Ravenstein, writing in 19th century papers, observed that migration varied with the life course. However, he did not investigate this variation in detail, as the necessary data were not then available. Age-specific migration has been a focus for researchers of migration in the 20th and 21st centuries. Building on this research, the current paper explores age-specific migration in Russia focussing on its spatial diversity. We compare age-specific migration patterns found in Russia and those observed in other developed countries. For this investigation, we mainly use Russian administrative data on residence registration for 2012-2016, together with information on populations by age in the latest census in 2010. The data are analysed using a classification of local administrative units classified by degree of remoteness from Russia’s principal cities (regional centres). The main results are as follows: In Russia, young people participate strongly in migration flows between peripheral territories and regional centres. The net migration surplus in regional centres is mostly produced by the migration of 15-19 year-olds starting further and higher education courses. Peak migration occurs in this age group. This type of migration represents upward mobility in the spatial hierarchy because institutions of higher education are located in the large cities. People aged 20-29 and 30-39 migrate in much smaller numbers, but they also replenish the population of regional centres. The inflow of middle-aged migrants and families with children was directed to the areas located closest to the regional centres, the suburbs. This type of migration is observed in regions with a well-developed middle class with high purchasing power, for example, in the city of Moscow and in the Moscow Region. Peripheral territories have similar profiles of age-specific migration, but of loss rather than gain. The farther they are from regional centres, the more significant the outflow of young people and the stronger the impact of migration on population ageing. The rural periphery and small cities attract only elderly migrants, but this inflow is far smaller than the outflow of young people. The directions and age selectivity of migration observed in other countries are thus also found in Russia, although there are important differences associated with the nature of housing in Russian cities and regions. * This article belongs to a special issue on “Internal Migration as a Driver of Regional Population Change in Europe: Updating Ravenstein”.

This chapter reviews and investigates the models and acceptability of E-Learning to the emerging students markets for Higher Education Institutions (HEIs) from the More Developed Countries (MDCs) and seeks to evaluate the differing models of delivery from a practical and a socio-economic perspective. The research also investigates the impact of the shifts in population growth and the subsequent impact upon the levels of demand from students in Less Developed Countries (LDCs) for higher education. In addition, the logistical and quality factors affecting E-Learning are evaluated, looking at the aspects of academic rigour, plagiarism, and the methods of managing the originality and authenticity of student work. Similarly, the research looks at the viability of situations where the education provider may never physically meet the students through the exclusive use of VLEs, and the possible credibility issues that this may present to institutional and awarding body reputations.

Analyzed is the impact of restrictions on higher educational system introduced by the Government of the Russian Federation in connection with spread of coronavirus infection COVID-19. Sociological study (online survey) was conducted among students, enrolled in budgetary and extra-budgetary forms of education, as well as among graduates of secondary schools (11th classes), located in small, medium and large cities of Yaroslavl region. In addition, video interviews were conducted, using Zoom service among number of applicants, parents of applicants, teachers, positional experts. It was established, that emergence and spread of COVID-19 and limitations, associated with it, made certain adjustments to strategies of applicants and students. Despite all changes that have arisen due to coronavirus infection, only a small part of applicants and students studying on extrabudgetary basis, decided to change their plans. It is concluded, that for significant part of applicants, obtaining higher education is an attempt to continue to remain in a familiar comfortable environment (continuation of “childhood”). Despite constant stresses at school, expectation from prospect of losing a measured, familiar, predictable life is even more stressful. Parents from families, belonging to medium-resource and high-resource groups, as a rule, support decision of their children to keep on studying. In this case, decision to enter university is made long before graduation. Parents from low-resource groups, as a rule, try to give profession, not a higher education. At the same time, it was revealed, that children from families, belonging to low-resource groups, for the most part, anyway note that if they had necessary resources, they would try to get higher education. In addition, the authors conclude, that decision on admission to university is greatly influenced by not at all economic capital of family, how much family’s value, as well as influence of the reference person.

