Provision of state and municipal services in Russia: the current state and main directions for improving

In today´s world there is urgency to improving the scope of government (municipal) services, updating their delivery mechanisms by bringing them in line with modern requirements of society, under the influence of the rapidly developing information technology. State policy in Russia in the sphere of state (municipal) services includes a range of activities, the implementation of which aimed at improving the legal regulation of this sector, the introduction of new forms of state (municipal) services, streamlining the organization of supply and improving the quality of the services. These activities are implemented in stages within the framework of state reforms that are going on in Russia for more than a decade. The article analyzes a specific budget measures and administrative reforms in state (municipal) services. The analysis of the concepts "public service" and "public function" within the legal format allowed the author to distinguish between measures to improve the organization of state (municipal) social services provided by the state (municipal) institutions and public services provided directly by state executive bodies ( "administrative " services). For example, in the area of social services the ratio of the planned amount of state (municipal) services and their financial security remain key issues. In order to improve "administrative" services innovation in recentyears are rapidly introduced new forms of delivery of these services, which are key objectives of the possibility of application for state (municipal) services in electronic form, as well as creating a network of institutions authorized for the provision of public ( municipal) "administrative" services — multipurpose centers. However, the general unsolved problem within the scope of public administration (municipal) services is improving their quality and accessibility.

This article examines the legal regulation of proactive form of exercising administrative activity. In the domestic practice, proactive activity became widespread in 2019–2020. Leaning on the analysis of scientific literature, the author underlines that the content of the principle of proactivity, defined in the existing normative legal acts, reflects the well-known scientific approaches. As a result of the content analysis of normative legal acts, the conclusion is drawn that the principle of proactivity is currently applied in the spheres of social security, public health, tax administration, and state control. The author offers to extend application of the principle of proactivity to the spheres of enforcement of public order, uninterrupted supply of public utilities, and road management. The article summarizes the provisions of legal acts that regulate proactive administrative activity and proposes the structure of elements of its legal consolidation. Among the elements that should be defined by law, the author suggests to include the subjects and objects of activity, as well as the content of administrative action, including technologies and instruments that ensure proactive administrative impact. The normative legal acts that may establish the corresponding elements are the administrative regulations for ensuring state (municipal) services. At the time of carrying out the research, out of 103,000 administrative regulations effective on the regional and municipal levels, only 575 ( 0.6%) indicate the ability or inability of proactive rendering of services. The conclusion is made that in the future the number of such legal acts would increase.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The formation of a common security environment, prevention and elimination of military conflicts, achieving mutual international understanding and innovative approaches to the organization of public administration structures in this area with the involvement of non-state actors and the formation of appropriate ecosystems in security environment are determined among the main directions of public administration development in the field of military security. Based on the methodology of public administration, the current state of public administration systems reforms is considered and the priorities for the development of public administration in the field of military security at the national and global levels of administration are identified. The general tendencies of public administration development are identified; ambiguity and variability in estimations of results of administrative reforms are emphasized. Arguments are presented that the problems of social interaction, responsibility and democracy in modern management practices are transposed to public administration in the field of military security, in particular in the implementation of new approaches to management of innovations. Transformational changes in public administration in the field of military security at the national and global levels are considered logical, expedient and possible especially against the background of administrative reforms processes and implementation of open innovations, ecosystems and management of innovations in the field of military security facilities administration. Innovations in the field of security suggest reformatting, in particular, of industrial policy of defence by identifying different instruments to enhance opportunities for openness with different degrees of the latter for actors not previously involved in military security and defence issues. Innovation has been shown to involve reshaping, in particular, industrial defense policy by identifying different tools for enhancing openness with varying degrees of openness) for actors not yet involved in military security and defense. Flexibility in the management of strategic ecosystems and a dynamic vision of interdependence between actors affect the ability of the system to operate in conditions of open innovation and ensure adequate management of openness

