Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

Nowadays, Russia is implementing its strategy of import substitution in main sectors of the national economy, including agriculture. Its goal in agriculture is to achieve certain indices of food self-sufficiency in basic types of food. An urgent question arises of how to achieve food security at federal and regional levels. The study methodology is based on achievements of classical and neoclassical economics in the field of competition analysis, theory of agricultural economy, strategic management school in the sphere of studying competitive advantages and assessment of competitiveness of different-level economic systems. Strategic management implies performing SWOT analysis, identifying the mission and goals of sustainable development of the regional agroindustrial complex, involving implementation of energy-efficiency policy, optimization of the crop areas structure and systemic development of fodder and livestock production.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

Предложены шаги, способные повысить эффективность государственной поддержки импортозамещения в сельхозмашиностроении Российской Феде-рации. Effective development of domestic agricultural engineering ensures the achievement of high production volumes of agri-food products. To improve the national production of agricultural machinery, the leading countries of the world provide state support to their pro-ducers. At the same time, these countries stimulate the development of the industry in order to dominate their producers in the domestic market, and to expand into the markets of foreign countries. For a long time, Russia has been the object of widespread expansion by foreign manufacturers of agricultural equipment. At the same time, under the conditions of economic sanctions, dependence on im-ported agricultural equipment limits the development of the domes-tic agro-industrial complex. Significantly reduce dependence on foreign supplies of agricultural equipment and ensure the competi-tiveness of domes- tic products should be implemented in the indus-try's current policy of import substitution. The purpose of the article is to analyze the implementation of the policy of import substitution in domes-tic agricultural machinery and assess its impact on the development of the industry. Government sup-port has a significant impact on the development of the industry, which is confirmed by statistical data and materials of market participants. Analysis of the literature and regulatory acts showed that the state financial support for the industry is carried out in 4 areas: industrial, technological, marketing and personnel. The effectiveness of state support is determined by the state of the industry, the situation on the domestic market of agricultural equipment and the achievement of support goals. To date, govern-ment support measures for import substitution in the industry have not ensured its stable development and increased competitiveness of the products produced. The authors analyzed the implementation of the state policy of import substitution in the domestic agricultural machinery in the framework of the relevant sectoral plan. Based on the analysis, a conclusion was made about the need to improve measures of state support for the industry.

The stable financial and economic state of agriculture largely determines the success of the implementation of the export-oriented strategy for the development of the agro-industrial complex of Russia chosen by the state. The authors analyzed and studied the main factors affecting the financial and economic condition of key agriculture sectors of the Russian Federation. The study identified the problems hindering the significant ramp-up of the crop and animal products output, the main of which are: the insufficient technical potential of agriculture, low level of investment activity, the imperfect mechanism for allocating preferential investment and short-term loans to agricultural producers, the disparity in prices for agricultural products and manufactured goods, the insufficient state support for the industry, the shortage of personnel potential in agriculture, etc. Despite the existing problems, the authors highlight the tendency of the growth in crop and animal products output and strengthening of the financial state of agricultural enterprises resulting from the implementation of the state policy of import substitution and the introduction of food embargo on basic foods. At the same time, the volatility of prices for crop and animal products negatively affects the financial results of agricultural producers, leads to the deficiency of own funds for technical reequipment of production, the introduction of technological innovations, the faster increase in production volumes and serves as an obstacle when implementing the targeted guidelines of the state concept of export-oriented development of the industry. The study noted the growth of debt under credits and loans and overdue accounts payable per one agriculture organization resulted from the pre-bankruptcy of several large-scale agricultural holdings. To strengthen the financial and economic state of agriculture, the authors recommended improving the mechanisms of state stimulation to attract financial resources of private investors, increasing the volume of state support for agricultural producers, providing preferential investment and short-term loans to agriculture, and expanding state support programs for small and medium-sized forms of agriculture in the countryside.

The article pays attention to the assessment and development directions of the economic development path of the agro-industrial complex of the Southern Federal District. It was found that the most realistic prospects for the recovery of the domestic economy, with existing opportunities, are largely associated with the active development of import substitution, primarily due to the attraction of FDI. The main task of the Russian Federation is to increase income from the export of agricultural products. This is due to the fact that in the Southern Federal District they produce a large share of agricultural products, in addition, the Kuban and the Rostov Region have exits to the Black and Azov Seas (the main example is the Novorossiysk commercial sea port), all the main flows of cargo go through their ports today. Export shipments are growing annually. The author proposes that in order to strengthen economic security and ensure the sustainable development of the Southern Federal District in the face of economic sanctions, the economic system management bodies require a combination of centralized and decentralized approaches to economic formation, ensuring economic security and improving international competitiveness.

Annotation. Objective. The research is aimed at studying the current state of the animal husbandry industry, identifying the main problems in the animal husbandry industry and substantiating the priority areas used by the state to support agricultural producers. Methods. In the course of the research, analytical and economic-statistical methods; general scientific methods of system, comparative and structural-logical analysis were used. Results. The article presents the results of assessing the current situation in livestock farming in Kazakhstan, the dynamics of the number of livestock and poultry for 2015–2019, which affects the growth of gross livestock production, as well as the number of farm animals by region as of January – December 2019. The dynamics of the production of livestock products is analyzed as one of the priority areas for ensuring the country's food security, as well as the export, import and consumption of livestock products in the domestic market for 2015–2019. The main problems in the livestock industry are identified. The measures applied by the state to support agricultural producers through direct subsidies from local budgets are disclosed. The dynamics of subsidizing the development of livestock breeding and livestock products are presented, and the problems of the subsidy system are indicated. Identified the need to improve state support of the agroindustrial complex of Kazakhstan, the importance of state regulation of the agrarian sector of Kazakhstan to ensure the country's food security and sets out some measures of state regulation of development of agroindustrial complex. The scientific novelty of the research lies in the fact that it convincingly reveals the main problems of animal husbandry at the present stage, the directions of state financial support for agricultural producers are determined, the need to improve the issues of state support for the agro-industrial complex of Kazakhstan is substantiated.
