How Do Shared Dockless E-Scooter Services Affect Mobility Practices in Paris? A Survey-Based Estimation of Modal Shift

Shared dockless e-scooters were first launched in Paris in the summer of 2018. These services were met with mixed reception: although some praised them for offering a new mobility solution to urban dwellers, others soon questioned their environmental impact. An emerging body of literature using lifecycle analysis shows that shared e-scooters are more pollutant than walking, cycling, and public transportation, but remain preferable to cars. To better grasp the impacts of dockless e-scooters, it is therefore necessary to identify which modes of transportation they replace. As mobility highly depends on local context, city-specific data are needed. Although modal change data from cities in North America and New Zealand are available, there is no similar information from dense European cities. Using quantitative survey data collected from shared e-scooter users in Paris, the present research offers novel data on modal shift toward dockless e-scooters in the French capital. Results show that for their last trip riding a shared e-scooter, most users would have walked or used public transportation had e-scooters not been an option, and only a limited share of them would have used a car. However, the overall impact of e-scooters on walking and public transportation use remains limited and they display a significant complementarity with public transportation. Such city-specific data on e-scooter use and impacts provide valuable inputs for local public authorities to implement efficient and tailored regulatory measures, so as to include these services in sustainable mobility policies.

This article presents an analysis and characterization of recent sustainable initiatives developed for the public transportation of Montevideo, Uruguay. In addition, specific analysis and recommendations are proposed for the Parque Rodó neighborhood, based on a survey performed to people that commute to/from that area. The analysis considers the main concepts from related works, evaluating relevant quantitative (coverage, accessibility, affordability, etc.) and qualitative (public finance, integration, comfort and pleasure, etc.) indicators. Three sustainable public transportation initiatives are studied: electric bus, public bicycles, and electric scooters. Results of the analysis for each transportation mode suggest that the first initiatives focus on specific sectors of the population and should be improved in order to extend their accessibility and affordability. In turn, coverage must also be expanded. Regarding the analysis of the Parque Rodó neighborhood, results indicate that people are willing to perform the modal shift to more sustainable transportation modes, but several improvements are needed to improve the quality of service. All these aspects are considered in the proposed guidelines for a sustainable mobility plan in the area and also for suggestions and recommendations formulated to develop and improve sustainable mobility in Montevideo.

Developments in the field of automated mobility will greatly change our mobility and the possibilities to get from one place to another. This paper presents different scenarios for personal mobility in Austria, anticipating the possibilities and developments in the field of automated vehicles (AVs). The scenarios were developed using a systematically formalized scenario technique and expand the social and political discourse on automated mobility, which is currently characterized by a lack of experience and visibility as an established transport service. Using system dynamics modeling techniques, i.e., the Metropolitan Activity Relocation Simulator (MARS), impacts of the scenarios on the Austrian transportation system are estimated. The simulations show that, without suitable transport policy measures, automated mobility will lead to a significant increase in the volume of individual traffic and to modal shift effects with lower traffic volumes for public transport, walking and cycling. In addition, without a link between AVs and post-fossil propulsion systems, increases in pollutant emissions can also be expected. In contrast, the simulation results of an increased use of AVs in public transport show positive effects for the support of a more sustainable mobility. Hence, transport policy measures accompanying the introduction and development of automated vehicles will be needed in the future to reach a sustainable development.

Due to the policy of the Doi moi in Vietnam started in 1986, Hanoi has undergone many important changes. Currently, Hanoi's traffic is characterized by seemingly continuous motorcycle flows - a representative of high personal mobility in the context of rising incomes. Congestion, dust, pollution, insecurity, overload, etc., they are important keywords to describe Hanoi's urban traffic. Hanoi has put in place a number of policies to improve the transportation system. In 2017, in Hanoi's new mobility improvement project, there is a regulation on motorcycles: “The municipality will zone by limiting the activities of motorcycles according to the infrastructure and the service capacity of the public transportation system to stop motorcycle activities in the central districts in 2030” that becomes controversial. This article, based on the results of surveys assessing the level of satisfaction and desires of people about traffic at the KDTMs of Hanoi, analyzes the differences between the wishes of the municipality and the practices of Hanoi, through habits, modes of mobility of KDTM residents - the new residential areas of Hanoi that bring a different atmosphere of habitat compared to existing neighborhoods, by changing the mode of (re)making of the city. How will the traffic of KDTM residents be affected by this decision as well as how KDTMs will participate in the sustainable transportation of Hanoi?. It is the KDTMs with their “novelties” that will have to become pioneers creating opportunities of the changing of Hanoi traffic. The article considers the problematic issues of the development of the tourism industry in the Russian Federation. In the context of global challenges, the tourism sector of the Russian Federation retains significant potential to accelerate growth and strengthen its role in the development of the economy. On the example of individual tourist projects, the author summarizes and identifies possible areas of activity of public authorities. The study makes comprehensive proposals for the development of the tourist destination at the territorial level, including in the preparation of strategic documents, the adoption of regulatory measures on the business activities of the self-employed in the tourism sector, increasing the revenue base of local budgets through the development of tourism through the introduction of an additional fee.

