The strategy of import substitution is aimed at increasing the competitiveness of enterprises by replacing imported goods with domestically produced goods. In modern conditions import substitution policies must be implemented at both the national and regional levels. Tatarstan produces 4.7% of the agricultural products and holds leading positions in the country for the production of the main types of crop and livestock production. 47.9% of the production industry products is provided by agricultural organizations, 46.5% - by private households, and the rest 5.6% - by peasant (farmer’s) economy. Agriculture of the Republic of Tatarstan has an export potential. During 2012-2014 the export of foodstuffs and agricultural raw materials increased by 11%, while imports during the same period decreased by 34.4%. The trade balance has decreased to 3.6% for 2010-2014, but mostly remains positive. The program “Development of agriculture and regulation of markets of agricultural products, raw materials and food in the Republic of Tatarstan for 2013-2020 at the regional level in the field of import substitution. The program will help to increase agricultural production and will provide food for the population of rational standards, defined by Doctrine of food security of the Russian Federation.

The article defines the role and place of consumer societies of the Central Union of the Russian Federation in rural areas, considers methodological approaches in the choice of activities for cooperatives, cooperative organizations of consumer cooperation, consumer societies and unions, considers the evolution of the choice of activities for cooperatives in rural areas. Analyzed the multifaceted activities of consumer cooperation, characterized by areas of specialization of the work of cooperative enterprises, covering the area of procurement and processing of agricultural products, storage and marketing through their own cooperative trading network of retail shops. The prerequisites for improving the efficiency of consumer cooperation, cooperative enterprises and organizations, development and strengthening of the material and technical base of cooperative formations are analyzed. On the materials of consumer societies and unions of the Republic of Tatarstan and the Volga Federal district, the results of consumer cooperation are analyzed, methodological approaches are outlined, taking into account the analysis of practice in choosing the type of activity for cooperatives in rural areas. The ratio of the share of food and non-food, industrial goods in the system of retail cooperative trade of consumer societies is revealed. The development of various sectors of specialization in consumer societies of the Central Union of Russia is analyzed, the review of procurement activities of cooperative organizations is made. The directions of development of cooperation and integration in the field of procurement of agricultural products and raw materials are formulated.

There are principles and restrictions of the international trade influencing not only the export potential of the country, but also its internal market and food security. The object of research is foreign economic activity connected with the export of raw materials and processed products of the oil and fat industry. The research subject is the fundamental trade principles of the WTO which can have an impact on the volumes of export of the oil and fat industry established by the Federal project “Agricultural products export”. The authors consider trade regimes and principles common for all member-states, and the relatively recent changes in export financing. In the Russian Federation, the complex agricultural products export support system is functioning. This system is included in the National project “International cooperation and export”, and the project “Agricultural products export” is part of it. Within the federal project, various instruments of exporting agriculture producers support are used, both of financial and non-financial nature, which are implemented via various institutes for development. The key factor of the topical character of this research is the restriction of agricultural products export financing and the provision of Russia’s food security. The authors analyze tariff regulation of oil and fat products trade and formulate the variants of development of this sector.

The modern economy of the Russian Federation is in a difficult foreign economic situation, due to the sanctions pressure forced import substitution in a number of sectors of agricultural production. The sanctions imposed by developed countries led to a response from Russia, which imposed an embargo on certain groups of agricultural raw materials and food products. The aim of the research is to develop and implement software for fuzzy cognitive modeling of the level of food security in the context of import substitution, taking into account food exports. To determine the perspective directions of numerical estimation and increase the level of FS in modern Russia, by modeling and justifying import substitution, the method of fuzzy cognitive mathematical modeling is used, which allows us to build models of the evolution of the emerging level of interaction of key factors of the simulated system. The conducted cognitive modeling of the FS level showed that import substitution increases infrastructure costs and has a positive effect on the overall economic situation, as it determines the development of production. The study of the mutual influence of the import substitution factor, within the framework of ensuring the required level of FS, is limited by the existing conditions, largely determined by the sanctions pressure on the Russian Federation. It is shown that a promising area of research is the analysis of the sensitivity of the cognitive model to the influence of all key factors, as well as the search for factors that are most responsive to the control actions of the governing bodies.

The priority task for Kazakhstan is to increase the competitiveness of the national economy. The formation of competitive advantages of industries and enterprises of agro-industrial complex is of particular importance in scientific aspects and in business practice. Scientifically based technologies of agricultural production envisage production and sale of agricultural products and food products in the required volumes, which are competitive on domestic and foreign markets. The authors note that one of the main problems in processing of raw materials is the low output of final goods from raw unit. In order to fill export niches and ensure import substitution, new export-oriented sectors of the agro-industrial complex have been studied. In particular, in processing industry, the transition to international quality standards for technical and technological re-equipment of production, as well as expanding the range of food products and creating equal conditions for competition with main trading partners in the Eurasian Economic Union remains relevant. The results of the study allowed us to conclude that it is necessary to make amendments in matters of technical regulation, trade, protection of competition, information, customs and border services, improve organizational and economic structure of agricultural sector in the following priority areas of management: development of integration in AIC, agro-industrial entities performing procurement functions, storage, transportation, processing and marketing, organization of agricultural markets, ensuring formation of effective material resources. Thus, it can be stated that increasing the competitiveness of agricultural products depends on many factors, the observance of which is an indispensable condition for the recovery of the industry's economy.

