Local Government Performance Indicators in Europe: an Exploration

Local governments need reliable information about the cities they are governing. However, an analysis of the availability of basic descriptive data (population data, information on household composition, unemployment, poverty, condition of the housing stock, homelessness, recorded crime and composition and size of local municipal income) in 55 European cities makes clear that these data are often not available because they have neither been collected nor disseminated. On average, 30 percent of simple local performance indicators is missing. National statistical traditions may help explaining the lack of data-gathering.

Abstract The 1988 federal Constitution introduced a complex and innovative institutional arrangement that not only reestablished political rights and democratic procedures, but also reinforced decentralization as a fundamental guideline for policy implementation in Brazil. As a result, municipalities have become pivotal actors in the policymaking process. Scholars of Latin American politics have given much emphasis to the causes and determinants of decentralization, but not much has been done toward a more general understanding of how this increased decentralization has affected policymaker behavior and policy outcomes. This paper aims to do exactly that. Specifically, it investigates how institutional arrangements and electoral competition affect local government performance. The theoretical basis is the electoral democratic theory that broadly highlights elections as instruments of citizen control in retrospective and prospective voting approaches. The research employs a large-N cross sub-national analysis based on a dataset of electoral, partisan, socioeconomic and public financial information collected from over 5500 municipalities. Local governments’ performance, our dependent variables, are synthetic indicators formulated from 2009 nationwide surveys on public education, health, housing and welfare services. The OLS regression results confirm the hypothesis that politics variables do matter in how politicians make decisions and implement policy under the new Brazilian democratic Era. The empirical evidences suggest that electoral competition does not present a direct effect on government performance, however, ideology and citizen participation do. Therefore, this paper helps to expand our understanding of a political system’s impact on public policy outputs, which is extremely important not only for academic purpose but also to support policymakers’ decisions.

This study aims to determine the effect of regional financial supervision on local government performance, the effect of regional financial management accountability on regional government performance, to determine the effect of transparency in regional financial management on regional government performance, and the effect of regional financial supervision, accountability and transparency of regional financial management on performance. Regional government. This research was conducted in West Bandung Regency. The sampling technique used non-probability sampling techniques so that the samples in this study were 34 people. The type of data used in this research is quantitative and qualitative data, while the data source is the primary data source. The method of data collection is done by using a questionnaire. The data analysis technique used multiple linear regression analysis with the help of the SPSS 24.0 program. The results of this study indicate that simultaneously regional financial supervision, accountability and financial management transparency have a significant effect on the performance of local governments. Regional Financial Supervision has no significant effect on Local Government performance, financial management accountability has a significant effect on Local Government performance, financial management transparency has a significant effect on Local Government performance.

Abstract Although stakeholder theory has been on the academic agenda for more than 30 years, empirical evidence is still scant about stakeholders’ influence as determinant factors of local governments’ performance. Evidence from 82 empirical studies on stakeholder influence as a source of local government effectiveness is assessed in this article. The choice of studies was based in a systematic literature review, encompassing articles published in the period from 2007 to 2017 in which stakeholder influences are considered determinant factors of local government performance. This research contributes to this field of knowledge by synthesizing the pertinent publications and pointing out an agenda for future studies.

This paper analyses the impact of political competition on local government performance in Indonesia. This study uses a new database that covers 427 districts in Indonesia, from 2000 to 2013. In Indonesia, local governments are largely responsible for fulfilling basic service delivery and, in this regard, they are extremely powerful. Political competition is measured using the Herfindahl Hirschman Concentration Index for the district parliament election. This variable is potentially endogenous, because political competition is likely to be non-random and correlated with unobservable variables. To solve this problem, I use the lag of political competition for neighbouring districts within the same province, as well as the political competition from the 1955 general election, as instrumental variables for political competition. The degree of political competition has been found to boost real Regional Gross Domestic Product (RGDP) per capita by 1.9%. Furthermore, a one standard deviation increase in political competition would increase RGDP growth by approximately 0.81%. The results also support the findings of previous studies, which have found that stiffer political competition is associated with higher public spending (e.g. infrastructure spending) and pro-business policies.

