In the context of a dynamically developing competitive market, global changes in production and the distribution of production resources, the increasing influence of political and socio-economic factors, the issues of ensuring the economic security of both the region and the industries included in its economy acquire special relevance. Agriculture is, on the one hand, the most vulnerable sector of the economy and is influenced by many factors, but, on the other hand, the most significant for the sustainable development of the Altai Territory. The study concluded that it is highly competitive and dependent in food security in other regions of the Siberian Federal District and the dynamics of development of the agro-industrial complex of the region. However, there are threats to economic security, the presence of which impedes the effective functioning of the agro-industrial complex. Based on the study, the main risks and threats have been identified that are of the greatest importance for the economic security of agriculture in the Altai Territory: a low level of investment activity, deterioration of agricultural machinery, a shortage of qualified personnel, risks of natural factors.

The article pays attention to the assessment and development directions of the economic development path of the agro-industrial complex of the Southern Federal District. It was found that the most realistic prospects for the recovery of the domestic economy, with existing opportunities, are largely associated with the active development of import substitution, primarily due to the attraction of FDI. The main task of the Russian Federation is to increase income from the export of agricultural products. This is due to the fact that in the Southern Federal District they produce a large share of agricultural products, in addition, the Kuban and the Rostov Region have exits to the Black and Azov Seas (the main example is the Novorossiysk commercial sea port), all the main flows of cargo go through their ports today. Export shipments are growing annually. The author proposes that in order to strengthen economic security and ensure the sustainable development of the Southern Federal District in the face of economic sanctions, the economic system management bodies require a combination of centralized and decentralized approaches to economic formation, ensuring economic security and improving international competitiveness.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

A system of indicators of personnel security is proposed to assess its level and use in the development of personnel policy. The results obtained can be used in the implementation of a system for ensuring economic security for the sustainable development of organizations in the agricultural sector.

The dynamics of the development of the domestic industrial complex shows significant changes in the organization and management of enterprises in recent years. Undoubtedly, global changes in industrial technologies in developed countries have had a significant impact, taking into account digital transformation, intelligent automation and artificial intelligence. In the present conditions, the Russian industrial complex faces a difficult task-to find the necessary resources to improve its own industrial production and thus maintain the ability to compete with foreign manufacturers. The resolution of this issue is complicated by the weakening Russian economy crisis and the growing sanctions pressure from Western partners against the background of a reduced to a minimum investment inflow. The imposed sanctions packages against the Russian economy not only hinder foreign investors, but also act as obstacles to the supply of modern technologies and high-tech industrial equipment to our country, as well as reduce opportunities for organizing cooperation between foreign and domestic developers. In fact, the goals of such sanctions are considered to be the maximum isolation of Russia’s industrial and economic systems for the gradual weakening of our country’s economy.

The impact of scientific and technological progress is global and ubiquitous. It is used to digitize society and complicate economic processes. Although the impact of scientific and technological progress on the development of society is currently highly appreciated, it is not easy to assess its impact on individual sectors. At the same time, it carries new risks and threats the economy of any country constantly deals with. The economy of Russia, as well as the economies of other developed countries, is subject to global changes. Each of its areas is permeated with scientific and technological progress. The Russian banking sector is also under its influence. The modern Russian banking sector is undergoing rapid digitalization of banking procedures. Positive effects of this activity are noted. However, digitalization is a controversial and long process. On the one hand, transaction costs are decreasing, on the other hand, new threats that increase risks are emerging. In addition, scientific and technological progress affects not only interbank procedures and protocols, but also interbank relations. Besides, changes within the banking sector have a direct impact on the socio-economic situation of citizens. The article considers the external and internal threats affecting the banking sector security and reveals causal relationships of their origin. The authors also propose measures to improve the banking sector economic security.

Abstract The article is devoted to the generalization and systematization of theoretical, methodological and practical aspects of assessing the economic security of a regional intersectoral complex. The object of the study is the forest sector as a set of traditional industries and types of economic activity of a separate Russian region united by consistent technological, production, and financial links in the use and reproduction of forest resources. The theoretical and methodological basis of the study was the analysis of scientific works of Russian and foreign scientists devoted to the study of economic security and methodological support for its assessment, modeling of the forest sector, and forest management. The research used methods of multidimensional comparative analysis, as well as traditional methods of processing statistical information. The result of the study is the development of a methodology for rating the economic security of a regional industrial complex and its practical testing in relation to the forest sector of the economy of the subjects of the Ural Federal District. The proposed methodology is universal and, provided that the key provisions are preserved, can be used to assess the economic security of other socio-economic systems.

