The article reveals the relevance of the program for training pedagogical and scientific-pedagogical employees of secondary and higher education institutions in effective teaching methods. The article defines the scientific basis (approaches) to the development of content programs: competence, activity, system, personality-oriented, androgynous, pragmatic approaches, theories of learning content. Also substantiated on the basis of scientific approaches and a survey of major stakeholders in the Kharkiv region (teachers of secondary schools education, research and teaching staff of higher education institutions, heads of educational institutions) the content of such a program, guidelines for its implementation, to the forms and methods of teaching. The main methods of teaching the program there are active, interactive and independent methods. The main forms of the program are training in a microgroup, training. The article presents the content of the regional educational program through 3 modules: «The concept of effective teaching methods for students of general secondary education», «The essence of teaching methods and conditions of their application», «Features of effective teaching methods in different disciplines». Prospects for further research are experimental testing of the program and its correction for distance, blended, full-time learning.

This article provides an assessment of the staffing level in Ukraine’s education system by the following criteria: number of academic and teaching staff dynamics for higher education institutions of Ukraine (III–IV accreditation levels) and their concentration by regions; the dynamics of postgraduate and doctoral programs performance indicators and research degree students concentration by regions; the structure (the ratio) of full-time employees in the area of education against the overall employment structure by types of business activity; employee movement indicators in Ukraine’s education system. A comprehensive integrated assessment of quantitative and qualitative dimensions of human resources is critical in terms of reflecting the current state and trends in the education system development. Based on the evaluation results, it is revealed that the number of academic and teaching staff in education institutions tends to decrease over the years, as well as the number of employees having research degrees and academic ranks. The negative downward trend has also been observed in the number of postgraduate students in the analyzed period. It is reported that the highest concentration of personnel engaged in higher education is observed in the city of Kyiv, Kharkiv, Lviv, Dnipropetrovsk and Odessa regions. The Analysis of employee movement in the education sector showed that in 2018, the intensity of education staff inflow exceeded the intensity of its outflow, which is a positive trend that contributes to reducing the load per vacancy. To retain and enhance the staffing capacity, it is recommended to reduce the academic workload for University teaching staff as an incentive to facilitate their further realization as researches; create sectoral clusters with the involvement of education entities that will contribute to increasing funding for research and technological development; to motivate more active participation of higher education institutions in a range of international research programs, grant and scholarship schemes and competitions which will help to boost academic staff mobility and exchange of best practice among international partners.

The article explores specific aspects of involving the guarantor of the educational program in its formation. The urgency is due to intensive changes in the quality assurance system of higher education, which require performing related new functions by research and teaching staff. That is why the National Agency for Quality Assurance in Higher Education has proposed a separate functional – the guarantor of the educational program – who coordinates the design, updating and implementation of the educational program. Correct involvement of the guarantor at the stage of the educational program formation will help to avoid the shortcomings caused by violation of logic and the formal attitude to the maintenance of educational programs. A survey of educational program guarantors was developed and conducted, thanks to which it was established that the vast majority of them were deliberately involved at all major stages of the educational program formation. It is rather positive that even at the stage of initiation, which is primarily the preference of collective and / or administrative bodies of higher education institutions, guarantors are informed about the possibility of opening an educational program. Guarantors are actively involved in studying the experience of foreign and Ukrainian educational programs, primarily determining which of them deserve attention. However, it should be emphasized that both in the development of best practices and in the development of the curriculum as part of the educational program guarantors recognize the most important parameter of educational components that is logical, because it is based on the educational process implementation. It can be stated that the lack of sufficient practical experience, the process of accumulation and analysis of pros and cons in the educational process formation, which is still ongoing, currently do not allow to draw an unambiguous conclusion about the conclusive creation and certainty of the guarantor’s functionality. Therefore, it is important, on the one hand, to conduct further research and outreach on the guarantor’s functionality and participation in the educational program formation, and on the other – to promote the development and improvement of the local regulatory framework of higher education institutions on this issue.

