Since the release of the well-known work of W. Weaver «Science and Complexity» (1948) only V.S. Stepin had taken some significant efforts to develop the doctrine of the three types of systems in nature. In this case, the main achievements of V.S. Stepin in postnonclassic reduced to two fundamental results: violation of the basic principle of T. Kuhn´s contradictions when changing paradigms (V.S. Stepin shows the effect of «investments», when complex systems operate classical and nonclassical rationality simultaneously) and repeated emphasis on the possibility of «change ... the probability of emerging of other (the system) conditions». At the same time, V.S. Stepin in his last works (monographs) identified a particular role of self-organization and self-development in case of complex biosocial systems. All this in theory of chaos and self-organization form 5 basic principles of functioning of complexity (or systems of the third type - STT). In fact, V.S. Stepin laid the foundation for the future (new) philosophy and developed now theory of chaos and self-organization in which humanity moved into the area of uncertainty of living (social in particular) systems completely. However, the rationality of the third type (postnonclassic) requires corrections and additions, as shown in a number of monographs of V.S. Stepin.

The author argues that during the post-soviet period Russia did not suffer several discrete crises, as it is usually reflected in scientific publications, but has been remaining in the state of a permanent crisis. This approach predetermines a cardinal assessment of the results of systemic transformations in the country in a single time space, which is the basis for reliability in characterization and assessment of the author’s achievement of the goal and objectives of the study, i.e. determination of the role of relations between the center and the regions as the focus of systemic transformations and explanation of approaches to their improvement. In the paper, the characteristics and comparisons of two models “regions – center” and “center – regions” take place. The first and second models vary in the priorities of political and economic roles of the regions and the center in the strategies of post-Soviet development in the first and in the following two decades, respectively. It was stated that due to insufficient development of the culture of democracy, the first version of the strategy is fraught with a real threat of centrifugal aspirations of the regions, the loss of territorial integrity of the country. The development according to the second option led to restoration of the institution of centralization of political and economic management in the worst version in comparison with the Soviet era and the reset of the original systemic ideological plot of development of a new social pattern according to the principles of political and economic democratization. This situation has led to the loss by the regions of the opportunity for self-development, lagging behind in the social and economic development of Russia and to a predetermined stagnation and degradation. In the conclusion, the results are presented and approaches to the elimination of the negative aspects of the model of relations “center – region” are given, based on the transformation of relations between the center and the regions to a qualitatively different level involving the coordination of interests on a market basis.

There have been countless innovations in the realm of science museology after the foundation of the Exploratorium of San Francisco and of the Ontario Science Center of Toronto with, among other things, the introduction of the exhibits hands-on, the use of new technologies and the arrival of virtuality. But most of all a new dialogue was launched, also as a form of transformation of reality. And what is drama but fiction and transformation of reality? This statement is the basis for the belief that museums and the theatre should continue, if not even start, a path to move closer, so as to make their languages work at the service of each other.A dialogical interaction which is difficult (as both languages and their interpreters crave for superiority), strong (the place for communication becomes multi-channel), but necessary (in view of a systemic approach of science communication). It is necessary especially to build an all-encompassing museum to fully play a sociological role of study, interpretation and determination of human society.

This article is dedicated to determination of the role of “generation dialogue” in development of the world culture. The author substantiates the ontological status of this phenomenon, which exists in the Oriental and Western, ancient and modern cultural space. It is demonstrated that the concept of “generation dialogue” is broader than the concept of “cultural universals”, introduced by social and cultural anthropologists in the XX century, since it not only incorporates not only fundamental comparability of ethnic cultures and possibility of comparative analysis, but also allows working with any modern forms of self-organization and determining the principal cause of the existence of culture. The main goal of this research consists in the analysis of cultural inheritance and transmission of knowledge. The key regimes of cultural development indicate two foundations of cultural dynamics dichotomous by means of implementation: 1) one ensures acquisition and arrangement of the accumulated knowledge, including classification and improvement of users interface, being realized in acceptance and preservation of all kind, beautiful and valuable left by the predecessors; 2) the second is aimed at destruction of the traditions, alienation from the native, including neglect, borrowings, and creative synthesis of the miscellaneous. The latter contributes to revitalization of culture. Such form of intercultural dialogue is illustrated by the modern Benedict Abbey of Saint Willibrord in Doetinchem, which is known for Zen meditation practices by the Catholic monks and parishioners. The general conclusion is made that having the ontological status, the generation dialogue contributes to the development of culture in space and time. Dichotomous regimes of realization of this dialogue employ the incompatible means of revival of cultural memory. The article demonstrates that the determined mechanism of generation dialogue are universal and archetypical, although complicate the reality in different ways. Their balanced coexistence is essential for the full-fledged cultural development in the present time and foreseeable future.

The article presents some aspects of teaching and training future specialists in the sphere of decorative and applied arts alongside some issues devoted to the development of their opinion that modern artistic textiles are innovative means of decorative and applied arts and play a significant role in the development of creative competence of textile artists. The need to rethink the history of textiles in Ukraine and analyse the problems of its current artistic and industrial state, especially in the Southern regions, has been grounded. It has been proved that the role of artistic textiles, together with carpet weaving and batik, in the socio-cultural and economic development of Ukraine’s artistic space remains relevant today. Special attention is given to the genetic basis for using Ukrainian textiles (the spiritual component of the ornamental carpet) through the symbolism of which representatives of all segments of the population tried to identify with Ukraine, this basis being an integral component in the development process of the professional competence of future specialists in the sphere of decorative and applied arts. It has been substantiated that one cannot forget the ancient traditions of textile art; it is necessary to revive them in original modern forms, to promote the development of experimental tendencies, to work creatively with textiles while teaching the course "Decorative and Applied Arts", to show how promising it is in its artistic and cultural essence, to provide an analysis of the exhibition activity as a guarantee for the development of creative search, a stimulator to the creative activity of a future specialist in decorative and applied arts. The purpose of the article is to identify the interrelations and interactions of folk and professional art; to outline the role of profession-centred art education in the development of artistic textiles in Ukraine; to analyse experimental tendencies and concepts of Ukraine’s modern professional textiles. The conclusions state that the language and style of the Ukrainian textile art has always depended on traditions and national sources, as well as on the latest trends in Western European Art. The analysis of the existing methodological approaches to teaching future specialists in decorative and applied arts, aimed at searching for new methods of improving the quality of education, and developing their professional competence enables us to assess the idea of innovative learning, teaching and assessment in a new way. An important condition for successful training of future professionals in the sphere of decorative and applied arts is the development of their creative competence, which includes the ability to emotionally perceive the environment, to creatively transform it, the awareness of the culture of peoples and nations in different periods of society development, to master universal human values, including creative values, providing creative self-realisation and self-development.