Problem setting. Effective public administration of regional development is essential for raising the living standards of citizens. In modern conditions, new requirements are put forward to the system of regional management. In addition, the limited resources available for this, as well as the novelty and complexity of socio-economic problems, force us to focus on new factors in the effectiveness of public administration of regional development. A significant part of the problems in this context are related to legal regulation, financing, staffing, the interaction of public and private sectors, the use of new management technologies, information and analytical support. Although all types of support to public administration are important and interconnected, but the information and analytical support allows us to determine the appropriate mechanisms and how they are used to achieve goals, what factors of regional development to focus on. Therefore, the quality of information and analytical provision is an important prerequisite for the effectiveness of the entire system of regional development administration. Recent research and publications analysis. The works of foreign and Ukrainian scientists are devoted to theoretical and practical problems of information and analytical support to public administration. V. Averyanov, V. Bakumenko, M. Volkova, D. Dzvinchuk, A. Degtyar, O. Karpenko, V. Kuybida, A. Semenchenko, Yu. Surmin and others made a significant contribution to the research. Thus, the works of V. Bakumenko and A. Degtyar are devoted to public administration decisions and factors of their effectiveness, including their information and analytical support. Mechanisms of information-analytical support of public administration bodies were studied by V. Averyanov, V. Kuybida, O. Karpenko. Furthermore, the author also relies on the research by S. Bila, S. Chernov, N. Černiauskienė on the factors of public administration efficiency. As for public administration of regional development, its economic component was studied by M. Volkova, but the issue of its good information and analytical support has not been disclosed by scholars and requires thorough research. Highlighting previously unsettled parts of the general problem. Efficiency and effectiveness, feedback, openness and transparency, accountability are the principles of good governance at the local level among others, abidance with which is possible only if they are provided with information and analytical support. Considering this, the purpose of the article is to determine the components of good information and analytical support to public administration of regional development. Paper main body. Information and analytical support to public administration of regional development includes the use of a set of interconnected methods, measures and tools by which the technologies of collection, selection, transmission, transformation, storage and display of information on the current state, forecasts and development goals of various spheres of life in the region are implemented to make  public administration effective. Assessing whether public administration in Ukraine is effective, scholars and practitioners note that the direct results of administrative work are difficult to quantify, and therefore it is expedient to use indirect indicators, in particular through the assessment of the management system and its elements. Consequently the good quality of information and analytical support to public administration is a transversal factor, which depends on the effectiveness of each individual element, and their interaction, and the effectiveness of the administration system in general. Conclusions of the research and prospects for further studies. Good information and analytical support to public administration of regional development means complying the requirements for making the most effective and adequate administrative decisions. Such support should be provided on a systematic basis, which includes the identification of all its important components  institutional, research, resource and financial, competence, technological and organizational, as was done in this study. Each of these components has its own semantic characteristics and can be used as criteria and a lever for the effectiveness of the system of good information and analytical support to public administration of regional development in the process of building such a system. In this context, it is expedient to study the relevant foreign experience, in particular of the European Union, and it is a subject to further research.

The relevance of the work theme is due to the high importance of public relations in the field of state social policy. The ongoing digitalization of public administration as a global trend also affects the sphere of social support, which causes the transformation of social services provided by the state, the modernization of the process of interaction between power struc-tures and the population through the use of digital platforms. The purpose of the research is to consider certain legal and organizational features of this process realization in Russia and foreign countries. The methodological basis of the research includes dialectical method, which allowed us to examine digitalization and the social sphere of public administration as influencing each other and dynamically developing phenomena; analysis and synthesis, through which the main features of the digital transformation of public ser-vices are characterized; the comparative legal method, through which the approaches to the organization and regulation of the process of introducing digital platforms in the process of providing of social support measures are considered. In the course of studying this topic, we pay special attention to the formal legal method in order to describe and explain the legal regulation of the social security sphere, as well as the digitalization of public admini-stration. Based on the conducted research and taking into account foreign experience, we conclude that the need for further modernization of the social s system in Russia in the conditions of digitalization in part of solving the identified organizational and legal issues.

The article analyzes the current state of the normative and legal support of the activity of public administration bodies in the field of fire safety of Ukraine. Their place, role and functions in providing fire safety, the need for further regulation and improvement of regulatory and legal regulation in this field are considered in order to optimize the work of state bodies in the field of fire safety of Ukraine, eliminating duplication of their functions. The subjects and objects of public administration in the field of fire safety in Ukraine, which are enshrined in normative-legal acts, are analyzed. It’s proposed to make changes to the system of the current legislation in Ukraine in the field of fire safety, in particular the Code of Civil Protection of Ukraine (2012) and constructed a prescriptive model of the subject-object legal relations of the state fire safety management.

