The article pays attention to the assessment and development directions of the economic development path of the agro-industrial complex of the Southern Federal District. It was found that the most realistic prospects for the recovery of the domestic economy, with existing opportunities, are largely associated with the active development of import substitution, primarily due to the attraction of FDI. The main task of the Russian Federation is to increase income from the export of agricultural products. This is due to the fact that in the Southern Federal District they produce a large share of agricultural products, in addition, the Kuban and the Rostov Region have exits to the Black and Azov Seas (the main example is the Novorossiysk commercial sea port), all the main flows of cargo go through their ports today. Export shipments are growing annually. The author proposes that in order to strengthen economic security and ensure the sustainable development of the Southern Federal District in the face of economic sanctions, the economic system management bodies require a combination of centralized and decentralized approaches to economic formation, ensuring economic security and improving international competitiveness.

Главной задачей молочного скотоводства является дальнейшее увеличение темпов производства молока на основе увеличения молочной репродуктивности коров. Важнейшим резервом роста молочной продуктивности является применение доильного оборудования наиболее полно отвечающего физиологии животных, а также его правильный подбор и эксплуатация. Анализ конструкций существующих доильных аппаратов показал, что одним из главных недостатков является их крайне жесткое воздействие на рецепторы соска и, соответственно, торможения рефлекса молокоотдачи, что приводит к снижению разового удоя и интенсивности выдаивания коровы, тем самым снижению удоя. Одним из пунктов Госпрограммы РФ «Развитие сельского хозяйства и регулирование рынков сельскохозяйственной продукции, сырья и продовольствия на 2013-2020 годы» является техническая и технологическая модернизация АПК, без которой, при использующемся оборудовании, невозможно в полной мере обеспечить импортозамещение конкурентоспособной продукцией и повысить экономическую безопасность страны. Поэтому разработка доильного аппарата со ступенчатыми сосковыми трубками, способствующего повышению интенсивности выдаивания, является актуальной и имеет важное народнохозяйственное значение. The main task of dairy cattle breeding is to further increase the rate of milk production based on an increase in the milk yield of cows. The most important reserve for the growth of milk productivity is the use of milking equipment that best meets the physiology of animals, as well as its correct selection and operation. An analysis of the designs of existing milking machines showed that one of the main disadvantages is their extremely severe effect on the teat receptors and, accordingly, inhibition of the milk flow reflex, which leads to a decrease in one-time milk yield and intensity of milking of a cow, thereby reducing milk yield. One of the points of the State Program of the Russian Federation “Development of agriculture and regulation of markets of agricultural products, raw materials and food for 2013-2020” is the technical and technological modernization of the agro-industrial complex, without which, it is impossible to fully ensure import substitution with competitive products and increase the economic security of the country. Therefore, the development of a milking machine with stepped teat tubes, which contributes to an increase in the intensity of milking, is relevant and has an important national economic significance.

In the context of a dynamically developing competitive market, global changes in production and the distribution of production resources, the increasing influence of political and socio-economic factors, the issues of ensuring the economic security of both the region and the industries included in its economy acquire special relevance. Agriculture is, on the one hand, the most vulnerable sector of the economy and is influenced by many factors, but, on the other hand, the most significant for the sustainable development of the Altai Territory. The study concluded that it is highly competitive and dependent in food security in other regions of the Siberian Federal District and the dynamics of development of the agro-industrial complex of the region. However, there are threats to economic security, the presence of which impedes the effective functioning of the agro-industrial complex. Based on the study, the main risks and threats have been identified that are of the greatest importance for the economic security of agriculture in the Altai Territory: a low level of investment activity, deterioration of agricultural machinery, a shortage of qualified personnel, risks of natural factors.