The analysis of higher education (HE) inRussiafocuses on the complicated issues of the relationships between higher education institutions (HEIs) and provincial cities. The authors characterize different typologies of Russian HEIs and cities. It is suggested to distinguish between the HEIs related to the core of HE, semi-periphery, and to the periphery. The situation of peripheral HEIs that are located mainly in provincial cities seems to be the most complicated. Recently, about 300 HEIs and more than 800 branches of universities, a significant part of which belongs to the peripheral group, ceased to exist autonomously. Today the fate of some other provincial HEIs is yet to be defined. Meanwhile, the future of the young people is also tied to the HEIs’s destiny as well as the future of the cities’ population, where they are located. The analysis of the materials based on the authors’ empirical research conducted in the Ural Federal District (UFD) revealed that the elimination of autonomous universities, their transformation into branches and weakening in such a way of the HE in the medium, big and even large cities of the Russian province lead to stagnation and depression of these cities. One of the main factors of this situation is the mass educational migration of young people. The study discusses certain ideas for positive solution of these problems regarding the relationship of provincial Russian universities and cities, which could lead to their preservation and development.

Changes taking place in the contemporary world have stimulated a faster development of knowledge and have led to the need for businesses to adjust to them, including in their expectations towards their employees. Employees and young people have entered a higher level on a larger scale, which has consequently resulted in an influx of a large number of people with higher education into the labour market. The aim of this study is to present the regional conditioning of professional careers and the perspectives for their development based on the case of young people with higher education in the Świętokrzyskie voivodeship. The term professional career has been presented, as well as its stages, the situation of young people, including those with higher education, and factors limiting its development in the region. A professional career is a crucial element in the lives of contemporary humans. It determines their status and, thanks to it, they can develop and fulfil their ambitions. However, the development of a career is hindered in smaller and less developed communities, where there is a shortage of workplaces for people with higher education. It forces young people to migrate to large cities of a metropolitan character, where there are better possibilities of development and higher earnings. This results in a deficit of valuable human capital and in the deepening of the hard demographic and economic situation in the problem region. The article is of a cognitive character, with its research methods being literature studies and statistical data analysis. In order to achieve full comparability, the following study is based on the data available until the end of 2017 because there is some shortage of data for the Świętokrzyskie voivodeship in the following years.

Worldwide, higher education is considered as a driver of economic, social and the political changes driving global knowledge (Ngoma, Ntale & Abaho 2017). Besides the increase access to education, the quality of graduate reflected by their academic performance is worrying (Ridzuan, Yunus, Abdullah, Bakar, Azlan & Ramlan 2018). Paloș, Maricuţoiu and Coste (2019), noticed that a large number of enrolled student graduates with poor grades or fail to graduate. In an attempt to retain and capture market share with the increase in study options, higher education all over the world are constantly struggling to provide a distinctive learning experience necessary to improve their students' performance (McGillicuddy & McGloin 2018). Considering the increasingly competitive and dynamic education environment, higher education can no longer ignore the needs and factors required to enhance student performance. Poor student performance in higher education institution has been a major source of concern for decision makers in the educational sector. Lai (2015), posits that the poor student performance can be attributed to the student-related factors such as attendance classes, score in high school, competence in quantitative subject and preparation to exam or tests. Moreover, Glew, Ramjan, Salas, Raper Creed and Salamonson (2019) state that poor attitude to the subject, lack of innovative teaching techniques, inadequate materials and inadequate funding to support the students negatively impact the performance of student. In addition, most prior research on performance has been done at high school or colleges, rather than at university level (Organisation for Economic Co-operation and Development (OECD) 2017). While, studies on student performance in developed countries are well documented, little attention has been dedicated in less developed countries such as South Africa (Ngoma et al., 2017). Given the difference between culture in developed and less developed counties, this study focused on investigating the antecedents of student performance in South Africa. Abstract The current pandemic crisis is unique in its kind, becoming a global cataclysm with a multilateral impact and an extended spread over time. Affecting all aspects of human activity, this crisis has inevitably affected the higher education system, and its consequences are manifesting both locally and internationally. The purpose of this paper was to establish the influence of crisis on the economic situation of higher education institutions. After studying of different institutions reports, analytical presentations of authors from different countries, as well as the author's communication with colleagues from different educational institutions during online academic meetings, it became possible to compile a complex picture of economic consequences of the COVID-19 crisis on higher education system. The research results showed an extremely uneven spread of the economic effects of the pandemic crisis. Thus, the least COVID-19 crisis has affected universities in industrially developed countries and the disastrous impact will manifested in developing countries. In addition, a dependence of evolution of economic situation of educational institutions of a complex of important factors was detected. It is about of change in living standard of the population, the capacity of the local authorities to manage the consequences of the pandemic, the changes in higher education policies, presiding students to do higher education, managerial ability to manage the economic and financial status of higher education institutions and others. Likewise, certain ways of solving economic problems have been outlined.

