Purpose: Due to the necessity of improving the education of medical workers it is vital to conduct a review of the current state of training for work associated with the use of high-tech equipment and the use of radiopharmaceuticals for nuclear medicine. Results: To ensure the availability of modern, high-quality medical care, oriented to world standards, it should be considered that the necessary conditions are based not only on the development of medical science and technology, material and technical equipment, but also on the provision of highly qualified personnel with a certain set of competencies. Currently, the training and professional development of personnel for this area is carried out at all levels of vocational education: secondary and higher in accordance with the Lists of specialties and areas of vocational education. At the same time, the issues of developing and approving relevant professional standards and Federal state educational standards (FSES) for the needs of nuclear medicine remain unsolved, which in turn is one of the factors that reduce the demand for specialists in this field in the labor market. The personnel crisis is overcome due to the implementation of additional professional programs and practical training at the bases of leading scientific, clinical and educational institutions that are leaders in the field of nuclear medicine and radiopharmaceuticals. Conclusion: In order to address the shortage of personnel for such a booming industry, a clear coordinated plan is needed, which would include systematic measures to train personnel both at the undergraduate level and to improve already prepared specialists. In addition, it is necessary to prepare a pool of highly qualified faculty for training specialists of a new formation. It is necessary to create federal educational standards taking into account that the current state of medical science and on the basis of professional standards. Work in this direction can be successful only if all stakeholders are actively involved: educational organizations, the professional community and government structures. At the same time, it is an obvious fact that, before the adoption of professional standards and the FSES, the available experience of leading scientific and educational organizations in the training of specialists should be adopted and they should receive support and development.

В современных условиях процесс подготовки педагогов для системы профессионального образования нуждается в новых концептуальных подходах с учетом реального состояния и перспектив развития экономики отрасли и образования на основе мировых требований. Нормативной базой реализации образовательных программ выступает сопряженность образовательных и профессиональных стандартов. Конструкция модульных образовательных программ по направлению подготовки «Профессиональное обучение (по отраслям)» строится на принципах модульности, вариативности, непрерывности и преемственности профессионального и высшего образования. Содержание каждого модуля отражает компетентностно-деятельностный подход и включает практико-ориентированную теорию с практикумом-тренингом в модельно-лабораторных условиях или пробы в реальной учебной среде профессиональных образовательных организаций и практику (стажировку) на рабочем месте, в том числе на высокотехнологичных предприятиях отрасли. Независимая экспертная оценка профессионально-педагогической и квалификационной компетентностей является допуском к профессии и завершается государственным демонстрационным и (или) квалификационным экзаменом и защитой выпускной квалификационной работы, выполненной по заказу работодателя. Как показала практика совместной деятельности в рамках кластерных образований, интеграция ресурсов научного, образовательного и производственного потенциала вуза, сети ПОО и ведущих предприятий отрасли способствует повышению качества подготовки высококвалифицированных кадров, обладающих набором компетенций как в профессионально-педагогических, так и профессионально-квалификационных видах деятельности. Реализация образовательных программ в рамках образовательных кластеров позволяет решить острую проблему кадрового голода, в том числе нехватку педагогических кадров, готовых обучать рабочих и специалистов для приоритетных отраслей региона. In modern conditions, the process of training teachers for the vocational education system needs new conceptual approaches taking into account the real state and development prospects of the industry economy and education based on world requirements. The normative basis for the implementation of degree programs is the conjunction of educational and professional standards. The design of modular degree programs in the field of vocational training (by the branches) is based on the principles of modularity, variability and continuity of professional and higher education. The content of each module reflects a competenceactivity approach and includes a practice-oriented theory with practical training in model laboratory conditions or tests in a real learning environment of professional educational organizations and internships at the workplace including at high-tech enterprises in the industry. An independent expert review of professional and pedagogical and qualification competencies is admission to the profession and ends with a state demonstration and (or) qualification exam and the defense of final qualification work performed by the order of the employer. As shown by the practice of joint activities within the framework of cluster formations, the integration of the resources of the scientific, educational and production potential of the university, the network of professional educational organizations and leading enterprises in the industry, improves the quality of training highly qualified personnel with a set of competencies in both professional and pedagogical, as well as professional qualification activities. The implementation of degree programs within the framework of educational clusters enables to solve the acute problem of «personnel gap» including the lack of teachers who are ready to train workers and specialists for priority sectors of the region.

The transformation of the modern labor market, the development of the educational services market and changes in the field of implementation of the personnel management function are accompanied by a number of problems that be facilitated by the introduction of professional standards in personnel management in Ukraine. The relevance of this research is exacerbated by the need to move the personnel management system in the country to a new quality level, to organize work with people in accordance with international standards and best practices, and to reform the state personnel policy. Therefore, it is relevant to justify the need and opportunities of developing a personnel management professional standard, to summarize its methodological aspects, and to generate recommendations for implementing activities of HR-departments and specialized educational institutions. The article deals with the current state of scientific research and regulation of development and implementation of professional standards in personnel management. It also substantiates the influence of professional standards on the development of personnel management, the system of vocational education and the quality of supply on the labor market in the personnel management segment. Stakeholder interests are broadened to develop and implement professional standards in HR. Proposals to improve methodological support for the development of personnel management professional standards have been developed. Prospective directions of introduction and use of personnel management professional standards in Ukraine are offered.

