The article presents an analysis of the features of the development of the consumer market on the example of the municipal district of Cherepovets for the period from 2015 to 2019, the dynamics of retail trade turnover, the structure of turnover by forms of trade, also it reveals the socio-demographic portrait of the consumer of nonfood products, the weak and strong sides of the consumer market Cherepovets are presented. The authors use methods of polling, synthesis, comparison, analysis of statistical data of Vologda region and the Russian Federation. The results of an Internet survey, which was conducted in February-March 2021, are presented. The importance of the implementation of municipal programs aimed at developing the consumer market, providing consumers with professional services, improving the overall quality of life of citizens, influencing the formation of a comfortable urban environment is noted.

The article considers some methodological issues of researching the potential of the regional consumer market, analyzes the indicators characterizing the availability and use of labor potential, infrastructure elements, commodity stocks in Novosibirsk region. Index multiplicative models of the studied indicators allowed us to obtain a quantitative assessment of the influence of factors on the consumer market potential. The development of retail trade turnover is regarded as a social and economic effect of the consumer market functioning. The author came to the conclusion that there is a lack of effective use of the regional consumer market potential and there are problems in the retail regulation system.

In this article, based on the statistical data analysis, we consider the labour market in the contemporary Russia in face of global economic crises. In our opinion, two kinds of programs should be in Russia interest: coordination of unemployment benefits with vocational training, retraining or additional education; using the compelled holidays for additional education and retraining. The target programs directed on strengthening employees’ positions with a high educational level on the labour market are extremely necessary in the Russian conditions. In order to decide on specific problems special departments should be created in the Ministry of Work and Social Development of the Russian Federation.

In this article, in the context of home ecology, authors rise the problem of the interpretation of such concepts as «reequipment» and «redevelopment» of residential premises. Which are found in the texts of the Housing Code of the Russian Federation and the Decree of the State Building N170 of 27 September 2003. The authors propose that, along with the well-known components of the ecology of the dwelling, positive changes in the design of the space planning solutions should be considered as one of the criteria for improving the evaluation. In practice, participants in the projects while improving the environment in the homes, face the proliferation of these terms, which are misleading and require further specifications. The article contains the results of real housing redevelopment projects implemented in 2019-2020 in the Kalininsky district of Saint-Petersburg. In addition, the main preferences of the owners of the apartment buildings were taken into consideration. Until recently all of these activities were carried out by the owner, but at the time of the research all works were carried out by licensed specialists. It is suggested that such projects will continue to evolve, however, this process will depend on the introduction of new environmentally friendly building materials and technologies. Moreover, when household appliances will take a bigger share on the consumer market, there will be the improvement of the quality of the indoor environment and it will diversify the capabilities of the owners.

The paper presents statistical data that reflect pork production in the Russian Federation. It is noted that the main production growth in this meat type in agricultural organizations is conditioned by the high level of state support in the regions, modernization of existing pig complexes and construction of new ones. Moreover, according to our data, a drop in population’s income (more than by 5 %) is expected at the end of 2020 that would be a record since 2014. Therefore, as representatives of the largest companies notice, measures to support consumer demand for meat and meat products should be taken, and the assortment of the manufactured products should be optimized. These measures will allow enterprises to increase sales of meat and meat products and improve profitability. The study is aimed at obtaining topical information about pork consumers. The results of the study will be of current interest both for pork producers and for companies engaged in distribution, wholesale and retail trade.

Introduction. Improving the quality of the population is an important task for socio-economic development of the Russian Federation as a whole, as well as for its individual regions. Improvements in quality characteristics of the population can only be achieved by raising the quality and standard of living. The aim of this study is to identify the dependence of the quality of the population on the level of socio-economic development in a region and on the solution of socio-demographic problems (taking the Penza Region as an example). Materials and Methods. An analysis of statistical data from the Federal State Statistics Service for the Russian Federation and the Penza Region for 2005‒2018 was carried out. The methods of systems approach, comparative and demographic analysis, generalization, and statistical analysis were used to study the quality of population at the regional level. Results. Based on the analysis of primary statistical data, a high level of dependence of the quality of population of the Penza Region on demographic and socio-economic indicators of the region’s development has been identified and substantiated. The quality of the population of the Penza Region has been compared with other regions of Russia at the current stage and over time. The changes in the quality of population have revealed positive trends: an increase in the overall birth rate, reduction in the overall mortality rate, increasing natural growth rate of the population and life expectancy, growth of educational level of the population. At the same time, the natural growth rate of the population of the Penza Region has been much lower than the average level in Russia and below the indicators in the majority of constituent entities of the Volga Federal District, which is the most acute problem. Discussion and Conclusion. To date, the quality of the population of the Penza Region is a consequence of the increase in the level and quality of life in the region over the past 15 years, but in many respects it remains below the average Russian level. The results of this study can be used by the government of the Penza Region and other constituent entities of the Russian Federation when making decisions in the field of demographic and socio-economic policies.