The article considers the concept of economic security in accordance with the provisions of the Strategy for the Economic Security of the Russian Federation for the Period up to 2030. The urgency of the intellectual migration problem for the regions and its influence on the economic potential of the state entity are emphasized. Today, the issues of reducing labor resources and high rates of the growing migration outflow of the population, which threatens the economic security of the region, acquire special significance for the modern research. Ensuring the regional economic security is possible under the condition of purposeful interaction of the forces and means capable of resisting threats, one of which is the migration outflow. There have been analyzed the statistical data of migration processes, of the labor market and the number of registered organizations and enterprises in the region in the case of the Astrakhan region, proved the impact of migration outflow on the innovation and economic security of the region. There are presented the diagrams of the structure of the leaving population aged 14 and older in the regional context of the Southern Federal District in 2019; migration growth of the population aged 14 years and older with higher professional education by the regions of the Southern Federal District in 2019. A graph of the growth rate of inventive activity over 2015-2020 has been illustrated. A diagram of the number of registered organizations, the growth rate of their number, as well as the average annual number of people employed in the economy of the Astrakhan region in 2018-2020 has been built. The correlation analysis of the probabilistic relationship between two variables - the indicators of the innovative sector of the economy and the number of enterprises and organizations in the region - has been carried out. The conclusions show the objectivity of the migration outflow impact as a threat to the economic security of the region, the need to ensure control over intellectual migration.

The need to study investment problems rises from the fact that investment is one of the main means of integrating the young sovereign national economy in the process of economic globalization. The investment policy of the recipient of capital, in addition to general theoretical and specific features of the economic reform in a particular country, should contain mechanisms that stimulate the attraction of foreign investment in order to improve the efficiency of the national economy. Economic transformations in Kyrgyzstan proceed in the conditions of investment deficit. An insignificant part of long-term credit investments, small amounts of budget injections, lack of an internal investment market – all these factors indicate a low investment activity of the country’s economy. The aim of this study is to systematically generalize the conditions for investing in new forms of governance in the context of a general globalization of agriculture. The paper clarifies the foundations of innovative development of the agro industrial complex, identifies the directions for the sustainable development of the agro industrial complex, introduces some ways of forming an innovative model for the development of the agricultural sector, and develops some ways of optimizing the investment development of crop and livestock production in the Kyrgyz Republic. The article outlines the main ways to improve the efficiency of their use and includes a qualitative assessment of the investment climate of the national economy.

Сформированный и развитый человеческий капитал является основой развития социально-экономических систем любого уровня. При этом эффективность деятельности субъектов экономических отношений напрямую зависит от кадровой составляющей их экономического потенциала, ведь ответственный, квалифицированный и мотивированный персонал является основой успешной реализации управленческих решений, реализации стратегий развития, соблюдения экономической безопасности субъекта. В свою очередь, если все без исключения проблемные вопросы мотивации персонала к достижению целей организации, как субъекта экономических отношений, решаются на микроуровне, то есть во внутренне-организационном среде, то проблемы формирования ответственности и квалификации наемных работников напрямую зависит от приобретенной ими образования. Указанное актуализирует роль и значение системы высшего образования, которая уже на протяжении более чем двадцати лет стала не привилегией наиболее одаренных, а настоящим источником квалифицированных кадров для всех сфер, секторов и отраслей национальной экономики, как системообразующей звенья процесса формирования человеческого капитала субъектов экономической, прежде всего, производственно-коммерческой деятельности. Последнее предопределяет приоритетность развития именно субъектов предоставления образовательных услуг в сфере высшего образования, как субъектов и объектов инвестиционной деятельности с учетом дуалистического характера источников и результатов инвестиций. Formed and developed human capital is the basis for the development of socio-economic systems at any level. At the same time, the effectiveness of the activities of subjects of economic relations directly depends on the personnel component of their economic potential, because responsible, qualified and motivated personnel is the basis for the successful implementation of management decisions, the implementation of development strategies, compliance with the economic security of the subject. In turn, if all the problematic issues of personnel motivation to achieve the goals of the organization, as a subject of economic relations, are solved at the micro level, that is, in the internal organizational environment, then the problems of forming the responsibility and qualifications of employees directly depend on the education they have acquired. This actualizes the role and importance of the higher education system, which for more than twenty years has become not a privilege of the most gifted, but a real source of qualified personnel for all spheres, sectors and branches of the national economy, as a system-forming link in the process of forming the human capital of economic entities, primarily industrial and commercial activities. The latter determines the priority of the development of the subjects of providing educational services in the field of higher education, as subjects and objects of investment activity, taking into account the dualistic nature of the sources and results of investment.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.
