At present, corruption in the fishing sector has become a severe threat to the effectiveness of marine resource management. However, corruption activities that occur in fishing communities are still rarely revealed to the public due to the complexity and lack of researchers who are interested in learning them. The research aims to understand the behavior of the fish-bomb fishermen in Barang Lompo Island, South Sulawesi, in order to arrange suitable policy and program choice for reducing of using fish bombs in fishing activity. This research is conducted by a qualitative approach and ethnography method (participation observation) as well in a time series since 1999. The result showed that the corruption behaviors among the Barang Lompo fishermen are caused by several factors, i.e., aggressive culture, poverty, cultural burden and cultural pride, and consumerism. Corruption, in this case, makes a fishing business more efficient, with short working time indicators, and catches a lot.

The development of sustainable model of aquaculture by applying Sato Umi concept within coastal area of Indonesia has expanded from the center of first experiment in the northern coastal area of west Java to central Java (western Indonesia) and Bantaeng in the South Sulawesi of central Indonesia. The similar program has also been proposed for Maluku Province in the eastern part of Indonesia. In the next 5 years, Indonesia is developing the Techno Parks Program in some areas, in which aquaculture and fisheries activities development on the base of Sato Umi concept in the coastal area are involves in this program. The development of Techno Parks are directed as a center application of technology to stimulate the economy in the regency, and a place of training, apprenticeship, technology dissemination center, and center business advocacy for the public. Hopely, Sato Umi concept that has a similar spirit with Techno Park can be applied to support the implementation of Techno Park program in Indonesia

This study uses a qualitative approach to examine what political and technical leaders of municipalities understand transparency and public information to mean, and what role they believe the different subjects involved (government, opposition, and the public) should have. The websites of 605 Spanish councils with more than 100,000 inhabitants were analysed and three focus groups were held with political and technical leaders from a selection of sample councils. The results show that the technical and political leaders of the councils do not have a clear awareness of their function of management accountability or of the need to apply journalistic criteria to the information they publish, defending with nuances the use of propaganda criteria to focus on the actions of the local government, its information, the lack of space dedicated to public debate and the opposition’s actions. In relation to accountability and citizen participation, they have a negative view of citizens, who they describe as being disengaged. However, they emphasize that internally it is essential to continue improving in terms of the culture of transparency and the public information they provide citizens.

Purpose: Engineering, procurement, and construction (EPC) contracts are on their way to becoming the most common type of contract used by the private sector for large-scale infrastructure projects. Every project requires a strong relationship between all of the experts participating in EPC projects and the client. This relationship must be solidly established by an architect; otherwise, the project may fail for all parties involved, including the client, contractor, lenders, government, and others. The purpose of this study is to identify if the working of the EPC contracts is favourable for the architectural profession, and to identify the way in which the working could be improved. Methodology: A qualitative approach was applied to analyze the critical points of EPC contracts based upon reviews of related case studies from the public sector and supplementary interviews with professionals in the field. Main Finding: The architect's role in an EPC contract is not crucial and is equal to other stakeholders involved in the project. Also, EPC contractors have the power to dictate the workflow of the project and hence, architects might have to compromise in terms of the design, compensation, etc. Implications: It is very important for every project to have an outcome based on each stakeholders/consultants inputs specially on larger projects, this article is a step towards understanding the role of architects under an EPC contract as the future projects will come under its purview.  Novelty: The study is done under the lens of a newly graduated architect and not as any other professional, thereby trying to develop an understanding for fresh architects.

