The ubiquitous introduction of digital technology leads to changes in state educational standards. This happens due to the society’s need for forming new level competencies as well as rethinking the roles of teachers and students, which leads to reorganization and modernization of educational space. The urgency of this research is conditioned by the forced appliance of distance learning caused by the COVID-19 pandemic, which requires active inclusion of Information and Communication Technologies in all activities of the state and society. The article deals with implementing the state program of education digitalization, using innovative information technologies, distance learning among other things, within teaching foreign languages at universities. The authors consider learning management system Moodle applicable for classroom, self-, individual and additional students’ studies. The methodology of organizing and monitoring students’ knowledge with the help of ICT has been introduced and is currently being applied at the Plekhanov Russian University of Economics (Kemerovo branch) for the subject of "Foreign language".

the article reflects the results of a study carried out in the Republic of Mordovia on the problem of creating a safe information sphere for children. The presented results characterize the interests of children in the use of information and communication technologies before and during distance learning in connection with COVID-19. During distance learning, children have increased the time they spend at the computer, on the global Internet. This leads to increased risks and threats to children in the information space. The efforts of the state and society should be aimed at creating a safe information space for children.

The article considers the essence and approaches to understanding network political protest. Traditional forms of collective action are changing under the influence of information and communication technologies. The network paradigm focuses on the position of the individual in the social space, the degree of his involvement in the communication space, the ability to control and regulate the intensity of the information flow. Network structures are more flexible and adaptive, more in line with the new reality. Special and main principles of the network structure of political protest are revealed. The article also presents definitions of political mobilization and demobilization. These processes Express the rivalry of the conflicting parties-the state and society, where the support of the broad masses of the population is an important category. Based on the data of the monitoring study, the features of the development of civil protest activism and the use of mobilization technologies were identified. ICTs have a significant impact on their formation and transformation. The state, reacting to forms of real and virtual activity, formulates a counteraction strategy. It is expressed in the use of technologies for the demobilization of citizens, which are also undergoing changes in the era of digitalization

The subject of this research is the influencing factors of information and communication technologies upon the theory and practice of teaching English language in the institutional and noninstitutional environments. The object of this research is the analysis of structure and content of Android and iPhone applications. Special attention is given to the development of mobile services as a prevalent model of using information and communication technologies, which open the possibility for individualized range of hyperconnectivity regulated by resource of a personal phone. The authors examine distance learning, which allows implementing innovations and creativity, employs new technologies, performs social task on expansion of technologically uniform educational space. The main conclusions are as follows: 1) of e-learning pedagogy requires the results of pedagogical practice in both, institutional and noninstitutional programs and courses; 2) the modern online learning of English language features new methods of implementation of hyperconnectivity in the Internet on the basis of technological and pedagogical innovations, active interactions and common culture. The scientific novelty consists in the statement that the use of distance learning is especially relevant on the current stage of modernization of education system, as it incorporates innovation technologies of teacher-student interaction. The current situation is characterized by the long-term trends associated with globalization socioeconomic relations, as well as by COVID-19 pandemic that requires taking immediate and radical measures in order to ensure protection of educational community from possible disastrous consequences in record time. The primary task of the authors consists in the analysis of relevant aspects of using information and communication technologies of teaching foreign languages, namely mobile applications, as well as in substantiation of the thesis on transition from collective connectivism towards individual hyperconnectivity in the educational process.

The article considers the application of information and communication technologies in the professional training of future of physical training and sports masters in modern conditions. It is noted that informatization of higher education is one of the most important means of improving the quality of training. The main parameters for the classification of information and communication technologies used in the masters’ training are determined. The main distinctive features of e-learning and distance learning are analyzed. The purpose of the study is the application of information and communication technologies in the training of future physical training and sports masters in terms of modernity. Theoretical analysis of scientific and methodological literature on certain issues, data comparison and generalization, comparison of different views on the research problem is used. Information and communication technologies used in the training of future PT and sports masters are: text editors, Power Point presentations, spreadsheets, online tests, Internet resources, training programs, multimedia dictionaries, electronic textbooks, distance learning, online competitions and contests, student research papers. The main directions that require additional research on the application of interactive learning technologies based on information tools are summarized. Information and communication technologies can significantly increase the efficiency of the educational process, solve the tasks set before the education institution to educate a comprehensively developed, creatively free personality. The analysis of scientific and pedagogical literature on the research problem shows that in modern conditions of educational development the interest of scientists in information technologies, their didactic potential and possibilities of application in the field of physical education and sports is being growing.

