The text cites the results of the study of the role of merarches, which were a part of the military organization of the Empire in the early Byzantine period. Later historical documents do not give any notion of this position for more than two centuries. The merarches became a part of the thematic organization in the middle of 9th century. Our ability to fully understand the nature of their function is limited due to the scarcity of source materials; this, however, may be overcome by taking into account, the general and political situation in the Empire, that is, by considering the military reforms executed in the 9th and 10th century. This paper focuses on the problem of the military-administrative competences of the merarches, which have been the subject of different interpretations in the modern, scholarly literature. One of the aims of this research is the definition of the timeframe within which the reestablishment of this rank in the Byzantine army occured.

The aim of this paper is to present considerations related to the meaning and role of emotional intelligence in the professional work of security manager. The very issue of emotional intelligence is richly described in the literature on the subject, therefore the authors decided to use for the preparation of this study the methods of analysis of source materials and the methods of observation and development of own experiences resulting from many years of professional life practice. The meaning and essence of the article describes not the very definition of a security manager but the influence of emotional intelligence on his or her professional work, especially in the conditions of mixing influence of many cultures. Responsiveness is a sendoff of a matter that is supported by a person's emotional intelligence, referred to in the article as a "driver". In the article, the functional triangle of emotional intelligence which consists of a protective, creative and motivating function and is presented on the basis of Goleman's work. The article is summarized in a form of a practical message that can be used for further research.

State support was an important factor in the relations between the authorities and the serving population, including such a special category as the serving Tatars. This article discusses how the system of service Tatars came into life in the 18th century. Due to the poor knowledge of the subject, the question of salaries is one of the key elements in identifying the place and role of service Tatars in the system of military corporations in Siberia. The study has revealed that the changes in the salary system that took place during the 17th-18th centuries served as an indicator of the degree of incorporation of service Tatars into the structure of the military organization of the Russian state. Despite the general trend of the 18th century to the unification of the state support of irregular troops, the service Tatars retained their own hierarchy in the distribution of wages for a long time. The reason is to be found in the peculiarities of the management system and corporate isolation, determined by the confessional affiliation of the service Tatars. Another peculiarity was that the serving Tatars, unlike other categories of serving people, practically did not receive any bread allowance — it was replaced by “arable land”. In 1725 and 1737, staff schedules were introduced, which influenced both further unification of employees of various categories and the gradual equation in system of the allowance.

Studies of identity and belonging in Gulf monarchies tend to privilege tribal or religious affiliation, if not the protective role of the ruler as paterfamilias. I focus instead on the ubiquitous foreigner and explore ways in which s/he contributes to the definition of national community in contemporary gcc states. Building upon and moving beyond the scholarly literature on imported labor in the Gulf, I suggest that the different ‘categories’ of foreigners impact identity and the consolidation of a community of privilege, in keeping with the national project of ruling families. Furthermore, I argue that the ‘European,’ the non-gcc Arab, and the predominantly Asian (and increasingly African) laborer play similar, but also distinct roles in the delineation of national community: while they are differentially incorporated in ways that protect the ‘nation’ and appease the citizen-subject, varying degrees of marginality reflect Gulf society’s perceptions or aspirations of the difference between itself and ‘the other(s).’

The article is devoted to one of the problems of foreign language education – the definition of the role of interpretation in preparing students of special (language) directions to participate in the dialogue of cultures. Interpretation is considered as a phenomenon and as a way of comprehending reality, which allows the subjects of the dialogue of cultures to reach mutual understanding. The main characteristic of interpretation, which is necessary for the purposes of foreign language education, is its psychological character. It is determined by the psychology of the author, the psychology of the work, as well as the psychology of the reader-interpreter. It is proved that the interpretation of a work of art, which has universal, historical and personal plans, has huge epistemological and axiological possibilities. They activate the entire educational potential of interperetation (educational, developmental, cognitive, and educational). Russian Russian poet A. A. Fet (1820–1892) uses the poem “Wir saßen am Fischerhaus” by the famous German poet and publicist Heinrich Hein (1797–1856) and the translation of this poem into Russian to illustrate the interpretation technology. The poem is considered as a space of personal meanings of the author. They are the ones that are subject to interpretation and bring the reader-interpreter back from the poet's world to the modern real world. And the real world is full of unexpected cultural facts, closely related to the content of the work of G. Heine, with distant Lapland and the life of modern lapps. Thus, interpretation is presented as an educational strategy. Together with the strategies of contextualization, philologization and argumentation, it ensures the achievement of the main goal of foreign language education – the creation of an individual who can act as a genuine subject of the dialogue of cultures. The article also emphasizes the importance of the teacher as the organizer of the educational process and the subject of the dialogue of cultures.

The subject of this research is the economic relations formed as a result of operation and development of military-industrial complex, which affect economic growth of the country. The object of this research is the military-industrial complex. The goal consists in determination of peculiarities of functionality of military-industrial complex. The author explores such aspects of the topic, as the evolution of approaches towards studying the military-industrial complex, as well as nuances of its functionality. Special attention is paid to the structure of military-industrial complex, highlighting its key components and determining interaction between them. The author’s main contribution lies in the proposed interpretation of the military-industrial complex, formulated as a result of critical analysis of relevant scientific representations on its essence, and reflecting the specifics of its functionality. The novelty consists in the analysis and systematization of scientific approaches to definition of military-industrial complex; its structural perception in form of modified scheme of O. Williamson with indication of major stakeholders and relations between them, which is based on the concept of “iron triangle”; identification of basic transformation trends of the military-industrial complex, as well as characteristics that differentiate it from other economic macro-sectors.

