In this article, securitization was investigated as one of the most important sources of financing for the construction of residential real estate in Ukraine. The main purpose of the article is to explore ways to refinance mortgage loans used in the world practice for the rehabilitation the building sphere in residential real estate and to identify ways of expanding and cheapening them. The authors have found that a depository financing model uses on the Ukrainian mortgage market has significantly reduced the possibilities for its development and makes the mortgage expensive. Also, the models of the European and American mortgage markets were compared, identified the advantages and disadvantages of each model. And the possibility of using these models in Ukraine was considered. The current state of the mortgage market in Ukraine was examined. In addition, the trend of mortgage market development in a pre-crisis and post-crisis period was demonstrated in this article. Finally, the following conclusion was drawn: in order to increase the availability of mortgage loans and to rehabilitation the construction sphere, it is necessary to introduce mechanisms for refinancing mortgage loans.

In connection with the transition to market principles for solving the issues of housing provision, one of the significant problems of the socio-economic development of Russia has become the multiple gap between the size of current monetary receipts of citizens and the high cost of residential real estate. This article examines the features of the mortgage lending market in Russia, the problems and prospects of its development, provides and analyzes the statistics of mortgage loans.

The study discusses the current state of the mortgage market in Russia, identifies its main trends and trends of further development based on the results of market analysis for 2018-2020. The dynamics of the volume of issued housing mortgage loans in Russia as a whole and in the context of federal districts, the dynamics of interest rates for various types of mortgages are presented, the trend of reduction of credit institutions providing mortgage loans is analyzed, and the rating of Russian banks in terms of the volume of mortgage loans is presented. A factor analysis of the volume dynamics of housing mortgage loans is carried out, and the preconditions for the growth of the Russian mortgage market are identified.

Abstract The subject of this paper is the contemporary trend in residential real estate markets in European countries and their impact on the quality of banks’ housing loan portfolios. Due to the fact that these are the markets that still have not fully recovered from the previous financial crisis, and at the time of writing were exposed to significant uncertainty related to the effects of specific business conditions caused by COVID-19, the research on the risks related to these markets and tools which can mitigate their consequences are of paramount importance. Given the fact that the importance of monitoring the emergence of systemic risks in the financial system and the design of macroprudential tools for Bosnia and Herzegovina is yet to come, one of the aims of the paper is to present the results of the research on the effectiveness of certain macroprudential policy measures for mitigating the impact of price fluctuations in residential real estate markets. A special attention is paid to the challenges that the real estate market and mortgage loans have been facing during the crisis caused by the COVID-19 pandemic. The paper provides a basis for future researches examining to which extent the applied macroprudential policy measures in some countries have been effective in hitherto unprecedented business conditions

The main concepts of the mechanism of regulation of guarantees of protection of the rights of investors of residential real estate were considered in the article. The current state of legal regulation of investors' rights is analyzed and it is established that the existing legal definitions create a «blurred» legal field, which is the basis for abuse in this area. The existing opinion in the scientific literature on the existence of general and special legislation in the field of regulation of the rights of investors in residential real estate is supported. It is established that the draft Law of Ukraine «On guaranteeing property rights to real estate to be built in the future» belongs to the special legislation and, subject to its adoption, will be the main source that structures the «blurred» and broad legislative field presented in special legislation only by the Laws of Ukraine «On investment activity» and «On state registration of real rights to immovable property and their encumbrances». The analysis of foreign investment and other features of investment is left out of this scientific article, as the aim was to study the existing and future guarantees of residential real estate investors' rights under the draft Law of Ukraine «On guaranteeing real rights to real estate to be constructed in the future». Some novelties of the bill are analyzed, in particular the form of the transaction concerning the future real estate object, its essential conditions and it is established that the bill strengthens guarantees of the rights of investors of residential real estate, that introduces the obligatory form of such contracts - purchase, sale. The novelties of such an agreement, in particular, will be mandatory information on the legal grounds for the acquisition of ownership by the developer of land ownership; guaranteeing the first sale of the future real estate, guaranteeing the absence of third party rights to the future real estate. Taking into account the provisions of general legislation, in particular, the provisions of the Civil Code of Ukraine on contracts, it is established that the contract is concluded only after the parties agree on all material terms, so consolidating these novelties as essential terms of the contract will prevent double sale of future object real estate.