Single-industry regions, common to all industrially developed countries, need to overcome the economic crises. We assume that it is possible to achieve this goal based on new forms of cooperation between the main participants: business, state, education, and science. Based on the triple helix model, the study develops a mechanism for cooperation between higher education and business in depressed single-industry regions. The model was tested on the example of the Republic of Kazakhstan. We use the methodological principles of logical, statistical analysis and synthesis. To increase the impact of universities on the national economic growth, we propose a cooperation mechanism based on the Triple Helix model. This model is adapted to the specificity of single-industry and depressed regions, where regional universities play a dominant role as a source of innovation and innovative synergy for the cooperation of partners involved. Simultaneously, the creation of new forms of cooperation between higher education and business leads to the acceleration of social and economic development of regions. The mechanism of the proposed triple helix model aims to encourage all participants to generate innovations, provide high-quality educational services, conduct research and fill business orders. Local and state authorities in the field of economic management can use the results and conclusions of the survey for creating regional development programmes.

Nowadays, large cities are becoming troublesome to live in in many respects. Due to the high prices of real estate, they are not attractive to young people. The literature often presents analyses of the phenomenon of urban sprawl to suburbia, but the subject of the impact of a metropolitan city on the functioning and changes in spatial development of satellite towns is rarely discussed. This study attempts to describe and to determine factors conducive to this process by identifying, through participant observation, the potential phenomenon of the influence of Gdańsk as a city with metropolitan functions on Pruszcz Gdański, a town directly adjacent to it. The article uses two main groups of methods: (a) a comparative analysis of orthophotomaps from 2005–2020 which allowed for recreating the dynamics of housing development, supported by land mapping as part of field research; (b) a structured internet survey on a sample of 393 residents which allowed identifying the factors influencing the spatial development of Pruszcz Gdański and the perception of this phenomenon, as well as an in-depth interview with a group of 6 residents which allowed obtaining detailed information on the quality of life in Pruszcz Gdański and the factors that determine living in this town. The proximity of both cities and much lower real estate prices in Pruszcz Gdański, which still has most of the functions of an independent town, is beneficial to settling down of migrants from the core of the metropolis. This process particularly applies to young people of working age who cannot afford to buy a new flat in Gdańsk. Building new multi-family housing estates close to the border with Gdańsk has created a kind of new service band or, in a sense, a “town within a town”.

The purpose of the article is to study the economic and legal problems of financing the education of persons sentenced to imprisonment, realization of their constitutional right and to propose to eliminate existing gaps in the legislation. Methodology. The survey is based on an analysis of the principles of financing education, including prison education, on the procedure and problems of financing education for persons sentenced to imprisonment. The principles, good practice and problems of providing educational services in Singapore, Japan, Hong Kong, South Korea, Finland, the Netherlands, Canada, Poland, Germany, Ireland, Great Britain, the USA, Estonia, Kazakhstan, Ukraine, the Russian Federation are considered. Sourcing of education (state, non-state and mixed) are investigated. The analysis of macro indicators of social and economic development of the countries, in which certain system of financing of education operates, is carried out. Emphasis is placed on the fact that the country's development largely depends on the share of gross domestic product spent on research. Only if the cost of science exceeds 0.9% of gross domestic product, it can be said about the impact of science on the development of the state economy. It is concluded that most European countries use the so-called principle of "funding formula", according to which the state allocates financial resources to higher education institutions in amounts determined by special indicators, such as high quality of education, number of students, labor intensity and material consumption of the education process. Results. In the process of studying the state policy on financing the educational system, it has been concluded that tthe most developed countries with a sufficiently high level of gross domestic product per capita have the state system of financing higher education. The main positive feature of penitentiary educational systems is their focus on the prisoner as an individual to provide his or her needs, the opportunity to acquire professional skills and, in the future, to integrate into society and restore his or her social status easily. The authors also conclude that due to certain difficulties in obtaining education by prisoners, namely, most of these persons cannot get an education because they are in isolation from society, their attendance at school is impossible, the way out of this situation is distance learning. Practical implications. . Proposals have been made, according to which higher education for persons sentenced to imprisonment should be regarded as paid activity along with work, and the possibility of obtaining distance education should be enshrined in law. Value/originality. The article provides proposals for amendments to the legislation in the field of education for persons sentenced to imprisonment in some post-Soviet countries for the harmonization of regulations.

The peculiarities of the use of digital technologies in the field of higher education of the Russian Feleration are considered.
