This research article contributes to leadership in the public sector by investigating the effect of a new policy for public leaders, introduced by Icelandic authorities in the summer of 2019. In the policy, the skillsets that are considered fundamental for public leaders in Iceland were defined. In this article, this policy of public leadership is analyzed, as well as its criteria and context, in order to answer the question if it reflects public leadership in organizations. Also, new leadership training and development is lacking which is not in accordance to the new public policy on leadership. Qualitative data was used and in-depth interviews were conducted with ten new public leaders. The main conclusions indicate that the new public leaders thought that the new public policy was relevant to their work. However, the participants felt they needed more training and mentoring when they were hired. Thus, there is a difference between the policy and its execution. The Covid-19 epidemic has, of course, dramatically impacted their working environment. The practical value of this research is in shedding a light on real assignments that public leaders face.

The working environment of nurses contains numerous hazards that can be particularly harmful to pregnant women. In addition, pregnancy-induced changes can themselves cause discomfort. Therefore, it is necessary to analyze pregnant nurses’ experiences of clinical work. This qualitative study analyzed data collected through in-depth interviews. From January to June in 2020, 12 shift-work nurses who had experienced pregnancy within three years were interviewed. The main question was “Could you describe your clinical work experience during pregnancy?” Qualitative data from field notes and transcriptions of the interviews were analyzed using Colaizzi’s method. Six categories were extracted that described the nurses’ clinical work experience during pregnancy, as follows: “enduring alone,” “organizational characteristics of nursing,” “risky work environment,” “strengths that sustain work during pregnancy,” “growth as a nurse,” and “methods to protect pregnant nurses.” Pregnant nurses experienced various difficulties due to physical and mental changes during pregnancy, and the clinical working environment did not provide them with adequate support. The findings of this study will be helpful for developing and implementing practical maternity protection policies and work guidelines.

Nowadays, several mega-trends capture the attention of governments, academia and the public in general given their implications for the quality of life and the development of nations. This work deals with two of them: entrepreneurship and environmental protection, as a result of research aimed at analyzing the processes, actors and results of the “Entrepreneurship for Life” Program led by the Valle de Aburrá Metropolitan Area, executed during the period from 2012 to 2015, in order to contribute to the improvement of public policies on eco-entrepreneurship. The methodology of the Synergy System1, applied by the Colombian Government, was used to appraise public policies. The required information was collected through in-depth interviews with the creator of the program, the entrepreneurs who benefited from it, officials of the entities involved and experts. Then, it was complemented by the analysis of documents such as minutes, reports and other sources. Among other results, it was evident that, although the public policy on environmental entrepreneurship is still incipient, the evaluated Program met the objectives for which it was created.

Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).

Building on an extensive literature on interactive governance, Chapter 2 explains what it entails to be in the age of governance and scrutinizes the implications for the performance of public leadership. A key message is that public leadership increasingly takes on the form of metagovernance, i.e. the governance of governance. As meta-governors, public leaders govern self-regulating actors through different hands-off and hands-on regulation methods. Forty years of government reforms have gradually restructured the public sector to support the performance of metagovernance, and inspiration came from different strands of neo-institutionalism. Metagovernance research has mainly focused on managerial metagovernance, however, while paying scant attention to political metagovernance and the role of politicians as leaders of interactive governance processes. Recent strands of political leadership theory provide important insights for developing a notion of political metagovernance and get to grips with the role of politicians in the age of governance.

Abstract While scholarship on public leadership has recently gained momentum in public administration, it is unclear how researchers should account for the “public” in public leadership. We shed new light on this issue by introducing the approach of Implicit Leadership Theories (ILTs) to the field of public administration. This socio-cognitive approach suggests that people’s everyday, rather than scholarly, theories about the characteristics of leaders provide important explanations of how they respond to leadership situations. We investigate whether people hold Implicit Public Leadership Theories (IPLTs) and explore how these images of public leaders contrast with generic ILTs. We extract these taxonomies from data gathered in a survey experiment in Germany (N = 1,072). Results show that IPLTs have overlaps with generic ILTs but are unique in terms of rule abidance and innovation-orientation. In contrast, charismatic aspects of leadership only figure in generic ILTs. The structure of ILTs, both generic and public, is surprisingly stable across the subsamples of public and non-public employees. We discuss how the findings may assist public management scholars in the development of explicit theories of public leadership and derive a research agenda based on a socio-cognitive approach.