Development and improvement of systems of different competences provides a link between education and training and labor market. The discussion on the current state and prospects of development of joint master's program in Business Informatics is being held. Hereby there is a suggestion on competencies description for the Business Informatics Curriculum based on descriptors. To realize the competence oriented model for masters' program it is suggested to mark out educational concepts through the type of courses in each discipline.

In particular, the problem of finding and defining the laws, mechanisms, conditions and factors for the development of vocational training of students of vocational education institutions to the level of highly qualified and necessary specialist in the modern integrated labor market in the context of globalization is being updated in Europe. At the same time, there are reference models for the training of future specialists, which are a systematic factor of successful personal and professional development in the conditions of introduction of modern interactive and computer technologies.

The ever-growing demand for digital IT industry specialists brings to the fore the task of developing effective educational programs that ensure a high qualification level of graduates. The result of such activities – the turn-out of highly qualified specialists will depend on how much more detailed all the components of the educational activities of the University are considered, designed and implemented. Therefore, when developing and updating educational programs, higher education institutions will have to clarify the composition of professional competencies that must meet both the needs for effective performance of generalized labor functions and labor functions fixed in professional standards, and many educational parameters fixed in the regulatory framework of Russian higher education. The purpose of this research is to develop innovative educational programs at the stage of digital transformation of higher education and the transition to practice-oriented project training of University graduates in IT areas. The research tasks include the following stages: 1. Development of a conceptual model of an intelligent integrated educational environment based on the interface of ontologies of professional and educational standards. 2. Systematization and organization of elements of the digital repository and on its basis, the development of algorithms for generating educational-methodical and organizational-administrative content of the intellectual integrated educational environment. 3. Testing methods for generating content in the intelligent integrated educational environment. This task can be achieved only by integrating all components of the educational process into a single information and educational space. The solution to this problem is seen in the development of methods and tools for generating educational-methodical and organizational-administrative content based on the digital repository of the electronic learning system through knowledge management technologies that ensure the adaptability of the educational process using the ontological approach. Such work is currently being carried out at Plekhanov Russian University of Economics, including ICT areas. The analysis of professional activity of graduates of bachelor’s degree and master’s degree programs in terms of requirements of the Federal State Education Standards of Higher Education in the field of “Applied Informatics” has shown that these requirements with varying degrees of completeness correspond to a number of professional standards in the field of IT industry. As a result of the analysis of the factors for improving the quality of the educational process, the ways to improve training of bachelors in the field of “Applied Informatics” in the context of combining ontologies of professional and educational standards are outlined. The article also provides approaches to the development of an approximate basic educational program in this direction and reveals the method of its engineering, based on the interaction and composition of elements of the integrated information and educational space and, on its basis, semantic modeling and automatic generation of educational and organizational and managerial content. Thus, the proposed method will contribute to improving the efficiency of the educational process and meet the world trends in the development of science in this field of knowledge, which will bring the training of highly qualified IT industry specialists to a qualitatively new level.

In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.

Today, changes are being made to the main regulatory documents in the field of education, which require a revision of the structure and content of federal state standards. In addition, the labor market requires synchronization of content with the requirements of specific industries. All this required a revision of the layout of the standard for secondary vocational education. Today, 100 educational standards are already in development.For the study, an analysis of the current federal state educational standards and their changes since their introduction in the system of secondary vocational education was carried out. And also considered the latest changes in the regulatory framework of secondary vocational education. Based on the method of analysis, the main changes in the structure and content of federal educational standards were identified. On the basis of the modeling method, the directions of changes in the approximate basic educational programs were determined.The changes identified in the course of the study will allow educational organizations to more successfully apply these standards in the development of basic educational programs.Changes in the vocational education system associated with the approbation of a new layout will allow the education system to respond to the dynamically changing demands of the labor market and provide training for workers who meet the modern requirements of the economy.

This is an empirical study of professional competencies. The article addresses two main tasks: the demands of the labor market presented to specialists in the field of trade and marketing; and the identification of the professional competencies formed by the standard for the preparation of FSES HE 3+ and whether it meets the modern requirements of employers. Two hypotheses are investigated: (i) can the competencies inherent in the educational standard develop the necessary skills required by this profession in the modern labor market; and (ii) do the professional competencies reflect the necessary personal qualities demanded by employers. The analysis shows that the educational standard of the FSES HE 3+ is rather poorly adapted to the modern requirements of the labor market. As a rule the professional competencies in it develop a specialist who is ready to engage in his own entrepreneurial activity, while the training of such personnel is carried out at the expense of the state budget. This implies the need to work in large organizations and to possess a wider set of skills, including the ability for expert and analytical work, systemic thinking, etc. The increasing innovation in high-tech industries as Russia moves towards a digital economy will increase the demand for labor marketers who have design, engineering, visualization and skills for working with BigData. It is these skills that should be integrated into the new FSES of HE3 ++ to train a specialist o meet the requirements of the 21st century.