This study aims to provide empirical evidence about the influence of financial factors (Size,Wealth, Intergovermental Revenue, Leverage and Capital Expenditures) and non-financial factors (Population, Legislative Size, Service Period and Age of Regional Heads) on the performance of local governments in Indonesia. evaluation of the performance of local government administration (EKPPD) as the main source. The population used in this study is the district / city government in 2018 consisting of 415 districts and 93 cities in Indonesia. The research sample was taken using purposive sampling method, the total sample obtained was 39 data. The results showed that the variables size, wealth, intergovernmental revenue, leverage, capital expenditure, legislative size, tenure of regional heads and age of regional heads had no effect on local government performance, while population had an effect on local government performance in Indonesia.

One of the implications of desentralization is a performance measurement of local government. Local government peformance can be seen from the Evaluation of Local Government Performance score (Mustikarini & Fitriasari, 2012), efficiency ratio (Marfiana & Kurniasih, 2013) and the Human Development Index (Prasetyaningsih, 2015). HDI is also an indicator for public welfare, so it can be concluded that local government performance can be measured from the level of its public welfare. This research aimed to described the relationship between financial characteristics of local government and BPK’s audit findings. It uses 34 data from local governments inNorth Sumatera from 2011 to 2013, and refers to research model that is composed by Prasetyaningsih (2015) . Research shows that financial characteristic of local government (total asset and capital expenditure) and audit finding have significant effect to HDI in local government of North Sumatera Province within 2011-2013 period.KEYWORDSaudit findings, public welfare, performance measurement, local government.ABSTRAKSalah satu implikasi dari desentralisasi adalah pengukuran kinerja pemerintah daerah. Kajian ini dilakukan untuk menggambarkan hubungan karakteristik keuangan pemerintah daerah dan hasil pemeriksaan BPK terhadap kinerja pemerintah daerah dalam mewujudkan kesejahteraan masyarakat yang diproksikan dengan IPM. Kajian ini mengacu pada model penelitian yang disusun oleh Prasetyaningsih (2015) dengan data panel dari 34 pemerintah daerah di Sumatera Utara selama tahun 2011-2013. Hasil kajian ini menunjukkan bahwa terdapatpengaruh yang signifikan antara karakteristik keuangan daerah (total aset dan belanja) dan hasil pemeriksaan atas IPM di Pemerintah Daerah Sumatera Utara periode Tahun 2011-2013.KATA KUNCIHasil pemeriksaan, kesejahteraan masyarakat, pengukuran kinerja, pemerintah daerah.

Orientation: The majority of local governments in South Africa are underperforming; a first step to improve their performance is to accurately diagnose their current functioning. The utilisation of a mixed-methods approach for this diagnosis based on a valid model of organisational performance will form a better and holistic understanding of how a local government is performing.Research purpose: The aim of this study is to investigate the utility of mixed-methods research as a diagnostic approach for determining the organisational performance of a local government in South Africa.Motivation for the study: The use of either quantitative or qualitative data gathering in isolation as part of an organisational diagnosis can lead to biased information and not identifying the root causes of problems. The use of mixed-methods research in which both quantitative and qualitative data gathering methods are utilised has been shown to produce numerous benefits, such as confirmation of gathered data, providing richer detail and initiating new lines of thinking. Such multiple methodologies are recognised as an essential component of any organisational diagnosis and can be an effective means of eliminating biases in singular data gathering methods.Research design, approach and method: A concurrent transformative mixed-methods strategy based on the Burke–Litwin model of organisational performance with triangulation of results and findings to determine convergence validity was used. A convenience sample of 116 (N = 203) permanent officials in a rural district municipality in South Africa completed a survey questionnaire and were also individually interviewed.Main findings: Results indicate that mixed-methods research is a valid technique for establishing the integrity of survey data and for providing a better and holistic understanding of the functioning of an organisation. The results also indicate that the Burke–Litwin model is a useful and valid diagnostic framework for identifying the strengths and development areas of an organisation’s performance. Finally, the results established the reliability and validity of the survey instrument used for gathering data.Practical and managerial implications: A mixed-methods research approach is a useful method to diagnose organisations’ performance to ensure data integrity and to obtain a comprehensive picture of an organisation’s performance. A further practical implication is that managers and practitioners can use the Burke–Litwin model as a basis for diagnosing the performance of an organisation with confidence, as it identifies the most important aspects of an organisation’s functioning.Contribution and value add: Organisational diagnoses are usually conducted by either quantitative or qualitative means, while the use of mixed-methods research is a relatively underutilised approach. This study aims to contribute to the availability of research approaches for diagnosing the performance of organisations.