ABSTRAK Tujuan penelitian ini adalah untuk mengetahui dan menggambarkan mengenai tahap membagikan, mengoptimalkan, mengelola serta mengikutsertakan pada  pengelolaan cyber  public  relations  dalam  membentuk  corporate  branding  di PT  Len Industri (Persero). Konsep  yang digunakan dalam penelitian ini yaitu konsep  model melingkar  untuk  sosial  media  menurut Regina  Luttrell . Metode penelitian yang digunakan yaitu menggunakan metode deksriptif dengan pendekatan kualitiatif. Pengumpulan  data  yang  digunakan  yaitu dengan wawancara, dan observasi.  Hasil  penelitian dilapangan, dapat disimpulkan bahwa praktisi  humas  PT Len Industri (Persero) dalam pengelolaan cyber public relations guna membentuk corporate branding memiliki  empat  tahapan  yakni : 1) tahap  membagikan  konten terdiri dari: a) berpartisipasi  menggunakan  media  sosial , b) saling terhubung dengan publik, c) membangun  kepercayaan publik . 2) tahap pengoptimalan pesan  yang dilakukan  yakni  dengan : a) melakukan  pengecekan hashtag, b) melakukan postingan lima kali sehari, dan c) melakukan  postingan yang memiliki unsur teknologi. 3) mengelola dibagi menjadi tiga, yaitu : a) media monitoring, b) interaksi dalam waktu yang sebenarnya, dan c) memberikan respon cepat. 4) mengikutsertakan publik dengan tiga unsure yaitu : a) menjalin hubungan dengan para influencer, b) mengetahui dimana dan siapa audiens, serta c)  meraih target audiens. Kata Kunci: Pengelolaan; Cyber Public Relations; Corporate Branding. ABSTRACT The  purpose  of  to  find  out and describe the sharingstage,optimize,manage  and engage in cyber public relations management in forming a corporate branding in PT Len Industri (Persero). The concept  used  in  this research is the concept of  The Circular model of Some to Regina Luttrell. The research method using  an  adaptive  method  with  a  qualitative  approach. Data collection used in this study is by interview,and observation. The results of the research in the field can be concluded that PT Len Industri (Persero) public  relations  practitioners  in  the management  of  cyber  public  relations  to  form  corporate  branding  has  four  stages : 1) The share stage consists of: a) participating  in  social  media  (participate), b) connect with public (connect), c) build  public  trust (build trust). 2) optimize phase messages that are carried out by: a) checking hashtag, b) posting  five time a day, c) do posts that have technological elements. 3) The  manage  divided  into: a) media  monitoring, b) interaction  in  real  time, c)  provide quick response. 4) engage  the  public  : a) establish  a  relationship  with  influencer, b) where and  who  is  the  audience, c)  reach  the target  audience. Perum Perhutani Divisi Regional Jawa Barat dan Banten merupakan perusahaan atau instansi yang melaksanakan Human Relations melalui kegiatan informal, kegiatan informal tersebut dilakukan oleh Unit Seksi Humas dan Protokoler pada Bidang Ekspert Madya Komunikasi dan Pelaporan. Peneliti tertarik melakukan penelitian ini dengan tujuan untuk menetahui bagaimana gambaran impelementasi Human Relations melalui kegiatan informal di Perum Perhutani. Paradigma yang digunakan dalam penelitian ini adalah konstruktivisme yang bertujuan untuk memaknai makna-makna yang diungkapkan informan. Pendekatan yang digunakan adalah pendekatan kualitatif yang bertujuan untuk memahami fenomena yang dialami oleh subjek penelitian secara utuh. Metode yang digunakan dalam penelitian ini adalah studi kasus, karena penulis ingin mengetahi aspek “how” dan “why”yang bertujuan untuk mengetahui karakteristik setiap manusia dengan cara berinteraksi secara langsung dan mendalam. Berdasarkan hasil penelitian menunjukkan bahwa implementasi Human Relations melalui kegiatan informal tersebut menggunakan konsep POAC yaitu perencanaan (Planning), pengorganisasian (Organizing), pelaksanaan (Actuating), dan pengawasan (Controling), sehingga dalam kegiatan informal di Perum Perhutani menerapkan atau mengimplementasi Human Relations melalui kegiatan informal tersebut dengan sebaik mungkin. Implementasi yang tercipta di Perum Perhutani dapat menciptakan kenyamanan, merasa dihargai dalam melaksanakan setiap pekerjaan, sehingga dapat dipahami pula bahwa implementasi Human Relations melalui kegiatan informal di Perum Perhutani telah dilaksanakan dengan baik sehingga dapat menciptakan serta meningkatan produktivitas dalam bekerja. Perum Perhutani Regional Division of West Java and Banten is a company or agency that carries out Human Relations through informal activities, informal activities are carred out by the Public Relations and protocol section unit in the field of experts in intermediate communication and reporting. Researchers are interested in doing this research with the aim to find out how the descripyion of Human Relations implementation through informal activities in Perhutani Public Division West Java and Banten Regional Division through the concept of POAC from planning, organizing, implementing to monitoring (controlling) the activity. The paradigm used in this study is contructivism which aims to interpret the meanings expressed by informants. The approach used is a qualitative approach that aims to understand the phenomenon experienced by the research subject in its entirety. The method used in this study is a case study, because the author wants to know the “how” and “why” aspects that aim to find out the caracteristics of each human being by interacting directly and deeply. Based on the results of the study showed that the implementation of Human Relations throught informal activities using the consept of POAC namely planning, organizing, actuating, and controlling, so that in informal activities in the Perhutani public corporate to implement Human Relations throught informal activites as well as possibl. The implementation created in Perum Perhutani can create comfort, feel valued in carrying out every job, so that it can be understood also that the implementation of Human Relations throught informal activites in Perum Perhutani has been carried out properly so as to create and improve productivity in work.