The article is devoted to the characteristics of the peculiarities of the formation of soft skills of higher education in the educational process of higher education. To achieve this goal, general scientific methods were used: analysis, synthesis, comparison, concretization, generalization, content analysis. The following essential features of soft skills are singled out: coverage of competencies that contribute to the self-realization of future professionals and are individualized in terms of content, target, time and personal dimension; complexity, etc. Emphasis is placed on the need for active formation and intensive development of soft skills in students at the stage of study in higher education institutions. The importance of soft skills formation in the context of criteria for assessing the quality of the educational program and descriptors of the National Qualifications Framework is substantiated. It is emphasized that the formation of soft skills of students in the educational process depends on the policy of free economic education. Positive practice includes the pervasiveness of soft skills formation both within certain educational components (compulsory and optional) and extracurricular activities of higher education institutions. It is stated that the organization of the educational process in higher education institutions does not yet have universal technologies for the formation of soft skills. Teaching methods such as small group work, creative exercises, case method, role and business games, debate, discussion, interactive method, brainstorming, project method, facilitation, training, personal and professional portfolio creation, independent research, heuristic method – should be used in the educational process of modern universities for the formation and development of soft skills. Possibilities of non-formal education for self-development of soft skills are analyzed. Choice of profession is a social phenomenon that every person has to face in life. Numerous studies convince us that not only the well-being of a person depends on the chosen work, but also his attitude to himself and life in general, therefore, the right and timely professional choice is very important. Research about factors of career self-determination of students of higher education institutions in Ukraine shows that self-determination is an important factor in the socialization of young person, and the factors that determine students' career choices become an actual problem of nowadays. The present study involved full-time and part-time students of Institute of Philology and Mass Communications of Open International University of Human Development "Ukraine" in order to examine the factors of career self-determination of students of higher education institutions (N=189). Diagnostic factors of career self-determination of students studying in the third and fourth year were carried out using the author's questionnaire. Processing of obtained data was carried out using the Excel 2010 program; factorial and comparative analysis were applied. Results of the study showed that initial stage of career self-determination falls down on the third and fourth studying year at the university, when an image of future career and career orientations begin to form. At the same time, the content of career self-determination in this period is contradictory and uncertain, therefore, the implementation of pedagogical support of this process among students is effective.

Abstract Education, a core mission of universities, is frequently depicted as being resistant towards change regarding teaching methods and forms of provision. As Hooker put it, back in 1997, “the nineteenth-century model of teaching at higher level still holds sway and teaching as not changed much since. The last 15 years have seen progressive developments in many higher education institutions, but the basic model has not altered significantly, at least not in the majority of institutions.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article is devoted to the issues of optimization of training and direct implementation of such a significant way to increase the effectiveness of educational and training impact on individuals studying in higher education institutions as an educational and methodological collection. A consistent analysis of the various stages and elements of the collection is carried out in terms of possible improvement. Possible ways of interaction of structural divisions of the University aimed at improving the methodological component of the pedagogical impact of all subjects of educational activity on students are proposed.

Purpose The purpose of this paper is to determine the main total quality management (TQM) elements adopted and the respective results achieved by higher education institutions (HEIs) in Greece. Design/methodology/approach A research study was designed and carried out in private sector Greek HEIs. Fifteen HEIs were approached through interviews based on a structured questionnaire. The measured variables of the TQM elements and results identified in the literature were used as the questionnaire items. Descriptive statistics were applied to determine the TQM elements mostly adopted and the results achieved by the HEIs. Findings According to the findings, the TQM elements mostly adopted by the Greek HEIs concern the following: student focus, leadership and top management commitment, strategic quality planning, process management and teaching staff and employee involvement. On the other hand, the most significant results achieved by the sample HEIs concern quality performance improvement, teaching staff and employee satisfaction, operational performance improvement and the positive impact on society. Research limitations/implications The subjective data collection involved chief executive officers of a small sample of HEIs operating in a European Union country. Thus, no advanced statistical methods could be applied. Based on these limitations, future research studies are recommended. Practical implications By focusing on specific TQM elements, an HEI can develop a robust TQM model, approach business excellence, which can, in turn, help the HEI apply for appropriate quality awards, and finally derive significant benefits. In doing so, an HEI can lay the foundations for being competitive in the current global context that is characterised by an economic downturn. Originality/value This study contributes to the literature by empirically determining the TQM elements mostly adopted as well as the respective results achieved by Greek HEIs in a period of economic downturn. This is the first research study in the field of TQM in higher education that has been carried out in Greece in a period where many service organisations, whether private or public, are making significant efforts to withstand the current downturn and achieve a sustainable growth.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

The article is analyzing the organization of the off-hours time for employees in higher education institutions of Saratov in the 1920s. Based on original sources, the author reveals the main types of leisure of the teaching staff. In the period under review, a lot of the old, traditional still existed in the nonprofessional activities of lecturers, which, due to objective reasons of that time, underwent some changes. Since leisure remained an integral part of private life, it was impossible to completely abandon it, although in comparison with the pre-revolutionary period there was less and less space for it. The issues of the spiritual world, views on the surrounding reality, reflections on the life path of life and credo – all that faded into the background, the lecturers had to solve the acute issues of a half-starved existence, and sometimes to wage an actual struggle for survival. When comparing the leisure of scientists and the working class people, there is a difference in their quality content and in specific types of pastime. The main attention is focused on considering the factors that influenced changes in the forms of spending free time by scientists during the 1920s.
