AbstractThis essay argues that the definition of the USSR's political system as a “party-state,” ignores the crucial difference between the majority of the members of the CPSU who hold positions in the Soviet state and the minority who are full time party officials with no such position and who regard themselves as the natural leaders of the party as a whole. To highlight this distinction, this essay defines the party officials as the “inner party” and the party members who man the state as the “outer party” and focuses on the ongoing dispute among party officials over the most effective way to provide leadership of the Soviet state. This conflict is expressed indirectly in the published discussion of the relative importance of officials' “internal work” (personnel management, verification of fulfillment and ideological education) and their “economic work” the close supervision of state agencies' administration of the five year plans. The essay briefly summarizes Stalin's own formulations on the subject, the conflict between Malenkov and Zhdanov over this issue from 1939 to 1948, and the ongoing debate among officials after the reform of the departments of the Secretariat in 1948. The bulk of the essay analyzes the widely divergent views of officials' priorities presented at the Nineteenth Congress of the CPSU in October 1952. It concludes that Western scholars have generally underestimated the role of the Congress in the creation of the political oligarchy that ruled the USSR after 1953.

The article is devoted to one of the problems of foreign language education – the definition of the role of interpretation in preparing students of special (language) directions to participate in the dialogue of cultures. Interpretation is considered as a phenomenon and as a way of comprehending reality, which allows the subjects of the dialogue of cultures to reach mutual understanding. The main characteristic of interpretation, which is necessary for the purposes of foreign language education, is its psychological character. It is determined by the psychology of the author, the psychology of the work, as well as the psychology of the reader-interpreter. It is proved that the interpretation of a work of art, which has universal, historical and personal plans, has huge epistemological and axiological possibilities. They activate the entire educational potential of interperetation (educational, developmental, cognitive, and educational). Russian Russian poet A. A. Fet (1820–1892) uses the poem “Wir saßen am Fischerhaus” by the famous German poet and publicist Heinrich Hein (1797–1856) and the translation of this poem into Russian to illustrate the interpretation technology. The poem is considered as a space of personal meanings of the author. They are the ones that are subject to interpretation and bring the reader-interpreter back from the poet's world to the modern real world. And the real world is full of unexpected cultural facts, closely related to the content of the work of G. Heine, with distant Lapland and the life of modern lapps. Thus, interpretation is presented as an educational strategy. Together with the strategies of contextualization, philologization and argumentation, it ensures the achievement of the main goal of foreign language education – the creation of an individual who can act as a genuine subject of the dialogue of cultures. The article also emphasizes the importance of the teacher as the organizer of the educational process and the subject of the dialogue of cultures.

The text cites the results of the study of the role of merarches, which were a part of the military organization of the Empire in the early Byzantine period. Later historical documents do not give any notion of this position for more than two centuries. The merarches became a part of the thematic organization in the middle of 9th century. Our ability to fully understand the nature of their function is limited due to the scarcity of source materials; this, however, may be overcome by taking into account, the general and political situation in the Empire, that is, by considering the military reforms executed in the 9th and 10th century. This paper focuses on the problem of the military-administrative competences of the merarches, which have been the subject of different interpretations in the modern, scholarly literature. One of the aims of this research is the definition of the timeframe within which the reestablishment of this rank in the Byzantine army occured.

This semi-autobiographical article reflects on the discipline known as Translation Studies from the point of view of the author, who was a full-time Canadian government translator from 1974 to 2014, but also taught and wrote about translation. The narrative begins with the emergence of Translation Studies in Canada and in Europe and continues through the present neoliberal era, with reflection on a variety of topics including the English name of the discipline, the lack of definition of an object of study, the original role of the journal Meta, and the notion of translation as applied linguistics. The last section considers two fictive scenarios in which Translation Studies does not emerge, and translation is studied, right from the start, in ways much more closely linked to the translation profession, with a focus on translators rather than translations, and therefore on translational production rather than the analysis of completed translations.

The article examines the main components of the work of Boris Martos “Theory of Cooperation” and compares the results of research with the current state of development of the cooperative movement. The main attention was focused on the main material of the study on: the general foundations of the formation of cooperatives, the need, purpose and role of capital in their activities; basic features and principles of functioning of cooperatives; mechanism for meeting the needs of members of the cooperative; some secondary or derivative features of the cooperative. According to B. Martos, “Cooperation is one of the ways to improve the welfare of the lower strata of society by freeing them from exploitation by the capitalists. Almost every theorist of cooperation gives his more or less accurate definition of this concept. However, in order to give an accurate scientific definition of this phenomenon in society, we must first establish the basic features that characterize the cooperative, distinguishing it from other social phenomena. This spatial quote from the work of B. Martos permeates all components of his economic work, the essence and content of which was at the center of our research. Each statement and statement of B. Martos was compared with the current realities of the cooperative movement and on the basis of which it was proposed to use the work of a scientist to improve the efficiency of cooperative relations in modern economic conditions.