The problems of import substitution in Russia arose long ago, even before the introduction of anti-Russian sanctions and counter-sanctions. This is due to the fact, that Russia is an exporting country of raw materials, which led to import dependence on other countries. At present, there is an urgent need to introduce import substitution policies, insufficient amount of equipment and means of production, raw material and its sources, lack of effective infrastructure does not allow Russia to fully provide itself with the necessary food products. It is also important that, for example, there are foreign competitors in the dairy market, who sell their products much cheaper than Russian ones. A good example is Belarus. Recently, Armenia has become an active participant in the market, which exports cheese to Russia. But after all, as you know, if it’s cheaper, then the quality suffers. The volume of falsified products also increases. According to experts, Russian producers will not be able to satisfy the needs of the population in the near future, because it is necessary to increase the milch herd, significantly improve the village infrastructure, purchase the necessary equipment, etc. The volume of investments in this sector should be 200-500 billion rubles. This can not be done in a short time and therefore Russia will still depend on imports of dairy products from Belarus and other countries. Therefore, the Russian Federation needs to take the necessary measures that will enable the state to protect not only dairy, but also other branches of agriculture in Russia, which will immediately affect the quality and income of the country’s population. Fully apply import substitution in Russia will be unprofitable for the economy and will be associated with increased inflation, a decrease in savings, a reduction in investment activity, a deficit in the balance of payments.

The article discusses the issues of import substitution in the market of agricultural products and resources for their production in Russian Federation, ensuring the country's food security. Research results show that since 2014, when the active import substitution policy began, there have been significant changes in the agri-food trade, characterized by a decline in imports and an increase in exports. However, in different product segments of the market the speed of these changes varies. Despite ensuring the country's food independence for most types of agricultural products, the dependence on the import of resources for its production remains significant. At the same time, the demand for agricultural products remains under pressure from declining household income, as well as a significant income differentiation. In this regard, suggestions were made for making adjustments to the doctrine of food security, primarily in terms of assessing the economic affordability of food. Also, an assessment was made of the changes made to the state program for the development of agriculture in conjunction with the strategic objectives of the development of the Russian Federation defined for the period up to 2024. The need to ensure consistency between the tasks assigned to the agro-industrial complex to achieve the country's food security, increasing the export potential of the domestic agri-food products and resources allocated for development, was noted.

The goal is to consider the issues of ensuring food security of the Republic of Kazakhstan and ways of solution. Food policy is the basis of national security and an important direction for the development of agricultural sector of the economy, the essence of which is to increase the level of economic growth, which makes it possible to maximally satisfy the urgent needs of the population and have sufficient public reserves, active payments and trade balances. Objectives – to show the need to increase the competitive advantages of food products on domestic market, as well as to create a domestic brand of goods. Results – The profound impact of COVID-2019 on food systems has been analyzed, which for a variety of reasons has threatened people's access to food worldwide. It was revealed that in the conditions of the Eurasian Economic Union, the development of interstate integration, implementation of a single food issue and measures to ensure food security, important aspect is maintaining the balance of interests of the common market for agricultural products and protecting the sovereignty of the EAEU member States. The article analyzes production of the main types of agricultural products in Kazakhstan (1990-2020), the level of self-sufficiency in the country in meat, milk, eggs, potatoes, vegetables and melons, etc. The dynamics of changes in livestock population, as well as the growth of production of meat in the republic and the world, food consumption per capita is presented. The authors provide data in terms of comparison of agricultural output in the EAEU countries. The volumes of export of Kazakhstani grain and flour are indicated. In the final part of the article, perspective directions of ensuring food stability in the Republic of Kazakhstan are considered. Conclusions – to ensure the country's food independence, it is necessary to pursue a policy of import substitution, use preferential micro-lending, and develop foreign trade activities from narrowly oriented exports to diversification of goods.

The article presents an analysis of the intermediate results of the implementation of the state policy of import substitution and their impact on the processes of ensuring national food security. The data on foreign trade in food and agricultural products are considered. The main characteristics of the investment provision of food security of the Russian Federation are determined. Information on the commissioning of some types of agro-industrial production facilities and facilities for storing products is presented. A number of directions for improving the processes of investment support of the import substitution policy in the system of national food security of Russia have been substantiated.

Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.
