Comparative Characteristics of New and Old Generations of Basic General Education Standards

The article proves relevance of basic general education transition to the Standard of new generation. Main characteristics of the Federal state educational standard of basic general education are listed. The author attempts to analyze shortcomings of the traditional education system and advantages of the second generation Standard. The comparative characteristics of new and old generations of basic general education standards is carried out on the basis of the following indicators: responsibility of a teacher, teaching objectives, structure of the concept "education", the content of education, transfer of knowledge, the relation of parents to school, results of training, material equipment of the educational organizations, the last stage of occupation, documentary maintenance of a lesson, differentiation is more whole than training, the used methods of training, a form of the organization of cognitive activity of pupils. Definitions of following concepts are revealed: "personal results", "metasubject results", "subject results", "universal educational actions" (informative, regulatory, communicative)", "an educational task", "educational actions". The role of the teacher in an education system is exposed to change. Today, the teacher stops being an information source. The role of teacher extends. The modern teacher is the researcher, the consultant, the manager, the project manager, the navigator of effective work with knowledge, the tutor. The main task of the teacher is creation and organization of the conditions initiating independent educational activity of school students leading to educational results. By results of studying of this problem conclusion is drawn that essential distinctions of standards of old and new generation are already noticeable. However the greatest difference can be seen comparing identities of the pupils prepared according to old and new standards. It will be possible to estimate efficiency of the Federal state educational standard of the main general education only after its universal introduction.

Актуальность исследования связана с тем, что в последнее время проявляется повышенный интерес к теме социально-педагогической адаптации человека в стремительно меняющейся культурной и социально-экономической среде. Сфера образования, несмотря на свою консервативность, также претерпевает сильные изменения и требует новых подходов. В связи с этим изучается роль внеурочной деятельности в социально-педагогической адаптации кадетов, поскольку условия обучения и проживания в кадетской школе-интернате существенно отличаются от обычных общеобразовательных школ. Отмечается, что понятию «внеурочная деятельность» уделяется большое внимание в федеральных государственных образовательных стандартах нового поколения. Рассматриваются цель, задачи, результат данного вида деятельности, а также место в образовательных программах в разные периоды времени. Большое внимание уделяется построению индивидуальных программ внеурочных занятий. На авторский взгляд, каждая форма внеурочной деятельности соответствует определенным индивидуальным и возрастным особенностям учащихся. Описана комплексная программа, включающая не только анализ портфолио, успеваемости и беседу с родителями, но и рекомендации по полной психолого-педагогической диагностике для выявления способностей школьников, которые будут соответствовать той или иной форме внеурочной деятельности. Как показывают результаты, такой подход способствует более успешному прохождению процесса адаптации. The relevance of the article is due to the fact that recently there has been an increased interest in the topic of social and pedagogical adaptation of a person in a rapidly changing cultural and socio-economic environment. The sphere of education, in spite of its conservatism, is also undergoing drastic changes and requires new approaches. In this regard, in our study, we study the role of extracurricular activities in the socio-pedagogical adaptation of cadets, since the conditions of education and living in a cadet boarding school differ significantly from ordinary general education schools. Also, it should be noted that the concept of “extracurricular activities” is given great attention in the Federal State Educational Standards of the new generation. Therefore, the article discusses in detail the purpose, objectives, result of this type of activity, as well as the place in educational programs at different periods of time. Much attention is paid to the construction of individual programs for extracurricular activities. In our opinion, each form of extracurricular activity corresponds to certain individual and age characteristics of students. The article describes a comprehensive program that includes not only portfolio analysis, academic performance and conversation with parents, but also recommendations for a complete psychological and pedagogical diagnostics to identify the abilities of schoolchildren that will correspond to one or another form of extracurricular activities. The results show that this approach contributes to a more successful passage of the adaptation process.

The article discusses the problem of the formation of functional literacy of primary schoolchildren as the main learning outcome that meets the requirements of the Federal State Educational Standard of Primary General Education. The article reveals the characteristics of the concept of “functional literacy”, which includes two groups of achievements of a younger student - subject and metasubject. The reader gets acquainted with the widespread pedagogical “mistakes” of the teacher, as well as the difficulties that children face in the learning process. The main types of educational activity are determined, which to the greatest extent contribute to the formation of functional literacy of primary schoolchildren, which primarily include search and research activities.

