The article reveals the current state and prospects of companies using IT technologies in HR. The goals and objectives of the study are given. Examples of modern technological trends in Russia and in the world are given. The features of various services and sites that are used in the modern approach to personnel management and recruitment, as well as their advantages and disadvantages are revealed. An analysis is given of the current state of use of the latest technologies in Russia and the prospects for using them in the future. Conclusions are made about the need to improve the use of information technologies in personnel management, their modernization and, directly, the introduction of new technologies in the management of the organization's personnel. Also, a summary table is provided on the provided technological developments in the field of personnel management. All described sites and technologies will help companies in the age of rapidly developing technologies to increase the productivity and efficiency of both staff and the company as a whole.

New technologies and so-called communication and information technologies are transforming our society, the way in which we relate to each other, and the way we understand the world. By a wider extension, they are also influencing the world of law. That is why technologies will have a huge impact on society in the coming years and will bring new challenges and legal challenges to the legal sector worldwide. On the other hand, the new communications era also brings many new legal issues such as those derived from e-commerce and payment services, intellectual property, or the problems derived from the use of new technologies by young people. This will undoubtedly affect the development, evolution, and understanding of law. This Special Issue has become this window into the new challenges of law in relation to new technologies.

Achievements in the sphere of automatization and telecommunication are an essential component of transformation of the international peace and security system. This article presents, that consequences of changes are of a dual character. On the one hand, new technologies are becoming an important component of society modernization strategies in developing countries, on the other hand, they can be used for armament modernization or creation of new means of confrontation in modern international relations. APR countries face the most relevant issue of information technologies usage. The article deals with the process of discussion of new challenges and threats to international security, emerging as a result of development and large-scale implementation of information-communication technologies. Positions of states regarding the adoption of resolution in the sphere of international information security were studied through examples of Japan, India, and China. It is proved in the article, that information technologies have become an important component of the security system in the world. Technologies usage may lead to steady international development as well as to information arms race. That is why working out a common position on international information security issues is of crucial importance. It is within the framework of the UN, that different states of the world are given an opportunity to express their visions of the problem of international information security and work out common approaches to its solution. The article shows, that states’ positions have similar as well as different features. For instance, all states express concern regarding possible limitation of technology transfer for the establishment of a more controlled international political environment. But states’ positions have major differences as to mechanisms of information security provision. Thus, Japan and India strive to achieve a balanced system of international information security, which should at the same time have preventive mechanisms against the emergence of threats in the information and science and technology spheres and guarantee continuation of scientific-technological development, which is a crucial component of development and modernization strategies in many countries of the world. China came forward with position of strong regulation of international information security issues and suggested framing of corresponding regulations of the states’ conduct in the cyberspace.

The purpose of this article is to analyze the history of the methodology and the concept of Blended Learning, give examples, systematize, classify and identify the most effective models of blended learning in teaching English to IT students based on the study of their research and use in higher education all over the world. The article proves the necessity of finding innovative technologies for the effective teaching of a professionally oriented foreign language in the field of Information Technologies. Methodical literature, speeches, reports and reports at modern educational conferences, forums are analyzed. The article shows the advantages and disadvantages of using these models, offers examples of research technology Blended Learning. The difference between traditional, distance and blended learning is characterized and shown. Examples are given and models of blended learning are shown schematically. The specifics of the organization of work with one of the resources in the context of blended learning are considered.

Abstract. In recent years, there has been an increase in development of urbanization in the world. Nowadays, all communities in the world are concerned about current technological developments especially in terms of development and management that can facilitate their daily life. In urbanization, smart city is one of modernization changes that improves the infrastructure management, convenience and efficient for the life of citizens. Moreover, 3D asset management is one of the approach of smart city development. Asset management using the 3D concept has been witnessing a welcoming approach due to its high efficiency in organising multiple assets. 3D geometric extraction offers a perfect aid in recording information of an asset such as buildings. The model is derived from the reality techniques where the exterior surfaces of an object are captured in high resolution through the means of special equipment such as airborne imagery. From here, point clouds are generated where the sets of points based on the external surfaces of an object are present. Pre-processing of point clouds should be done in order to perform the 3D modelling. In dealing with point clouds, segmentations are used to investigate the structure of the object with information regarding to different level of sections. The boon behind this segmentation process is to identify different features that is available for the object. In this research, the aim is to analyse the different methodology and algorithm available to segment the point cloud data. Comparison between the results will be made to identify the advantages and disadvantages of the results for the use of asset management.

The article analyzes the prerequisites and the main causes and factors that influenced the current state of the Abazin language. Various processes related to the preservation of the national language are ongoing in Abaza society. Russia’s modern abazins live compactly in the Abazinsky district of Karachay-Cherkessia, they are one of the five title nations of the republic. However, their significant part left homeland in the middle of the 19th century and emigrated to the Ottoman Empire. As a result of this relocation, the abazins found themselves scattered around various parts of the world. The absence of their own writing and life in a foreign cultural environment led to a significant loss of the communicative properties of the Abazin language. Many factors influenced the functional change of the language — political, socio-economic, cultural, etc. At the turn of the 20th–21st centuries, realizing that the native language is on the verge of extinction, the abazins started vigorous activity to preserve the language, uniting the efforts of not only those living in the Russian Federation, but also fellow tribesmen from other countries of the world. This was facilitated by the holding of the World Abkhaz-Abazi Congress and the creation of other public organizations aimed at preserving national culture and language. These processes are gaining strength thanks to information technologies that allow not only broadcasting, but also seeing the interlocutor and communicating with him. Native speakers can teach the Abazin language to anyone, regardless of where they live. Thus, modern abazins use all available resources to preserve their original culture.

