Geometric Education’s Problems Displaying in the “Geometry and Graphics” Journal

The “Geometry and Graphics” journal is celebrating its eight-year birthday in 2020. It was set up in 2012. From the moment of its set up until 2016, it was the first period of the journal's life, when pedagogical papers were published three times more than the geometrical ones. In 2016 the journal was put in the list of the State Commission for Academic Degrees and Titles in specialties 05.01.01 and 13.08.00. It was the second period in the journal's life. The number of scientific and pedagogical papers have become approximately equal, which indicates a more careful selection of papers for publication in the journal, as well as introduction the apparatus for independent peer review sorting out papers not falling outside the level of the State Commission for Academic Degrees and Titles’ journal. In 2018 the specialty 13.08.00 was removed, only Engineering Geometry and Computer Graphics remained – the third period in the journal's life began, which was characterized by a sharp fall in the number of pedagogical papers, and little wonder. This trend has been demonstrated in the present paper. As a result, if in the first period pedagogical papers in the journal were equal to 3/4 of papers’ total number, in the third period pedagogical papers number had become only 1/4, that is, had decreased by 3 times. From 2019 (No. 4) Pedagogy has returned to the journal – the fourth period has started. Now in the journal there were two specialties again. When the pedagogical direction was again included in the list, the situation related to publication of pedagogical papers in the journal improved, and on the example of three recently published journal numbers, we can say that they began to publish in the journal technical and pedagogical papers in equal measure. This paper aims to show to the reader the scope of pedagogical issues in papers published in the journal and related to geometric education.

<p>Employing public resources for promoting entrepreneurships demands careful selection of candidates who are most promising to set up a successful entrepreneurial career. This study addresses the relation between an individuals’ entrepreneurial potential, identified through personality traits, and aspects of human and social capital, based on prior entrepreneurial exposure. A psychometric test, called F-DUP<sup>N</sup>, measures the strengths of personality traits considered relevant for successful entrepreneurial activity. To test our hypotheses, we collected data of 166 individuals. All of them are university students or graduates and have indicated a specific interest in entrepreneurial activity. A major result is that participants experienced in self-employment, with self-employed parents and with self-employed friends show a higher entrepreneurial potential than participants who do not have these experiences or relations. Furthermore, we find in line with other studies that differences in entrepreneurial potential become less pronounced with increasing age. An interpretation is that personality traits significant for entrepreneurial activity are not stable over time and can also be acquired at a later stage in life.</p>

The studies were carried out at the State Enterprise for Pig Selection andHybridization "Moldsungibrid" (Republic of Moldova), from 18.03.2014 till06.08.2014, using boars of Landrace, Yorkshire, Duroc and Pietrain breeds in orderto understand the impact of the enterosorbent "Primix-Alfasorb" on breeding boars,semen production. During the first period of the experiment the adsorbent was notadded to the boars’ diet; during the second period of the experiment (60 days) thebasic compound feed (BF) was supplemented with the preparation "Primix-Alfasorb" at the level of 300 g/t; during the final (third) period (40 days) theanimals were again fed to basic feed. It was observed that, when the breeding boarswere fed on compound feed supplemented with the additive «Primix-Alfasorb» atthe level of 300g/t, the ejaculate volume increased, namely: during the secondperiod of the experiment – in the boars of Landrace breed (p <0.05), and duringthe third period – in the boars of Pietrain breed (p <0.1). The total number ofspermatozoa in the ejaculate was 139,54 milliard in Duroc boars, and up to 201,39milliard in the boars of Pietrain breed. During the third period of the experiment,this index was high in the boars of all the breeds. As to the concentration of thespermatozoa, it was higher in Yorkshire boars by 13.52, 14.14 and 0.58%.

Management development programmes and management in transition is taking its shape in the Gulf Region. The purpose of this paper is to address the key assumptions and knowledge base on which Gulf management development programs were built with special reference to images of managerial professionalism and its major issues bearing on the transferability of managerial know-how. Interviews conducted with managers in Bahrain and Oman revealed using some Western Theories may prove not to be successful when fully integrated with the national culture, and therefore there is a need to adapt. Change and transformation is taking place within the GCC, this necessitates careful selection of strategies and ways to implement management development and transferability. Some organizations have been successful in adaptability and transferability of knowledge, others are undergoing the process at the moment and it will be some time when the effect takes place.

