India’s Accommodation in the Emerging International Order: Challenges and Prospects

This article has two-fold goals: to develop a coherent concept of accommodation and explicate variable shaping the process of accommodation; and to analyse and evaluate the challenges and prospects of India’s accommodation in the emerging international order. It defines accommodation as a ‘state strategy’ and ‘process’. It figures out six determinants viz. the sphere of influence, structural variables, convergence/divergence of national interest, perception and intention towards the international order, political and socio-cultural values, and costs of non- accommodation. Instead of addressing the process of accommodation from accommodation-seekers’ perspective, the article investigates the issue from accommodators’ perspective. Therefore, rather than describing traditional foundations of India’s claim of accommodation, i.e. population, territory, military, and democracy, it illustrates conditions under which the established power accommodate rising powers. By comparing and contrasting India’s interests, principles, and values vis-à-vis the USA and China, it demonstrates how differing strategic calculations, economic and commercial interests and divergence in political socio-cultural norms and values, China is posing or may pose challenges to India’s accommodation. It suggests that India needs to strike a balance between the declining America and rising China. It will have to learn how not to turn China from an adversary to an enemy. A prudent strategy for India will be to balance China, however, in the non-military, i.e. diplomatic, political and economic realms. Nevertheless, the engagement dimension should not be marginalised, actual or even perceived.

This narrative inquiry explores how Finnish schoolteachers perceived the emotion of pride as a feature of teaching and learning. The study consists of face-to-face interviews with Finnish schoolteachers between 30 and 62 years of age. The results reveal perceptions of teaching and learning that are shaped by a culture of social equality, modesty, group achievement, and tenacity, that is, Sisu. Although the teachers understand achievement pride as a positive feature of learning, in association with cultural norms and values, pride is not a significant emotional response to promote in the classroom. The results are important for understanding how teachers exploit larger cultural values to judge the worth of particular emotions in the classroom.

It is often predicted that rising powers such as China will seek to reshape the international order as they gain influence. Drawing on comparative analysis of the maritime and cyber domains, this article argues that China poses a challenge to the global commons because its actions reflect a pragmatic focus on national interest that that disrupts more collaborative conceptions of their governance. However, instead of directly rejecting existing regimes, China has pursued a mixed strategy of complying when these regimes confer benefits and employing contestation or subversion when they conflict with its strategic aims. In particular, China has used contestation and subversion to push for the enclosure of the maritime and cyber domains, extending ideas of sovereignty and territoriality to them to varying extents. While the relatively well-institutionalized nature of maritime governance has limited China’s focus to the application of specific rules in areas where it prioritizes sovereign control, the embryonic status of the cyber regime has enabled China to call into question the fundamental definition of cyberspace as a global common. Subversion has also allowed China to accomplish strategic goals through ‘gray zone’ tactics, resulting in increased conflict below the level of war in both domains.

Abstract Biographical interviews with Tibetan women in rural Amdo (Qinghai Province, China) indicate that many women above 40 years of age experienced family planning as a threat to their reproductive health, social status and economic production. Even though family planning, implemented since 1980, was experienced differently among the targeted women, they nevertheless addressed the same social pressure of having to reconcile normative birth control administered by the Chinese state with Tibetan socio-cultural norms and values of fertility focused upon preferences for sons. Renowned female Tibetan doctors in private and public clinics and hospitals were Tibetan women’s preferred and trusted addressees for voluntary birth control and reproductive health. I argue therefore, that in order to understand the effects of family planning on targeted Tibetan women, socio-cultural values of fertility need to be taken into account as they are expressed in women’s narratives of their bio-psycho-social, gendered and ethnic selves.

This study is aimed to provide an overview of the cultural reality of lullaby, doda idi from Acehnese family habit.  This study describes the cultural norms and values configuration viewed from an ethno-pragmatic perspective and the local wisdom identified from the discourse. This study presents the cultural script approach. This approach is a descriptive technique that has grown out of the cross-cultural semantic theory proposed.  The cultural discourse analysis of norms and values on natural semantic meta-language theory.  It is considering that cultural norms and values constituted rules and regulations in social communication interaction practices. This lullaby linked to particular ways of speaking in the family's private domain, in this case, from mother and her child. Generally speaking, most cross-cultural communication styles assume that within a particular speech community, there are certain shared understandings about how it is appropriate to speak in a particular and cultural situation. A certain methodological technique is adopted to describe speech patterns and identify the relevant cultural values of this speech pattern. The proposed Acehnese cultural script is linked with (1) Showing high respect, (2) patriotic spirit, and (3) giving advice. The configuration of these cultural norms and values is the understanding of knowledge and wisdom in terms of the lullaby system. The configuration is constructed in low-level scripts with lexicons in semantic primes.