Subject. I devise a system approach to identifying and evaluating threats in ensuring the economic security of regions. Objectives. The study focuses on threats to the socio-economic development of regions in difficult geopolitical situations and determines how they can be eliminated. IT is important to determine key threats to the socio-economic development and the way they can be eliminated regionally. Methods. The article employs the multilevel and integrated approaches, a set of methods, such as systems, comparative and structural analyses, road mapping. Results. The article sets forth a road map for eliminating threats to the socio-economic development of regions, metrics to monitor the current situation and identify threats. I analyzed the socio-economic development of regions in the Ural Federal District and pinpointed the main threats. I conducted the comparative analysis of indicators to monitor the socio-economic development of regions, illustrative the cases of the Russian Federation, Ural Federal District, Sverdlovsk Oblast for 2018 year-on-year. The Ural Federal District and Sverdlovsk Oblast were found to exceed Russia’s average indicators in terms of directions of eliminating threats. It is indicative of opportunities to effectively employ the high production capacity of the old industrial region. Conclusions and Relevance. To settle directions of the socio-economic development of regions, economic agents should consider the elimination of threats, such as the new industrialization, comprehensive integration of innovation throughout economic sectors, import substitution, integration of production and social sector. The findings can be used by constituent entities of the Russian Federation to comprehensively assess the socio-economic development of regions, discover the main threats, and choose what should be done to eliminate them.

Ensuring stable economic development of the country is the main task of state authorities. Investment security is an important component of economic security, plays an important role during the sustainable development of the country’s economy. Modern globalization processes play an important role during the development of the system for the formation and protection of investment security. In addition, the emergence of the COVID-19 pandemic has led to the identification of new negative factors, endogenous and exogenous changes, which have made significant adjustments to the development of a stable economy in the country. To combat this pandemic, a state of emergency was introduced, it concerned either an entire country or a separate region or a separate sphere. The countries of the world, for their part, introduced sanitary and epidemiological measures to avoid the spread of the disease. The rapid introduction of these measures, as well as the development and implementation of steps that dealt with mitigating the consequences of the pandemic, caused a slowdown in economic development not only in the countries of the world, but also in Ukraine. The main factor in determining the level of investment security can be a study of the state of the investment climate in the country. The pandemic significantly affected the stability of the economy, in particular, created a negative field for ensuring investment security. Investments, being a long-term «feeding» of the economy, is not only a key condition for modernizing the national economy, but also the main factor of its economic security. The «safe» properties of investments are determined by the ability to make capital investments and production savings at a level that guarantees sufficient rates of expanded reproduction, technological re-equipment and economic restructuring, directly increases the potential for protecting economic interests from threats of various approaches. GDP. Assessment of the current level of investment made it possible to determine the adequacy of the provision of the Ukrainian economy with investments, is an indicator of the country’s investment security.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".

The grain farming is the basic sector of the agro-industrial complex (AIC) of the Russian Federation, which has always been the basis for the sustainable development of the entire agricultural sector of the country. The feed grain is of particular importance for obtaining cheap livestock products and import substitution in this field. The share of the imported meat and dairy products will sharply decrease if the system of ensuring self-sufficiency for the country's regions with grain is properly built. At the same time, the resources spent on imports will fund the development of the entire AIC. Due to some natural and economic factors, not all regions in the Russian Federation are able to provide themselves with their own grain. It is favorable for such regions to import cheap grain from other regions and to supply their cheap livestock products to these regions. Most of the grain should be fed to livestock and poultry in order to eliminate the discrepancy between the export and import of food. The attempts are made in the Russian Federation to transfer agriculture to an industrial basis, but, unfortunately, this is done only in the farms that receive high subsidies and preferential loans, while most of the farms try to develop at their own expense, which they lack. This results in the technological backwardness of the industry and the general crisis state.

The agro-industrial complex of Ukraine with its basic component – agrarian sector is a system-forming element of the national economy. The Ukrainian agrarian sector has a production potential, which far exceeds the needs of the internal market. It is a link that can become the engine of development of the national economy and its effective integration into the world economic space. The purpose of this research is to determine the approaches to ensure sustainable development of the agrarian sector of Ukraine in the context of globalization and integration processes strengthening. The main task is to determine the problems of ensuring the sustainable development of the agrarian sector of Ukraine in the process of its integration into the world economic space. The category of “sustainability of agrarian sector development” has been considered and improved. It has been suggested to include in the classification of “sustainability of the agrarian sector” an element of the description of global integration processes. It has been proved that the sustainability of the agrarian sector development lies in the balanced combination of industrial, economic, social, environmental, intellectual and globalization processes.

The article is devoted to development of approaches and practical recommendations on issues of state regulation and state support of agro-industrial complex economic entities as a factor of stimulating economic growth of industry as a whole. Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation.
