USA during the 1950s and 1960s. However, these works generally fail to show the relationship between these two moments in the history of educational policies in the country empirically. The objective of the present work is to contribute to the understanding of this relationship using, as a starting point, the analysis of Yves Dezalay and Brynat Garth on how Latin America functioned in the 1950s and 1960s as a “laboratory” of policies that would begin to spread worldwide in the 80s and 90s. To this end, we investigate the Council of Rectors of Brazilian Universities (CRUB) in the period from 1966, the year of its creation, until 1985, the year that marks the end of the military regime, analyzing both the set of international agreements signed by the CRUB during the period as well as the summary of its main activities and the profile of its executive board in this period of time.

Desde finales del siglo XVII, y con mayor frecuencia a partir de la década de 1770, diferentes lu-gares de la Nueva Granada se vieron asolados por sequías y plagas que incidieron en la escasez de alimentos esenciales como el trigo, el maíz, el plátano y la carne. En este artículo, las hambru-nas se reconstruyen a partir de una concepción amplia de crisis de subsistencia, que no se limita a las cifras de muertes por inanición, con frecuencia difíciles de desagregar, sino a partir de un conjunto de condiciones demográficas, económicas y de control (o descontrol) social. Las men-ciones puntuales sobre hambrunas y los indicios de crisis de subsistencia, junto con los factores propicios para generar escasez, fueron buscados en fuentes documentales diversas, que incluyen órdenes para el abasto de las ciudades, visitas civiles y eclesiásticas, diligencias de traslado de indios y disolución de resguardos, reclamos de curas por sus pagos, procesos judiciales, relaciones de mando y solicitudes de exención tributaria. La carencia de víveres varias veces coincidió con epidemias y la hambruna fue propiciada por factores como las demandas de alimentos y materias primas impuestas por las principales ciudades, la inexistencia de graneros públicos, la supresión de resguardos, la migración a los centros urbanos, y las regulaciones sobre comercio exterior.

ResumoO letramento estatístico pode ser desenvolvido desde os primeiros anos de escolarização, envolvendo o contexto de brincadeira e de vida. Também, a análise e apresentação de dados que pode tomar como base a perspectiva de organização que as crianças já têm em mente. Nesse contexto, esse trabalho tem como objetivo analisar como é realizado o trabalho com estatística no pré-escolar e no primeiro ano do Ensino Fundamental em um município do interior de SC, com o intuito de, na continuação da pesquisa, desenvolver uma proposta de intervenção do no que se refere ao ensino de estatística, no primeiro ano do Ensino Fundamental. Esse é um estudo do tipo descritivo de análise qualitativa, sendo todos os professores da pré escola e do primeiro ano do ensino fundamental que atuam na rede municipal em questão, entrevistados por meio de um questionário semiestruturado. A análise das entrevistas indica que os professores identificam a necessidade de desenvolver um trabalho que tenha como ponto de partida temáticas de interesse e do cotidiano das crianças. Também evidencia a importância de se conhecer verticalmente o currículo da Educação Infantil e do Ensino Fundamental, de modo a resgatar os conhecimentos prévios e então construir novos, com base nas conexões que as crianças conseguem estabelecer.Palavras-chave: Letramento Estatístico. Resolução de Problemas.AbstractStatistical literacy can be developed from the first years of schooling, involving the context of play and life, and,the analysis and presentation of data can be based on the organizational perspective that children already have in mind. In this context, this work aims to analyze how work with statistics is carried out in pre-school and in the first year of elementary school in a city in the interior of SC, with the intention of, in the continuation of the research, developing an intervention proposal regarding the teaching of statistics, in the first year of elementary school. This is a descriptive type study of qualitative analysis, with all pre-school and first-year elementary school teachers working in the municipal network in question, interviewed using a semi-structured questionnaire. The analysis of the interviews indicates that the teachers identify the need to develop a work that has as a starting point themes of interest and the daily lives of children. It also highlights the importance of vertically learning the curriculum for Early Childhood Education and Elementary Education, in order to rescue previous knowledge and then build new ideas based on the connections that children are able to establish.Keywords: Statistical Literacy.