This study aims to find out and analyze how regional financial management and comparison between budget and realization of the performance of local governments in Tabanan Regency. This research was conducted in the local government of Tabanan Regency. Data collection using interview methods and non-participant observation with the analysis technique used is descriptive qualitative. The results showed that local government financial management in Tabanan Regency had referred to Permendagri No. 13 of 2006 and local government performance reports in the last five years, if on average the Tabanan regency government has received the title B, even though in 2014 and 2015 it received the SAKIP score with the title C. Comparison between the budget and the realization of local revenue to the performance of local governments in Tabanan Regency shows that if the budget is greater than the realization caused by several components in the year and vice versa, if the budget is smaller than the realization where the difference can be sources of SiLPA for investment financing in the APBD. Regional expenditure in the last five years shows that the realization is smaller than the budget which is a source of SiLPA and has been efficient. This paper examines the local government practice under the federal system of government in Nigeria. It highlights the performance of local government system in Nigeria as a federal entity. It accounts for the circumstances which underline the performance of the local government system in Nigeria and the impact on its efficiency and effectiveness. The secondary method of collecting data has been adopted in this paper and data collected were subjected to further documentary analysis.  David Easton’s systems theory is employed as the theoretical framework. The findings reveal that because the practice of federalism in Nigeria has failed to take into account the heterogeneous composition of its peoples, it adopted a uniform system of local government which has failed to make impact on the people within their localities. The paper recommends enthronement of genuine and practical democratic federal cultures across the country and a fundamental review of the laws that created the Nigerian local government system with a view to evolving fewer but stronger local governments that are relatively independent, functional and adapted to meet peculiar local needs.

Local government will gain prestige if the examination accounting performance of local government gets an unqualified opinion (WTP) from BPK. The opinion shows that the performance of the local government is in accordance with the principle of accountability. However, not all of local governments be able to achieve the predicate of WTP, because indeed to get it is not easy. Therefore, it is necessary for agencies to be the leading sector to assist all OPDs in preparing the accounting performance reports of each agency before the BPK enters, and the agency is the Inspectorate. This research aims to describe the role of Inspectorate in Samarinda City in defending the WTP predicate.Using a qualitative approach and descriptive analysis, in-depth interviews were conducted to officials from the Inspectorate and Regional Financial Management Agency (BPKAD) to validate the data. The conclusions obtained were that the Inspectorate had several roles in maintaining the WTP predicates in Samarinda City, namely: the role of facilitation, guidance, and verification for the OPD, the coordination role for the DPRD, the role of coordination and facilitation for the BPK, and the role of reporting and input to regional heads to take further policy steps. Keywords: Inspectorate’s Role, Supervision, Local Government Performance, Unqualified Opinion Abstrak Mendapatkan hasil pemeriksaan kinerja pemerintah daerah dengan predikat opini Wajar Tanpa Pengecualian (WTP) dari BPK merupakan suatu prestise tersendiri bagi daerah. Predikat inilah yang menunjukkan bahwa laporan kinerja keuangan pemerintah daerah sudah sesuai dengan prinsip akuntabilitas. Namun demikian belum semua daerah mampu mencapai derajat WTP, karena memang untuk mendapatkannya tidak mudah. Oleh karenanya perlu instansi yang menjadi leading sector untuk mendampingi seluruh OPD dalam menyusun laporan kinerja keuangan masing-masing instansi sebelum BPK masuk, dan instansi tersebut adalah Inspektorat. Penelitian ini mencoba memberikan gambaran bagaimana peran Inspektorat Daerah Kota Samarinda dalam mendukung predikat WTP yang dalam beberapa tahun ini telah diraih oleh Kota Samarinda. Menggunakan pendekatan kualitatif dan analisis deskriptif, dilakukan in-depth interview kepada para pejabat dan stakeholder dari Inspektorat serta Badan Pengelola Keuangan Daerah (BPKAD) agar dapat dilakukan kroscek terhadap data yang ada. Kesimpulan yang diperoleh adalah Inspektorat memiliki beberapa peran dalam mempertahankan predikat WTP di Kota Samarinda, antara lain peran fasilitasi, pembinaan, serta verfikasi bagi OPD, peran koordinasi bagi DPRD, peran koordinasi dan fasilitasi bagi BPK, dan peran pemberi bahan laporan dan masukan bagi kepala daerah untuk mengambil langkah kebijakan lebih lanjut.