This chapter presents a picture of what gendered resilience looks like at the ground level in eastern India's Darjeeling district in the state of West Bengal. It focuses on how women interpret and react to popular market-based development alternatives like microcredit and the consequences this has had for community development. The chapter is divided into three sections. The first section charts the history and dynamics of microcredit's unfolding in Darjeeling and highlights the practices and discourses through which women demonstrate resilience. The second section lays out how and why women re-signify risk in the context of microcredit to make visible non-financial forms of risk that affect their families and, in turn, their communities. The third section explores how, after encountering the social and economic difficulties that came with the microcredit loans, many of the women set up their own groups for lending.

The increase in the productivity of dairy cows significantly depends on the qualitative selection, evaluation and intensive use of procreator bulls with breeding value both for milk production and exteriors. The proper selection of bull for reproduction the herd is an important and responsible measure as the heredity of the procreators in the genetic improvement of breeds is extremely high, especially at the present stage of breeding. The aim of the research was to determine the level of influence of father's origin on dairy productivity, exterior and reproductive capacity of Ukrainian Red dairy cows in the conditions of the Central region. Materials and methods. The research was carried out on the basis of zootechnical records in a herd breeding plant for the breeding of the Ukrainian Red dairy breeds of cattle of the State Enterprise of Experimental Household «Elitne» of the Kirovograd SAES NAAS. The analysis involves the materials of the formed electronic database on indicators of milk productivity, reproductive capacity and structure of the body of cows for the year 2015. Estimation of the exterior type of cows was conducted using the linear classification method at the age of 2–4 months after calving in two systems - 9-ball, with a linear description of 18 articles of the exterior and 100-point classification system, taking into account four sets of breeding grounds, which characterize: the severity of the dairy type, the development of the body, the state of the limbs and the morphological qualities of the udder. In the exterior, the half-sisters groups of 6 bulls with a population of 28 to 118 cows were compared. The force of origin's influence on the father was calculated by one-factor dispersion analysis. The calculations were carried out using the methods of mathematical statistics using the software package "STATISTICA-6.1". Results of the research. By comparison of group average, a significant level of differentiation of the bulls in the herd of the breeder is determined by the characteristics of their daughters. By the age of the first calving, the difference between the best and worst half-sistesr groups reached 283 ± 148,9 days or 36,5 %, with a reproduction rate of 0,181 ± 0,180 or 21,0%, for the livelihood of 305 days of first lactation – 2890 ± 959 kg оr 78,3% (P < 0,01), the second one was 2112 ± 926 kg or 40,9% (P < 0,05), the third group was 113 ± 521 kg or 18,4% (P < 0,05). In terms of the content of fat in milk, the intergroup difference was 0,38 ± 0,294% (td = 1,29) for the first, 0.64 ± 0,155% (td = 1,62) for the second and 0,44 ± 0,311% (td = 2,03) – for the third lactation, for protein content – the difference was insignificant. Among the daughters of the studied protectors, the highest tastes for the first lactation were characterized by daughters of Tsvitka 435, Roman Reda 86883, Diplomat 401497. For the second and third Rainer 23685, Tsvitka 435, Hens Reda 398624, below all lactations of the Vendian 67955 and Cup 405. Noticed, Cvitok 435, holsteinized bull of intrarenal type of Ukrainian Red dairy breed, for the dignity of its daughters, exceeded all Holstein breeders, used in the herd. Summarized, according to the results of the classification of the four complexes exterior signs, the assessment shows the level of expression of the exterior type and suggests that it is best at the daughters of Bensons Hens Red 398624, Jorin 114414759 and Tsvitka 435. Reduce the gap between the actual estimate and the maximum possible, which is respectively 5,5, 5,7 and 6,2 points, possibly due to the quality control of the stock herd by the exteriors in the herds with the selection of procreator-bulls, estimated by the type of daughters. Conclusions. The study of milk productivity and reproductive ability of cows definited the level of differentiation between the groups of half sisters by father. The difference between the groups on separate grounds is 78,3%. At the same time, cows of the Holstein and Holstinizovany In-breed Type (HRD) of Ukrainian Red dairy breeds have a marked advantage over milk yield. The worst manifestation of the features – in animals of the bulls of Angler and Rich-Milkfat In-breed Type (FRD) of Ukrainian Red dairy breeds. Using of linear classification allowed to differentiate sufficiently the bull-producers by the exterior characteristics of the structure of the body and the mummies of their daughters. The high variability of descriptive articles indicates the need for their improvement in a part of the animals of the study population. The influence of the genetic factor of the father's origin on the variability of the considered characteristics ranged from 12 to 36%.

