We investigate the relationship between transnational terrorism and the restrictiveness of immigration policies. We argue that transnational terrorism may create incentives for governments to implement more restrictive migration policies. First, more restrictive policies may make terrorism a more costly endeavor, discouraging future terrorist activity. Second, voters may hold the government accountable for the increased insecurity and economic instability terrorism produces; more restrictive migration policies may signal political resolve and meet public demand for security-providing policies, consequently reducing the government’s chances of electoral defeat. We provide an empirical analysis of the effect of transnational terrorism on migration policy restrictiveness for a sample of 30 OECD countries between 1980 and 2010. We find that a greater exposure to transnational terrorism is associated with stricter migration controls, but not stricter migration regulations regarding eligibility criteria and conditions. This finding is robust to different model specifications, estimation methods, operationalizations of terrorism, and instrumental-variable approaches. It points to the securitization of immigration, providing partial support for the notion that transnational terrorism incentivizes migration policy change towards greater restrictiveness. However, the policy response appears to be surgical (affecting only migration controls) rather than sweeping (and thus not influencing broader migration regulations) for the countries in our sample.

Adolescent fertility has become concerns at both national and international levels. The government of Indonesia views pregnancy and teenage childbearing as a problem that must be overcome. Giving birth in adolescence can lead to low levels of education. The aim of this study is to examine the relationship between adolescent fertility which is teenage childbearing and women’s educational attainment in Indonesia. The data source used is the Indonesia Demographic and Health Survey (IDHS) 2017. Based on IDHS 2017, among women who have given birth. Around 31.5% of women gave birth for the first time before the age of 20. Of those, 3.8% gave birth out of wedlock, and 9.8% gave birth after postconception marriage. By using the instrumental variable (IV) method, the results of the study show that there is a negative association between giving birth in adolescent and women’s educational attainment. After controlling for individual and community/environmental characteristics, women who experienced first birth during their adolescence have 3.5 years of education lower than women who give birth for the first time at the age of 20 years and above.

Abstract High skilled migrants and the policies designed to attract and select such individuals are widely championed. In formulating and evaluating such policies, however, policy makers and academics alike face significant challenges, since, from the perspective of policy, what it means to be high skilled remains a fluid concept. The resulting ambiguity stymies meaningful international comparisons of the mobility of skills, undermines the design and evaluation of immigration policies and hinders the measurement of human capital. In this paper, we adopt an inductive approach to examine how high skilled migrants are classified based upon states’ unilateral immigration policies, thereby highlighting the difficulties of comparing high skilled policies across countries. We further elucidate the challenges in measuring the outcomes of high skilled migration policies that arise due to differing national priorities in recording high skilled migrants. We conclude by making a number of policy recommendations, which if enacted, would bring clarity to scholars and policy makers alike in terms of being able to meaningfully compare the composition, and assess the efficacy of, high skilled migration policies across countries. In doing so we introduce three datasets comprising: harmonised high skill migration flow data, skilled occupational concordances and high skilled unilateral and bilateral migration policy data, which undergird our analysis and that can be built upon in years to come.

<p><em>The study examined the effect of rural-urban migration on unemployment tendency, while controlling for other variables. We make use of the instrumental variable approach and probit controlling for endogeneity to determine the relationship between rural-urban migration and unemployment. Cameroon labour force survey is used to estimate our results. Results shows that the likelihood of unemployment decreases among rural-urban migrates compared to their rural counterparts who do not migrate. By the same token, holders of primary, secondary and tertiary levels of are less likely to be unemployed relative to their counterparts with no education, respectively. </em><em>These findings have a number of policy implementations: the government could create an enabling environment for labour markets to work better for the youths seeking employment and could invest rationally on education to enable the youth become self-reliant instead of job seekers through skill development and training.</em></p>

The article discusses the issue of consistency in migration policy conducted by local and national governments. Four global cities (Paris, Shanghai, Seoul, Moscow) were chosen as the objects of the study, as these four cities represent common relationships between city and national migration policies. Several unique features of socioeconomic development of the countries and the cities in question that define the migration policy and its instruments are considered in this study. The findings indicate that the relationship between city and national migration policy affects the dynamics of migration indicators. In cities where national and local migration policies are consistent with each other the indicators of migration tend to be more stable overall, furthermore the regulatory instruments tend to be “softer” in cities with consistent policies. On the contrary, inconsistent city and national migration policy tends to produce more volatile outcomes despite harsher (and more costly) regulation, as well as guided opportunistic behavior in the interplay between national and city governments.

