The wealthy and ‘smart’ city-state of Singapore was one of the first to develop a mobile tracing app called TraceTogether during the coronavirus outbreak. It then pivoted towards developing a wearable tech device in order to reach all 5.7 million residents, brushing off concerns about privacy and surveillance. This article tracks the development of TraceTogether and engages in critical debates that have ensued around the use of the app, namely around the twin implications of privacy protection and the conduct of surveillance in a panoptic and auto-regulatory society that privileges socio-political discipline and control. With health crises and pandemics becoming more commonplace, more people around the world are being persuaded to wear some loss of privacy to trust ‘smart’ technologies to aid us in fighting enemies that are deadly and invisible. Singapore could already be offering a glimpse of how this can be done now, and in the future.

Smart cities have attracted an extensive and emerging interest from both science and industry with an increasing number of international examples emerging from all over the world. However, despite the significant role that smart cities can play to deal with recent urban challenges, the concept has been being criticized for not being able to realize its potential and for being a vendor hype. This paper reviews different conceptualization, benchmarks and evaluations of the smart city concept. Eight different classes of smart city conceptualization models have been discovered, which structure the unified conceptualization model and concern smart city facilities (i.e., energy, water, IoT etc.), services (i.e., health, education etc.), governance, planning and management, architecture, data and people. Benchmarking though is still ambiguous and different perspectives are followed by the researchers that measure -and recently monitor- various factors, which somehow exceed typical technological or urban characteristics. This can be attributed to the broadness of the smart city concept. This paper sheds light to parameters that can be measured and controlled in an attempt to improve smart city potential and leaves space for corresponding future research. More specifically, smart city progress, local capacity, vulnerabilities for resilience and policy impact are only some of the variants that scholars pay attention to measure and control.

There is a certain allure to the idea that cities allow a person to both feel at home and like a stranger in the same place. That one can know the streets and shops, avenues and alleys, while also going days without being recognized. But as elites fill cities with “smart” technologies — turning them into platforms for the “Internet of Things” (IoT): sensors and computation embedded within physical objects that then connect, communicate, and/or transmit information with or between each other through the Internet — there is little escape from a seamless web of surveillance and power. This paper will outline a social theory of the “smart city” by developing our Deleuzian concept of the “spectrum of control.” We present two illustrative examples: biometric surveillance as a form of monitoring, and automated policing as a particularly brutal and exacting form of manipulation. We conclude by offering normative guidelines for governance of the pervasive surveillance and control mechanisms that constitute an emerging critical infrastructure of the “smart city.”

In 2025 the majority of the world population will live in flood prone delta cities. Delta City Rotterdam, with one of the biggest ports in the world, is dealing with the consequences of climate change in a very pro-active and smart way, turning these challenges into opportunities. Rotterdam wants to become one of the global leaders in water management and climate change adaptation, by using new and smart technologies and protecting its citizens against the future impacts of sea level rise and intensified rainfall by making Rotterdam completely “Climate Proof” by 2025. And also by developing its old city ports area by adding attractive waterfronts and knowledge centers like the RDM Campus (Research, Design and manufacturing), where education of future generations is combined with innovative and sustainable development of businesses and sciences, and with experiencing best practices. One of the major innovative and smart solutions for climate change adaptation discussed in this paper is called “Smart Flood Control Rotterdam”, the development of a serious flood management game for Rotterdam. All this knowledge and experiences are shared with other Delta Cities of the world, in the C40 “Connecting Delta Cities” network.

