A long-term (seven years) program of development of protective afforestation in conditions of insufficient moistening on the example of the Volgograd region has been worked out as a result of many years research in the field of agroforest amelioration. The main tasks of the pro-gram are the reduction of soil degradation and improvement of the total ecological situation by the increase and stabilization of agricultural production for effective functioning of agroindustrial complex in conditions of import substitution.

Abstract The article presents the results of more than 40 years of research on the intraspecific variability and divergent microevolution of the Colorado Potato Beetle (CPB) during its expansion in the USSR and Russia. In this part of the species secondary area, 9 of its allopatric forms were mapped at the level of races (ecotypes), including 2 new ecotypes - northern and Azerbaijani, were identified in the last 5 years. To indicate ecotypes in the CPB area, the methods of classical population phenetics are applied. Ecotypes of the pest were formed in various potato-growing agro-climatic zones and differ in the individuals occurrence frequency with 9 types (morphs) of the imago pronotum pattern. Long-term changes in the phenetic structure of individual pest ecotypes over a period of 30-40 years were revealed. This indicates the continuation of microevolutionary processes in the CPB within the realized area due to the instability of the ecological situation in the agroecosystems. Under these conditions, the main inducers of divergent processes in pest populations are the agricultural production factors - for example, the resistant potato varieties such as Peterburgskiy, Ryabinushka, Sudaryinya and others.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

In article the complex assessment of modern policy of import substitution in the sphere of the agrofood market based on balance of its positive and negative effects is given. According to Rosstat and the Federal Customs Service the complex dynamic analysis of the meat and dairy markets in the context of key indicators — the price, import, export is carried out. Relationships of cause and effect of change of a condition of the food market in connection with introduction of economic sanctions are revealed. The conclusion that the policy of import substitution has to consider the potential risks and threats connected as with the possible accompanying growth of the food prices and deterioration of the food status of the least provided groups of the population, and with technical and technological dependence of domestic agricultural production on a foreign market is drawn. The main directions in which programs of support and stimulation are necessary are formulated.

The focus in this review of long-term effects on forest ecosystems is on human impact. As a classification of this differentiated and complex matter, three domains of long-term effects with different scales in space and time are distinguished: 1- Exploitation and conversion history of forests in areas of extended human settlement 2- Long-range air pollution and acid deposition in industrialized regions 3- Current global loss of forests and soil degradation.There is an evident link between the first and the third point in the list. Cultivation of primary forestland — with its tremendous effects on land cover — took place in Europe many centuries ago and continued for centuries. Deforestation today is a phenomenon predominantly observed in the developing countries, yet it threatens biotic and soil resources on a global scale. Acidification of forest soils caused by long-range air pollution from anthropogenic emission sources is a regional to continental problem in industrialized parts of the world. As a result of emission reduction legislation, atmospheric acid deposition is currently on the retreat in the richer industrialized regions (e.g., Europe, U.S., Japan); however, because many other regions of the world are at present rapidly developing their polluting industries (e.g., China and India), “acid rain” will most probably remain a serious ecological problem on regional scales. It is believed to have caused considerable destabilization of forest ecosystems, adding to the strong structural and biogeochemical impacts resulting from exploitation history.Deforestation and soil degradation cause the most pressing ecological problems for the time being, at least on the global scale. In many of those regions where loss of forests and soils is now high, it may be extremely difficult or impossible to restore forest ecosystems and soil productivity. Moreover, the driving forces, which are predominantly of a demographic and socioeconomic nature, do not yet seem to be lessening in strength. It can only be hoped that a wise policy of international cooperation and shared aims can cope with this problem in the future.
