OPTIMIZATION OF TIME-MANAGEMENT WITH THE ORGANIZATION OF LABOR STAFF AT HUNGARIAN ENTERPRISES

The article reveals the problematic issues of effective use of working time. In the face of increased competition, companies of different levels and areas of activity, due to insufficiently skilled work organization, lose their working time, which adversely affects labor productivity, the total volume of production of goods and services. In a crisis, this leads to a reduction in production and jobs. Time optimization will allow increasing individual labor productivity, which in the long run will contribute to increasing the company‘s competitiveness. Small and medium-sized businesses do not have great development opportunities, so they should focus on the effective use of all available resources, especially time. In the interest of optimizing time management in the organization of staff work, research was conducted in ten Hungarian small and medium-sized enterprises. During the research, methods of information collection were used: methods of photographing (recording) the working day of Felleg, Susanski, as well as content analysis and analysis of the data. As a result of the research, it was revealed that only 59 percent of the time in the course of a working day is used to perform basic labor functions. At the same time, direct losses of time were 10 percent, indirect 6 percent. As ways to solve the problem, it is suggested to reduce the time losses by 13-15 percent due to the introduction of multi-level time management. It is advisable to solve this problem with a personnel reserve.

The article examines a significant array of the scientific works devoted to different aspects of the working time dynamics. The conclusion is made that the main measure of this dynamics is the average number of hours worked per worker. This indicator can be used for analysis of all periods of labor activity including seniority. It is stated that the research on the problem shows a long-run trend of working time reduction. The works devoted to the topic also consider other factors affecting length of work: increase of labor productivity, influence of income effect and substitution effect on individual labor supply, motivation of employers, role of trade unions and collective bargaining, labor legislation. There are presented approaches to explanation of differences in the dynamics of working time in the USA and in West Europe. It is taken into account that the working time reduction during the past decades is characterized as one of the preconditions of pension reforms. There are considered works that contain analysis of the effects caused by the changes in working time length, including their impact on workers' health, work-life balance, gender inequality, unemployment rate, labor productivity, environment, perception the life as happy. The article shows a significant interest of researchers to perspectives of the working time dynamics in the context of analysis of J. M. Keynes's prediction about switch to 3-hour shifts by 2030. It is stated that the problem of perspectives of the working time dynamics is becoming one of the key issues in discussing the concept of Universal Basic Income. The article notes the attention of researchers to experiments on the working day reduction to 6 hours.

Sustainable development has various aspects - managerial, economic, environmental, social. It is an aspiration for politics and way of life of the population and above all - the state of the economy. The concept of sustainable development envisages economic growth that is able to meet the needs of modern society in the long run. The wheel of progress revolves only in conditions of economic freedom, respect for private property and equality before the law, which are provided by the institutional framework. People with hearts and minds - the combination of human imagination and the will to succeed - is the critical resource that provides sustainability. It works most effectively in the face of unlimited exchange of goods and services, access to knowledge and sharing of ideas, and the Internet already removes all the physical barriers to its power. All this happens not despite, but thanks to population growth, consumption of resources and wealth that maintain a closed cycle of pressure and response. Future generations will also need to keep the wheel of progress moving, so the best we can do is to preserve the framework conditions and give them the knowledge and the will.


The science of time-management is important element in the modern world of transformations and innovations. Time is a priority key of high result. The article includes definition of time-management and its role in the modern methods of work organization. In addition, the article tell us about elements the modern time-management model. There are methods for analyzing current tasks priorities and planning working day, such as: «Eisenhower’s matrix» and «ABC-analysis». The ability to control current and strategic goals, defined by the time, is one of the main objectives of effective management. A manager who has skills in managing such as resource as time receives the maximum benefit from his work in the future. Authors of the article made a scheme for achieving goals, based on current methods of time-management. This scheme is advisable to introduce in a banking institutions. The scheme can be adjusted for the particular work of any employee, depend of staff’s spending time for assignments. The matrix is an instrument to achieve the goals and analyses daily activity. It may help us to analyze which type of activity is more profitable and has insignificant costs of time. This matrix is always relevant and describes the problem of using personal time. Time is one of the most important and expensive manager’s tool, especially in banking institutions. Therefore, success and effectiveness of actions is a result a good using time. The basic concepts, ideas and rules of time-management is always relevant for studding. One of the main keys to greater efficiency our work time are setting goals, choosing the right priorities and planning daily working time. So, limited time resurges are problem in the modern world, but time-management is instrument for overcome the human’s problem of time. The article has all elements to improve manager’s skills.

The purpose of this study is to develop recommendations for improving labor productivity at a car service company by reducing the loss of working time. It is advisable to determine the loss of working time using the method of photography of the working day. As a result of the analysis of the company's activities, the most popular service was identified - repair of gearboxes. Using the ex-ample of this service, the distribution of the working hours of performers is shown, and unjustified losses are analyzed. To reduce them, a set of measures is proposed, involving additional prepara-tory and final operations with a labor intensity of 0.1 to 0.3 hours, which will reduce the labor in-tensity of the services provided by 9%.

