Investment attractiveness is an essential element of intensifying investment processes. The high level of investment attractiveness provides a stable inflow of investments into the country, additional revenues to the state budget, a better social environment in the country.As a proposed innovative transformation technology, tools for digitalization of public administration are described, aimed at improving the quality of services provided, harmonizing relationships between public administration entities, and optimizing and redistributing powers from state to municipal authorities.The article's primary goal is to develop a toolkit for assessing the investment attractiveness of an enterprise in the context of development.The authors studied the theoretical basis, analyzed the current state of investment activity in Ukraine. Based on the analysis, a methodology for the integral assessment of the investment attractiveness of an enterprise was proposed. The proposed method has the following advantages: an integrated approach, coverage of a large set of indicators and coefficients, accurate mathematical calculation of the indicator, which serves as a criterion for assessing investment attractiveness, allows you to consider the dynamics of indicators over several years.

In today´s world there is urgency to improving the scope of government (municipal) services, updating their delivery mechanisms by bringing them in line with modern requirements of society, under the influence of the rapidly developing information technology. State policy in Russia in the sphere of state (municipal) services includes a range of activities, the implementation of which aimed at improving the legal regulation of this sector, the introduction of new forms of state (municipal) services, streamlining the organization of supply and improving the quality of the services. These activities are implemented in stages within the framework of state reforms that are going on in Russia for more than a decade. The article analyzes a specific budget measures and administrative reforms in state (municipal) services. The analysis of the concepts "public service" and "public function" within the legal format allowed the author to distinguish between measures to improve the organization of state (municipal) social services provided by the state (municipal) institutions and public services provided directly by state executive bodies ( "administrative " services). For example, in the area of social services the ratio of the planned amount of state (municipal) services and their financial security remain key issues. In order to improve "administrative" services innovation in recentyears are rapidly introduced new forms of delivery of these services, which are key objectives of the possibility of application for state (municipal) services in electronic form, as well as creating a network of institutions authorized for the provision of public ( municipal) "administrative" services — multipurpose centers. However, the general unsolved problem within the scope of public administration (municipal) services is improving their quality and accessibility.

Forming of enterprising attitudes in public administration in Poland has accelerated the functioning of ISO 9001 quality management system in administration. The improvement of theseprinciples as well as the application of marketing methods and cities promotion has increasedthe quality of life considerably. Enterprising attitudes of authorities are evident not only in bigcities such as Gdańsk or Gdynia but in local communities too.The local leaders support entrepreneurships by for instance: the Science Technological Parks,the Business Services Centers and International Business Forums.The high level of engagement of all groups of Gdañsk and Gdynia civil workers and perma-nently growing awareness of better usage of resources in public interest, number of initiativesin the practical application increases year by year.

The article discloses the problem of distributing state financial support based on an integrated approach. The study has proved the urgency and necessity of state support for the lowest priority territorial units (regions). It answers the research question of what components need to be included in the methodology for determining state financial support. A comprehensive method for estimating the share of public funds is proposed, taking into account the investment attractiveness of a region (oblast) and the risk of the corresponding region (oblast). To achieve this goal, the following general scientific and special methods and research techniques were used in the work, such as comparative analysis of scientific literature and information sources based on methods of comparison, systematization, and generalization; generalization of the analysis results, as well as logical generation of conclusions and integral assessment. Since the problem of financing the construction and reconstruction of bridges is relevant for a number of countries, this technique was tested using an example of bridge construction. According to the obtained results, territorial units (regions) that are not leaders in priority for the investor and have a high level of riskiness of investing financial resources become eligible for state financial support. The problem of financing such regions can be solved only through state support. The results of calculations show that the distribution of financial resources with the available volume of public finances K=1 allocated for support is carried out proportionally. An integrated approach made it possible to identify 10 territorial units (oblasts) for funding, with the oblasts with the worst priority factors receiving the largest share of state financial support. This study is of practical interest to government agencies in the distribution of public funds, and it is of theoretical importance to researchers dealing with issues of financial security and public administration

The development of rural areas in the context of decentralization of power has led to the search for effective mechanisms for public administration. What is the socio-psychological profile of the inhabitants of successful self-organizing rural settlements and what management technologies are proposed for rural development? The purpose of the study is to establish and recommend a mechanism for improving the technology of territorial communities management on the example of Family Homesteads (FH). The research methodology is based on structured interviews and unstructured conversations with the inhabitants of family homesteads, the leadership of local self-government and experts in the field of rural development. The self-organization of settlements illustrates them as harmonious communities and a model of the society of the future, practicing sustainable development. It was determined that success in the development of rural areas by settlers of a new type is due to their age characteristics (average settler age 35 years), high level of education, active lifestyle and investment activity. The advantages of the practice of public administration of the territory are established with the help of blockchain technology, which allows to reduce administration costs and promote resource participation.

Abstract. The Geomatics Division of the Centre Tecnològic de Telecomunicacions de Catalunya (CTTC) has been producing terrain displacement maps for more than 15 years using the PSIG software chain, developed entirely by the members of the aforesaid group. PSIG has reached a high level of maturity, being highly automated but also offering the user the possibility to fine-tune the set of critical parameters controlling the process. However, large areas with a high level of diversity often pose problems in finding a good quality solution using a single set of parameters. Improving the quality of the final terrain displacement map means being able to process very local and critical areas using specific sets of parameters; however, identifying such areas is a difficult process without suitable analysis tools. The VETools, a new software project still under development, but very close to its completion, target this problem. With the VETools it is possible to visualize the results produced by a previous PSIG global processing, analysing their quality, thus making possible to identify the local, critical areas, allowing the user to interactively experiment with specific sets of parameters for these areas, reprocessing them and reviewing the local results as many times as desired and, finally, merging all of them in a single, unique solution whose level of quality is appropriate for the whole area of interest. This work presents the current state of development of the VETools, describing their features and the challenges overcome.