AbstractThis essay argues that the definition of the USSR's political system as a “party-state,” ignores the crucial difference between the majority of the members of the CPSU who hold positions in the Soviet state and the minority who are full time party officials with no such position and who regard themselves as the natural leaders of the party as a whole. To highlight this distinction, this essay defines the party officials as the “inner party” and the party members who man the state as the “outer party” and focuses on the ongoing dispute among party officials over the most effective way to provide leadership of the Soviet state. This conflict is expressed indirectly in the published discussion of the relative importance of officials' “internal work” (personnel management, verification of fulfillment and ideological education) and their “economic work” the close supervision of state agencies' administration of the five year plans. The essay briefly summarizes Stalin's own formulations on the subject, the conflict between Malenkov and Zhdanov over this issue from 1939 to 1948, and the ongoing debate among officials after the reform of the departments of the Secretariat in 1948. The bulk of the essay analyzes the widely divergent views of officials' priorities presented at the Nineteenth Congress of the CPSU in October 1952. It concludes that Western scholars have generally underestimated the role of the Congress in the creation of the political oligarchy that ruled the USSR after 1953.

Over recent years the question of ancient hoards, in particular of precious metal, coins, plate or jewellery, has been the subject of numerous considerations (notably S. Gelichi and C. La Rocca (eds), Tesori. Forme di accumulazione della richezza nell'alto medioevo (secoli V–XI) (Rome, 2004)) in order to try to grasp the characteristics of a complex phenomenon that relates to multiple aspects of society in whatever period is under consideration: the economy, social organisation, the possible role of the images … The difficulties encountered by researchers when addressing these problems are illustrated by the ambivalence, indeed the ambiguity in many languages of the term ‘trésor/hoard’. Richard Hobbs has thus chosen, very judiciously, to take as his subject here ‘deposits of precious metal’, which defines the topic perfectly. On the other hand, one could question the descriptor ‘late Roman’ when applied to the period covered here, five centuries, from a.d. 200 to 700. There could be discussion over whether the third century should be included in Late Antiquity; others will challenge whether the sixth century still belongs to that same world. But from the first page H. effectively corrects his title by stating that it also covers the early Byzantine period, something I would feel is a better definition. It may certainly be felt that these are just questions of nomenclature, but they do have their importance for the topic of this study. All the same, the important thing is that H. wanted to study an extended period, as stated by the book's sub-title. One cannot but approve of his choice.

      This research consists of two parts: the theoretical part and the practical part. The first part provides a general description of idioms and idiomatic expressions. The definition of the idiom depending on different points of view and theories, its composition and types according to different standards and criteria, and the relation between the idiom and other linguistic phenomena were given in detail. To give a simplified and complete image about idioms and to pave the way to the second part of the research, which focuses specifically on one type of idioms "idioms from numbers", all aspects regarding the idiom should be clarified in detail. The reason for choosing this kind of idioms is the absence of studies that tackle it well, particularly in Iraq ,and this type represents the core of the second part of present research .This part refers to the importance and role of idioms from numbers in comprehension English at various levels such as syntactic, semantic  , vocabulary and context. To achieve the purpose of this research, two tests (pre -test and post- test) have been constructed and presented to a group of specialists to verify their validity and reliability. Then, the two tests were applied to a sample consisting of 40 undergraduate students and a lecture dealing with the subject of research has been delivered to the sample. The results of the two tests have been analyzed  statistically and compared with each other in order to show the progress of achievement  of the sample at various levels of the language which were mentioned above . In the light of the results of the study, several conclusions were inferred, one of them, the important and effective role played by idioms from the numbers in teaching English as a foreign language for Iraqi students.

The purpose of the article is to examine the role of the National Police of Ukraine in ensuring the information security of Ukraine. The subject of the study: The subject of the study is the competence of the National Police of Ukraine in ensuring the information security of Ukraine. Methodology: Dialectical method, epistemological method, analytical method, formal and legal method, normative and dogmatic method, the methods of legal modeling and forecasting were used in the research. The results of the study: The definition of “information security” and “cyber security” is provided. The main factors that negatively affect the information space in Ukraine, as well as current threats to Ukraine’s national security in the information sphere are identified. Practical implications: It is established that the number of crimes in the information sphere is growing every year. In this regard, the task of the National Police is to combat crimes and other offenses in this area, as well as to protect relevant rights and freedoms of citizens, society and the State. Value/originality: The tasks and powers in the area of information security protection of the National Police in general and the Department of Cyber Security, in particular, are defined.

Multilayering hardrock/heavymetal music in „Only Rock” resources This article is composed of two parts. The first discusses the role of metal hardrock music (broadly understood) in the structure of the most opinion-making music magazine after 1989, ie „Only Rock”, and in the second study focused on analyzing the content of the monthly magazine in terms of title genres, but in the optics of genology. The text uses existing statistical data, studies and, of course, source materials. Methodologically and substantively – in a narrower sense, the publication encompasses two new streams: Metal Music Studies (humanistic) and Journalism and Music Media (social sciences, media studies), and in broader terms quantitative and qualitative research (including structural analysis). The research showed that metal music was a constitutive aspect of the subject matter in a strictly formal rock writing, and even some of the leading elements.
