Professional Activity of the Teacher under Conditions of the Federal State Educational Standard: Features and Problems

The article provides a system-activity analysis of applied possibilities for the grounded application of already available instrumental results of the integration of authorial pedagogical and information technologies for specifi c and system-methodological support of the full-fl edged functioning of the FSES. The ongoing global changes in society and in education naturally imply the need to revise the traditional view and rethink the subject, tasks and methods of didactic research. The results of many years of research on the introduction and approbation of authorial pedagogical technologies and the cognitive theory of pedagogical technologies created at the same time have irrefutably shown that the formation of the beginnings of modern didactics should be connected with the technology of the model of the educational process and the model of the methodological system of education (MSE). The methodological key to the transition to modern didactics is naturally the “Technological Map”, as the form, language and toolkit of communication between the teacher, students and the teacher-researcher with the computer. Particular attention is paid in the article to the systematization and generalization of the available information on the evolution of learning theory and the rapid change in the generations of digital computer technologies. Didactics in the article is treated and considered as an innovative approach to modern learning theory, which continues to function and tries to develop together with digital technologies, operatively interpreting and using all the latest created electronic and technological achievements from the world of computers and digital technologies.

The structure of the article is determined by the logic of designing the goals of foreign language teaching in a technical university. The highest level of generality of goals reflects the social demand of society as a whole and is presented in the Federal State Educational Standard of Higher Education. At the second level of goal formulation (Model Discipline Programs), they are specified according to the needs of the spheres of economics. In the development of Work Programs of Discipline within the framework of teaching in a specific university, final clarification of goals is required depending on the requirements of regional employers (the third level of specification of goals). In order to clarify the objectives of teaching foreign language to students of technical universities taking into account the requirements of the regional labour market, a questionnaire was conducted in 2019 for graduates of the National Research University „Moscow Institute of Electronic Technology,” working in a specialty in enterprises in the field of exact technologies in Zelenohrad (Moscow). The questionnaire showed that in addition to the four types of speech activities specified in the Model Programs on Foreign Language for Non-Language Universities, engineers use interpretation and translation in their professional activities. The rating of types of foreign language speech activity in descending order of their importance for professional activity of the engineer is as follows: reading – auditing – translation – writing – speaking. The most demanded professional foreign-language tasks in all types of speech activities (except translation) are solved by modern engineers in communicative situations using information technologies.

The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.

A problem of future subject teachers training in conditions of Federal State Educational Standards introduction for various steps of an education system in Russia has been considered in this paper. For teacher�s ICT competence development a training program has been offered and a course �ICT Technical Means in Subject Teacher�s Professional Activity� has been developed. The course consists of two modules: �ICT Technical Means and Their Pedagogical Opportunities� and �Network Technologies and Their Application in Educational Process�. An electronic educational and methodical complex which structure is presented in this paper, being educational and methodical maintenance of this course, has been developed for training process efficiency increase. Preparation results indicators, control�s forms and methods, allowing to define a level of trainees� knowledge and abilities have been offered for the purpose of control and assessment related to training course materials� assimilation extent on two substantial modules. It has been shown that the developed course�s educational and methodical providing allows to optimize the future subject teachers� training process in higher education institution and also in system of professional development and professional retraining of pedagogical workers for the purpose of their professional competence formation in the area of ICT technical means use in educational process.

The relevance of the research topic is predetermined by significant changes in the domestic and world educational space. Modernization of educational technologies, the emergence of an electronic library resource, the active use of the information and communication network Internet in the educational process expands the possibilities for the realization of the right to education, makes it accessible regardless of the place of residence and the material status of students. At the same time, the Russian regulatory and legal framework of the educational process at the higher education level is universalized for any educational programs, regardless of the form of their implementation and the educational technologies used, which results in the refusal of many higher education institutions from distance educational technologies. The article summarizes the domestic practice in the application of distance learning, analyzes the positions of the leading researchers on the issues examined. The authors offer their forecasts regarding the future development of digital technologies in the higher education segment of the Russian market of educational services. The article grounds the need to differentiate the requirements of the Federal state educational standards depending on the methods and forms of implementing educational programs, simplifying the requirements for conducting practices, current and intermediate monitoring of learning outcomes, and material and technical support when using distance higher education. Proposals are made to improve the methodological support and legal regulation of the implementation of educational programs using digital technologies.

