With the continuous improvement of bridge construction technology in our country, although the service life of the bridge has been greatly extended, the mechanical connection technology of steel bar in the technology is still in the stage of steel bar straight thread connection, which is nearly 30 years behind that of foreign countries. According to the development status and application requirements of bridge construction in China, it is of great practical significance to explore new technologies and methods to solve the problem of insufficient strength of straight thread connection of reinforcement. In this paper, the reliability of the straight thread reinforcement connection in the bridge foundation reinforcement cage connection technology is studied as the main breakthrough point, and the main problems encountered in the application of the straight thread reinforcement connection technology in the bridge reinforcement cage connection are analyzed.

In article experience of diversification of economy of the countries which economic complex is based on production of natural resources is investigated. In the context of the problems facing economy of Azerbaijan and in comparison to foreign countries the course and results of transformations, a role of non-oil sector in development of economy, the potential of positive impacts on country modernization and barriers on the way of realization are considered. The complex of factors – new technologies, institutional reforms, structural changes which in close interference significantly strengthened action of long-term sources of the advancing growth of branches of non-oil sector and its general economy role during the considered period is analyzed. Most important parties of transformation and diversification of economy are defined: transition of branches to modern technological base, functional complication of production, integration into the global markets. Mechanisms of achievement of sustainable development of non-oil branches of economy are characterized, influence of transformations is estimated. Need of development of the concept of sustainable development of not oil sector is noted. The purpose of article is the research of foreign experience of transformation and diversification of economy and development of recommendations about improvement of mechanisms and methods of achievement of sustainable development of non-oil branches of economy of Azerbaijan. In the context of transition of Azerbaijan to a way of innovative development it is important to compare the reached parameters of the considered sphere, to reveal common features and distinctions, to define weak links and comparative advantages of Azerbaijani non-oil sector.

A brief overview of the development of warehouses, logistics and distribution centers in Germany and other foreign countries at the present stage is presented. Some general development trends associated with the implementation of the concept of the fourth industrial revolution are identified. The implementation of these requirements provides for deep digitalization and intellectualization of production processes, control systems and applied technologies. A key role in the new conditions belongs to the design of logistics facilities using modern modeling and virtual reality capabilities. The analysis of the latest projects of warehouses with varying degrees of automation up to automatic warehouses was carried out. Examples of projects are given and the features of the adopted technical solutions are noted. Recently, a number of new technologies and systems have been developed and implemented in warehouse logistics. Of particular interest are new technologies for picking orders in warehouses, because The requirements for this technology have changed significantly due to the intensive development of online electronic commerce. The number of orders is constantly growing, and the requirements for the duration of these operations are dictated downward. Robotization has recently taken an important place. Working in a pandemic with the requirements for the maximum possible reduction in the number of personnel has further increased the relevance and importance of using robots, in particular, collaborative ones, i.e. working together with the person. Considerable attention is paid to the use in industrial logistics of floor transport with vehicles that work without drivers.

The article deals with problems in the activity of enterprises in the conditions of the new modern crisis  pandemic. The purpose of the research is to identify the most priority and effective tools and measures of effective entrepreneurship for enterprises in a pandemic  a new type of socio-economic crisis in the world. In the article the consult-analysis of the activities of enterprises by the authors was conducted. The authors have determined that the current socio-economic crisis has significant differences from all previous crises that took place in the economy of the world. It is determined that today the enterprises of almost all branches of the national economy find themselves in a situation where they simply do not have sufficient financial resources, lose their profit through of fluctuations in the exchange rates, must operate in a new way, have to implement new technologies of operational management, have to completely change the technology of work with consumers or even suspend their activity on indefinite term. According to the research, most of the enterprises, even in the situation when they continued their activity, can work for quite a limited time. In this aspect, the expediency of developing and implementing a set of measures by the state of supporting the entrepreises in crisis and post-crisis periods has been proved. As the priority were determined different areas: preferential taxation, compensation of wages paid to employees, introduction of a temporary moratorium on checks. The practice of foreign countries (Poland, Italy, Germany, France, Britain, USA) on the protection of entrepreneurs in the crisis is analyzed. Most of these countries financially support entrepreneurs and the population, introduce preferential taxation on the results of their activities, and create special support funds. The authors summarize in the article the set of measures implemented in Ukraine for small and large businesses. On the whole, the authors identified that measures that have been developed in Ukraine to support business, help in the current crisis, but most of the measures are not enough productive, their implementation has some limitations and difficulties.

