Regulatory Legal Support for the Events of the All-Russian Olympiad for Schoolchildren: a Draft of a New Procedure

The All-Russian Olympiad for schoolchildren, as the largest all-Russian intellectual competition among students in 24 subjects, requires certain regulations that provide a transparent, objective and high-quality conduct of all Olympiad events within the legal framework. Such a regulation is the procedure for holding the All-Russian Olympiad for schoolchildren, a new version of which was developed by the Ministry of Education of Russia and presented for discussion.

Abstract It is common wisdom that selecting a suitable presiding arbitrator is vital to securing efficient proceedings and a high-quality award. As a corollary of party autonomy, the parties’ right to choose their arbitrators is subject only to few limitations, yet relatively little guidance exists for parties attempting to jointly choose the arbitral president in a structured and efficient way. This article seeks to expand on the limited guidance available. It begins by briefly examining the underlying legal framework and setting out various objectives that can serve as a yardstick in fashioning a procedure for selecting presiding arbitrators. This general analysis is followed by a proposal of a concrete, standard ‘list’ procedure which is easily adaptable to different arbitration settings and case configurations.

The denominations of origin and geographical indications, as distinctive signs, occupy a prominent place as an element of the impulse to the economic development of a given territory, since through them the development and marketing of high-quality products and differentiation, which in turn, allows reaching significant levels of commercial and tourist positioning for the place or region of its origin, as well as the generation of new sources of direct and indirect employment, increasing foreign exchange income from exports, the increase of State tax collection, among other socio-economic benefits. Thus, designations of origin and geographical indications are considered elements of economic development within the productive policy of a State. Therefore, the purpose of this work is to analyze the denominations of origin and geographical indications as a specialized category within the field of Trademark Law and Intellectual Property Law. It is relevant for a better understanding of how these concepts developed in Ecuadorian legislation. While for determining the options presented by the local legal framework promoting its development and use. Moreover, as those elements that the State should consider for taking advantage to promote national growth. Then the exegetical-critical method has been used, through is introduced a doctrinal and normative approach.

This paper analyses the legal bases of community policing under European Union (EU) law and the national laws of England, France, Germany, Italy, Romania and Portugal. Community policing arguably helps the police achieve efficient policing while respecting the requirements of the rule of law, a founding value of the EU, and can be a form of co-operation between the EU Member States under the EU legal framework for crime prevention. Moreover, the law in the selected jurisdictions supports four elements of the community policing model: (1) the public-police partnership in establishing policing strategies and priorities; (2) the public-police partnership for crime prevention and detection; (3) proactive and preventive policing; and (4) the police as providers of high quality services tailored to improve people’s quality of life. These elements are interrelated and interdependent: their holistic legal articulation is necessary for their effective existence.

Nowadays, the modernization of the education system is the basis of dynamic sustainable economic development and citizens’ well-being. The key agent for the implementation of educational policy and the developer of the legal framework governing the functioning of the educational sphere is the state and its bodies. The Kazakhstani state policy’s main priorities in the field of education are formulated in several strategic documents. Using the review approach, this article examines the current state of public policy and legal regulation in Kazakhstan’s education sector. The article analyzes key documents that define the contours and content of the main directions of public policy and legal regulation. This article attempts to identify, review, and analyze the legal characteristics of the key process and factors existing in the legal field of Kazakhstani education, such as “Bologna factor,” “soviet legacy,” “provision of quality,” etc. The article concludes that the existing legal tools do not fully comply with law enforcement practice. The interpretations of some legal acts are somewhat different, which causes difficulties for actors providing educational services. Based on the result of the analysis, the article provides the main recommendations for improving legislation in education. This study aims to evaluate the budgeting process for School Operational Assistance Funds in Purworejo Regency. Evaluation measurement uses indicators issued by the United Nations Development Program (UNDP) on Good Governance with Transparency and Accountability variables in the Budgeting Process in Purworejo Regency. The samples of this study were 477 schools in Purworejo Regency and the BOS Management Team in Purworejo Regency in the Education, Youth and Sports Office of Purworejo Regency. The results showed that in general the implementation of the principles of good governance for accountability had been carried out well and met the principles of accountability. Even the overall Performance Accountability Score of Purworejo Regency gets a performance score of AA (Very satisfying). Meanwhile, for the Transparency Principle as measured by the legal framework, the availability of public information, open plan planning, implementation and reporting have been carried out quite well, but several schools still do not comply with the transparency of openness in the reporting sector. there are still 26,7% of schools that have not reported online on the Ministry of Education and Culture's website.Keywords: Good Governance, Accountability, Transparency, Purworejo Regency, Budget, BOS Funds.

AbstractThis editorial describes the growth of theMacedonia is a tough periphery in the world of science. But, this does not prevent the journal to become more visible and significant in scientific areas that the field of special education and rehabilitation covers. In our country there are many factors that hinder the way for the creation of high quality scientific journal. These are discussed in detail in the paper.To reach higher relevance of the journal, a great dedication of the people working in the publishing offices is necessary.The editors of small journals of the region need to exchange their experiences. The editorial teams of smaller journals have to gather experience from major journals. They need to put more effort into increasing the visibility of the journal online, and they can do this by sharing the labor of the social media. The competent Ministry of Education and Science should allocate a greater percentage of the gross domestic product for publishing as small journals could become more relevant in the world of science.The conclusion is that small journals may contribute in the world of science with relevant scientific information.

Introduction. For many research and development organisations, the prompt supply of consumables is a prerequisite for efficient operation. The article presents changes made to the regulations governing the procurement of consumables for research and development, as well as the assessment of these changes provided by universities and scientific organisations. Monitoring Tools. This work utilises analysis, generalisation and interpretation of the rule of law. Stakeholder surveys were conducted to collect information on the effectiveness of rulemaking in the field of procurement. Results. A survey of senior and middle managers in science and higher education institutions showed that regulatory deficiencies are the main obstacle to simplifying the procurement of research and development materials. In recent years, the state has taken a number of consistent steps to adjust the regulatory legal framework in the field of procurement. Despite the measures taken, procurement procedures remain excessively long and laborious. Conclusion. To improve the supply of universities and scientific organisations with consumables, it is necessary to optimise procedures within organisations, further efforts to improve legislation, as well as explanatory work on the part of the Ministry of Education and Science of Russia about existing opportunities to improve consumable procurement process efficiency within the framework of current legislation.

Rule-making on the regulation of science is actively developing. Every year, the state authorities adopt an administrative number of acts regulating various aspects of the activities of the scientific community. Often, documents introduce editorial changes, but some of them contain new provisions that significantly change the life of a scientist. For this reason, it is important to always be aware of the current state of the regulatory legal framework on the regulation of science, to understand the agenda of this process. The review contains information on the main regulatory legal acts on the regulation of the scientific and technical sphere for eight months of 2021. The documents are divided into groups according to their legal force: federal laws; decrees of the President of the Russian Federation; acts of the Government of the Russian Federation; departmental regulations of the Ministry of Science and Higher Education of the Russian Federation; recommendations of the Presidium of the Higher Attestation Commission of the Ministry of Education and Science of Russia.