Technology is defined as a device to compensate for human physical,psychological, and mental limitations. Thehave-nots seem to see it as the West’s redoubled efforts at Westernizingthe world with all its pains, pleasures, and perversions; as achieving politicalhegemony as the sole superpower after the end of the Cold War; andas the “opening up of the globe” for commercial control on its own terms.Initially the world, especially the nations of South Asia, saw for themselvesa rare opportunity in the globalization of trade and IT. This study aims to reveal the advantages and disadvantages offered by internet banking to financial institutions and their customers as well as the reasons why customers use/do not use internet banking. For this purpose, customers' perspectives on internet banking are presented to the reader in the past and present by statistics. This research points out that many customers of the bank around the world still do not use the internet. Hence, internet banking is not an option. Therefore, in this study, suggestions are made to enable the use of internet banking by the wider masses. In addition to internet banking, technological developments and digital innovations in the banking sector are mentioned in the chapter, and the evolution of internet banking is pointed out.

The article is devoted to the automation of scientific events preparation through the information technologies introduction. The authors analyzed the current state of the problem, identified the advantages and disadvantages of some information platforms of scientific conferences, substantiated the advantages of free LMS Moodle. A review of scientific literature is presented, three main directions of using Moodle in the educational process are identified and characterized. It is established that the experience of using Moodle in the preparation and organization of scientific and other events is practically not reflected in the publications. The characteristic of the preparatory work algorithm and the procedures for using Moodle system in the preparation of a scientific event with an undetermined number of participants is given, the stages and content of custom blocks are described in detail on the example of a real event. Much attention is given to the creation of a module for collecting and filling out applications, in which the Moodle element Databases is selected. The problem of protecting the participant's personal data and his intellectual work has been solved with the use of different database blanks for participants and for organizers through the Presets tab. The authors describe the main functions that Moodle can solve for organizing events. The purpose of this research is to make a synthesis of the literature on the implementation of information and communication technologies (ICT) in the educational environment, taking into account the advantages and disadvantages, benefits and limitations, attempts to overcome the COVID-19 pandemic, as well as the current needs generated by social distancing. Both the educational and technical components necessary to create and maintain Internet platforms for communication and evaluation are taken into account. The fact that new technologies related to artificial intelligence, robotics, cloud computing and blockchain are progressing rapidly makes Romania accelerate its digital transformation process in accordance with the requirements of the European Union. From now on, every person, especially young people, should constantly improve their digital skills throughout their lives. In fact, the progress in the implementation of technologies in education has been insignificant. Young people tend to use the Internet more to socialize and less to educate themselves. Improvement of results in youth education can be achieved only by innovative teaching systems, based on new services, technologies, competencies of teachers that set clear teaching objectives. It was noted that some aspects of this study were presented at the XX International Scientific and Practical Conference «Statistical Methods and Information Technologies for Analysis of Socio-Economic Development», which took place on May 21, 2020 at Leonid Yuzkov Khmelnytsky University of Management and Law.

The article is aimed at examining the current state and peculiarities of integration of Ukraine’s stock market into the world stock market. The article analyzes the current state of the stock market of Ukraine. It is defined that according to the criterion of «capitalization of the stock market/GDP», Ukraine’s stock market can be characterized as underestimated and having the potential for growth. The tendency to reduce the number of professional stock market participants and the gradual consolidation of securities trading in two stock exchanges was noted: «PFTS» and «Perspektyva». Most operations in Ukraine’s stock market take place in the secondary market. It is recognized that the stock market in our country is practically not used by issuing enterprises to attract financial resources. As for the issuers, most of them are represented by the so-called «blue chips». Among the extant problems of Ukraine’s stock market, low liquidity of securities was noted, which remains so due to the insider nature of the stock market. In addition, the phenomenon of price manipulation is present. But, despite the existing problems, the process of integration of the Ukrainian stock market into the world stock market continues. Thus, joining the process of virtualization of the world financial system, operations in the digital environment are gradually being transferred in Ukraine and information technologies are quickly introduced into the operations of stock exchanges. The Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on Simplifying Investment Attraction and Introduction of New Financial Instruments» adopted in 2021 took into account the requirements of the modern world stock market related to the transformation of existing forms of securities and the emergence of their new types. This law provides for the construction of a new financial infrastructure in Ukraine. It is concluded that the leading role in the process of integration of Ukraine’s stock market into the world stock market belongs to the State, which, stimulating the development of the national stock market and establishing cooperation with international organizations operating in this sphere, regulates this process.
