A framework for analyzing and practicing Integrative Governance: The case of global animal and conservation governance

This article presents a framework to analyze and practice Integrative Governance, defined as the theories and practices that focus on the relationships between governance instruments and/or systems. The need to pay explicit attention to such relationships is increasingly recognized, especially in achieving the transformative change needed for sustainable development. The Integrative Governance framework focuses on explanatory analyses of the relationships and performance of governance instruments and/or systems, and is inspired by a pragmatic theoretical perspective. It includes three steps of analysis, with the first focused on the governance instruments and the relationships between them, the second on the combined performance of governance systems, and the third on explanations for the relationships and performance. Especially for this third step, insights from different theoretical perspectives are used, incorporating insights from rational choice theory, institutionalism, constructivism and critical theory. The application of the framework is illustrated by the example of the global animal and conservation governance systems. The preliminary analysis shows that the global conservation governance system is relatively more developed than the global animal governance system. The latter is mainly focused on animal health, with fewer instruments on welfare, and none on animal rights. The former includes more governance instruments and has some systems in place for monitoring implementation. The performance of both systems however remains limited, and there are few interactions between the systems. Main explanations include the interests of countries involved in the governance systems, the dominant anthropocentric discourses, and the current mostly animal-unfriendly and unsustainable political economy. Applying the Integrative Governance framework enables an enhanced understanding of the multiple and intertwined explanations of the relationships and performance of governance systems, allowing academics and practitioners to develop more realistic, durable solutions both in the shorter and longer term.

Abstract This study aimed to assess the Baixo Vouga sub-region (Portugal) governance system through 15 interviews with leaders of institutions with decision-making power and provide healthcare. The interviews were subjected to a content analysis, organized in matrices by cases, categories, subcategories, and indicators. Recording units were extracted from the interviews to produce data for each indicator. A Collaborative Place-based Governance Framework systematizing operational definitions of collaborative governance was implemented to serve as a benchmark for assessing the collaborative and place-based dimensions. The Baixo Vouga sub-Region governance system is collaborative because it is based on a shared structure of principles that translates into the services provided. It has a multilevel and multisector collaboration, and can undertake shared decisions. These dimensions could be reinforced through increased participation, autonomy, subsidiarity if more place-based information and practical knowledge were sought. The system would also benefit from an extensive adoption of bottom-up methods to formulate and implement policies.

Wide use of information technologies has lead governments across the globe to adopt the new nature of governance system for their citizens, businesses and within the government structure. Governance systems nowadays do not only enclave simply the dissemination of government regulations and directives to their stakeholders, but also target to improve their knowledge and capacity. At the threshold, by putting the information technologies as a thrust sector for many years and with well adopted e-governance framework, several countries have achieved remarkable success. However, many of them despite diversified efforts could not put into the track mainstreaming electronic format of the governance system. This research feel that to improve the governance system, inclusion of grass roots participants are necessary and nurturing of community practices targeting to raise their knowledge and skills through an adoptive e-governance framework would enhance the process. As a case study, it put forwards a case from UNDP, including hints on similar other cases.

Land allocated to protected areas (PA) is expanding as are expectations about the services these areas deliver. There is a need to advance knowledge on PA governance systems, like co-management, recognising that there is no “one-size-fits-all” solution. We analyse the co-management governance system and performance of Vatnajökull National Park (VNP), Iceland. We adapt an analytical framework from the literature on environmental governance and analyse its governance system, hence actor roles, institutional arrangements and interactions. Our findings illustrate that the co-management structure was an outcome of political negotiations and a response to the lack of legitimacy of its predecessors; resulting in a tailor-made governance system set out in park-specific legislation. Although the performance is quite positive, being adaptive to changes, inclusive, promoting rural development and an appreciated facilitator of devolution and power-sharing, it has come with challenges. It has encountered problems delineating responsibilities among its actors, causing conflict and confusion; in settling conflicting localised issues close to local stakeholders, there have been capacity issues. We argue that the VNP co-management system is fit for its purpose, aligned with Icelandic land-use governance structures but in need of systematic improvements. There are important lessons as Iceland seeks to expand its PA estate and beyond, since the global community is setting ambitious policy goals to expand site-based conservation.

This chapter puts the topic of global governance in the context of governance and governance systems more generally. Although global governance has many special features and is indeed the most complex and also a frequently contested governance system, it nonetheless shares many basic principles and performance criteria with other forms of managing public problems, be they at the national or the local level or designed for one policy field or another. Global governance is set apart by the legitimacy of international or supranational government given the growing interdependence of formally sovereign nation-states; the institutionalization of measures for global problem-solving, especially regarding the challenges of transgressions and voids; and the specific nature of innovation in a system yet to gain levels of capacity and readiness to cope with the task of managing a globalized world. This chapter addresses these and related issues of global governance in turn.