The subject of the research is the factors influencing the attractiveness of Russian cities for the population, business and tourism. The objects of the research via economic and mathematical methods are the cities of the Russian Federation with population over 100 thousand people and the parameters of their social-economic development. The purpose of the research is economic and mathematical modeling of the attractiveness change level of Russian cities. In the course of the research a system of regressive equations has been formed, and a corresponding dispersion analysis has been conducted. As the factors influencing the attractiveness of cities for people the authors detected the following ones: the number of residents, housing, payroll rate, crime rate, and medical service density. To evaluate the attractiveness of cities for businesses the authors study the production volume, the volume of retail trade turnover, and the number of people living in the city. On the whole, the regression equations obtained meet the case and can be used henceforward with the aim of forecasting the change of indicators under study. Functional blocks of tools for monitoring and forecasting attractiveness levels of cities are proposed. The key ones are the blocks of forming the task, creating scenarios, forecasting, information analysis, regions rating forming, results visualization. It is concluded that being an integral system, models of cities’ attractiveness for people, business and tourism supplement each other and make it possible to fulfill a comprehensive approach to solving the problem. The results obtained can be used by the authorities in order to solve problems concerning integrated territorial development of the Russian Federation.

The article studies trends in the development of retail internet-trade in Russia based on official statistic data. The research showed that the share of internet-trade in the total retail trade turnover is very low, the target indicators of the Strategy of Trade Development in the Russian Federation up to 2025 were not attained. Only one third of the population use the Internet to buy goods and the average cost of sale per one customer in the network makes up 10 500 rubles a year. Different factors exerted various influence on the dynamics of yearly cost of internetsales per one customer: the growth in the total volume of market (trade turnover) of internet-trade had a positive impact, while a share of the population using the Internet for purchases had an adverse affect. The impact of the corona-virus pandemic, which caused a mass temporary shift to internet buying was not studied in the work. Findings of the analysis gave a chance to ground the conditions of the further development of internet-trade. Among promising conditions the article underlined a growing cover of different regions by the Internet, as this factor is an infrastructural one for building internet-trade. Another promising line in further development of internet-trade is selling goods by mobile applications, as mobile access to the Internet is prevailing for people of the country.

The author examines the problems connected with the position of the prosecutor in a criminal process from the standpoint of the effectiveness of the prosecutor’s work. Specifically, using statistical data on the situation with the legality and the quality of preliminary investigations and the results obtained by other Russian scholars who researched this issue, the author shows that the transfer of investigators from the jurisdiction of the prosecutor’s office to a newly created independent Investigation Committee of the Russian Federation, the transfer of the right to the procedural guidance of the investigation from the prosecutor to the head of the investigation body, revoking the prosecutor’s right to coordinate the decision of the investigator, inquirer, or an inquiry body to initiate a criminal case, and in general the right to do it — all of these, in fact, improved the effectiveness of the supervisory function and, consequently, improved the legality and quality of preliminary investigations. At the same time, the author presents his own view on the directions of improving the effectiveness of the role of the prosecutor in the pre-trial proceeding, which should ensure a general sustainable development of Russian criminal procedure legislation.

The author gives a classification of indicators characterizing the state of the labor market in Russia, makes an assumption about the most significant indicators, including the level of quality of life of the population, determines the dynamics of statistical data on the state of labor market indicators in Russia in general. The article considers the dynamics of workers according to various criteria, including gender charac-teristics, by level of education. The dynamics of the unemployed, including in the context of education, was analyzed.
