Political Leader’s Speech Portrait as a Soft Power Technique

A large number of linguistic studies have been devoted to the analysis of the techniques and kinds of language used by politicians to reinforce ideologies in the masses and to attain specific objectives. Nevertheless the constant change in the contexts of political discourse necessitates new research in the field. This paper is an attempt to highlight individual linguistic features of President of Chechen Republic Ramsan Kadyrov to understand the nature of motivational arguments he uses to persuade his audiences towards political aims. Although the analysis draws inspiration from classical works, it focuses on the discussion of real-world contexts of political life in Chechya which called for ideological, social and political changes in the country in the years 2005 -2013. Since leaders’ speeches are the texts prepared by speech writers more spontaneous interview material has been chosen for the analysis. The content analysis of 0Kadyrov’s interviews made it possible to detect the vector of ongoing changes in Chechen Republic. At the same time the article concludes that to make judgments about public political person’s portrait requires a focus on the long-term period of leader’s presidency, with special focus on national peculiarities. However, the analysis allows to say they Kadyrov is a charismatic personality guided by the decisions based on what would be best for the his country and its people.

Education in Greenland is a central parameter in achieving the long-term goals of the Government in terms of providing the population with the necessary means to take up positions as skilled labour. The research aim is to implement theoretical and empirical analysis of adult education in Greenland underpinning the identification of challenges and opportunities in adult education in Greenland. The empirical study of the exploratory nature was carried out in November-December 2020. Data collection was based on document analysis as well as interview. The obtained data were processed via content analysis. Findings of the theoretical analysis allow defining challenges as externally created problem situations. The structuring content analysis allows identifying challenges and opportunities in adult education in Greenland. The summarizing content analysis reveals that adult education within the educational system in Greenland has not been properly addressed. The empirical findings allow concluding that adult education in Greenland is to be shaped in such a way that it responds to the emergent challenges. The present study has some limitations. The new research question has been formulated: What modern skills (creativity, digital skills, entrepreneurship, languages, etc) do adult learners in Greenland need most? Future research will focus the extension of the dataset.

The article analyzes changes in attitudes to and interpretations of Russian ‘greatpowerness’ (velikoderzhavnost’) between the years of 2000 and 2014, that is to say during President Putin’s period of rule. The concept of Russia as the great power was changing during this time in two respects: first, there was an increasing reticence of self-assessments; second, we observe prioritization of protecting the country’s own, mostly regional, interests as opposed to expansion which would be characteristic of a great power. Moreover, this period clearly demonstrates contradictions and dangers, engendered in the process of losing self-perception as that of the great power. The readiness of Russian political elite to part bit by bit with the status of the great power and to go to the status of a regional power is combined (as the events around Ukraine have shown) with unwillingness to sustain the new status of the country with the help of the capabilities of a soft power. Lack of these, as well as of the skills in their use, and finally, a desire to raise the rating of trust in the government with the help of “a small victorious war” have formed the basis for the aggressive upsurge towards Ukraine. In the absence of serious hard and soft capabilities, the splashes of aggressiveness in Russian foreign policy and of anti-Western sentiments in domestic political life are unlikely to have any lasting effect. They are able, however, to generate extremely negative long-term consequences for the country.

Urban real-world laboratories (RWLs) are increasingly used internationally and studied as an instrument of urban transformation. New cases in diverse political, economic, social and ecological situations offer a rich set of learning experiences, but the distinctive urban contexts make it impossible to draw comparisons in the traditional sense. In this article—an experiment in itself—we aim to gain a deeper understanding of how RWLs contribute to urban transformation in very different contexts. We apply Jennifer Robinson’s theoretical framework “thinking through elsewhere” on two ongoing urban RWLs: the Itaim Paulista Lab, located in the urban periphery of São Paulo, Brazil and the Lokstedt Urban Transformation Lab in Hamburg, Germany. We operationalize Robinson’s framework in two steps. First, we present the genetics—context, roots, concepts and activities—of both labs. Second, we engage the RWLs in a generative conversation on their role in transforming governance and practical action, with a special focus on the questions of if and how the labs contribute to long-term transformative change. We also find that both labs show potential to contribute to long-term transformative change through governance and practical action.

AbstractThe international practices takes into account the question of women's participation in the political life of modern Ukraine. The selection of the state was due to the dynamic process of democratic transformation - the separation of powers, the formation of multi-party competition among political actors in the electoral process, the activity women in the various institutions of civil society. The position was claimed on the basis of empirical data range of academic institutions and reputable sociological centers, and also interviews with experts who said that the creation of real conditions for self-realization by women's interest in politics is only possible for long term. The process is controversial and caused by political culture, traditions and interests of the ruling class represented mainly by men.

The Belt and Road Initiative is an initiative to revive the ancient Silk Road, through networks of land and sea roads, oil and gas pipelines, electric power lines, the Internet and airports, to create a model of regional and international cooperation.       It is essentially a long-term development strategy, launched by the Chinese president in 2013 to become the main engine of Chinese domestic policy and foreign diplomacy and within the framework of the soft power strategy, to enhance its position and influence in the world as a peaceful and responsible country.   The study includes identifying the initiative and setting goals for China, as well as the challenges and difficulties that hinder the initiative.

Abstract Sociolinguistics and discourse analysis provide tools through which to examine how friendship is socially constructed through language and communication. Research on social isolation and loneliness reveals the importance of social interaction on the psychological and physical health of older adults. Given that linguistic, communicative, and functional abilities decline as dementia progresses, it is challenging to identify markers of friendship. The Friendship Project is an ethnographic study of social interaction among persons with dementia living in a long-term care setting. The data are from transcripts and field-notes of social interactions among residents with a range of cognitive impairments over a six-month time period. Results reveal that persons with dementia employ specific linguistic features such as narrative, evaluation, evidentials, and pronominal reference to make meaning and create relationships over time. Practical implications will be discussed.
