The article analyzes the conditions under which modern universities function. The main performance criteria of the university are considered. The article describes the requirements for the quality of human resources of the university at present time. the key characteristics quality are analyzed: competence, competitiveness, engagement. It has been established that the competence of the teacher should be consistent with the development strategy of the university. Over the competitiveness influences the individual achievement. Engagement has a direct impact on the effectiveness of the work of the university. The approaches to the formation of a system of performance indicators lecturer are defined. It was determined that the requirements depend on state policy in the field of higher education and the strategy of the university. It was found that a mechanism of quality management of human resources at the university is necessary.

This aims of the study are finding the development strategy in the tourist area of the Dlundung waterfall to be excellent destination in Mojokerto. This is a descriptive qualitative research. Data collection techniques are observation, interviews, questionnaires, and documentation. Data will be analyzed by SWOT method. Strategies have been found is the increased promotion of the natural beauty of waterfalls and campgrounds, additional facilities of outbound and painball, repair and improvement of facilities, road improvements, additional services and hours of operation of public transport, improving the quality of human resources of tourism, Perhutani reports the condition of the campground to Disparta about prioritized apparatus intensively, Perhutani and Disparta give an opportunity for investors to benefit location of the campsite, ask for the role of local communities in improving the security of tourism, Perhutani maintains the cleanliness and comfort of the facilities at tourist sites, increasing community empowerment in troubleshooting facilities and accessibility. Indramayu regency has a great potential in renewable fisheries. It is expected that this fisheries subsector continues to grow and become a strategic sector in the development of Indramayu regency. The objectives of this research were: (1) to identify the role of the fisheries subsector in the economy of the region and its links with other sectors in Indramayu regency, (2) to learn about the level of development of the regional development of fisheries sub-sector in Indramayu regency based on the conditions of facilities and infrastructure, and (3) to find out the perception of stakeholders in determining development priorities for the fisheries sub-sector as well as to formulate a strategic direction in the development of the fisheries subsector in Indramayu regency. Input-Output analysis showed that the fisheries subsector had not been included in the strategic sector because it had weak inter-sectoral linkages and low multiplier effects of the total economy in Indramayu Regency compared to other economic sectors. Schallogram analysis showed that six sub-districts in the region of hierarchy III were feasible to develop. According to the stakeholders, the priority of fisheries subsector development in Indramayu Regency was the development of aquaculture activities (42.04 %) in terms of improving the quality of human resources (33.66 %). In the development strategy of the fisheries subsector of aquaculture activities in Indramayu regency, priorities should be in the development of existing resources (Natural Resources, Human Resources, Artificial Resource / Infrastructure, Institutional, Technology and Capital) to achieve sustainable development.

Penelitian ini bertujuan untuk mengetahui strategi pengembangan profesionalisme tenaga pendidik di madrasah, penelitian ini adalah penelitan diskriptif kualitatif yang mencoba mengeksplorasi makna profesionalisme pendidik sebagai langkah mengembangkan mutu madrasah dengan menyesuaikan tujuan pendidikan. Dalam penelitian ini melihat guru sebagai kunci atau figur sentral dalam penyelenggaraan pendidikan atau peningkatan mutu pendidikan madrasah, yang memiliki posisi yang sangat strategis bagi seluruh upaya reformasi pendidikan yang berorientasi pada pencapaian kualitas murid dan persekolahan. Hal ini disebabkan, pada era globalisasi yang makin masif dan ekstensif ini, tanpa didukung oleh sumber daya manusia (SDM) yang berkualitas, suatu Negara akan tertinggal jauh. Tolak ukur pengembangan Sumber Daya Manusia menjadi prioritas yang sangat urgen dalam pembentukan kepribadian bagi setiap Negara. Dalam menghadapi persaingan sosial, ekonomi, tekhnologi, dan kemanusiaan, semakin bereskalasi secara massif, Maka persyaratan kemampuan yang diperlukan orang untuk melakukan pekerjaan semakin meningkat, dimulai dari pengetahuan, ketrampilan, dan sikap. Dari sinilah, tuntutan akan perlunya profesionalisme dalam bekerja bagi seorang tenaga pendidik sangat dibutuhkan untuk memacu keberhasilan peserta didiknya. Betapapun baiknya kurikulum yang dirancang para ahli dengan ketersediaan peralatan dan biaya yang cukup sesuai dengan pendidikan, namun pada akhirnya keberhasilan pendidikan secara professional terletak ditangan guru. This study aims to determine the development strategy of the professionalism of educators at the school, this research is descriptive qualitative research that tries to explore the meaning of professionalism of teachers as a step to develop the quality of Islamic education by adjusting educational purposes. In this study, the teacher is a  key or central figure in education or improving the quality of Islamic education, which has a very strategic position for all reforms oriented educational attainment of pupils and the quality of schooling. This is because, in the era of globalization, is more massive and this extensive, unsupported by human resources quality, A State would be left far behind. The success in the development of national education sector needs to be supported by the various components and elements that exist in the education system. One of the most important elements in the education system is the availability of qualified human resources. Organizationally, the factor of human resources has a strategically important position in addition to other educational factors. This study, focused on the development strategy of the quality of teacher resources, using a qualitative approach. Identification of criteria for academic research performance. At South African universities, the achievement of objectives is usually measured in terms of so-called "process criteria" (e.g. pass rates), instead of performance criteria which reflect the quality of academic personnel. Stimulated by the need to identify valid indices of research performance, as a component of academic performance, this study investigated the dimensionality of several criteria, identified from empirical and literature studies. It was found that various valid criteria could be represented by six constructs, viz.: the stature of the researcher as scientist; scientific contributions; enhancement of own profession; community development; participation in research projects; and giving advice to persons or institutions outside the university. Daar is gevind dat verskeie geldige maatstawwe deur ses konstrukte verteenwoordig word, te wete: die statuur van die navorser as wetenskaplike, wetenskaplike bydraes, uitbouing van eie professie, gemeenskapsontwikkeling, deelname aan navorsingsprojekte en advieslewering aan persone of instellings buite die Universiteit.