This study aims to describe Reyog Ponorogo from the historical aspect, the negative stigma that has accompanied its development, and local wisdom that spreads to all its components. This problem is studied using a qualitative approach. Data collection techniques using in-depth interviews with data collection tools is the researcher himself as a key instrument. The data analysis technique used in this research is descriptive analytical with the process of data reduction, data presentation, and conclusion drawing. The findings of this study are as follows; (1) Reyog Obyog is an important and inseparable part of Reyog Ponorogo. In fact, it is very possible that Reyog Obyog is the origin of the Reyog Ponorogo which has developed and is known to the public today; (2) Reyog Obyog performance model which tends to be free, not bound by standards, is performed in the audience and is predominantly filled with entertainment, in its development various negative stigmas have emerged in the community, namely eroticism, drunkenness, and mystical performance rituals; (3) The Reyog Obyog has a great value in the form of a noble life guidance which is strategic enough to be used as a medium for building civilization.

Kanekes Village, where Baduy people live, is the biggest contributor to maternal deaths in the District of Lebak. Baduy awareness to check pregnancy at midwives has begun to increase, but for childbirth and childbirth examination has not been carried out. That is because there is a culture in the Baduy community regarding childbirth itself, as well as their adherence to the rules that have been issued by traditional leaders. The research uses a qualitative approach with the Participatory Action Research (PAR) approach. This study aims to examine the constraints and analyze the process of the formation of relationships between health workers, cadres, and heads of RT with the Baduy community in effective communication to improve modern health services during pregnancy, give birth, and postpartum in the Baduy community. The results showed that modern health services can be applied to the behavior of pregnancy, childbirth, and the puerperal of the Baduy community if the agents of change (organic intellectual) can change the idea of the modern health service into an ideology, then popular belief is obtained, then hegemony is formed from the agents of change. The final stage is that the country must be able to accommodate this effort. The efforts of agents of change (organic intellectuals) from the idea of modern health services to the created hegemony are sought by effective communication. Implementation of effective communication is pursued by provding explanations that are easily understood by the public through simulations.

Artikulu honek jardun moldagarria kontzeptuaren berrikuspen teorikoa ematen du, bai eta beste konstruktuekin eta antolaketa-elementuekin duen harremanarena ere, Ployhart eta Bliese-ren (2006) eta Park eta Park-en (2019) ereduetan oinarrituta, bai eta konstruktu hori ebaluatzen duten tresnena ere. Eremu publikoan giza baliabideak kudeatzean jardun moldagarriak dituen inplikazioak aztertzen dira, bereziki hautaketaren, prestakuntzaren, karrera-kudeaketaren eta lanpostuen diseinuaren arloan. Resumen: El desempeño adaptativo es un constructo clave para las organizaciones porque la capacidad de adaptación a las demandas del entorno es vital, especialmente en tiempos de crisis o cambios tecnológicos, económicos o laborales. Este artículo aporta una revisión teórica del concepto de desempeño adaptativo, de su relación con otros constructos y elementos organizacionales en base a los modelos de Ployhart y Bliese (2006) y Park y Park (2019), así como de los instrumentos que evalúan dicho constructo. Se analizan las implicaciones que tiene el desempeño adaptativo para la gestión de recursos humanos en el ámbito público, especialmente en materia de selección, formación, gestión de carrera y diseño de puestos de trabajo. Abstract: Adaptive performance is a key construct for organizations because the ability to adapt to the demands of the environment is vital, especially in times of crisis or technological, economic or labor changes. This paper provides a theoretical review of the concept of adaptive performance, its relationship with other constructs and organizational elements based on the models of Ployhart and Bliese (2006) and Park and Park (2019), as well as the instruments that evaluate the construct. The implications of adaptive performance for human resource management in the public sector are analyzed, especially in terms of selection, training, career management and job design.