The modern world almost continuously emphasizes the importance of new challenges and solutions in all areas and fields of life for humanity. The emergence of new technologies and the improvement of conventional mechanisms to meet the demands of digital reality pose new challenges for any social science and practice; the role of law as a tool of regulatory influence on public relations becomes of particular importance. Recently, the issue of regulation of ubiquitous artificial intelligence, cyberphysical systems, advanced “smart” robots and other achievements of engineering science has become of primary importance for the Russian and world legal science. The authors of the article have analyzed the issues of possible approaches to the robotics legal regulation. Due to the latest trends in the development of legal norms on robotics in foreign countries, in particular in the European Union, the issues of legislative recognition and determination of the robot’s status, i.e. the prospect of robots becoming legally capable, or strengthening and clarifying the legal regime of the robot exclusively as an object of legal regulation become topical. The paper is devoted to studying topical issues of possible directions of legal regulation of robotics and analyzing the main approaches to determining the legal status of robots and liability for harm caused by them in the autonomous performance of actions.

The rapidly developing digital economy seriously affects the tax systems of different countries. At the end of XX century there was an optimistic approach to the taxation of digital economy. It was considered that there is no need for the new taxes, new tax regimes and the traditional concepts of international taxation were expected to sustain the new challenges. It was also considered that even with implementation of new technologies tax rules should keep on being clear and simple with high level of certainty, so that taxpayers could anticipate the tax consequences in advance. The digital economy was supported and exempt from taxation. Nowadays the possibility of imposing the new special taxes on digital economy is considered and some countries already introduced those taxes. The pessimism in respect of digital economy is now prevailing in the tax systems. However, the tightening trend in the tax regimes may entail the discrimination of the new technologies against those, which were developed before and already entered into the markets. The controversies between the technological center and periphery play certain role here. For the countries of technology periphery to join the tightening trend means to curb development of their domestic high-tech industry as discrimination in taxation of foreign countries is still considered inacceptable. It is obvious that the regulatory pendulum: from the most optimistic to the extreme pessimistic approach, until the desperate protectionist measures, should be balanced with the time. The panic in the publications about the prospective of the digital economy taxation shall subside and turn to the constructive suggestions without unnecessary fiscal focus.

Based on the analysis of changes in the atomic legislation of individual foreign countries, the article identifies trends in the development of legal regulation of the introduction of new technologies in the field of atomic energy use and concludes that they go beyond the traditionally conservative culture of nuclear energy and require new incentives and approaches to their regulatory and legal regulation, developed through dialogue between regulators, the nuclear industry and science.

The relevance of the chosen topic is due to the need to resolve legal problems in the field of observance of human and civil rights and freedoms when storing, accessing and protecting full genome sequencing data. The purpose of this study is the formation of conceptual criteria on the basis of which a new model of regulatory regulation of this sphere of public relations will be built. To achieve this goal, the tasks of studying the regulatory legal acts in force in Russia and a number of foreign countries were solved. General scientific, private-scientific and special methods of scientific knowledge (system-structural, formal-legal) were used. In order to formulate conceptual criteria of practical importance for storing access and protecting genome-wide sequencing data in Russia and foreign countries, it was proposed to develop clarifying characteristics or gradation of human and civil rights and freedoms in the context of realization of public state interests. It is also necessary to unify the content of the conceptual apparatus of normative acts taking into account the peculiarities of genetic information, work out the procedure for accessing data, and provide for a system of its depersonification. For the first time, the authors substantiate the need to transform the content of the human rights declared by the state to life, freedom, personal and family secrets, and others with the development of new technologies in the field of DNA scanning. The basic criteria that are of practical importance for the storage, access and protection of genome-wide sequencing data indicate the need to improve normative concepts, establish categories of persons with the right to access such data, normatively fix the conditions for observing an anonymous survey, and also refuse to get acquainted with the results , to develop mechanisms for the depersonification of the obtained genetic information).

Currently auto-tourism (caravanning) is becoming increasingly popular. The main component of the caravanning industry is camping. The reasons for the increase in the popularity of camping are changing needs of tourists. Today, tourists change the traditional “passive” means of recreation for active and independent traveling. New technologies and trends, as well as the high competitive environment have allowed campsites to adapt to the needs of the market and implement tourism product in the form of specially equipped tourist areas with a huge number of services. Camping combines the comfort, security of residence based on modern quality standards, providing, thus, a low base rate. Camping combines a combination of different types of services: leisure and accommodation, availability of showers and toilets, point of waste disposal, individual connection to electricity and water, gastronomic services etc. This all adds up to a number of competitive advantages over “passive” activities. The very important point when studying and developing this trend in tourism is the question of the existence of certain requirements. There is a system of classification like system of classification of hotels and other accommodation facilities. Studying the experience of foreign countries, the authors conclude that the development of camping tourism in Russia will have a positive impact on increasing numbers of tourists, on the development of inbound and domestic tourism. In the current economic and political situation it is necessary. The authors raise the question of the relevance and necessity of development of camping tourism in Russia. They offer one of the most effective ways to improve attention and interest in this issue and the way to demonstrate the zonal structure of the camping site that meets all existing international standards and norms.