Development of the third sector in Russia is accompanied with its maintenance of open-access state registries of non-profit organizations. Compared to the NPO registries in other countries, those in Russia appeared 10-15 years later and became new tools for the development of the non-profit sector. The purpose of this article is to categorize the functions of NPO registries in other countries, as well as suggest those attributed to Russian NPO registries. The following hypothesis is put forward in the article: Russian NPO registries have similar functions as registries in other countries, but they are currently not being fully implemented. There are four registries in the focus of the research: the registry of NPOs by the Ministry of Justice of Russia and three types of registries of socially oriented NPOs – recipients of state support, providers of social services, and providers of social care services. The research was carried out by analyzing legal acts which set up the registries, as well as analyzing the registries located on the Internet. The following functions have been suggested: collecting, systematizing and disclosing the information on the third sector; aggregating the data on supply and demand for NPO services; promoting cooperation of NPOs with the state and intersectoral partnerships; promoting government support to NPOs; as well as ensuring accountability of NPOs to the state and society. The hypothesis was confirmed: the functions are not fully implemented due to the lack of clearly defined goals when setting up registries, weaknesses of their structure and formats. Several recommendations were formulated to enhance the system of existing registries and their structure.

Resumen: en este artículo se estudia el proceso por el cual las autoridades públicas de Sonora cumplieron las recomendaciones emitidas por la Comisión Estatal de Derechos Humanos, de 1992 a 2012. En este lapso se distinguen dos formas de nombrar al ombudsman: por el gobernador, en el periodo de 1992 a 2004, y por el Congreso, en el de 2005 a 2012. Los datos muestran que en el primero la tendencia se inclinó más a que las recomendaciones tuvieran el estado de “totalmente cumplidas”, y en el segundo el de “cumplidas parcialmente”. La evidencia hallada reveló que las autoridades públicas y las de la Comisión negocian políticamente las recomendaciones, al simular que se cumplen en su totalidad, cuando en realidad no es así. En los cuatro casos seleccionados, con el estatus de cumplidas, no se logró restituir los derechos vulnerados de las víctimas, a pesar de que era el objetivo principal de las resoluciones.Palabras clave: derechos humanos; recomendaciones en derechos humanos; negociaciones políticas; cooptación económica; simulación política. Political negotiation over recommendations. The case of the State Commission for Human Rights of Sonora, 1992-2012Abstract: this article studies the process by which public authorities of Sonora State fulfilled the recommendations issued by the State Commission for Human Rights of Sonora during the period 1992-2012. In this period two ways of appointing an ombudsman are distinguished: firstly, in 1992-2004, when the ombudsmen were appointed by the state governor, and secondly, in 2005-2012, when they were designated by the State Congress. Data show that in the first period public authorities tended to fulfill more recommendations of the “completely fulfilled” type, and in the second period they were mainly “partially fulfilled”. The evidence found revealed that both public authorities and the Commission negotiated politically recommendations, simulating they were completely fulfilled. In the four cases selected of completely fulfilled recommendations the rights of the victims were not fully restored, despite this being the main objective of resolutions.Key words: human rights; recommendations on human rights; political negotiations; economic co-optation; political simulation.