The study is devoted to the study of the rational use of working time in the context of the implementation of the main functions of management: planning, organization, motivation, control, coordination. The goal is a methodology for assessing the optimal use of the organization's working time based on the criteria for analyzing the effectiveness of the implementation of the main functions of management. Research methods: semantic analysis of the conceptual apparatus, methods of mathematical modeling to describe various factors that characterize the main functions of management in the context of working time management. Experimental methods: the method of expert assessments, questionnaires, photography of the working day. Domestic and foreign approaches to the concept of working time management are considered, the author's approach is given. Based on the process-functional approach, a methodology and algorithm for assessing the effectiveness of the working time management process. This model has been tested on the example of a self-regulatory organization operating in construction. A task was set, which was implemented within the framework of the project to optimize the use of working time of employees of the inspection and control department. Were analyzed the regulations of various levels of decision-making governing the work of employees. A questionnaire survey of opportunities and middle managers was instructed to form a number of criteria necessary for the application of the developed methodology. The results of the study allowed us to conclude about the average efficiency of the working time management process. Based on the results of the implementation of the recommendations, in particular, the application of lean manufacturing methods and the adjustment of local regulatory documents, it was possible to increase the effectiveness of managing the working time of the organization's employees.

Last time, management of equipment, maintenance and use of teaching equipment in lower secondary schools in Dien Bien district, Dien Bien province has been paid more attention, making important contributions to keeping sustainably, improve the quality of education in the district. Every year the lower secondary schools have been given funding and have plans to equip additional teaching equipment. Most lower secondary schools have full-time staff in charge of teaching equipment; with equipment storage rooms, cabinets are gradually added; laboratories and classrooms have been built more and more; have a system of records of teaching equipment management established; The work of inventorying and purifying teaching equipment periodically was also concerned. The movement of innovating teaching methods has made education managers and teachers more interested in using teaching equipment effectively. The positive management measures have caused many teachers to use teaching equipment as an integral part of the lesson, helping the quality of the lessons be increasingly improved to meet the requirements of changes. New teaching methods. Education administrators, teachers, teaching equipment staff are becoming more and more serious in teaching device management. However, the reality of teaching equipment management still reveals many limitations: The management of teaching equipment in schools is still administrative and ineffective. The equipment has no overall and detailed plans; The procurement of teaching equipment is not guaranteed in terms of quantity, lack of uniformity (some are redundant, some are lacking), quality is limited (durability, accuracy is not guaranteed, some new ones are not used); preservation still has many shortcomings; lack of specialized staff; lack of storage space or insufficient storage; lack of cabinets, prices, laboratories, subject classrooms; specially managing the use of teaching equipment is not tight; Many places teachers have not paid attention to use, ineffective use. The situation of “teaching vegetarianism” is still common, teaching equipment used is still movement, mostly used only in special cases such as competitions for good teachers, lectures or when there is a delegation check; There are many cases of information technology abuse in teaching. The effective use of teaching equipment oriented student capacity development is not much. The management of the use of teaching equipment oriented to develop student competencies in the current trend of Industry Revolution 4.0 is a matter of great concern to educational managers.Thus, the task of surveying the situation of managing the effective use of teaching equipment, finding subjective and objective reasons in order to propose measures to effectively manage the use of teaching equipment in the direction of developing students’ practical capacities and contributing to improving the quality of teaching in secondary schools in Dien Bien district, Dien Bien province is a very important and necessary task today.

Significantly, these economies were realized in the face of technological stasis through learning by doing. Reliability methods have being adopted by oil and gas operators for integrity management decisions. These methods explicitly account for all relevant uncertainties and are designed to provide consistent safety. Consequently, a risk or reliability based approach is a very appropriate basis for decision making in the face of uncertainties. However, as in the effective use of any powerful methodology the sensitivities of the method to assumptions and limitations of applicability need to be well understood. This paper presents how improvements were made to reliability based integrity program by understanding its limitations and sensitivities. First the inputs that have the highest impact on the results were identified. These inputs are the most appropriate areas for improvement and data gathering. It is also very important to understand how the results are to be used and for what purpose. The results of this particular inline inspection based reliability assessment are used to make better excavation and repair decisions. A defect-based and joint-based decision making process is essential for determining with sufficient confidence if each defect and joint is in a safe condition. Consequently, the improvements are focused on discriminating between the myriad of defects found during an inline inspection run. Distinct field characteristics of corrosion growth are also taken into account in these improvements. The paper presents the implementation of effective area methods for future integrity probabilistic evaluations. It also describes the benefit of applying defect-specific growth rates. Finally, case studies are presented to demonstrate the effectiveness of the changes.