      This research consists of two parts: the theoretical part and the practical part. The first part provides a general description of idioms and idiomatic expressions. The definition of the idiom depending on different points of view and theories, its composition and types according to different standards and criteria, and the relation between the idiom and other linguistic phenomena were given in detail. To give a simplified and complete image about idioms and to pave the way to the second part of the research, which focuses specifically on one type of idioms "idioms from numbers", all aspects regarding the idiom should be clarified in detail. The reason for choosing this kind of idioms is the absence of studies that tackle it well, particularly in Iraq ,and this type represents the core of the second part of present research .This part refers to the importance and role of idioms from numbers in comprehension English at various levels such as syntactic, semantic  , vocabulary and context. To achieve the purpose of this research, two tests (pre -test and post- test) have been constructed and presented to a group of specialists to verify their validity and reliability. Then, the two tests were applied to a sample consisting of 40 undergraduate students and a lecture dealing with the subject of research has been delivered to the sample. The results of the two tests have been analyzed  statistically and compared with each other in order to show the progress of achievement  of the sample at various levels of the language which were mentioned above . In the light of the results of the study, several conclusions were inferred, one of them, the important and effective role played by idioms from the numbers in teaching English as a foreign language for Iraqi students.

The aim of this paper is to present considerations related to the meaning and role of emotional intelligence in the professional work of security manager. The very issue of emotional intelligence is richly described in the literature on the subject, therefore the authors decided to use for the preparation of this study the methods of analysis of source materials and the methods of observation and development of own experiences resulting from many years of professional life practice. The meaning and essence of the article describes not the very definition of a security manager but the influence of emotional intelligence on his or her professional work, especially in the conditions of mixing influence of many cultures. Responsiveness is a sendoff of a matter that is supported by a person's emotional intelligence, referred to in the article as a "driver". In the article, the functional triangle of emotional intelligence which consists of a protective, creative and motivating function and is presented on the basis of Goleman's work. The article is summarized in a form of a practical message that can be used for further research.

The purpose of the article is to examine the role of the National Police of Ukraine in ensuring the information security of Ukraine. The subject of the study: The subject of the study is the competence of the National Police of Ukraine in ensuring the information security of Ukraine. Methodology: Dialectical method, epistemological method, analytical method, formal and legal method, normative and dogmatic method, the methods of legal modeling and forecasting were used in the research. The results of the study: The definition of “information security” and “cyber security” is provided. The main factors that negatively affect the information space in Ukraine, as well as current threats to Ukraine’s national security in the information sphere are identified. Practical implications: It is established that the number of crimes in the information sphere is growing every year. In this regard, the task of the National Police is to combat crimes and other offenses in this area, as well as to protect relevant rights and freedoms of citizens, society and the State. Value/originality: The tasks and powers in the area of information security protection of the National Police in general and the Department of Cyber Security, in particular, are defined.

The article deals with the issues related to the definition of the conceptual framework of the new legislation of Ukraine on local referendums in the context of the requirements of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in local government affairs, which was ratified by the Verkhovna Rada of Ukraine on September 2, 2014. The proposals on the legislative consolidation of the subject of local referendums, the order of their appointment, the legal force of decisions taken at referendums, etc. are formulated.The authors emphasize that legislative regulation of the initiation, organization and conduct of local referendums requires significant legislative improvement. To date, enough legislative initiatives have been developed in the field of initiation, organization, holding of local referendums and the implementation of their decisions. To implement such work in the current legislative field, a coordinated and coordinated work of the Verkhovna Rada of Ukraine and the President of Ukraine is necessary.The article concludes that the adoption of the Law «On Local Referenda» has long been overdue, and therefore the adoption of any legislative initiatives in this direction will be a step forward towards the development of a legal, democratic state in which citizens will be able to exercise their right to participate in the management of state affairs not only through state authorities and local self-government bodies, but directly – through a referendum.Consideration in the legislative activity of the Parliament of the directions of improvement of the legislation on local referendums given by us will significantly increase the role of the local referendum in the mechanism of solving local issues by the territorial community, will help to create real ways of direct solving local community issues by a territorial community.

This chapter concentrates on John’s uroscopic theories as presented in his On Urines. It starts by examining the structure of the work, showing John’s intention to systematize knowledge on the subject by dividing his treatise into four large thematic areas, i.e. introductory details, diagnosis, aetiology, and prognosis, thus presenting a general-to-specific approach in each section. The analysis then shifts to John’s theories on the various stages of human digestion, which had remained undisputed for centuries. It is shown that John is eager to present his own understanding, especially on the role of the liver. John’s own observations are also evident in his discussion of the different colours of urine thanks to the extra explanatory information he provides in this respect, especially on how to differentiate between various colours. The last section focuses on John’s urine vial, which although identified as an important feature of his original approach by earlier scholars, was never fully contextualized in light of a holistic reading of John’s work or of the development of other, non-Byzantine, medieval theories on the subject. Consequently, it is argued that John’s most original contribution is the introduction and detailed definition of eleven subdivisions in the urine vial compared to the three areas traditionally identified.
