The current problems of the lack of clear interaction between the levels of government, which have significantly manifested themselves during the implementation of national projects, have predetermined the need for a new stage of local self-government reform aimed at building a model of a single executive vertical based on cooperative federalism. In the article, the author analyzes two main trends in the development of this model: managerial centralization and cooperation. It is established that centralization has affected many aspects and directions of the implementation of power, but at the same time the problem of cooperation and coordination of actions of individual branches, spheres and levels of management remains. The author considers managerial cooperation from the point of view of the system approach on the basis of the types of system elements and ways of their interaction, which in general forms various directions and forms of cooperative interaction. The article establishes the structure of cooperation by types of system elements according to the law of system development and the corresponding forms of cooperative interactions. The analysis of the current implementation of financial, administrative, political, control and analytical cooperation allows us to identify existing problems and the required measures for the development of cooperative federalism in the aspect of implementing a complementary combination of centralization and cooperation.

The article substantiates the thesis that any policy is always based on a certain set of ideas and views. This set of ideas is guided by people working in government bodies, and first of all, the heads of these bodies. It is shown that the authorities take steps to develop the parameters of economic development and ensure compliance with these parameters by all elements of the system on the basis of the existing ideology. It is noted that from the point of view of the system approach, the basic elements of the system of economic relations are households. Therefore, the parameters of the “economic relations” system development should characterize the improvement of the condition of each household. It is proved that the existing de facto ideology of enrichment and the corresponding economic policy does not and will not be able to ensure sustainable economic growth, since they are not aimed at ensuring the growth of the well-being of all households. The vector of changes in economic policy is indicated in the case of legislative and institutional consolidation of a new ideology – ​“improving the welfare of all households”. It is shown that such a change in ideology will necessarily entail a demand for scientific justification of the nomenclature and assortment of household needs and the necessary ways to ensure them. On the basis of a systematic approach, a forecast is given of what may happen in the country if these ideological changes are not made.

In the article, the author reflects the existing problems of the fight against corruption in the Russian Federation. He focuses on the opacity of the work of state bodies, leading to an increase in bribery and corruption. The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.

Introduction: the article deals with the methodological problem of the meaning of the goal of civil law research. The author analyzes the dissertation abstracts from the point of view of goal setting, which were completed in different periods of the development of Russian civil law science, identifies the qualitative characteristics of the stages, and proves the connection of the achieved results with the researcher’s knowledge of the methodological methods of goal setting. Purpose: to show the value of goal setting in scientific research in general and in civil research in particular; to consider the relationship of goal setting with the achievement of specific scientific results on the examples of dissertations defended in the specialty 12.00.03; to justify the need to set as goals the fundamental problems associated with the identification of patterns of development of relations that are part of the subject of civil law regulation and the creation of effective mechanisms that mediate them. Methods: system-structural, system-functional, generalization, abstraction, analogy, logical, statistical, classification, legal modeling, comparative legal, forecasting, formal legal, historical. Results: civil methodology should take into account the importance of the goal in the organization of scientific work. Only a competent possession of goal setting skills can ultimately ensure the creation of scientifically-based mechanisms for effective impact of civil law norms on regulated social relations. Conclusions: 1) any science, including the science of civil law, is not only designed to study and describe existing problems, including legislative, doctrinal, and law enforcement. Research, in order to meet the criterion of scientific character, must attempt to identify the laws of development, both regulated relations and mechanisms that mediate them; 2) the significance of the goal in the development of science has been proven by outstanding philosophers. In addition, the very definition of science indicates that goal setting is one of its essential characteristics; 3) the analysis of the author’s abstracts of leading Russian tsivilists showed how the skilful setting of research goals helped to achieve them consistently, as well as to create a high-quality categorical apparatus of civil law science; 4) the analysis of modern dissertations showed that not all young researchers see the value of goal-setting and this methodological disadvantage is important for the author to eliminate.

The article describes the specifics of the system of financing of small business and entrepreneurship in the recent history of Uzbekistan, the funds allocated for small business and entrepreneurship, the activities of commercial banks and the financial and banking system, some problems in the field. It also noted that since the early days of independence, a unique business environment has been created in the country to support the interests of entrepreneurs in the framework of development programs in this area, data on the role of financial mechanisms in the further development of small business and entrepreneurship in the country have been studied from a historical point of view. The article highlights the positive situation in the country's macro and microeconomic indicators, ie the active participation of banks in attracting local entrepreneurs and foreign investment, the existing problems in this area and the measures taken to address them. It analyzes the important factors and strategies of banks' participation in the development of business and entrepreneurship.