The study aims to determine Development Strategy the potency of the Tunda Island as a tourist attraction in the Serang Regency, Banten Province. How the development of appropriate strategy to overcome obstacles in the development of Tunda Island Coast region as a Marine Tourism attraction in Serang Regency, Banten Province. This study was conducted to determine the Tunda Island as a marine tourism destination Serang Regency were reviewed by using SWOT analysis. This study uses quialitative research methods with data collection techniques such as interviews, observation, and documentation studies. The results of the research carried out that Pulau Tunda as a marine tourism attraction in Serang Regency has the power in the form of underwater natural potential that is different from other islands in Serang Regency, besides Tunda Island has a considerable opportunity for increasing tourism needs and locations that tend to strategic. However, Pulau Tunda has weaknesses in the quality of human resources as well as low tourism support facilities and garbage that has not been managed properly. Meanwhile the threat faced by Tunda Island is currently the operation of sand miners and the lack of attention from the local government.   Keywords: Development Strategy, Tunda Island, Marine Tourism

AbstractThe definition, implementation and monitoring of valuable analytical quality specifications have played a fundamental role in improving the quality of laboratory services and reducing the rates of analytical errors. However, a body of evidence has been accumulated on the relevance of the extra-analytical phases, namely the pre-analytical steps, their vulnerability and impact on the overall quality of the laboratory information. The identification and establishment of valueable quality indicators (QIs) represents a promising strategy for collecting data on quality in the total testing process (TTP) and, particularly, for detecting any mistakes made in the individual steps of the pre-analytical phase, thus providing useful information for quality improvement projects. The consensus achieved on the developed list of harmonized QIs is a premise for the further step: the identification of achievable and realistic performance targets based on the knowledge of the state-of-the-art. Data collected by several clinical laboratories worldwide allow the classification of performances for available QIs into three levels: optimum, desirable and minimum, in agreement with the widely accepted proposal for analytical quality specifications.

The article presents the key points of the development strategy of Orenburg State University with a focus on the criteria of the Strategic Academic Leadership Program “Priority 2030”. Transformations of popular models of university development in the historical logic are considered, actual models in an international and regional scale are highlighted. The article makes the case for transition from the adaptation strategy of the university development to the strategy of a driver of positive changes in the Orenburg Region. The resources of the OSU leadership strategy and tactical solutions for the implementation of the OSU mission – “Development of territory and human capital” in various types and scales of influence are determined.

The purposes of this research are to find out a) the strategies in human resources development to improve the quality of Postgraduate lecturers at IAIN Curup, (b) supporting factors, and  (c) the obstacles of human rights development. Using qualitative research method, the data were collected through interviews and documentary study. The research results showed that the strategies used for developing human resources or improving the quality of postgraduate lecturers include: (1) organizing the research methodology training; (2) holding the scientific journal writing training; (3) holding book writing/teaching materials training; and (4) involving lecturers into National and International Seminars. Supporting factors for human resource development are (a) high commitmentof  IAIN Curup Postgraduate management, (b) organization and socialization activities for professors acceleration programs, and (c) conducting coaching clinic activities for reputable international publications, in the form of programs to publish research results in reputable international scientific journals. Meanwhile, the obstacles are inadequate infrastructure and limited funds because there are still few students and tuition fee is still in the third category in the Ministry of Religion's General Cost Standards (SBU). The funds have not been fully handed over to the Postgraduate, because it is still centralized at the Institute, if the Postgraduate organize an activity, it must be approved by the Institute before it run.
