The mission of the special library for government agencies is to provide library material and access to information for the parent institution, while one of its functions is to develop collections that support the performance of the parent institution so that the library plays an important role in research activities at the Center for the Conservation of Plants-Bogor Botanical Gardens (PKT-KRB) LIPI. The natural beauty of Papua attracts researchers both from within and outside the country to conduct research on its biodiversity, including researchers from PKT-KRB LIPI, therefore libraries are supposed to provide a collection of plants in Papua that can be used as a reference for research activities. The purpose of this study is to provide information about the library collections in PKT-KRB LIPI, especially those related to plants in Papua. Through literature study, the author explores the collections in the library to find out what collections are contained in the library which contains information on plants in Papua to be discussed in detail. The results of the study show that the number of collections containing information on plants in Papua in the period of publication from 1985-2019 includes: 17 books, 10 travel reports, and 6 proceedings. Suggestions for further study are to focus on one of the endemic plants in Papua with literature studies not only on collections in the library but extending to the results of research by PKT-KRB LIPI research staff.

Due to increase in costs, proliferation of electronic resources and dwindling library budgets, cooperative e-acquisition has become a compelling proposition in a library consortium environment. The user community also has been greatly influenced by newer technologies facilitating seamless access to information. Users demand to have a wide array of electronic information services. As such, the current library scenario has reached a critical mass both in terms of e-products as well as increased number of virtual users. Due to journal crisis, and cuts in library budgets, the special library professionals are forced to come together in forming a consortium for subscription of e-journals. This chapter provides an outlook of special library consortia in India and the rest of the world.

Open data is data that can be freely used, re-used, and redistributed by anyone – subject only, at most, to the requirement to attribute and share alike. Open data is an important resource in present knowledge-based society used for supporting decision-making activities in government agencies, research Institutions, higher educational institutions, etc. The research activities as well as policy-making decisions are highly benefited by the availability of open data. There should be no restrictions to its reuse like legal, financial, or technological. The chapter discusses the concept of open data and its importance in present times for supporting advanced research activities in different domains of human knowledge. It also provides a glimpse of open data repositories at global level and attempts to showcase select open data repositories set by different organizations and institutions for making different datasets available in varied areas for facilitating specialized research and development activities.

Most of the draft documents, memoranda, communications, and other textual materials amassed by government agencies do not become public record unless efforts are taken to obtain their release. One mechanism for doing so is “access to information” (ATI) or “freedom of information” (FOI) law. Individuals and organizations in Canada have a quasi-constitutional right to request information from federal, provincial, and municipal levels of government. A layer of bureaucracy has been created to handle these requests and manage the disclosure of information, with many organizations having special divisions, coordinators, and associated personnel for this purpose. The vast majority of public organizations are subject to the federal Access to Information Act (ATIA) or the provincial and municipal equivalents. We have been using ATI requests to get at spectrum of internal government texts. At one end of the spectrum, we are seeking what Gary Marx calls “dirty data” produced by policing, national security, and intelligence agencies. Dirty data represent “information which [are] kept secret and whose revelation would be discrediting or costly in terms of various types of sanctioning.” This material can take the form of the quintessential “smoking gun” document, or, more often, a seemingly innocuous trail of records that, upon analysis, can be illuminating. Dirty data are often kept from the public record. At the other end of the disclosure spectrum are those front-stage texts that represent “official discourse,” which are carefully crafted and released to the public according to government messaging campaigns.

Article clarified the roles of a leaner in motivating students to achieve their final reports, especially in determining their research’s titles. Studi applied library research to find out some theories and concepts related to scientific writing, and data analysis on the research titles determined by the two classes of the  Chinese department who took Chinese Scientific Writing on the past odd semester 2010/2011. Research results indicated that there was a duplication of the research titles and the static choice of titles because the lecturer did not give a clear literature study for the students, such as information retrieval to find previous research having the same topics, as well as  practicing to read scientific publication in the forms of thesis, articles, and research reports. Moreover, there is a lack of reading habit, writing skills, and information retrieval skills that the students had performed.  It can be concluded that  a cooperation between lecturer and students to develop a better learning materials, to improve teaching methods, and interaction between lecturer and students  in Chinese Scientific Writing  subject so that the students are able to determine a proper titles, as an indicator that they have a clear description for their research activities.

At 605,156 units, Malaysia recorded the highest sales in passenger car market in 2010. It provided a very strong positive impact to the local automotive manufacturers like Proton and Perodua which monopolized approximately 60% of the Total Industry Volume (TIV). However, the global paradigm-shift towards environmental sustainability also played a significant role in ensuring the sector remains strong and competitive. The trend in the global automotive industry today has led to considerations for green design concept cars. Recently, remanufacturing activity is known to be more profitable and able to minimize the negative impacts of end of life vehicle to the environment. Since remanufacturing is a relatively new industry in Malaysia, it is essential to develop and gather good knowledge and information from the appropriate parties such as Proton, Perodua, Honda and Toyota as well as government agencies or enforcement authorities such as MITI & JPJ including small and medium-sized enterprises (SMEs) such as Motor Teknologi & Industri Sdn Bhd (MTI). By using a survey questionnaire as the methodology tool, this study is developed with the hope that ample knowledge and information could be collected and further analyzed. Results from the study would be channelled as a tool to contribute towards research activities in the Malaysian automotive industry with regards to environmental impact from product remanufacturing.

The use of automated systems to collect, process and analyse vast amounts of data is now integral to the operations of many corporations and government agencies, in particular it has gained recognition as a strategic tool in the war on crime. Data mining, the technology behind such analysis, has its origins in quantitative sciences. Yet, analysts face important issues of a cognitive nature both in terms of the input for the data mining effort, and in terms of the analysis of the output. Domain knowledge and bias information influence which patterns in the data are deemed as useful and, ultimately, valid. This chapter addresses the role of cognition and context in the interpretation and validation of mined knowledge. We propose the use of ontology charts and norm specifications to map how varying levels of access to information and exposure to specific social norms lead to divergent views of mined knowledge.