Abstract Antimicrobial resistance is one of the major challenges of our time. Countries use national action plans as a mechanism to build engagement among stakeholders and coordinate a range of actions across human, animal, and environmental health. However, implementation of recommended policies such as stewardship of antimicrobials, infection prevention and control, and stimulating research and development of novel antimicrobials and alternatives remains inconsistent. Improving the quality of governance within antimicrobial resistance national action plans is an essential step to improving implementation. To date, no systematic approach to governance of national action plans on AMR exists. To address this issue, we aimed to develop the first governance framework to offer guidance for both the development and assessment of national action plans on AMR. We reviewed health system governance framework reviews to inform the basic structure of our framework, international guidance documents from WHO, the Food and Agriculture Organization, the World Organisation for Animal Health, and the European Commission, and sought the input of 25 experts from international organisations, government ministries, policy institutes, and academic institutions to develop and refine our framework. The framework consists of 18 domains with 52 indicators that are contained within three governance areas: policy design, implementation tools, and monitoring and evaluation. Countries must engage with a cyclical process of continuous design, implementation, monitoring and evaluation to achieve these aims.

AbstractWhile the quantity of sustainability governance initiatives and systems has increased dramatically, crises persist over whether specific governance systems can be trusted as legitimate regulators of the sustainability of economic activities. This paper focuses on conceptual tools to improve our understanding of these crises as well as the facilitating factors and barriers for sustainability governance to play a role in transitioning to profoundly more sustainable societies than those that currently exist. Bioenergy is used throughout the paper as an example to aid contextually in understanding the theoretical and abstract arguments. We first define eight premises upon which our argumentation is developed. We then define sustainability, sustainability transition, legitimacy, and trust as a premise for obtaining effectiveness in communication and minimising risks associated with misunderstanding key terms. We proceed to examine the literature on “good governance” in order to reflect upon what defines "good sustainability governance" and what makes governance systems successful in achieving their goals. We propose input, output, and throughput legitimacy as three principles constituting “good” sustainability governance and propose associated open-ended criteria as a basis for developing operational standards for assessing the quality of a sustainability governance system or complex. As sustainability governance systems must develop to remain relevant, we also suggest an adaptive governance model, where continuous re-evaluation of the sustainability governance system design supports the system in remaining “good” in conditions that are complex and dynamic. Finally, we pull from the literature in a broad range of sciences to propose a conceptual “governance research framework” that aims to facilitate an integrated understanding of how the design of sustainability governance systems influences the legitimacy and trust granted to them by relevant actors. The framework is intended to enhance the adaptive features of sustainability governance systems so as to allow the identification of the causes of existing and emerging sustainability governance crises and finding solutions to them. Knowledge generated from its use may form a basis for providing policy recommendations on how to practically solve complex legitimacy and trust crises related to sustainability governance.

The first few months of life are of great importance to the longevity and lifetime performance of dairy cows. The nutrition, environment and healthcare management of heifer calves must be sufficient to minimise exposure to stress and disease and enable them to perform to their genetic potential. Lack of reporting of farm management practices in Northern Ireland (NI) makes it difficult to understand where issues impacting health, welfare and performance may occur in the rearing process. The objective of this study was to investigate housing design and management practices of calves on 66 dairy farms across NI over a 3-month period and also identify areas that may cause high risk of poor health and performance in dairy calves. An initial survey was used to detail housing and management practices, with two subsequent visits to each farm used to collect animal and housing-based measurements linked to hygiene management, animal health and performance. Large variations in key elements such as weaning criteria and method, calf grouping method used, nutritional feed plane, and routine hygiene management were identified. The specification of housing, in particular ventilation and stocking density, was highlighted as a potential limiting factor for calf health and performance. Lack of measurement of nutritional inputs, hygiene management practices and calf performance was observed. This poses a risk to farmers’ ability to ensure the effectiveness of key management strategies and recognise poor calf performance and health.

Mycotoxins contaminate crops worldwide and play a role in animal health and performance. Multiple mycotoxins may co-occur which may increase the impact on the animal. To assess the multiple mycotoxin profile of corn (Zea mays), we conducted a 7-year survey of new crop corn grain and silage in the United States. A total of 711 grain and 1117 silage samples were collected between 2013 and 2019 and analyzed for the simultaneous presence of 35 mycotoxins using ultra-performance liquid chromatography–tandem mass spectrometry. The measured mean number of mycotoxins per sample were 4.8 (grain) and 5.2 (silage), ranging from 0 to 13. Fusaric acid (FA) was most frequently detected in 78.1 and 93.8% of grains and silages, respectively, followed by deoxynivalenol (DON) in 75.7 and 88.2% of samples. Fumonisin B1 (FB1), fumonisin B2 and 15-acetyl-deoxynivalenol (15ADON) followed. The greatest (p < 0.05) co-occurrence was between FA and DON in 59.1% of grains and 82.7% of silages, followed by FA with FB1, DON with 15ADON, and FA with 15ADON. Although many samples had lower mycotoxin concentrations, 1.6% (grain) and 7.9% (silage) of tested samples had DON ≥ 5000 µg/kg. Fumonisins were detected ≥ 10,000 µg/kg in 9.6 and 3.9% of grain and silage samples, respectively. Concentrations in grain varied by year for eight mycotoxin groups (p < 0.05), while all 10 groups showed yearly variations in silage. Our survey suggest that multiple mycotoxins frequently co-occur in corn grain and silage in the Unites States, and some of the more prevalent mycotoxins are those that may not be routinely analyzed (i.e., FA and 15ADON). Assessment of multiple mycotoxins should be considered when developing management programs.