In the process of comprehending the prospects for the artificial intelligence development, the authors come to a conclusion that in the scientific learning of the world the problematic issues of the artificial intelligence are connected with problematic issues of recognizing the artificial intelligence systems and ordinary human thinking The article performs an analysis of the concepts of «intelligence» and «artificial intelligence», in the process of which the intelligence is viewed through a systematic approach in its broad sense. The purpose of the article is to present a number of conclusions about the levels of development of scientific studies of the problems under investigation, is there any reason to argue that attempts to implement the epistemological characteristics of thinking in modern artificial intelligence systems have not only been undertaken but also successful, and whether is it possible to talk about full transfer of the intellectual functions to the technical systems, endowing them with epistemological tools (in the context of the discussion about strong and weak versions of the artificial intelligence). The authors study the concept of «phenomenology of intelligence», the perception of intelligence in various historical eras by famous philosophers and scientists of other branches of knowledge; they identify the artificial intelligence as a special branch of science, analyze the existing problems in this field. In writing the article, they use the system approach, the theoretical analysis of and generalization of the scientific information, the historical, predicted, critical and dialectical methods of investigation.

The current state of the Russian and foreign regulatory framework for off-label prescription of medicines is presented in the article. The existing problems of this specific drug therapy and possible solutions are described. Unfortunately, there are some gaps in the Russian legislation regarding the off-label medication use. Based on the clinical reality, in some cases, the “off-label” drugs prescription can be justified by the clinical condition of the patient, the lack of alternative approved drugs, and the availability of published scientific data that create the prerequisites for the effectiveness of this approach. When off-label drug prescribing as a forced measure, the doctor must provide a rationale for this prescription in the medical documentation, the conclusion of the consultation (with the participation of relevant specialists and the clinical pharmacologist) or the medical commission (with the participation of the administration representative), and the written informed consent of the patient or his legal representative. This information should be actively communicated to doctors in order to increase their legal literacy and prevent possible negative and legal consequences.

From an information systems perspective, the assessment of commercial websites can be assessed objectively or subjectively. From a business point of view, they can be assessed quantitatively or qualitatively. This paper describes taxonomy of website assessment approaches and proposes a knowledge-based system approach to evaluate commercial websites effectively. Given a large number of constantly evolving commercial websites on the Internet, our approach shows an efficient way of automatic assessment of commercial websites.

Purpose of Study: The present study was designed to study possibilities, conditions, grounds and limitations regarding the use of technologies and units of artificial intelligence in public administration. Determinants of the need to use such technologies in public administration were also considered. In this study, directions of realizable engagement which is already implemented, as well as directions of the possible use of artificial intelligence units in the future for public administration were investigated to ensure the functioning of system of state executive bodies. Methodology: The present research carried out based on the application of research methods such as system analysis, synthesis, and classification. Using these research methods, the concepts of describing conditions, possibilities, modes and functional-target load of using technologies and units of artificial intelligence in public administration, as well as limitations of its application in public administration were developed. Results: It was found that the use of artificial intelligence by the state for performing its various own tasks is highly relevant as it might lead to finding many positive approbations. However, despite the fact that technologies and artificial intelligence units have been developed for a relatively long time, and some of them are already widely used, it is still impossible to talk about the integrated, fully tested and properly regulated implementation of this kind of technology and units for management, therefore, it is suggested to further investigate on this issue from a theoretical (prognostic) point of view, taking into account potential directions and possibilities regarding    the use of such technology and units. Implications/Applications: The use of technologies and units of artificial intelligence does not necessarily take into account as a panacea for solving the problems and may not lead to solving some systemic problems in public administration, but, on the contrary, may even aggravate some existing problems in public administration and contribute to the emergence of new problems and risks.

Introduction. The main catalyst for effective transformations in the industrial sector of the economy is innovation and investment policy, which aims to increase the potential, namely the capacity of the manufacturing sector of the Ukrainian economy. The innovation and investment potential closely reflect the objectively existing possibility of socio-economic development of the human system. The purpose of the article is to clarify the basic principles and approaches that reflect the innovation and investment potential and the essence of innovation and investment development. Results. The state ideology in the field of innovation and investment policy is considered. A generalization of the concept of “development” of the philosophical point of view is presented. The decisive role of development in understanding the essence of everything is proved. The vector of development in terms of its regressive or progressive manifestation is considered. It is determined that the stages of development are the stages of system change, which include: appearance, upward stage of development, maximal development or maturity, regressive changes or downward stage, disintegration and death. The tendency of differentiation in socio-economic systems is determined. The essence of “becoming” as a stage in the system development is considered. The essence of the system's maturity is revealed. External and internal sources of system development are considered. On the basis of the theoretical generalization, the key properties of the concept of “development” are given: it acts as a form of constant movement forward from simple to complex form; the degree of development is determined by the influence of external and internal factors; the way of development of the system is determined by its basic motives, the degree of recognition by the system of objectively existing reality; development is possible if it’s provided by the quantitative parameters of the end goal; the form of its implementation is cyclical or spiral; analysis of development must be carried out in two directions of research: in the material and spiritual worlds. The definition of “innovation” is given. The essence of scientific and technological progress as a basis of economic development is considered and the vision of leading scientists-economists on this phenomenon is presented. Quantitative estimates of the impact of innovative GDP growth are provided. The quantitative contribution of various factors of economic growth of a market economy is given.