The end of the Cold War left the USA as uncontested hegemon and shaper of the globalization and international order. Yet the international order has been unintentionally but repeatedly shaken by American interventionism and affronts to both allies and rivals. This is particularly the case in the Middle East as the wars in Afghanistan and Iraq as well as the nuclear negotiations with Iran show. Therefore, the once unquestioned authority and power of the USA have been challenged at home as well as abroad. By bringing disorder rather than order to the world, US behavior in these conflicts has also caused domestic exhaustion and division. This, in turn, has led to a more restrained and as of late isolationist foreign policy from the USA, leaving the role as shaper of the international order increasingly to others.

International law enforcement is an understudied but indispensable factor for maintaining the international order. We study the effectiveness of elite justifications in building coalitions supporting the enforcement of violations of the law against territorial seizures. Using survey experiments fielded in the USA and Australia, we find that the effectiveness of two common justifications for enforcement—the illegality of a country’s actions, and the consequences of those actions for international order—increase support for enforcement and do so independently of two key public values: ideology and interpersonal norm enforcement. These results imply elites can build a broad coalition of support by using multiple justifications. Our results, however, highlight the tepidness of public support, suggesting limits to elite rhetoric. This study contributes to the scholarship on international law by showing how the public, typically considered a mechanism for generating compliance within states, can impede or facilitate third-party enforcement of the law between states.

This article illustrates China’s counter-terrorism strategy at the United Nations (UN), analyses its cornerstones and underscores changing patterns. On this basis, it also seeks to make some broader observations about how rising powers behave in international organisations and to highlight their attitudes towards the liberal international order. It considers Chinese positions in the debates in the General Assembly (1972–2018), its Sixth Committee and the Security Council (since the early 1990s) and identifies four pillars of China’s counter-terrorism strategy. These include norm entrepreneurship, diplomatic measures, promotion of international cooperation and domestic measures to fulfil obligations emanating from UN resolutions, conventions and declarations. It shows how China has shaped the discourse on terrorism at the UN and how its counter-terror narratives and advocacy have been and are being shaped by the discourse among states and competing blocs like the Organization of Islamic Conference over this period. It concludes with the observation that, despite changes in its strategy in recent years, the defining principles of China’s counter-terrorism strategy, such as respect for state sovereignty and non-interference in internal affairs, have not eroded. Changes like accepting that the UN must play a ‘central coordination role’ in international counter-terrorism should be regarded as a further extension of China’s zeal to maintain the international order because the UN is a defining pillar of the present international order.

Abstract As the representative of Chinese classical works, the Analects represents a source of difficulty in both understanding and interpretation of Confucian philosophy. Confucian philosophy as a philosophy of creativity and otherness is closely related with the social and cultural values in society. Therefore, the study of Confucian philosophy in the Analects cannot be separated from the descriptive study of the effects of any and all aspects of society, including cultural norms, expectations, contexts, language use, and the effects of language use on society. This article attempts to explore how the meaning of Confucian philosophy in the Analects is interpreted and accepted by Western readers through complex social semiotic interactions. The article focuses on the interpretation of Confucian philosophy as a reflection of cultural assumptions, values and prohibitions, and the manipulation of the social semiotic resources in the process of understanding, translation, and acceptance of Confucian philosophy in the Analects through a discussion of its original text, different versions and the reasons behind the social semiotic activities. The article concludes with a consideration of significant social semiotic interactions that influence the translator’s interpretation and reader’s acceptance of Confucian philosophy so as to facilitate intercultural understanding.

Purpose – The researchers in this study reviewed the literature to locate the most relevant multicultural theories, factors, and instruments in order to measure Albania's national culture. The paper aims to discuss these issues. Design/methodology/approach – An innovative combination of exploratory and confirmatory factor analysis was used to fit the multicultural construct to the sample data and then estimate the national culture (n=73). The multicultural indexes were calculated for five generally accepted national culture factors to compare with the benchmarks published in the literature. Findings – The multicultural indexes were calculated for five generally accepted national culture factors to compare with the benchmarks published in the literature. An asymmetric plot was created for critical comparison of Albania with five other theoretically selected countries, using the indexes for PDi, ICi, MFi, UAi, and LTi. Albania was found to be most similar to its Balkan and Turkish neighbors, as compared with Asian or Western cultures such as that of the USA. Research limitations/implications – The researchers discussed the implications of knowing Albania's national culture profile with reference to how other countries might collaborate and transact with this emerging transition economy. Practical implications – From a business standpoint, the multicultural indexes for Albania provide general indicators of the national beliefs, norms and values, which foreign organizations may compare to their own cultural profile when interacting with professionals in this country. The best use for such indexes is for benchmarking and comparison. Foreign government, private corporations, or nonprofit organizations may compare their own culture profile with that of Albania to be aware of the similarities and differences. Originality/value – Albanian national culture was estimated for the first time in the literature, using a five-factor model adapted from the work of Hofstede.