The purpose of the article is to reveal the peculiarities of real estate taxation of individuals in the countries of the world and to develop recommendations for its improvement in Ukraine. The features of taxation of real estate of individuals in the USA, Germany, Sweden, Poland, Bulgaria, Italy, France, Great Britain, Lithuania and others are presented. The advantages and disadvantages of taxation of real estate of individuals in the countries of the world are identified. Attention is focused on methods for determining the cadastral / assessed value of real estate for taxation. The necessity of reforming the system of taxation of real estate of individuals in Ukraine has been proved. The introduction of a cost approach to the appraisal of real estate in Ukraine requires a number of sequential actions: centralization of management and maintenance of the real estate cadastre in one state governing body; development of regulatory support for the creation and operation of the State cadastre of real estate, the mechanism and methods of state cadastral valuation; inventory of real estate objects with the assignment of a cadastral number; formation of the system of the State cadastre of real estate. The approaches to the establishment of tax exemptions on real estate of individuals in the countries of the world and in Ukraine have been investigated. In Ukraine, the basis for taxation of real estate of individuals should be the cadastral / assessed value of real estate with its gradual approach to the market value. The introduction of a cost approach to the appraisal of real estate in Ukraine requires: centralization of competences in one state governing body; development of regulatory support for the creation and functioning of the State cadastre of real estate, the mechanism and methods of state cadastral valuation; inventory of real estate objects with the assignment of a cadastral number; formation of the system of the State cadastre of real estate; taking into account the experience in the formation of the Land Cadastre, it is necessary to ensure the transparency of the tax on real estate of individuals through digitalization of tax services and administration processes (obtaining in electronic form a certificate of the cadastral / estimated value of property by cadastral number or postal address, paying tax for the Electronic Cabinet, having access to information on the procedure for calculating tax on each property, tax rates, the availability of benefits, debts, payment history, etc.). When levying a tax on real estate, it is necessary to assess feasibility of applying tax incentives in terms of differentiating the standard of living of the population in Ukraine in order to protect socially unprotected segments of the population. Property tax benefits for individuals should be linked to the cadastral / assessed value of the property by establishing a non-taxable minimum amount of the assessed value of the property and apply to only one residential property where the owner permanently resides.

The research featured the current state of education taking into account the specifics of national features of the implementation of a particular model. The study focused on specific characteristics of education at the beginning of the XXI century and integration of various educational models. The research objective was to identify and theoretically justify the prospects of development and the implementation risks for modern models of education in the world, as well as to prove the effectiveness of the national educational system. The paper describes the features of modern education, including the interaction of numerous local educational environments. The authors studied the mutual use of specific features of innovative environments of one country in the educational space of other countries. The paper contains a list of generalized characteristics peculiar to the educational systems of different countries, e.g. transformability, modelability, openness, adaptability, etc. The study made it possible to define directions of development of the education system in the world educational environment. The authors considered the advantages and disadvantages of each system. They highlighted some models of training that owe their efficiency to certain features. The paper also introduces the problem of development and implementation of the national model of education. A retrospective analysis made it possible to define the features of the formation of the national model at different historical stages, as well as the risks of formation. The article introduces guidelines for the construction of the Russian national model and gives practical recommendations aimed at building the national model of education.

The article considers the modern role of monolithic housing construction in the Kyrgyz Republic. One of the options for providing the population with housing is monolithic housing construction. Monolithic housing construction is defined as a separate type of construction used in construction, and emphasis is placed on the features of this construction. Particular attention is paid to the integration of structural units of monolithic housing construction in our country. Emphasis is placed on the current state of monolithic construction in the world, its advantages and disadvantages.

<p>Meteorological institutes all over the world are publishing new “climate normals” in 2021, as prescribed by the World Meteorological Organization. These “climate normals”, averages over the period 1991-2020, generally have higher temperatures than the previous climate normals over the period 1981-2010 or earlier 30-year periods. As a consequence, in weather forecasts from 2021 the expected temperatures for the coming days and weeks are less often “above normal”, compared to earlier years. In the Netherlands there has been already a lot of discussion about these “climate normals”. Several people, including climate researchers and weather providers, object to them, since they say that these “normals” obscure climate change. Especially the word “normals” is what bothers them, since the current state of the climate should not be considered normal. At KNMI we understand this problem, although we also see the importance of providing regular updates of the description of the “current” climate. Many aspects in society are designed and operated taking into account the averages and extremes in the current climate. Climate is an important aspect in almost any sector, from water management, agriculture to super markets and theme parks. Several visualizations (climate dashboard and weather and climate plume) are developed at the Royal Netherlands Meteorological Institute (KNMI) that combine information on “climate normals”, past and future climate change and weather forecasts.</p><p>During the presentation examples of the above described visualizations are shown and the advantages and disadvantages are described. Suggestions are presented on how to communicate about “climate normals” and climate change.</p>

Introduction. The socio-economic development of Ukraine depends, among other things, on effective housing policies. The existing living conditions of the population require their improvement, and the low level of real incomes does not create the conditions for this. At the same time, the complexity of the mechanism of functioning of the residential real estate market requires the development of an effective housing policy, one of the directions of which is the optimization of sources of housing construction and further development of the legal framework for housing construction in Ukraine. The purpose of the article is to systematize forms and methods of financing housing construction, as well as identification of their advantages and disadvantages. Results. The results of the study have shown that an important condition for the development of the housing market in Ukraine is the availability of sufficient financial resources for developers to provide the necessary volume of construction of residential real estate. The systematization of financing methods has made it possible to identify those that are appropriate to apply in the housing construction process. These include: self-financing, credit financing, unit financing, budget financing, mixed financing. The advantages and disadvantages of using each of the methods of financing in the field of housing construction are substantiated. It is established that the most appropriate forms of housing finance are the following: retained earnings; accumulated reserves; issue of ordinary and preferred shares; bond loan; bank loan; mortgage lending; direct public financing; public-private partnership. Conclusions. Summarizing the above, it can be argued that when deciding on the method and form of housing financing, it is necessary to consider the advantages and disadvantages of each available financing instrument in each individual case of construction of a residential property.