The article discusses the features of building the process of familiarizing elementary schoolchildren with scientific methods of cognition (observation, experience) and their application to obtain new knowledge, solve educational, practical and educational-cognitive problems. This direction of educational activity of schoolchildren implements meta-subject learning outcomes in accordance with the requirements of the Federal State Educational Standard of Primary General Education, and also forms the basis of natural-scientific functional literacy among younger schoolchildren. On the basis of the author’s study, the principles of adapting scientific methods of cognition for use as ways of organizing learning activities are determined; the main stages of the formation of the ability of students to use scientific methods of cognition in students are identified.

The article reveals the possibilities of home schoolwork for the formation of search activity skills in younger schoolchildren, the development of their cognitive motivation, aspirations and abilities for educational independence, the development of universal educational actions, which meets the requirements of the Federal State Educational Standard of Second Generation Primary General Education. Properly organized home study work is considered by the author as a necessary element of developmental education. In this regard, a methodology is described for the formation of students at the first stage of school education of the skills necessary to complete home school assignments.

In the article the urgency of introduction of the Federal state educational standard (GEF) basic General education, are the main characteristics of this new generation standard: the emphasis in education; inter-personal, meta (cognitive, communicative, regulatory universal learning activities) and substantive results. В России в начале XXI в. развитие системы общего образования, соответствующей запросам формирующегося информационного общества, в условиях сельской местности осуществлялось в процессе реализации различных концепций и программ (реструктуризации, введения профильного обучения, Комплексного проекта модернизации образования, модернизации региональных образовательных систем, внедрение Федеральных государственных образовательных стандартов общего образования (далее ФГОС) и др.), что обусловило развитие инновационных процессов не только в области содержания образования, способов его реализации, но и организации процессов обучения и воспитания. Так, реализация Национального проекта «Образование», предполагает решение задач по созданию системы общего образования, входящей в 10-ку лучших в мире. В данной статье проведен сравнительный анализ образовательных результатов обучающихся сельских и городских школ. Образовательные достижения учеников сельских школ отличаются от тех, которые показывают обучающиеся городских, и обусловлены различными факторами. В условиях сельских территорий особенно значимым становится взаимодействие основных участников отношений в сфере образования между собой: педагогический и управляющий состав школы, обучающиеся, их родители, органы управления образованием муниципального и регионального уровней. In Russia at the beginning of the XXI century . the development of a general education system that meets the needs of the emerging information society in rural areas was carried out in the process of implementing various concepts and programs (restructuring, introduction of specialized training, a comprehensive education modernization project, modernization of regional educational systems, introduction of Federal State Educational Standards of General Education (hereinafter referred to as the Federal State Educational Standard), etc.), which led to the development of innovative processes not only in the field of educational content, ways of its implementation, but also the organization of the processes of education and upbringing. Thus, the implementation of the National Project "Education" involves solving the tasks of creating a general education system that is among the top 10 in the world. In this article, a comparative analysis of the educational results of students of rural and urban schools is carried out. The educational achievements of rural school students differ from those shown by urban students, and are due to various factors. In the conditions of rural areas, the interaction of the main participants in relations in the field of education among themselves becomes especially significant: the pedagogical and administrative staff of the school, students, their parents, educational authorities at the municipal and regional levels.

The article presents the testing results of educational module “Individualization and Personalization of Educational Work with Students of Different Types” in pedagogical master program, Teacher education (secondary general education teacher) training direction. The module based on the professional direction, involving the connection of the objectives, content, forms, tools, and educational results with the main educational results according to Federal State Educational standard, as well as the content of different professional activities of future teachers of secondary education, are contained in the professional standards of the teacher. We characterized the structure and content of module subjects, the kinds of master educational activity organization, assessment tools which were used for the module educational outcomes (competencies, job functions and teacher activity) in master students. The article describes the changes and updates that have been made in teaching and guidance documents on the results of the module testing and presents the perspectives of module in master students training.

To Russian education’s numerous innovations a one more — global — is added since 2011. This is the Federal State Educational Standard (hereinafter referred to as FSES) of primary general education, main general education, secondary (complete) general education. To that block of administrative problems which were solved already by the teacher, will be added ensuring of development of universal educational actions, i.e. ability to study, personality’s capability to self-development and self-improvement by conscious and active assignment of new social experience. It is an actual and new task will reflect onto all elements of educational system, its subsystems, as well as in processes, which are proceeding in the educational system. The teacher should look for new techniques, technologies, models of educational activity organization. All this will be discussed in the paper.

Process of education modernization in Russia from 2005 to 2012 in context of the problem of formation, development and management of younger generation’s intellectual potential is analyzed. The author focuses attention on disclosure of the content of education modernization’s basic principles and key elements of FSESs (federal state educational standards of second generation). The discrepancy of perception by professional community of education’s current state in the country and its impacts on development of younger generation’s intellectual potential is shown on the basis of sociological polls.