Today in Russia the system of the state scientific certification undergoes significant changes: the powers of federal executive authorities are delegated to the educational and scientific organizations. As a result, independence in the choice of mechanisms, orders and procedures of formation of dissertation committees and criteria of awarding academic degrees is allowed. At the same time reinterpretation of axiological bases of dissertation culture through overcoming the problems connected with authenticity and quality of dissertation researches, by increase in reputation responsibility of the organizations and scientists takes place. On May 31, 2019 it will be a year to the moment of transition of the MGIMO University to a new model of the state scientific certification. According to the model developed by the MGIMO University, awarding an academic degree comes by the results of the defense of a thesis at a meeting of the dissertation committee of 5 doctors of science, three of which are employees of the MGIMO University, and two are invited scientists from other organizations. Two of five are experts with publications in the scope of the research combining the role of a member of the dissertation committee and an official opponent. The result of the defense is politically variable: alongside with the possibility of taking the negative decision awarding an academic degree without completions of the text and also under the condition of insignificant and considerable completions of the text of a research is allowed. The lack of such opportunities in the practice of awarding academic degrees existing in the domestic dissertation culture excluding modification of the manuscript submitted to defence after holding a meeting of dissertation committees, as well as other defects of the historically developed model of awarding academic degrees, defined the fastest transition of the MGIMO University to a new model of certification. «MGIMO Review of International Relations» discussed the main milestones of formation and key problems of development of the domestic dissertation culture with P. Kasatkin and E. Antyukhova.

Abstract In the last twenty-five years a number of complex organic compounds have been developed and patented for the purpose of accelerating the vulcanization of rubber. Really serious bulk usage throughout the trade, however, did not commence until after the war. Research in this field raced ahead of manufacturing progress and brought out accelerators which were so active that they were almost unusable. There are now accelerators which are more than sufficient for the needs of the moment. They cover all ranges of conditions, such as slow, medium slow, semi-fast, semi-ultra, ultra, and super-ultra accelerators. In addition there are modifications for delayed action, quick start, flat peak, high tensile, and superflexing; also accelerators which will cure without heat and others which will cure without added sulfur. In view of the publicity indulged in by the vendors, one might almost feel compelled to change one's accelerators every week. Rationalization is as necessary in the use of accelerators as in the use of fillers. In the wise use of accelerators it is necessary to make a careful selection of only a few which function best in the temperature and process range of any particular manufactures.

Nothing about Xenophon's Hellenica is more outrageous than his treatment of the relations of Persia and the Greeks. It was orthodoxy in the circle of Agesilaus that Theban medizing, barbarismos, had sabotaged the plans for a glorious anabasis (IV. ii. 3, V. ii. 35, III. v. 1 f.) and recalled him to the defence of his city (by the very route, ironically, taken by King Xerxes in 480 — IV. ii. 8 — the would-be avenger in the footsteps of the would-be enslaver). Not until the Thebans woo and win the fickle favour of the King (VII. i. 33 ff.), does anything like detail emerge. In the regrettable interlude, the less said the better. If the third speech of Andocides had not survived, there would have been some tangled theorizing about a note in Didymus (FGrH 328f 149), especially as regards ‘the ambassadors who in Sparta consented’, but sober historical judgement would never have transgressed so far from the text of Xenophon as to postulate a Peace Congress in Sparta as well as in Sardis in 392. Likewise, the merest chance of epigraphic survival assures us that the oaths, which the ‘Athenians and the Spartans and the other Greeks’ swore in 387/6, ‘the King swore’ (G.H.I. 118 lines 10 f.) — and so on. If we did not have the reflection of Ephorus in Diodorus, albeit a mirror cracked and blemished, we would be sadly astray in 375 and 371. When, however, the despicable Thebans become the King's favoured power, disgraceful scenes unfold. ‘Pelopidas very much had things his own way with the Persian; he could say that the Thebans alone of the Greeks had fought on the King's side at Plataea, that they had never afterwards campaigned against him, that the Spartans were at war with them because they would not join Agesilaus…etc.’ (VII. i. 34). A Persian is found at Thebes reading out the contents of a Royal Rescript, after displaying the Royal seal (ibid. §39); at Sparta twenty years before, such details had been left to the imagination.The cause of Xenophon's method in this matter is not for the moment under discussion, but rather the consequence, viz. our uncertainty about what precisely the King's Peace said. There was a document, inscribed on stone pillars and displayed in the national shrines (Isoc. IV. 180, XII. 107). If ever a copy turns up, what can we expect to find? The measure of our uncertainty was provided by Wilcken, who produced a curious hypothesis which found little sympathy; that he could do so shows the state of the evidence. Some effort of the imagination is needed, and those who gravely disapprove of conjectures of what might have been the case need read no further. At the end one can be sure of very little. Conjectures, however, have been uttered, en passant, elsewhere. What may prove to be a chorus of disdain has begun. A formal confession may be welcome.