the main issue of the study is the problem of improving the efficiency of the housing sector. The current state system does not ensure the proper efficiency of the housing stock, which is increasingly manifested in the growing gap between the cost of operation of apartment buildings, aimed at ensuring the quality of their functioning and the real state of this quality. In recent years, numerous regulatory documents have been adopted to ensure the normal maintenance of buildings, but a comprehensive understanding of the relationship of various activities with technical and economic solutions, in most cases, has an empirical nature, not confirmed by a strict analytical justification. The purpose of the study is a systematic integrated approach to solving problems to improve the efficiency of maintenance of housing using the proposed mathematical apparatus, which allows you to objectively, fully and accurately assess the relationship of economic and technical indicators. All total socially significant economic indicators of operational measures can be the basis of legislative regulation in the industry. Conclusions: criteria for assessing the effective and safe operation of buildings, optimal for residents of apartment buildings and management companies serving these houses.

The analysis is carried out and the problems of the current state of mining in the coal mines of the Russian Donbass are identified. To increase the efficiency of their work, it is proposed to create a mathematical model that allows tracing the probable zones of tectonic disturbance. We apply this technique for the southeastern wing of the inclined part of the mine field of the Sadkinskaya mine. On the basis of the constructed forecast map of coal seam disturbance, we solve the problem of choosing the optimal cutting of a section of a mine field. To do this, we make a technical and economic assessment taking into account such factors as: losses and quality of mined coal, production capacity of the mine and time for preparation and development, volume of capital investments, cost, taking into account costs when crossing disturbed zones.

Introduction. Most of the local budgets are subsidized, there are many shortcomings in planning the revenue and expenditure part of the budgets, a rather high level of violations when considering and taking decisions on local budgets, which, accordingly, does not carry out a number of socio-economic functions of local self-government bodies. Therefore, the key role in reducing all of the above-mentioned negative phenomena, which are currently present in the process of forming local budgets, is allocated to budget control. Purpose. The purpose of the article is to analyze the current state of budget control in drafting, reviewing and making decisions about local budgets in order to identify the most significant problems and outline ways of their solution taking into account therealities of the modern economy. Results.To date, there are many shortcomings in the planning of the revenue and expenditure part of the budgets, as well as a rather high level of violations when considering and making decisions about local budgets, due to which the number of socioeconomic functions of local self-government bodies is not carried out accordingly. In 2017, at the time of the inspection, the facts of conducting operations with allocation of budget funds for the total amount of UAH 99.4 million were detected in violation of the legislation, which is UAH 20.9 million. more than in the previous year, incl. Violation of funds from the state budget – 58.6 million UAH, with funds from local budgets – more than 40.8 million UAH. A key role in reducing all of the above-mentioned negative phenomena, which are currently present in the process of formation of local budgets, is allocated to budget control. Conclusions. The conducted research of the practice of budget control in drafting, reviewing and taking decisions on local budgets made it possible to formulate the following conclusions and proposals: it is necessary to form a single mechanism for calculating the planned and forecast indicators of revenues of local budgets; it is necessary to increase the level of openness and transparency in the process of drafting local budgets; it is worth improving the legislative framework that would oblige local authorities to involve public representatives in the process of preparing and adopting decisions on local budgets.

The mobilisation of resources determines the investment activity of banks for investment purposes. It is an important direction of development of the country’s economy, which emphasises the relevance of the study. The purpose of the article is to determine the investment potential of banks and their investment targets. The current state of the investment portfolio of banks was assessed using quantitative, comparative, structural and factor methods. The logic of the study allowed us to evaluate the activity of banks in the securities market and identify the acute problem of market capture by large banks. As a result, competition with other banks does not develop and the monopoly of Moscow banks increases. The authors analysed the quality of the bank’s investment portfolio by evaluating the volume and structure of attracted resources and identifying their risk level. A systematic and comprehensive approach to the analysis of investment activities of banks allowed the authors to make several recommendations for its improvement, which determines the scientific and practical significance of the study

The relevance of the topic of the article is that the implementation of legal procedures within a particular branch of law requires a clear establishment and definition of key stages, procedures, patterns and subjective composition of the latter. That is, we are talking about the legal regulation of legal processes, the high level of quality of which directly affects the effectiveness and efficiency of the relevant sequences of legally significant actions. Official investigations in the prosecutor's office in this aspect are no exception, so it is appropriate to analyze the current state of their legal regulation. Determining the state of legal regulation of official investigations in the prosecutor's office requires a full understanding of the features and internal nature of this category. Note that legal regulation has a deep theoretical basis. It can be pointed out that legal regulation in a separate part is an expression of the content of the principle of the rule of law, that is, it is an indicator of the action of law as the main regulator of social relations. However, there are other features of this category that are important to outline within this article. The article, based on the analysis of scientific views of scientists, offers the author's vision on the interpretation of the concept of legal regulation of official investigations in the prosecutor's office of Ukraine. Emphasis is placed on the specifics of the mechanism of legal regulation of official investigations in the prosecutor's office and identified features of its structure. The general assessment of the state of legal regulation of official investigations in the prosecutor's office is given. It is concluded that at the present stage the legal regulation of official investigations in the prosecutor's office is disordered in its internal structure. Yes, there is a corresponding dissonance between the status and the practice of applying official investigations. The procedure for this procedure, the subject composition, the local legal framework, as well as other mechanical features of official investigations are developed and have the appropriate forms of operation. At the same time, the status and purpose of official investigations in the prosecutor's office, their connection with disciplinary proceedings, principles, as well as the general place in the field of official discipline of prosecutors in modern realities are not properly regulated.