Purpose. The purpose of the article is to analysis of trends and formation of recommendations for the introduction of smart city technologies in the development strategy of the urban community. Methodology of research. The research methodology contains the following general scientific methods, namely: bibliographic – for the analysis and systematization of scientific works on the development of "smart" cities, modelling of their technological and information structures; historical and practical – to study the practical experience of introducing intellectual elements in the urban space; comparative – to determine the priorities of the components of the "smart city" model; abstract and logical – in forming conclusions and formulating recommendations. Findings. It is determined that the European model of smart city development provides for the introduction of such components as smart - economy, mobility, ecological approach to environmental protection; digital technologies; development of information, digital and general culture of residents; smart lifestyle; e-government. The world tendencies and Ukrainian practices of introduction of smart elements for digitalization of management of infrastructure of the city are analysed. It is determined that the technological solutions of a smart city are developed on the basis of Internet of Things technologies, active use of feedback principles, formation of data transmission infrastructure, data collection, processing and analysis systems. It is revealed that the introduction of smart technologies is carried out in fragments both in Ukraine and in the world. It is analysed that the development strategies of Ukrainian cities do not contain separate sections on the introduction of smart technologies. Ukrainian cities lag far behind in the pace of innovation and do not have separate strategies for the development of a smart city. It is proved that all stakeholders should have information on the formation of the city's development strategy and, in particular, its smart technologies, understands their level of responsibility and participation in decision-making mechanisms and implementation of the introduced technologies. Originality. The model of a smart city has been improved, taking into account trends in the development of smart cities and identifying priority areas for the development of smart technologies in the management of infrastructure and urban information environment. The information environment involves the use of a multi-loop information system to support the life of the city in various areas. Such a system contains the necessary functionality, as well as special emotional and motivating contours to increase the activity of citizens, ensure transparency of decision-making by city leaders and more. Practical value. The formed recommendations can be used by project groups of city councils for improvement of strategies of development of cities and development of scenarios of introduction of elements of system of the smart city. Today, cities the world over are entangled in aspirational future visions, as regions compete with others in different parts of the world for investment, tourists, and talent to guarantee economic growth. This paper approaches the cities of Kuala Lumpur, Singapore, and Vienna via their self-presentations and projections of the future. It sees cities as learning assemblages and pays attention to the narrative construction of imaginaries and future trajectories, as depicted in the respective city galleries and planning museums. All cities are found to be entangled in international policy trends and, in their unique ways, strive for recognition, competitiveness, and conviviality. Singapore emerges as torn between ambition, transparency, and control, while wanting to foster creativity and revive its cultural heritage; Kuala Lumpur appears simultaneously geared by boosterism and at home in opacity and multiplicity, privileging Malays while trying not to alienate other ethnic groups; and Vienna ambivalently projects a future that reconciles nostalgia for monarchic splendor and the social-democratic heritage of egalitarian urbanism with ambitions for international recognition and newly popular trends for citizen participation and “rights to the city.”

This viewpoint article is aimed at critically scrutinizing both institutional and bottom-up narratives about post-COVID planning scenarios in Italy. Through a critical multimedia discourse analysis, the article tries to deconstruct the most recurring narratives about the future of cities in Italy, particularly those interlacing smart city rhetoric with alternative models of settlements and “soft” planning micro-actions, in order to highlight both conflictual perspectives and new potential paths to follow for a more inclusive tech-led urban development.

The academic literature contains an increasing quantity of references to Smart Heritage. These references are at the intersection of the smart city and heritage disciplines and primarily within informative, interpretative, and governance applications. The literature indicates the future expansion of the Smart Heritage discourse into additional applications as researchers apply smart technology to more complex cultural environments. The Smart Heritage discourse signals an advancement in the literature beyond Digital Heritage and Virtual Heritage discourses as Smart Heritage pivots on the active curatorship of heritage experiences by automated and autonomous technologies, rather than technology as a passive digital tool for human-curated experiences. The article comprehensively reviews the emergent Smart Heritage discourse for the first time in the academic literature, and then offers a contemporary definition that considers the literature to date. The review and definition draw on literature across the contributing disciplines to understand the discourse’s development and current state. The article finds that Smart Heritage is an independent discourse that intertwines the autonomous and automatic capabilities and innovation of smart technologies with the contextual and subjective interpretation of the past. Smart Heritage is likely the future vanguard for research between the technology and heritage disciplines.

Development trends of the market of solutions for «smart» cities both in the world and in Russia are analyzed. Risks associated with the introduction of information and communication technologies (ICT) are discussed in detail, as well as still unresolved problems, which in the future may slow down the pace of implementation of «smart» cities projects

This article deals with the development of “Smart” technology, which is being developed on the basis of financial content management. Nowadays the evolution of smart technologies is impossible without the Internet and human intelligence. These two phenomena have become interconnected and formed a new definition, which was given the term “content management”. As the world began to undergo social transformation in the digital age, finance has become an integral part of it. A completely new definition of “financial content management” has appeared, which was not previously known to mankind. In the period of global digitalization society needs the development characteristic of today. In the world of finance, this is accompanied by processes that have received the term “smart technologies”. These smart technologies create new processes that are combined with the development of society, and also have a significant impact on finance as a separate industry. The article formulates the main idea of the future development of financial content management and the relationship of smart technologies with finance. It has been proven that smart technologies are an integral part of the development of the future society, and “financial content management” is a target component of finance.