Abstract. The article discusses the issue of the possibility of using information and communication technologies in the process of training persons remanded in custody. In this area, special attention should be paid to the study of the availability of higher-level education in a penitentiary institution, the assessment of information technologies potential for supporting the education of the category of persons in question. The author establishes the factors influencing the consequences of the education of convicts in terms of committing repeated offenses and successful reintegration with society through employment after release. The state of education in the country affects the lives of its people, their wellbeing and personal development. Today the role of education is quite different from the one in previous centuries. Preparation for life and work in a rapidly changing environment comes at the forefront.Education should focus on active, developing technologies, aimed on to development of logical thinking operations (analysis, synthesis, comparison, systematization, generalization, specification, etc.); ability to learn, to make decisions quickly, and to adapt to the conditions of life and labor.Education should be aimed to prospect development of the society. It means that educational institutions must use the latest information technologies. Creation of functional information environment is the main task of modern society. So, the main task is the computerization of educational institutions. Accordingly the teacher’s role in this process is changing. And therefore there is the urgent need of teacher accordance with the new requirements of society. Now, the cause of inefficient management in many enterprises of Ukraine is the insufficient use of information technology. Despite the active support of the sector by the state, the problems of studying and speeding up information flows, development and implementation of information and software systems for automation of management, lack of vision of the prospect IT implementation in managers and, as a consequence, reduction of management mobility, etc. are not fully resolved. The effectiveness of managing the settlement territories depends to a great extent on the completeness and reliability of the initial information used in making decisions on its strategic and operational development. The required information is measured by thousands of indicators that characterize the quantitative and qualitative state of the elements of the environment of the settlement and is collected, accumulated and processed by various branch bodies of state and local authorities. Using e-government tools will provide a significant improvement in service quality individuals and legal entities and increasing openness, transparency and efficiency of the activity of state and local self-government bodies. In addition, the introduction of e-government is a basic prerequisite for building an efficient digital economy and digital market in Ukraine. It is the generalization of electronic registers that will make it possible to make an effective management decision. The purpose of the scientific article is to identify the directions, mechanisms for improving the efficiency of management and control, case study and the influence of the information and communication technologies use on the management systems at the state and local levels. Methodology. The study of the subject area, theoretical foundations of information technology in the management of Vinnytsia areas of improvement; identifying tools and methods for implementing information systems in greening management. The subject of the study is the impact of information technology on improving the effectiveness of control and management decisions. Based on the analysis of information and communication technologies in management local authorities and experience of foreign countries in the area of urban improvement, areas of research to improve management and control are identified. Result of the research. It is determined that the use of information technologies in public administration contributes to the formation of an open democratic society, which will guarantee the observance of the constitutional rights of citizens, to participate in public life, to make appropriate decisions by public authorities and local self-government bodies. The use of e-government tools will significantly improve the quality of service for individuals and legal entities and increase the openness, transparency and efficiency of the activity of public authorities and local self-government bodies.

Introduction. The article presents the materials of a pilot study conducted during the rapid forced transition of educational organizations in the Russian Federation to the implementation of educational activities in a remote (distant) format.The aim of study is a hygienic assessment of the use of information and communication technologies and features of the lifestyle of teachers during the organization of distance learning.Materials and methods. A comparative analysis of the survey data was conducted (a questionnaire developed by teachers of the Department of hygiene of the faculty of Pediatrics of the Pirogov Russian State Medical University, the teachers of general education institutions, secondary and higher professional education on the use of information and communication technologies (ICT) in the process of training in traditional and remote format, the issues of subjective evaluation by teachers of the impact of modern gadgets and time of their use on their health, as well as analyze the level of competence of teachers in matters of students’ health preservation and conservation of his health. A total of 1,452 teachers were interviewed, the main share being women (about 80%) living in various cities of Russia.Results. School teachers and university teachers in general adequately assess the risk of behavioral factors of irrational use of electronic devices (ED) on the state of health. However, there is a group of teachers who “underestimate the risk of exposure” (about 20%), and their number increased in March-April 2020, i.e. during the transition to remote training. Online training has an impact on the state of the body of both the student and the teacher.Comparative analysis showed that in the period of distance learning has increased the amount of used power plant; several times increased screen time; increased burden on the state of the visual analyzer, musculoskeletal system; has changed the way of life of teachers, significantly increased neuro-emotional voltage.The obtained data confirm the feasibility of further research in this direction, the need to normalize the work of teachers in the new conditions of remote work in an online format in order to preserve their health.Conclusions. The transfer of the educational process to a remote format contributes to a significant increase in the load on individual functional systems of the teacher’s body, which negatively affects the state of his health.