This paper proposes a modal-shift analysis methodology based on a mix of small-scale primary data and big data sources to estimate the total amount of trips that are reallocated to transportation network companies (TNCs) services in Bogotá, Colombia. The analysis is focused on the following four modes: public transportation, private vehicles, conventional taxis, and TNC services. Based on a stated preferences survey and secondary databases of travel times and costs, the paper proposes a methodology to estimate the reallocation of travel demand once TNCs start operating. Results suggests that approximately one third of public transportation trips are potentially transferred to TNCs. Moreover, potential taxi and private vehicle–transferred trips account for almost 30% of the new TNC demand. Additionally, approximately half of the trips that are reallocated from public transport demand can be considered as complementary, while the remaining share can be considered as potential replacing trips of public transportation. The paper also estimates the potential increase in Vehicle-km travelled in each of the modes before and after substitution as a proxy to the effects of demand reallocation on sustainability, finding increases between 1.3 and 14.5 times the number of Vehicle-km depending on the mode. The paper highlights the role of open data and critical perspectives on available information to analyze potential scenarios of the introduction of disruptive technologies and their spatial, social, and economic implications.

A modal shift from automobiles is imperative in the transportation field for realizing a low-carbon society. We have developed a simulator that can quantitatively assess the effect of a modal shift by simulating track-based public transportation, such as LRT (Light Rail Transit), and automobile transportation. This paper presents an example in which we used the simulator to calculate the effect in a case where track-based transportation is implemented.

Avoidance of crowding situations in public transportation (PT) systems is crucial to foster sustainable mobility, by increasing the user’s comfort and satisfaction during normal operation, as well as to manage emergency situations, such as pandemic crises as recently experienced with COVID-19 limitations. This paper presents a comprehensive review of several crowd detection techniques based on Internet of Things (IoT) technologies, which can be adopted to avoid crowding in various segments of the PT system (buses/trams/trains, railway/subway stations, and bus stops). To discuss such techniques in a clear systematic perspective, we introduce a reference framework called SALUTARY (Safe and Reliable Public Transportation System), which in our vision employs modern information and communication technologies (ICT) in order to: (i) monitor and predict crowding events; (ii) adapt in real-time PT system operations, i.e., by modifying service frequency, timetables, routes, and so on; (iii) inform the users of crowding events by electronic displays installed in correspondence of the bus stops/stations and/or by mobile transport applications. It is envisioned that the new anti-crowding functionalities can be incrementally implemented as an addon to the intelligent transportation system (ITS) platform, which is already in use by major PT companies operating in urban areas. Moreover, it is argued that in this new framework, additional services can be delivered, such as, e.g., online ticketing, vehicle access control and reservation in severely crowded situations, and evolved crowd-aware route planning.

In the Twentieth century transportation has been one of the most impactful drivers for economic and social development, while nowadays, it appears as a major cause of environmental and social problems. Even worse, the more transportation has become a relevant part in daily life and business, the more it is blamed for problems such as traffic congestion, car accidents, social economic inequality, energy consumption and pollution. Transportation is in fact caught in a vicious circle. Urban planning is forced to reduce transition costs, transforming cities in a sort of social network, and in parallel to orient mobility towards sustainability, both capable to convey socioeconomic development. Within this context, the University of Bologna has chosen a sustainable approach for its Multi-campus territorial structure, applying several sustainable mobility policies regarding public transportation, cycling, electric/hybrid car fleet and walking accessibility. The paper purpose is to show significative links between sustainable policy application and modal share, using data from an online survey submitted to university staff and students. Even gender influence on modal share has been investigated.

The pavements of the sidewalks are not simple roofs for the floor of cities. The correct specification and application of the materials not only guarantees the accessibility of this space, but also favors and enhances the urban mobility of pedestrians, the walkability, much defended by several professionals of urbanism. Have you stopped to observe the city we live in? The streets, the sidewalks and all of your public areas? Note the immense "invasion" of public space, making life on sidewalkssomething stimulating and interesting, by the enormous confusion implanted: kiosks, street vendors / street vendors, cars parked in a forbidden place and sometimes on the sidewalks, barbecues, holes, steps, obstacles, furniture and urban equipment very poorly located,results of the complete dysfunction ofthis space. The problem observed reflects the current dismay of people and public authorities in relation to accessibility, mobility and safety of people, especially those with reduced mobility,disabled or not. That said, this work objectives tofind a floor of easy installation and low cost that meets the principles of universalaccessibility, urban aesthetics and enhances the mobility of people in the city with autonomy and security. Based on an observational and photographic study of the sidewalks of the Pelinca neighborhood, together with a technical survey of existing sidewalks,the information obtained will be compared with the guidelines contained in the accessibility and urban mobility legislation in force, whether at the municipal, state and federal levels. The data extracted in the evaluation of existing floors, will provide subsidies, for the identification of a new type of pavement, contributing to the Public Power in the elaborationof booklets for the implementation and or adoption of guiding measures for the construction and reformulation of sidewalks, in the city of Campos dos Goytacazes
