Social security is one indicator of human development efforts to achieve Indonesia's 2045 vision plan. One of the challenges in social security is the limited coverage and involvement of the population. In 2019, data of the BP Jamsostek West Java Province showed that the involvement of workers in the informal sector in social security was still low (around 3%). One of the efforts to increase the participation of informal workers is through Perisai agents. However, the number of active agents in West Java Province was still low and not comparable to the number of informal workers which reached 10 million people. Meanwhile in 2024, the government is targeting the participation of informal workers to be around 30% and universal coverage by 2029. For this reason, this article will form a scenario for estimating the need for Perisai agents to achieve universal coverage for informal worker participation. Based on the result, if the government want to achieve the target of 30% of informal workers' participation in 2024, the best scenario is to recruit 626 agents, while to achieve the universal coverage participation in 2029, the need for agents is 928 people. The highest agent needs are in the agriculture, wholesale trade, and accommodation sector. According to regency/city, the highest demand for agents is in the regencies of Bogor, Bandung, Garut, and Sukabumi. Furthermore, the mapping results by sector and regency/city can be used by relevant stakeholders to help formulate a Perisai agent recruitment policy to achieve universal coverage of BP Jamsostek membership in the coming year.

This article aims to ascertain the role of a local leader in the transformation of waste management in Depok City, West Java, between 2014 and 2017. In 2005, Depok was identified as one of the dirtiest cities in Indonesia; by 2017, it had successfully transformed itself and received the Adipura Award for Indonesia's cleanest city. Based on qualitative fieldwork, we argue that Depok's waste management was transformed through a series of policies made by the mayor in conjunction with the Government of Depok City between 2006 and 2016. The example of Depok shows that formal leadership plays an important role in encouraging the emergence of innovative policies to address public problems. In this case, the vision of the leader was translated into policy and implemented by bureaucratic institutions, thereby driving important changes in the region. Further contributing factors included credibility, protection from opposition, and access to resources. We also emphasize the importance of leadership in giving direct examples to local communities on how we understand waste; how we reduce, reuse, recycle, and participate. The leader's ability to consolidate his ideas within the broader community, as well as his commitment to sustainable change, become the main driver of his policy performance.

On the international scale of measurement, Vietnam stands out as a country that has successfully accomplished the objectives of minimizing the spread of COVID-19. These objectives have been achieved through several factors, including the Government’s commitment, excellent success of the health service, and the “wholeheartedness” of the armed forces, especially the social consensus, which is clearly reflected in the decisions and policies made. Among those crucial decisions, the stable social security system has been the key priority of the government of Vietnam because it provides a strong foundation for the disadvantaged, who are not expected to overcome the pandemic based on their low-level “resistance.” The article aims at illustrating Vietnam’s social security interventions and strategies when faced the global COVID-19 pandemic and it also draws some experience that need to be referenced in implementing Social Security Society witnessed from Vietnamese reality.

Japanese government has sought to create and implement an IT procurement system that fosters competitive bidding. This study examines 31 IT procurement case studies surrounding the 2016 launch of Japan’s social security and tax number system with which the author was directly involved. It identifies a disjunction between IT procurement as a legal and a social system, wherein the government and vendors acknowledge that some vendors will inevitably be awarded contracts. The Japanese government should thus reconsider its IT procurement system and abandon competitiveness as a goal.

Kata kunci: pemuliaan, sapi potong, idul adha Abstract This work was aimed to study the sustainable cattle breeding strategy as a basis consumer preference on beef cattl for Eid Al-Adha sacrifice during 2015 to 2017 in Jatinangor, West Java, Indonesia. Method used was case study by employing the cow’s order and its phenotype performance as research variables. The responders were consumers of twelve villages in Jatinangor. Results indicated that crossbreeding beef cattle between Simmental-PO and Limousin-PO were more preferred by the consumers due to their attractive phenotypic performance, e.g. balanced-body size and brown color, which proved that crossbreeding beef cattle might be the most chosen for Eid Al-Adha sacrifice animals. It could be suggested that a thorough control and rule should be performed by the government during crossbreeding between local and imported beef cattle (Simmental/Limousine/PO) in particular therefore this process will not produce a new order of the animals, and consequently will not contaminate the genetics of local animals. Keywords: breeding, beef cattle, eid al ad-ha

In India, the brick kiln industry is a huge industry employing millions of workers belonging to both rural and urban areas. Most workers in the brick kiln industry reside near the worksites in unhygienic and shabby homes, mainly made up of raw bricks. The present research was carried out on migrant workers who work in the brick kiln industry in District Budgam of Kashmir valley. It is a qualitative study carried out with the help of a focused group discussion with the workers. The study has revealed that all the workers are from Bihar and work in the brick kiln industry for six to seven months per year. All the respondents of the study with whom group discussion was done were illiterate. There are various problems associated with workers like health problems, lack of proper living space, the problem of child labour and lack of any social security support from the government. Workers in the brick kiln industry work under a very high-pressure workload especially during the peak season of construction. There is an urgent need on part of the government to frame some policies for the welfare and protection of migrant brick kiln workers. Further, employers should also provide safe living space and social security to workers.