Purpose. To enhance the quality of Ukrainian legislation by improving the legal framework of public administration in the field of environmental regulation of mining in Ukraine. Methodology. The authors used comparative and legal, historical, systemic, structural and functional, formal and logical, and dialectical research methods. The need to use an integrated research method is emphasized. Findings. The authors investigated two problems actualized by the so-called Adani Syndrome: 1. The criteria for assessing the impact on the environment and their legal force. 2. The legal framework governing the rights of the owner, the state and the public. The above problems were studied in comparison with the legal support of environmental regulation of mining in Ukraine. Originality. The experience of environmental regulation of mining in Australia is analyzed on the example of the conflict over the Carmichael mine project, resulting in disclosing the current state of Ukrainian legislation in this area. The directions of improving the legal foundations of public administration in the field of environmental regulation of mining in Ukraine have been brought up for discussion. Practical value. The use of the obtained results will make it possible to eliminate the difference between the legal support of environmental regulation of mining in developed and developing countries. The proposals have been formulated to improve the legal regulation in the area under study in terms of detailing the powers of individual governing bodies of special competence, as well as in terms of procedures for assessing the environmental impact. The formulated proposals can help to strengthen the effectiveness of the legislation in power.

Unlike other developing countries, India abandoned the concept of catching-up development, and all its administrative reforms supported the ideology of Indian identity by introducing the most promising scientific achievements in the field of public administration. We identify three stages of administrative reforming in India: 1) the stage of formation of the national public administration; 2) the stage of the state interventional development of the public administration; 3) the stage of liberalization and informatization of the public administration. Since India had received independence, the new state used of the achievements of the colonial civil service and maintained institutions guaranteeing the unity of the state. The Indian government has succeeded in establishing a "living democracy" as the inherent part of Indian culture which supports the traditions of pluralism and is based on the application of rule by consensus and accommodation. Established in 1966, the First Administrative Reforms Commission ensured the leading role of the state in economic development. It improved the organizational foundations of public administration, including the mechanisms of socio-economic planning. The Commission’s reports prepared the base for constitutional recognition of India as a socialist republic. The most important instrument of the Union public administration was the licensing system, which extended to all spheres of economic activity and spawned the creation of numerous inspections with broad jurisdictional powers. The economic crisis and the inability of the Union to solve the social problems by interventionist methods — these were the reasons of the liberal reforms of the 1990s — 2000s. The rejection of the license system, the transition to the methods of soft administrative and legal regulation, the empowerment of decentralized bodies have changed the main areas of activity of the Indian public administration. The National Institute for Transforming India has provided the solutions to the problems in 80 areas of the country’s socio-economic development, acting through the mediation of all stakeholders — central, state and local government officials, public organizations and citizens. Liberal reforms are also aimed at democratizing governance and forming a citizen-oriented administration. They are focused on the implementation of innovative e-technologies in business and public administration.

Investment attractiveness is an essential element of intensifying investment processes. The high level of investment attractiveness provides a stable inflow of investments into the country, additional revenues to the state budget, a better social environment in the country.As a proposed innovative transformation technology, tools for digitalization of public administration are described, aimed at improving the quality of services provided, harmonizing relationships between public administration entities, and optimizing and redistributing powers from state to municipal authorities.The article's primary goal is to develop a toolkit for assessing the investment attractiveness of an enterprise in the context of development.The authors studied the theoretical basis, analyzed the current state of investment activity in Ukraine. Based on the analysis, a methodology for the integral assessment of the investment attractiveness of an enterprise was proposed. The proposed method has the following advantages: an integrated approach, coverage of a large set of indicators and coefficients, accurate mathematical calculation of the indicator, which serves as a criterion for assessing investment attractiveness, allows you to consider the dynamics of indicators over several years.

AbstractThe international community of public administration and administrative sciences shows a great interest in the basic features of the German administrative system. The German public administration with its formative decentralisation (called: administrative federalism) is regarded as a prime example of multilevel governance and strong local self-government. Furthermore, over the past decades, the traditional profile of the German administrative system has significantly been reshaped and remoulded through reforms, processes of modernisation and the transformation process in East Germany. Studies on the German administrative system should focus especially on key institutional features of public administration; changing relationships between public administration, society and the private sector; administrative reforms at different levels of the federal system; and new challenges and modernisation approaches, such as digitalisation, open government and better regulation. The publication is following this structure in four parts with 22 chapters.