Образование – один из важнейших социальных институтов, обладающий ни с кем не делимой ответственностью за судьбу страны. Продолжающиеся изменения в системе российского непрерывного образования не могут не отражаться на функционировании образовательных сред. Несмотря на то, что компетентностный подход был официально признан ещё в конце позапрошлого десятилетия, по-прежнему модифицируются федеральные государственные образовательные стандарты (как для общего, так и для профессионального образования), в целом, и компетентностные модели выпускников образовательных учреждений, в частности. Соответственно, меняются требования к образовательном процессу и его методическому обеспечению; появляются и трансформируются такие понятия, как «компетенция», «личностно-профессиональное качество», «профессиональная деятельность», «результаты образования» и т.д. В настоящей работе ставится задача отследить динамику этих изменений, выделить неизменные составляющие, которые могут и должны быть основой для устойчивого развития компетентностного подхода в российском образовании. Авторами обосновано, что модели личностно-профессиональных качеств, а также подходы к их объективной диагностике, могут и должны быть основой для указанного развития.Теоретическая значимость результатов настоящего исследования в том, что они могут быть базой для дальнейшего научного осмысления проблемы становления конкурентоспособной личности в системе непрерывного образования, практическая значимость – в том, что они могут быть использованы в системах педагогического мониторинга. Методы исследования: анализ научной литературы, нормативных документов, передового отечественного и зарубежного опыта, моделирование, методы квалиметрии, метод экспертных оценок, методы теории множеств и графов. Методологические основы исследования: системный, социологический, компетентностный, квалиметрический и вероятностно-статистический подходы. Education is one of the most important social institutions that has an inseparable responsibility for the destiny of the country. The ongoing changes in the system of Russian continuing education cannot but affect the functioning of educational environments. Despite the fact that the competence-based approach was officially recognized at the end of the last but one decade, federal state educational standards (both for general and vocational education), in general, and competence models of graduates of educational institutions, in particular, are still being modified. Accordingly, the requirements for the educational process and its methodological support are changing; concepts such as “competence”, “personal and professional quality”, “professional activity”, “educational results”, etc. are appearing and transforming. In this paper, the objective is to track the dynamics of these changes, to identify the unchanging components that can and should be the basis for the sustainable development of the competence-based approach in Russian education. The authors substantiate that models of personal and professional qualities, as well as approaches to their objective assessment, can and should be the basis for this development. The theoretical significance of the results of this study is that they can be the basis for further scientific understanding of the problem of becoming a competitive personality in the system of continuing education, the practical significance is that they can be used in pedagogical monitoring systems. The methods of the research are the analysis of scientific literature, regulatory documents, advanced domestic and foreign experience, modeling, methods of qualimetry, the method of expert assessments, methods of set theory and graphs. The methodological foundations of the research are the systematic, sociological, competence-based, qualimetric and probabilistic-statistical approaches.

The article discusses the implementation of digital technologies in the higher education system, which opens up new opportunities for the design of new pedagogical solutions. The authors highlight the ways to create a digital educational space and content application through digital technologies. The main directions of implementation of pedagogical solutions to improve the results of the teaching and learning process in the context of digitalization of education are described. The main areas of application of ICT tools in the educational process of the University for improving the content of teacher education are considered, formation of a high level of information culture. Fundamental government documents set the priority of the educational system in public policy, declaring the need for successful scientific and professional training and innovative educational activities of future specialists. The article is aimed to propose a solution to the formation of professional competence of future specialists of technical universities at the stage of modernization of education in modern Russian society. The work reveals the essence of the leading methodological approaches to solving the problem under study: competency, creative, personality-oriented, system-activity, technological, task-based approaches. A retrospective analysis made it possible to reveal the pedagogical conditions, simulating the real professional activity of students of a technical college. The ways of successful development of professional competence of future specialists are described (establishing innovative-creative environment; developing the subject position of a personality; strengthening practice-oriented activities; organizing reflection and self-reflection; using computing, information and telecommunication technologies, and systems; effective management of students' academic, scientific, and professional activities). Based on the leading principles, the methodological approaches, the requirements of the Federal State Educational Standard of Higher Education for the preparation of future specialists in the Russian Federation, the article presents the innovative experience of the organization of educational process, which is aimed to form a professional competence among graduate students of Ryazan Institute of Moscow Polytechnic University, as well as Ryazan State Agrotechological University named after P.A. Kostychev. This study made it possible to develop and implement a block-modular structure and content of engineering and construction training of students, which includes design, organizational and managerial, information-applied, creative competencies corresponding to the types of professional activity.

The article summarizes the experience of implementing a personality-oriented approach to the formation of a structural and content model of the educational process at the university. The results of the introduction of information technologies and their services in the field of education are presented, as well as the impact of computerization on the quality of education in the framework of the modern educational paradigm. The priority directions of innovative educational strategies of the university are identified and a graph model of the individual educational route of the student is proposed in order to predict the state of the educational system and adopt optimal learning strategies. Meets the requirements of the federal state educational standards of higher education of the latest generation. For graduate students and university teachers in the design of variable models of training in any areas of training and specialties. Training of modern graduate takes place in the conditions of requirements of the Federal state educational standards aimed at development of students’ competences. In order to train a competent graduate, higher education institutions are looking for ways that will make this process more effective and dynamic. The purpose of the article is to analyze the experience of higher education institutions in the implementation of training in cooperation with the use of information technology. The wide development of information technologies and their penetration into various spheres of society has determined their implementation in the educational process. The use of information technology is based on the use of personal computers. Now this tool is an integral part of the modern educational process. Placing emphasis on the fact that learning in cooperation is not a fundamentally new technology the authors say that it acquires relevance by incorporating innovative technologies. The article considers the ideas of training in cooperation with the use of information technologies, raises the importance and significance of this issue in modern educational conditions. Training in cooperation expands the students' information field. On the basis of the study of scientific literature, the features of training in cooperation, its essence and value purpose for the formation of competence of students of pedagogical University are highlighted. The study suggests an increase in students ' motivation to study materials after the introduction of information technologies that allow them to be more mobile and creative. The process of mutual learning in the process of cooperation becomes more effective. The higher the motivation of the student to study the discipline is, the higher the level of his knowledge is. The results of the study can be used in the further implementation of information technologies for the development of the learning process in cooperation.
