The goal is to consider the issues of ensuring food security of the Republic of Kazakhstan and ways of solution. Food policy is the basis of national security and an important direction for the development of agricultural sector of the economy, the essence of which is to increase the level of economic growth, which makes it possible to maximally satisfy the urgent needs of the population and have sufficient public reserves, active payments and trade balances. Objectives – to show the need to increase the competitive advantages of food products on domestic market, as well as to create a domestic brand of goods. Results – The profound impact of COVID-2019 on food systems has been analyzed, which for a variety of reasons has threatened people's access to food worldwide. It was revealed that in the conditions of the Eurasian Economic Union, the development of interstate integration, implementation of a single food issue and measures to ensure food security, important aspect is maintaining the balance of interests of the common market for agricultural products and protecting the sovereignty of the EAEU member States. The article analyzes production of the main types of agricultural products in Kazakhstan (1990-2020), the level of self-sufficiency in the country in meat, milk, eggs, potatoes, vegetables and melons, etc. The dynamics of changes in livestock population, as well as the growth of production of meat in the republic and the world, food consumption per capita is presented. The authors provide data in terms of comparison of agricultural output in the EAEU countries. The volumes of export of Kazakhstani grain and flour are indicated. In the final part of the article, perspective directions of ensuring food stability in the Republic of Kazakhstan are considered. Conclusions – to ensure the country's food independence, it is necessary to pursue a policy of import substitution, use preferential micro-lending, and develop foreign trade activities from narrowly oriented exports to diversification of goods.

The priority task for Kazakhstan is to increase the competitiveness of the national economy. The formation of competitive advantages of industries and enterprises of agro-industrial complex is of particular importance in scientific aspects and in business practice. Scientifically based technologies of agricultural production envisage production and sale of agricultural products and food products in the required volumes, which are competitive on domestic and foreign markets. The authors note that one of the main problems in processing of raw materials is the low output of final goods from raw unit. In order to fill export niches and ensure import substitution, new export-oriented sectors of the agro-industrial complex have been studied. In particular, in processing industry, the transition to international quality standards for technical and technological re-equipment of production, as well as expanding the range of food products and creating equal conditions for competition with main trading partners in the Eurasian Economic Union remains relevant. The results of the study allowed us to conclude that it is necessary to make amendments in matters of technical regulation, trade, protection of competition, information, customs and border services, improve organizational and economic structure of agricultural sector in the following priority areas of management: development of integration in AIC, agro-industrial entities performing procurement functions, storage, transportation, processing and marketing, organization of agricultural markets, ensuring formation of effective material resources. Thus, it can be stated that increasing the competitiveness of agricultural products depends on many factors, the observance of which is an indispensable condition for the recovery of the industry's economy.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

The strategy of import substitution is aimed at increasing the competitiveness of enterprises by replacing imported goods with domestically produced goods. In modern conditions import substitution policies must be implemented at both the national and regional levels. Tatarstan produces 4.7% of the agricultural products and holds leading positions in the country for the production of the main types of crop and livestock production. 47.9% of the production industry products is provided by agricultural organizations, 46.5% - by private households, and the rest 5.6% - by peasant (farmer’s) economy. Agriculture of the Republic of Tatarstan has an export potential. During 2012-2014 the export of foodstuffs and agricultural raw materials increased by 11%, while imports during the same period decreased by 34.4%. The trade balance has decreased to 3.6% for 2010-2014, but mostly remains positive. The program “Development of agriculture and regulation of markets of agricultural products, raw materials and food in the Republic of Tatarstan for 2013-2020 at the regional level in the field of import substitution. The program will help to increase agricultural production and will provide food for the population of rational standards, defined by Doctrine of food security of the Russian Federation.

AbstractRussia’s food policy has been defined by the quest for food security for more than a decade, which in the Russian context includes import protectionism, self-sufficiency, and import substitution, marked by the adoption of Food Security Doctrines in 2010 and 2020. This chapter first investigates the impact of food security policy on domestic production. Food security policy has combined with an increase in state support for domestic production, leading to notable increases in output and self-sufficiency for selected commodities. The chapter also examines the impact of food security on agri-food exports, which have become a priority since 2018. Although Russia has become a leading exporter of wheat, the influence of food security is seen by the introduction of export quotas on grain starting in 2020. Despite protectionism, Russia has not withdrawn from the international food market but rather is an active and significant player as both food importer and exporter.

Water is essential for food production and it plays an important role in helping countries achieve food security. The effect of climate change poses significant threats to agricultural productivity in Sub-Saharan Africa, where 95% of agriculture is rain-fed. Changes in weather patterns in the form of prolonged drought and severe flooding, in addition to poor water and land agricultural management practices, has resulted in a significant decline in crop and pasture production in several African countries. The agricultural sector in the region faces the challenge of using the existing scarce water resources in a more efficient way. Most of the countries have failed to achieve food self-sufficiency and rely on imports to meet the demand for food. Agricultural trade can play a significant role in helping countries in Africa achieve food security by increasing availability and access to food in countries that are experiencing food insecurity.