O artigo analisa o “Processo de criação do Projeto de Assentamento do Vale do Arinos de Juara (MT), no contexto das políticas públicas de Reforma Agrária” e aborda os procedimentos adotados na implementação das atividades para o assentamento, sob os auspícios das políticas públicas para Reforma Agrária e Assentamentos Rurais. Os trabalhos de pesquisa visavam elucidar o processo de criação, planejamento, estruturação e seleção dos Assentados. A teoria de base foi construída segundo o aporte teórico-analítico de autores que pesquisam a reforma agrária e se constituiu importante subsídio para compreensão, discussão e análise dos dados pesquisados. O estudo fundamentou-se nos pressupostos do método de pesquisa qualitativa, a qual se instrumentou por meio de levantamento documental e aplicação de entrevistas. O conjunto de dados qualitativos que formaliza o corpus de análise apontou que as ações inerentes à criação, planejamento, estruturação e seleção dos assentados nas parcelas do assentamento foram parcialmente concretizadas, visto que houve pouca efetividade nas políticas públicas de reforma agrária no assentamento, dada a escassez da infraestrutura básica. Todavia, as famílias reconhecem significativos benefícios à população assentada no Assentamento Vale do Arinos.Palavras–chave: Reforma Agrária. Políticas Públicas. The research works aimed at elucidating the process of creation, planning, structuring and selection of the Seated. The basic theory was constructed according to the theoretical-analytical contribution of authors who research the agrarian reform and constituted substantial subsidy for understanding, discussion and analysis of the data researched. The study was based on the assumptions of the method of qualitative research, which was instrumented using documentary survey and application of interviews. The set of qualitative data that formalised the analysis corpus pointed out that the actions inherent to the creation, planning, structuring and selection of the settlers in the settlement parcels were partially accomplished, since there was little effectiveness in the public policies of agrarian reform in the settlement, given the shortage of necessary infrastructure. However, families recognise significant benefits to the population settled in the Vale do Arinos settlement.Keywords: Agrarian Reform. Public policy. Settled.

The trustworthiness of journalistic sources has always been a crucial element of journalistic working patterns and gained recently prominence in the public discourse about spectacular verification fails. To ensure the correctness of news, journalists have to trust their sources to deliver reliable information. This article explores trust building processes in the relationship between journalists and distant sources they access online. Sociological and psychological trust literature and research on credibility are used to develop an analytical model of reflexive trust in journalistic sources. Based on qualitative data from 12 in-depth interviews with German journalists, the model is applied to relationships between home-based journalists and sources based in crisis regions.

This research article examines the impact of ethnic identity-based politics on education in Pakistan through in-depth interviews with young professionals from Balochistan and Punjab. The findings suggest that the Punjabi-dominated power structure results in an unequal allocation of financial resources, whereby Balochistan lacks the financial resources to invest in education development. In addition, political instability caused by unprecedented ethnic strife contributes towards poor-quality education, which, as a result, adversely impacts a Balochi’s future course of life. On the other hand, Punjabis are at an advantage in the public arena because of their robust educational foundation.

Abstract: Studying the control of power abuse in the public policy cycle is newly an appropriate approach used in the policy science. It is a dynamic examine of the control of political power abuse, so this approach helps to reveal the political-social relation in the control of power abuse. The research article started with an analysis of the role of actors related in the political system working in the public policy cycle. Apparently, it clarified the mechanism of controlling power abuse over core subjects in public policy cycle such as controlling power over the Communist Party of Viet Nam with the participation of the Fatherland Front and its member organizations in public policy planning and public policy evaluation as well as the control of the state power with its key role in the formulation and implementation of public policy in Vietnam.Keywords: Political power, control of power abuse, publiy. Public goods no longer were defined theoretically, public goods should be enjoyed by the public for free. This research article would like to give an overview of the management of public goods not only provided by the Government but the private sector also can perform its functions to produce public goods. The phenomenon occurs, the public good has been privatized, the game monopoly and cartels a threat and could increase poverty. The specific purpose of this research focuses on the management of public goods reviewed from the aspect of public policy which comes from a variety of scientific literature. The method in this research article systematic reviews technique, trying to identify all the written evidence exists regarding research themes. The results of this study revealed that the management of public goods cannot be fully enjoyed by the public for free, the practice of cheating took advantage of being a homework assignment for the government to act gives strict sanctions, reducing the privatization of public goods by the private sector.
