The new borders of Hungary in 1920 cut cities and agglomerations inducing their fallback, but the new situation favoured the creation of new functional centers. The closed boundaries after World War II resulted the development of spatial structures inside the national borders. At the same time, in Western Europe border urban areas organic development started, and they shaped cross-border agglomerations. The soundest example is the French-Belgian Lille cross-border metropolis. After the political changes, the cross-border cooperation based on real common socio-economic interest has become possible in Hungary. This processus is encouraged by the EU through its regional (Interreg, Espon) and urban (Urban, Urbact) programs. The analysis of cross-border agglomerations may be one of the axes of the Hungarian regional researches in the near future.

The large-scale post-World War II labor migrations from the Mediterranean countries and North Africa to northern and western Europe have resulted in the presence of millions of foreigners and their families in the host countries. This article discusses the ambiguous situation of many of these migrants, who are not fully settled in the countries in which they live, but are nevertheless likely to remain there in the near future or indeed for good. The article also inquires into the ways in which the political, cultural, and economic relations between the migrants' countries of origin and their countries of residence have been affected by these migrations, and into the bilateral and multilateral arrangements that regulate these processes of migration and settling.

Recent theoretical conceptions of imperialism may be useful correctives against idealising and harmonising views of international interdependency and co-operation. Analytically, however, they are not necessarily helpful. In terms of the EU, they do not really comprehend its particular international role. Despite improved financial and military capacities, the EU represents not yet an imperial power. Instead, it still pursues a rather hegemonic foreign policy approach due to internal economic restrictions, fragmented political sovereignty and the historical experiences of beneficial economic and political co-operation after World War II. Eventually, however, it remains an open question, whether the multilateralist, law-based and co-operative posture of the EU will prevail even under conditions of economic crisis and further military conflicts in the adjacent neighbourhood.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.

The article provides a general overview of the course of forming Ukraine’s legal and policy basis for cross-border cooperation in connection with economic development. Specific attention is given to its cross-border cooperation with the neighbouring Eastern European countries in the frameworks of bilateral treaties, the Madrid Outline Convention and the EUUkraine Association Agreement. Their cooperation within four Euroregions, supported by the EU European Neighbourhood Instrument, is observed. The complex of cross-border cooperation advantages, shortcomings of their realisation and the current prospects for cross-border cooperation advancement in the light of sustainable development are characterised.

In order to support the development of Polish and Slovak border regions, after the accession of both countries to the EU, the “Interreg Poland – Slovakia” Program was implemented. One of the priorities of the Program is the protection and use of the common Polish-Slovak cultural and natural heritage for the development of cross-border cooperation. As part of Interreg since 2004, EU-Structural Funds have co-financed joint Polish-Slovak projects implemented in selected counties/poviat located in the following voivodeships/provinces: Śląskie, Małopolskie, Podkarpackie (on the Polish side) and Žilinskom kraji, Prešovskom kraji and Košickým kraji (on the Slovak side). The next editions of Interreg are becoming increasingly popular in Poland and Slovakia including its recognition by experts as well as the implementation of a cross-border effect.

Since the beginning, the European Union has believed and promoted the idea that an increase in cross-border cooperation contributes to enhanced European integration. This means that cross-border cooperation supports sustainable development along the EU’s internal and external borders, helps reduce differences in living standards and addresses common challenges across these borders. The aim of this paper is to examine the cross-border initiatives between Romania and Hungary with a special focus on the INTERREG projects, which have provided new sources of funding for cross-border activities and regional development in the RomanianHungarian border area. In this context, the cooperation has intensified in the last two decades, especially since Romania joined the EU in 2007. The research proves that cross-border projects and initiatives represent an important source of funding for this type of intervention, when no similar funding sources are available.

Like people born shortly after World War II, the international human rights movement recently had its sixty-fifth birthday. This could mean that retirement is at hand and that death will come in a few decades. After all, the formulations of human rights that activists, lawyers, and politicians use today mostly derive from the UN Universal Declaration of Human Rights, and the world in 1948 was very different from our world today: the cold war was about to break out, communism was a strong and optimistic political force in an expansionist phase, and Western Europe was still recovering from the war. The struggle against entrenched racism and sexism had only just begun, decolonization was in its early stages, and Asia was still poor (Japan was under military reconstruction, and Mao's heavy-handed revolution in China was still in the future). Labor unions were strong in the industrialized world, and the movement of women into work outside the home and farm was in its early stages. Farming was less technological and usually on a smaller scale, the environmental movement had not yet flowered, and human-caused climate change was present but unrecognized. Personal computers and social networking were decades away, and Earth's human population was well under three billion.

The right of the accused person to be present at the trial and defend himself in person forms an essential part of the right to a fair trial. In this regard, the minimum standard enshrined in Art. 6 ECHR has been further developed by the minimum rules on procedural rights established by the EU legislator. According to a recent judgment of the Union’s Court of Justice, the Framework Decision on the European Arrest Warrant still allows the executing state to surrender a person convicted in absentia even if the EU minimum standard is not met. This paper will argue that common minimum standards have repercussions on cross-border cooperation based on mutual recognition and may emerge as a ground for refusal.

Heinrich Himmler, August Heißmeyer, and the NPEA Inspectorate were eager to create a transnational empire of Napolas and ‘Reichsschulen’ in all of the territories occupied by Nazi Germany during World War II. These schools both mirrored and contributed to broader National Socialist occupation and Germanization policies throughout Eastern and Western Europe. They were intended to create a cadre of ‘Germanic’ or ‘Germanizable’ leaders, loyal above all to the SS. The chapter begins by exploring the genesis of the Reichsschulen in the occupied Netherlands—Valkenburg and Heythuysen—which were adopted as a ‘Germanic’ prestige project by the Reich Commissioner of the Netherlands, Arthur Seyß-Inquart. The chapter then turns eastwards to consider the role of the Napolas which were established in the conquered Czech and Polish lands, focusing on NPEA Sudetenland in Ploschkowitz (Ploskowice), NPEA Wartheland in Reisen (Rydzyna), and NPEA Loben (Lubliniec). All in all, the Napola selection process in the occupied Eastern territories can be seen as the peak of all the ‘racial sieving’ processes which the Nazi state forced ‘ethnic Germans’ (Volksdeutsche), Czechs, and Poles to undergo, inextricably bound up with the Third Reich’s wider race, resettlement, and extermination policies. The ultimate aim of all of these schools was to mingle Reich German and ‘ethnic German’ or ‘Germanic’ pupils, educating the two groups alongside each other, in order to create a unified cohort of leaders for the future Nazi empire, and to reclaim valuable ‘Germanic blood’ for the Reich.

By 1945, the spectre of Americanisation had been haunting Europe for half a century. With the United States still struggling to establish colonial rule over the Philippine Islands, European observers began framing the ‘American challenge’ as a cultural and most of all economic threat to national independence. Controversies about the impact of ‘America’ often served as a stand-in for a more fundamental reckoning with processes of modernisation. The initial period of sustained Americanisation was the 1920s, when American film, music, and automobiles were conquering Europe for the first time. A second heyday of Americanisation ‘from below’ started with the ‘American occupation of Britain’ and that of continental Europe during and after World War II. This article focuses on Western Europe and Americanisation, highlighting Americanisation from above and Americanisation from below. It looks at two concepts that often come up within debates about Americanisation: Westernisation and anti-Americanism.