This article describes trends in Russian agricultural development, results of import substitution in the economys agricultural sector, and food security. The authors analyzed consumption levels of the main agricultural products and food, depending on the populations level of income. The study associates the problem of import substitution with provision of domestic material and technical resources. The authors noted that the duration of the import substitution process for different agricultural products depends on the effectiveness of agricultures organizational and economic mechanisms. Growth opportunities are limited in the economys agricultural sector due to replacement of imports market share. Developing import substitution will create conditions for increasing exports of agricultural products and food and for transitioning from import dependence to development of export potential.

The article assesses the food security of municipalities in the Volgograd region based on indicators of self-sufficiency in agricultural products. It was proposed to adapt the methodology for calculating self-sufficiency indicators, replacing indicators of consumption of basic products in municipalities that are not publicly available with indicators of necessary production volumes in accordance with rational norms. This makes it possible to better assess the extent to which municipalities are able to provide the population with basic food supplies, as well as to identify bottlenecks in order to develop proposals to address them. The highest self-sufficiency ratios for the main types of products was noted in the municipalities of the North-Western agricultural region with most favourable conditions for agricultural activities and, conversely, the lowest figures are typical for agricultural Zavolzhsky area – with the less favourable agricultural conditions.

This paper examines the problem of food security in the Republic of Kazakhstan over the past 10 years. Based on statistical data, an assessment was made of the prevalence of malnutrition among the population of the country, including children under 5 years of age. There has been a trend towards for an improvement in the nutrition of the population for a few indicators; however, further optimization of food security indicators is required to achieve the goals of sustainable development (SDGs) of the FAO WHO Agenda for the period up to 2050 in Kazakhstan and in its individual regions. The paper reflects data on demographic changes over the past 10 years and its self-sufficiency in basic foods for 2019. A high degree of self-sufficiency in meat products (117.6%) is revealed in the population of the Republic of Kazakhstan. However, self-sufficiency in dairy products is at an extremely low level (0.1%). Camel breeding has been successfully developing in the country over the past 10 years. However, the number of camels in the country is still at a low level. Camel milk can be considered as a great source of macronutrients, its daily consumption partially facilitates the problem of Food Security in Kazakhstan.

The dynamics of physical volumes of agricultural products is presented, availability and efficiency of use of production resources are analyzed, the level of self-sufficiency of the Republic of Buryatia in the main types of agricultural products is studied.

National Agriculture Policy (DPN 3) 1998-2010, and the National Agro Food Policy (NAP) 2011-2020 is the transformation of the government to improve the country's food quality. However, there are shortcomings in the realization of achieving food self-sufficiency level of at least 80%. This study aims to examine the needs of basic food supplies of rice from the perspective of Islam. The research methodology used in this study is content analysis, the data were analyzed through descriptive approach with a combination of qualitative approach of analyzing the text, including the analysis of documents such as official reports, circulars, annual reports, statements of position, financial plan, reports agencies, and transcripts. The study found that the concept of jurisprudence awlawiyyah in improving the quality of food and income country emphasizes on clean and halal food products. Implication of the study suggests that the development of agricultural land on which the agency involved is Ministry of Agriculture & Agro-based Industry must be given attention. The DPN and the DAN are  expected to play a role in promoting the growth of the agricultural sector and farmers in line with the development of holistic development. Key Words: National Agricultural Policy (DPN), the supply of basic food supplies of from the perspective of Islam.   Dasar Pertanian Negara (DPN 3) 1998-2010, dan Dasar Agro Makanan Negara (DAN) 2011-2020 merupakan satu transformasi kerajaan bagi meningkatkan kualiti makanan negara. Namun terdapat kepincangan dalam merealisasikannya untuk mencapai tahap sara mampu diri makanan negara sekurang-kurangnya 80%. Kajian ini bertujuan meneliti keperluan bekalan makanan asasi padi dan beras mengikut perspektif Islam. Metodologi kajian ini menggunakan reka bentuk kajian analisis kandungan, data-data yang  dikumpulkan dianalisis melalui pendekatan deskriptif dengan gabungan pendekatan kualitatif iaitu menganalisis teks termasuk menganalisis dokumen-dokumen seperti laporan- laporan rasmi, surat pekeliling, laporan tahunan, laporan jabatan, rancangan kewangan, laporan agensi, dan transkrip. Hasil kajian mendapati bahawa konsep fiqh awlawiyyah dalam meningkatkan kualiti makanan dan pendapatan negara, menekankan produk pemakanan yang halal dan bersih. Implikasi kajian mencadangkan pembangunan tanah pertanian Islam ke atas agensi yang terlibat khusus seperti Kementarian Pertanian & Industri Asas Tani harus diberi perhatian. Dasar Pertanian Negara DPN dan DAN diharapkan agar memainkan peranannya dalam menggalakkan pertumbuhan sektor pertanian dan pembangunan petani selaras dengan pembangunan Islam secara syumul. Kata kunci: Dasar Pertanian Negara (DPN), Keperluan bekalan makanan asasi padi dan beras mengikut perspektif Islam.