Since small and medium enterprises (SMEs) play an important role in economic development, the government implements various supports. Nevertheless, SMEs have difficulties in gaining a competitive advantage in the market owing to lack of capital and capacity. Accordingly, SMEs try to secure a competitive advantage through innovation. Government support is necessary for the innovation of SMEs, and it is essential for food SMEs as well. Whether government support for firms can affect firm’s innovation is still a matter of debate. In particular, it is necessary to empirically investigate the relationship between government support and innovation for SMEs in latecomers to the food industry such as Korea. Therefore, this study conducted an empirical study on the factors that determine the innovation performance of food SMEs by government support. This study used a two-stage regression model. The government support does not unilaterally affect innovation performance, but rather, an endogeneity problem occurs through the interaction between them. This study examined the interrelationships between variables for a clear estimate of government support. Before two-stage regression, this study used the ordered logistic regression to determine the instrumental variables. Each instrumental variable was estimated for the seven types of government support that are normally implemented. The result suggests that the government certification support is effective in improving the innovation performance of food SMEs. This study is useful to establish innovation strategies for supporting food SMEs’ innovation in late-coming countries.

This study is based on the legal responsibility of the assessment of public appraisal reports they make in land procurement activities for development in the public interest. Public assessment is obliged to always be accountable for their assessment. The type of research found in this thesis is a type of normative legal research with the right-hand of the statue approach and case approach. Normative legal research is a study that provides systematic explanation of rules governing a certain legal category, analyzing the relationship between regulations explaining areas of difficulty and possibly predicting future development. . After conducting research, researchers found that one of the causes that made the dispute was a lack of communication conducted between the Government and the landlord. In deliberation which should be the place where the parties find the meeting point between the parties on the magnitude of the damages that will be given, in the field is often used only for the delivery of the assessment of the compensation that has been done.

The article examines the relationship between Western Russianism (Zapadnorusizm) and Byelorussian nationalism. Byelorussian nationalism is much younger than Western Russianism, finally shaping only in the end of the 19th century. Before 1917 revolution Byelorussian nationalism could not compete with Western Russianism. The national policy of the Bolsheviks contributed to the decline of Western Russianism and helped Byelorussian nationalism to gain stronger positions. However, Byelorussian nationalists actively cooperated with the occupation authorities during the Great Patriotic war. That caused distinctly negative attitude of Byelorussians towards the movement and collaborators. Currently, Byelorussian nationalism is supported both by the opposition and by the government. Western Russianism has no political representation, but is supported by the majority of Byelorussian population.

This article aims to explore the relationship between the Ministry of Home Affairs (Kemendagri) and the Ministry of Villages (Kemendes) from theconstitutional law and state administrative law point of view.The second concerns of this research is the disharmony and problem between the two ministries.From the constitutional law point of view, it turns out that what the Ministry of Home Affairs is doing, is closer to the object of its discussion. The method used in this research is normative legal research bycomparingthe constitutional law and state administrative law to obtain clarity regarding the Ministry of Home Affairs and Ministry of Village. The result shows that the Ministry of Village approached the science of state administrative law, namely to revive or give spirits to the village. Disharmonization began to exist since the inception of the Ministry of Village. The root of disharmony itself was the improper application of constitutional foundations in the formation of the Village Law. It would be better if the government reassess the constitutional foundation for the village.

The research is concerned with estimating the effect of the cultivated area of barley crop on the production of that crop by estimating the regression model representing the relationship of these two variables. The results of the tests indicated that the time series of the response variable values is stationary and the series of values of the explanatory variable were nonstationary and that they were integrated of order one ( I(1) ), these tests also indicate that the random error terms are auto correlated and can be modeled according to the mixed autoregressive-moving average models ARMA(p,q), for these results we cannot use the classical estimation method to estimate our regression model, therefore, a fully modified M method was adopted, which is a robust estimation methods, The estimated results indicate a positive significant relation between the production of barley crop and cultivated area.


This volume highlights the challenges of contemporary policymaking and scholarship on high-skilled migration. Both areas often focus rather narrowly on migration policy without considering systematically and rigorously other economic, social, and political drivers of migration. These structural drivers are often equally or sometimes even more important than migration policies per se. To be successful in recruiting on the global skill market, countries have to implement coherent whole-of-government immigration policy packages which are to be embedded in a country’s broader economic, social, and political structures and the broader context of international migration processes and dynamics. Societies and economies that are able to create a welcoming environment for people, attractive professional conditions for workers, and a business climate for employers are likely to succeed in attracting and recruiting skilled workers that are in demand. The chapter concludes with some proposals aimed at improving the efficiency of the global skill market.
